Abstract

The condition of road and bridge should ensure the movement of human and tool smoothly, safely, quickly and comfortably. That is why it should be free from any damage. Department of Public Work of Toba Samosir Regency as one of the agenciyes which handles maintenance of road and bridge generally does not have good performance yet. Unavailable human resources, unsupported tools and infrastructures, community view and natural condition are same barrier that usually found. The problem in this study is hoe Department of Public Work performance of Toba Samosir Regency in gaining its purpose that is to handle the maintenance of road and bridge and factors that affect the organizational performance.The purpose of this study is to know the performance Department of Public Work of Toba Samosir Regency from 2010-2014 to handle the maintenance road and bridge and to know factors that affect the performance Department of Public Work to handle maintenance road and bridge.This study used quality research methodsto the study og descriptive data. The researcher used interview techniques, observation and documentation specified by purposive random sampling technique to collecting the data.From the analysis of the qualitative descriptive data that Department of Public Work Performance to handle maintenance road and bridge categorized yet good, the thing which seen from conceited the road and bridge damage.Keywords : performance, maintenance of road and bridge

Abstract

Mandau is a cross region of the various regions. Development always occurs from time. Problem often encountered is closely related to the problem of overpopulation. Mandau is a rapid development of the business sector infrastructure even in this area is growing so rapidly that it becomes the target sector to creat jobs the informal sector, which vendors are selling. If look to major roads that are often ecountered are vendors who sell to on the road and there is congestion and disrupt traffic behaviour. But in regulating this issue saber subdistrict goverment should have a policy for the implementation of public order by executing the task by Police Unit of Pamong Praja. In the medel implementations by Van Meter and Van Horn, there are six variables that shape the relationship between policies and performance, namely : basic measures and policy objectives, policy resources, inter-organizational communication and implementation activities, the characteristics of the implementaters, economic conditions, social and political trends executor. The reseach method used in this study is a qualitative research, with techniques that are done of snowball sampling, the key informants in this study. The informant who conducted the interview was from Police Unit of Pamong Praja Mandau and fiber UPTD police civil service departements and hygiene market, the analyze the data and manage the data. Based on the research that has been done, and based on the theoritical concept. Implementation of public order (Market case study intersections desert thorn Mandau) in the district mandau. Basically been carried out by the Police Unit of Pamong Praja and UPTD Departement and Hygiene Market. But never be running with a constant order, the hawkers back peddle. Do not have a clear sanction any mistakes made by vendors that posed on deterrent properties. Goverment also did not pay attention to the problem pf street vendors with deep. So it happened so long and prottacted. Plus the absence of a clear warning to the o authorized organization itself.Keyword: Public Order, Implementation, Street Vendors

Abstract

Discipline Civil servants In Department of Youth Education and Sports Rokan Hulu. The purpose of the study is to identify and analyze the Discipline of employees at the Department of Education, Youth and Sports if Rokan Hulu. Type of study is a qualitative method by using interviews and observation as a data collection tool to expose the employee discipline problems. The results showed that the enforcement of discipline in the field of education department secretariat on Youth and Sports Rokan Hulu District has not gone well in line with expectations visible from only a creation rules and sanction without a decrease in the level of disciplinary offenses, the growing number of employees who leave assignments during office hours . Abstract

Pekanbaru is one of the city that became the target of the urban to create jobs in informal sector, which is the street vendors. The street vendors who selling on the road and troatoar and buyers on the road vehicle parked next pagi Arengka market resulted in the slow lane can not be by passed so that the front area of the pagi Arengka market become disorderly and disruptive comfort of road users and local residents. The problem in this research is how control of the street vendors by police unit of pamong praja in pagi Arengka market and the factors that influence the control of street vendors by police unit of pamong praja in the pagi Arengka market pekanbaru.research methods used in this research is qualitative research. Conduct an interviews snowball sampling technique, the key informants in this study. The informant who conducted the interview was from police unit of pamong praja pekanbaru.The results of this study indicate that the control vendors by police unit of pamong praja in the pagi Arengka market pekanbaru is not optimally. Factors that influence the control of street vendors by police unit of pamong praja in pagi Arengka market is because the police unit of pamong praja do not have a Standard Operating Procedure (SOP), a lack of human resources in terms of quantity and quality and the lack of community participation to run the rule.Keywords: Management, Control, Street vendors

Abstract

Expansion is one of the effects phenomenon regional autonomy. Movementthe expansion of government admnistration area from top up level arrive down tolowest level namely the Villages in Minangkabau Culture at Province West Sumatra.The purpose are improving public service and the development of accelerated . In201o, expansion of north Tandikek the village with the status of increased ParamanTalang disk and Lubuk Laweh disk in accorded with together of agreement. Theproblems of this research are how the effectiveness of north Tandikek the VillagesPatamuan District Padang Pariaman Regency and the factors that’s influence theeffectiveness.The research used effectiveness theory by Duncan. This theory consists ofthree variebel that’s Achieved the goal, Integration and adaptation. The method ofthe research was qualitative using snowball sampling technique in selecting theinforman. Informan in this research Head Parts governmentof villages, headPatamuan District, Head North Tandikek Village and Community leaders northTandikek Villages.The result of this research it was found that effectivenesse expansion of northTandikek the village based on on the research conclusion enough effective. Based oneffectiveness theory by Duncan, evidently with many changes and significantprogress in alls area social,economy, education and culture in North TandikekVillage. The factors that influence are human resources, cooperation, facilities andinfrastructure and community participations. Abstract

This research is motivated because the street vendors in Indonesia is too much and became one of the original contributors of th income for the region in Indonesia. One place that has street vendors and have a characteristic of the city is Payakumbuh. Developed since 1965, the street vendors in Payakumbuh become one of the tourist destinations in this city. The Food street Night is one kinds of street vendor in Payakumbuh which have good attract attention in for all visitors. If the sret vendors or streest food night can not controlles, it can be crowds because they are do their’s job in all of primary road of Payakumbuh city. And then The Government made a laws and Regions No. 9 of 2010 about Street Vendors and/or The Food street Nights for controlles all of the street vendors and /or The Food street Nights activity.This research uses the theory by Siswanto (2011), control is a systematic effort to set performance standards with the goal of planning, designing feedback information system, comparing actual accomplishments with the established standards, determine whether there are irregularities and measure the significance of deviations and take the necessary corrective actions to ensure that all corporate resources are being used wherever possible more efficiently and effectively to the target company.The results of this reseach indicate that control of the street vendors and/or food street night by Market Management Division is less effective. This is evidenced by the absence of the Standard Operating Procedures owned by Market Management Division for implementation of the Regional Regulation Number 9 of 2010. The influence factors is Market Management Division haven’t made the operational procedures standard and no haven’t wrote legitimate and lack of human resources to supervise. Based on these indicators, they really need much resources works with the duties and functions for controlling the vendors and / or food street night Payakumbuh.Keywords: Control, Street Vendors, Food Street nights.

Abstract

Of the obligation to pray, Rokan Hulu Regent Regent pour in Regulation No. 18 of 2011 on Liability For Employee Muslim prayer to pray at Noon and Asr prayer at the Grand Mosque Sand Pengaraian. Obligations noon prayer and Asr prayer only reserved for employees with offices around the neighborhood Islamic Center Mosque. Liabilities pray together that began since 25 april 2011 was conducted simultaneously in the district government Rokan Hulu. This event led by the regent and his deputy. Regent issued a transport allowance cuts for employees three consecutive times - also for one month is not praying in congregation.To analyze these problems the author uses the theory Shaun Tyson and Tony Jackson which is consistent with the theory that problem. Abstract

Resident of a State , in essence a very important resource for development , one of the ways the organization in improving its mission through the work productivity of employees in the organization in which labor productivity is the result or a person's overall success rate for a certain period in the task are some constraints on employee productivity District Military Command ( Kodim ) 0303 Dumai as the persistence of the employees who have not been able to operate a computer at work , and persistence of the employees who are not on time .The concept of the theory used L.mathis (2002 ) uses the measurement of productivity indicators: Quantity Work , Work Quality , Utilization Time , Cooperation , Creativity . By measuring the productivity of the employees KODIM 0303 Dumai and to know about productivity in completing tasks that have been given and identify factors - factors that affect and hamper productivity. Departing from the author is interested in researching the problem and seeks to provide solutions for improving employee productivity KODIM Dumai .The results of this study showed that employee productivity District Military Command ( Kodim ) 0303 in terms of completing a given task is not maximized in the work , it is still the complaints of employers and jobs that have not been completed on timeKeywords : Work Productivity, Employe, KODIM

Abstract

Action is an important step to do, given the problems of Metropolitan city located on undisciplined in the traffic and the traffic jams and road transport. The city of Pekanbaru, leading metropolitan cities certainly have to take a stand, so that the problems occurred in the citys metropolitan doesnt happen anyway in the city of Pekanbaru. The action performed by Satlantas Polresta together Dishubkominfo Pekanbaru has not felt up to due to the still large number of cases of violations and traffic accidents and congestion that occurred. The purpose of this research is to know how the implementation of curbing traffic and road transport performed by Satlantas Polresta together Dishubkominfo Pekanbaru and to determine the factors that influence the implementation of curbing traffic and road transport in the city of Pekanbaru.The concept of the theory of management and use is the author of management oversight. This research uses qualitative research methods to the study of descriptive data. In data collection, the author uses interview techniques, observation and documentation. With the use of key informants as a source of information and technique of triangulation as a source in the validity of the data.The results of this research indicate that curbing traffic and road transport in the city of Pekanbaru were done by Satlantas Polresta and Dishubkominfo the city of Pekanbaru, yet feels maximum, evidenced from the still high number of violations and accidents that occur each year, weak internal surveillance officers in the field, so there are still officers who commit irregularities for personal gain. The factors that inhibit the action of traffic and road transport in the city of Pekanbaru is the number of officers who conduct surveillance system, still less the budget hasnt been right on target as well as lack of knowledge and awareness of good and safe driving.Keywords: Curbing, traffic and Road Transport
