Abstract

ABSTRACTThe era of regional autonomy requires every region to have independence in managing its regional finance in order to increase its local revenue. Market retribution is a type of retribution that can be potentially used as a source of local revenue. Serang city is one of the cities that become a merchant destination for traders from other regions due to its rapid economic development. The aim of this study is to analyze the performance of market retribution, to analyze the perception of merchants in accordance with the implementation of collection policy and to formulate the strategy to increase market retribution receipts. The primary data was obtained from interviews with the merchants and pertinent institution official that were chosen purposively (purposive sampling). Various analytical methods which were specifically implemented in order to achieve the purpose of the study are as follow: analysis of local government financial performance, descriptive statistical analysis, and analytical hierarchy process. The result of the analysis suggests that: (1) in general the performance of market retribution of Serang city in the period of 2009 to 2015 is less well; (2) according to the perception of the merchants, the endeavor of the implementation of market service retribution is running quite well; and (3) the first priority of the strategy which can be implemented in improving market retribution is the issuance of technical guidelines concerning to the attainment of market retribution collection.    Key Words: Market Retribution, Local Government Financial Performance, Strategy to Increase of Retribution Revenue, Serang City ABSTRAKEra otonomi daerah mengharuskan setiap daerah memiliki kemandirian dalam mengelola keuangan daerahnya untuk meningkatkan pendapatan asli daerahnya. Retribusi pelayanan pasar merupakan salah satu jenis retribusi yang potensial sebagai sumber pendapatan asli daerah. Kota Serang menjadi salah satu tujuan pedagang dari daerah lain untuk menjual dagangannya karena perkembangan perekonomian yang pesat. Penelitian ini bertujuan untuk: mengukur kinerja retribusi pelayanan pasar, menganalisis persepsi pedagang terhadap pelaksanaan pemungutan dan merumuskan strategi meningkatkan penerimaan retribusi pelayanan pasar. Data primer diperoleh dari wawancara dengan responden pedagang dan pejabat instansi terkait dipilih secara sengaja (purposive sampling). Metode analisis yang digunakan untuk masing-masing tujuan adalah: analisis kinerja keuangan daerah, analisis statistika deskriptif, dan proses hirarki analitik (analytical hierarchy process). Hasil dari masing-masing analisis menunjukkan bahwa: (1) secara umum kinerja retribusi pelayanan pasar Kota Serang tahun 2009 hingga 2015 kurang baik; (2) berdasarkan persepsi pedagang, upaya pelaksanaan pemungutan retribusi pelayanan pasar sudah berjalan cukup baik; dan (3) strategi prioritas pertama yang dapat diimplementasikan dalam peningkatan penerimaan retribusi pelayanan pasar adalah penerbitan petunjuk teknis pelaksanaan pemungutan retribusi pelayanan pasar.Kata Kunci: Retribusi Pelayanan Pasar, Kinerja Keuangan Pemerintah Daerah, Strategi Peningkatan Penerimaan Retribusi, Kota Serang

Abstract

ABSTRACT               Bangkalan City became one of the regional activities of regional centers in Gerbangkertosusila (Gresik-Bangkalan-Mojokerto-Surabaya-Sidoarjo-Lamongan) Regional Units with Surabaya as its center. Therefore, to compensate for development with other SWP areas. In general, the purpose of this study is to formulate the strategy for the development of the existing economic region in Bangkalan regency. through Input-Output analysis (I-O) and Analithical Hierarchy Processs (AHP). There are 4 steps identified through the I-O analysis, including the linkages of economic sectors, key sectors, economic sector multipliers, and investment impacts. The I-O analysis is performed as an alternative basis for the strategy that will be later responded by the AHP analysis. Maka dari itu, untuk mengimbangi pembangunan deagan daerah - daerah SWP lainnya. Secara umum, tujuan kajian ini adalah merumuskan strategi pengembangan wilayah ekonomi yang ada di Kabupaten Bangkalan. melalui analisis Input-output (I-O) dan Analithical Hierarchy Processs (AHP). Terdapat 4 langkah diidentifikasi melalui analisis I-O, antara lain keterkaitan sektor ekonomi, sektor kunci, pengganda sektor ekonomi, dan dampak investasi. Abstract

Jabodetabek and Greater Bandung Metropolitan areas experiencing the phenomenon of urban expansion which has caused both metropolitan areas to be more connected and become a mega-urban area by a corridor through a conurbation process. Karawang regency is part of the region in the Jakarta-Bandung corridor. The increasing number of population in the region will encourage the addition of number and types of public facilities. The objectives of this study were to analyze the regional development and spatial distribution pattern of the Village Development Index/ Indeks Perkembangan Desa (IPD) in Karawang regency. Regional development was analyzed using scalogram analysis, while spatial distribution pattern of the IPD was analyzed using Global and Local Moran Index. Regional development analysis shows the distribution of the IPD in 2014 has increased from 2003. Analysis of spatial distribution pattern of IPD values from 2003 and 2014 shows the clustered distribution patterns in some sub-districts.

Abstract

Since Depok relatively has limited natural resources, creativities and innovation are needed to develop local potential, such as tourism. Several potential tourism objects are located along Ciliwung Riverside. Moreover, this area was also included in the nature area development plan (Rencana Rinci Tata Ruang Bagian Wilayah Kota VIII Sukmajaya for plan development of 2013. The purpose of this research is to determine the level of community participation and potential development of social and economic activities, and also to analyze existing policies related to tourism development in Depok City. Methods used were interviews, observation and questionnaire. Stratified random sampling was applied to 30 respondents grouped by the education level and the work type. Data obtained were tabulated and analyzed descriptively by chi square. Formulation of strategies and policies for the development of ecotourism programs in this study were analyzed using the Analytical Hierarchy Process (AHP). Results showed that the level of community participation in research location was on the first ladder of Non-Participation and the second ladder of Tokenism on Arnstein's theory. Formulations of tourism development strategy are focused in enhancing the society capacity, regional arrangements, financing, infrastructure development, institutional development and also marketing.Keywords: Ecotourism, Community Participation, Depok CityABSTRAK Sumberdaya alam di Kota Depok relatif terbatas sehingga diperlukan kreativitas dan inovasi untuk mengembangkan potensi lokal, misalnya pariwisata. Beberapa obyek wisata yang berpeluang untuk dikembangkan menjadi sarana rekreasi berada di daerah sempadan Sungai Ciliwung, yang berdasarkan Rencana Rinci Tata Ruang Bagian Wilayah Kota VIII Sukmajaya pada rencana pemanfaatan Tahun 2013 merupakan salah satu wilayah rencana pengembangan nature area. Penelitian bertujuan untuk mengetahui tingkat partisipasi masyarakat, jenis kegiatan sosial dan ekonomi yang dapat mendukung ekowisata, serta menganalisis proses kebijakan yang sudah ada terkait dengan pengembangan ekowisata di Kota Depok. Metode penelitian dilakukan dengan wawancara, observasi dan kuesioner. Sampling dilakukan secara purposive pada 30 responden yang dikelompokkan berdasarkan tingkat pendidikan dan jenis pekerjaan. Data kemudian ditabulasi dan dianalisis secara deskriptif serta diuji dengan chi square. Perumusan strategi dan kebijakan guna pengembangan program dilakukan menggunakan analisis Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat di lokasi penelitian berada pada tangga pertama Non Participation dan tangga kedua Tokenism berdasarkan Teori Arnstein. Rumusan strategi pengembangan kawasan ekowisata diprioritaskan pada peningkatan kapasitas masyarakat, penataan kawasan, pembiayaan, pengembangan sarana prasarana, pengembangan kelembagaan serta pemasaran.Kata kunci: Ekowisata, Partisipasi Masyarakat, Kota Depok

Abstract

The study was based on the issue faced by the agricultural sector in Tangerang Regency which is the conversion of irrigated land. This conversion occurred due to increased population growth and economic development in Tangerang Regency, as the buffer zone of Special Capital Region of Jakarta. This issue led to the shrinkage of irrigated land area and endangerment of food security in Tangerang Regency, which acted as one of the national granary. The purpose of this study was to formulate a strategy for the protection of sustainable food crop agricultural land in Tangerang Regency. A review of Regional Regulation (Perda) No.13, 2011 on Regional Spatial Planning (RTRW) of Tangerang Regency was carried out to achieve that purpose. Methods used in this study were the analytical overlay model and descriptive analysis in which the formulation of protection strategy was performed using the SWOT analysis model. The results showed that there was a potential reclamation of irrigated land area into non-irrigated land or conversion of 23,755.19 ha irrigated land area in Tangerang Regency. The results of SWOT analysis which is to identify internal and external factors, several strategies could be formulated, among others was doing protection against agricultural land conversion through the implementation control of RTRW.Keywords: conversion of irrigated land, strategy for protection of food crop agricultural land, regional spatial planning (RTRW) ABSTRAKPenelitian ini dilakukan berdasarkan pada permasalahan yang dihadapi oleh sektor pertanian di Kabupaten Tangerang berupa alih fungsi lahan sawah irigasi. Alih fungsi ini terjadi karena adanya pertumbuhan penduduk dan perkembangan ekonomi di wilayah Kabupaten Tangerang sebagai wilayah penyangga Daerah Khusus Ibukota Jakarta. Akibatnya adalah berdampak pada berkurangnya lahan sawah irigasi dan terancamnya ketahanan pangan di Kabupaten Tangerang yang berperan sebagai lumbung padi nasional. Tujuan penelitian ini adalah untuk merumuskan strategi perlindungan lahan pertanian tanaman pangan berkelanjutan di Kabupaten Tangerang. Tinjauan Peraturan Daerah (Perda) No.13, 2011 tentang Rencana Tata Ruang Wilayah (RTRW) Kabupaten Tangerang dilakukan untuk mencapai tujuan tersebut. Metode yang digunakan dalam penelitian ini adalah model overlay analitis dan analisis deskriptif di mana perumusan strategi perlindungan dilakukan dengan menggunakan model analisis SWOT. Hasil penelitian menunjukkan bahwa ada potensi reklamasi lahan sawah irigasi menjadi lahan non-irigasi atau konversi lahan sawah irigasi seluas 23.755,19 ha di Kabupaten Tangerang. Hasil analisis SWOT yaitu untuk mengidentifikasi faktor internal dan eksternal, beberapa strategi dapat dirumuskan, antara lain melakukan perlindungan terhadap konversi lahan pertanian melalui pengendalian pelaksanaan RTRW.Kata kunci: konversi lahan beririgasi, strategi perlindungan lahan pertanian tanaman pangan, perencanaan tata ruang wilayah (RTRW)

Abstract

This study aims to develop an appropriate clean water supply infrastructure, to increase the need for clean water infrastructure, especially smart tanks following the development of the city and society. Quantitative descriptive analysis is used to identify the existing clean water supply infrastructure. The results of quantitative descriptive analysis show that the existing service area of the Piping SPAM Cibinong urban settlement area is an area that is used as the center of urban activities with an existing service level of 17.26%. The existing raw water source used by PDAM Cibinong District is the Ciliwung River with a water discharge rate of 643.360 l/sec. PDAM Tirta Kahuripan in 2018 was only able to produce clean water of 643,360 l/second, so that there was a shortage of clean water in Cibinong sub-district in 2038 of 748 l/second, therefore we had to look for alternative sources of raw water. To be able to realize the fulfillment of clean water supply infrastructure in urban areas precisely in accordance with urban development, the construction of a water supply system is immediately carried out by developing clean water supply infrastructure, in this case the smart tank design. The development of clean water supply infrastructure is expected to be able to overcome the shortage of water supply infrastructure and clean water.

Abstract

The abandoned land and indicated abandoned land are considered critical land or land that is less productive. Those lands covered about 13,000 ha of Bogor Regency area, with the critical land area of around ​​93,467.51 ha (32%). To reduce the area of critical land and increase land productivity in Bogor can be done by optimizing the abandoned land for private forest use. This study aimed to analyze the potential and opportunities for private forest use in abandoned land. The method used was an investigative approach with quantitative and qualitative descriptive analysis. This study showed that in terms of land characteristics and biophysical conditions, the abandoned land could be developed for private forest business, especially to cultivate forest business, such as sengon (Albizia chinensis), kayu afrika (Maesopsis eminii), jabon (Neolamarckia cadamba), mahoni (Swietenia mahagoni), and kayu manis (Cinnamomum verum). The majority of respondents (65%) were willing to do partnerships in private forests. However, several factors are needed to support this business, i.e., regulations in the form of incentives and disincentives from local governments, investors, facilitators, and market access.

Abstract

Forest area is the largest and most important part of the territory of the Republic of Indonesia but still faces many challenges, including deforestation, forest fires, peat swamp degradation and poverty of local communities due to horizontal and vertical forestry conflicts. This paper focuses on the analysis of forestry development based on spatial planning and agrarian perspective by conveying various facts. A single and centralistic authority over forest areas does not provide an effective basis for sustainable resource governance. There is a dualism of spatial and agrarian planning system namely between forest areas and non-forest areas. It should be integrated by mainstreaming inclusive collaborative management. We recommend promoting forest areas' arrangement under the control of an integrated spatial planning system for the people's greatest possible prosperity, including forestry management principles and objectives. Rationalisation of forest allocation (spatial pattern plan), which the optimum forest allocation must be viewed from the perspective of the overall spatial balance (both forest and non-forest areas, and between protected and cultivated areas) to provide land for food production, social welfare and environmental functions. Forestry implementation needs to consider the principles of economies of scale and prioritise benefits for local communities living bordering forests areas, especially for food cultivation areas. The government should commit to allocating at least 15 million ha inclusively by prioritising landless farmers and smallholder farmers. Increasing community participation in forest area utilisation and functions is pursued through increasing forest access for the community (social forestry and other schemes) without neglecting conservation functions.

Abstract

The general objective of this research was to analyze food agriculture wet land size requirement in fulfilling food requirement of population in West Lampung District. This research was conducted by using retrospective design and secondary data which then analyzed descriptively. The research used some data, it was : 1) demography data year 2001-2007 from Central Bureau of Statistics, 2) food balance sheet data year 2007 from Food Security Board of West Lampung District, 3) food consumption data year 2007 from Agriculture and Food Security Office of Lampung Province, 4) production data, productivity data, and plant index year 2002-2007 from Crops and Horticulture Office of West Lampung District, and 5) land potential of food agricultural development year 2004 from National Survey and Mapping Coordination Board. The result of the research indicates that rice requirement in West Lampung District until year 2012 can be fulfilled by production with wet land size utilized for rice planting in 2007 (13 320 hectar) and production 103 711 ton dry harvest.
