Abstract

Dalam era tata kelola digital, aplikasi mobile seperti JAKI (Jakarta Kini) memainkan peran penting dalam menyediakan layanan publik terintegrasi bagi masyarakat. Di sisi lain, Google Playstore menyimpan banyak ulasan pengguna yang mencerminkan pengalaman, preferensi, dan keluhan pengguna. Oleh karena itu, penelitian ini bertujuan untuk menganalisis umpan balik dari Google Playstore yang bertujuan untuk mengungkap tren sentimen dan topik pembahasan utama yang berkaitan dengan aplikasi JAKI. Dataset yang digunakan terdiri dari 3.895 ulasan pengguna yang telah melalui proses pembersihan data, kemudian diolah menggunakan kombinasi analisis sentimen dengan InSet Lexicon dan pemodelan topik menggunakan Latent Dirichlet Allocation (LDA). Hasil klasifikasi sentimen selanjutnya dievaluasi menggunakan algoritma Naive Bayes, dengan tingkat akurasi keseluruhan sebesar 65%. Hasil survei validasi pengguna menunjukkan bahwa sebagian besar topik yang dihasilkan sesuai dengan pengalaman nyata pengguna. Selain itu, rekomendasi perbaikan dirumuskan berdasarkan topik dengan sentimen netral dan negatif. Temuan ini berkontribusi pada pemahaman yang lebih baik mengenai persepsi pengguna, serta memberikan wawasan yang dapat ditindaklanjuti untuk mendukung pengembangan berkelanjutan layanan publik digital yang berorientasi pada warga Jakarta.

Abstract

As an essential component of knowledge management within organizations, knowledge sharing helps to improve teamwork, especially in government institutions that involve civil servants. This research aims to determine the factors that influence Knowledge Sharing Behavior (KSB), performing consideration of Knowledge Sharing Intention (KSI) as an endogenous driver, Perceived Organizational Support (POS) as a moderating variable, and self-efficacy, subjective norm, horizontal trust, vertical trust, IT adoption, and public service motivation as exogenous variables. Based on a survey of 327 respondents at the BPS-Statistics of Indonesia, the results reveal that Self-efficacy, Subjective Norms, and IT Adoption concurrently have a positive direct impact on both Knowledge Sharing Intention and Knowledge Sharing Behavior. Furthermore, Public Service Motivation and Knowledge Sharing Intention also exhibit a positive direct effect on the target variable. Nevertheless, neither horizontal nor vertical trust has an impact on the way people share knowledge. Meanwhile, regarding the moderating effects, perceived organizational support possesses the power to specifically strengthen the relationship between Self-efficacy and Knowledge Sharing Intention, whereas its interaction effects on other behavioral pathways are found to be non-significant.

Abstract

The Mangrove for Coastal Resilience (M4CR) Loan Project is a national initiative supported by a USD 400 million World Bank loan targeting the rehabilitation of 600,000 hectares of degraded mangroves in Indonesia. Loan disbursement is governed by Performance-Based Conditions (PBC), demanding a reliable, integrated ICT system. However, the project suffers from fragmented ICT development, absence of a strategic plan, and post-institutional transition challenges following the dissolution of BRGM in 2024. This study aims to develop an ICT Master Plan (RITIK) for M4CR using the TOGAF Architecture Development Method (ADM). A qualitative interpretive approach combining case study and action research was employed. Data was collected through in-depth interviews with three key informants (PPK, IT Expert, IT Assistant), observation, and document review. TOGAF ADM was applied from the Preliminary Phase through Opportunities, Solutions, and Migration Planning (Phases E–F), with ArchiMate 3.2 as the modeling notation. Results include: (1) a five-module integrated IS architecture (SI_DMPM, SI_KONTRAK, SI_OPERASIONAL, SI_EKSEKUTIF, SI_PENGETAHUAN) built on an open-source infrastructure stack (PostgreSQL/PostGIS, GeoServer, containerization); (2) a technology architecture shifting from fragmented SaaS dependency to a centralized, organization-owned server; and (3) a four-phase technical implementation roadmap (2026–2027) within a broader 2026–2030 ICT strategic planning horizon designed to ensure post-project governance continuity validated through internal FGD. The RITIK provides strategic guidance for ICT governance continuity across institutional transitions and PBC target acceleration.

Abstract

The increasing use of AI-powered running coaching applications in marathon training has raised questions about whether AI can replace the tacit knowledge of human coaches. This study explores how tacit knowledge changes as coaching shifts from human coaches to AI-powered coaching systems. An exploratory qualitative approach was adopted through semi-structured interviews with eight marathon runners and two running coaches who had experience using AI-powered running coaching applications. The interview data were analyzed using Braun and Clarke's six-phase reflexive thematic analysis. The findings show that AI is effective in supporting data driven coaching tasks. However, AI still has limitations in understanding athletes' emotional conditions, personal circumstances, and contextual factors that influence coaching decisions that remain difficult for AI to replicate. These findings suggest that future AI-powered running coaching systems should be designed to support rather than replace human coaches by considering athletes' contextual and emotional conditions, providing features that assist coaches in decision-making, and encouraging collaboration between AI and human coaches to improve marathon training.
