AbstrakPenelitian ini bertujuan untuk mengetahui langkah-langkah pembuatan bahan ajar video interaktif berbasis Problem Based Learning dan untuk mengetahui kelayakan produk bahan ajar video interaktif berbasis Problem Based Learning pada mata pelajaran PPKn di SMPN 1 Sindang Jaya. Langkah-langkah pengembangan bahan ajar video interaktif berbasis Problem Based Learning menggunakan desain penelitian dan pengembangan (research and development) atau R&D yang dikembangkan oleh Sugiyono. Langkah-langkah penelitian pengembangan bahan ajar video interaktif berbasis Problem Based Learning ini terdiri dari 6 tahapan, yaitu potensi dan masalah, pengumpulan data, desain produk, validasi desain, revisi desain, dan uji coba produk. Bahan ajar video interaktif berbasis Problem Based Learning ini divalidasi oleh 3 ahli, yaitu ahli media, ahli materi, dan ahli pendidikan. Setelah dilakukan uji validasi oleh tim ahli selanjutnya dilakukan uji coba produk dengan subjek penelitian yaitu siswa kelas VII SMPN 1 Sindang Jaya yang dilaksanakan dengan jumlah siswa sebanyak 20 orang. Hasil uji validasi ahli media menunjukkan bahwa bahan ajar video interaktif berbasis Problem Based Learning memperoleh nilai rata-rata sebesar 81,48% dengan kategori “Sangat Layakâ€. Hasil uji materi menunjukkan bahwa bahan ajar video interaktif berbasis Problem Based Learning ini memperoleh nilai rata-rata sebesar 93,91% dengan kategori “Sangat Layakâ€. Hasil uji ahli pendidikan menunjukkan bahwa bahan ajar video interaktif berbasis Problem Based Learning memperoleh nilai rata-rata sebesar 98,57% dan masuk kategori “Sangat Layakâ€. Hasil uji coba produk pada siswa memperoleh nilai rata-rata sebesar 89,05% dan masuk kategori “Sangat Baikâ€. Berdasarkan hasil penelitian dapat disimpulkan bahwa bahan ajar video interaktif berbasis Problem Based Learning yang dikembangkan di Kelas VII SMPN 1 Sindang Jaya “Sangat Layak†untuk digunakan dalam pembelajaran Pendidikan Pancasila dan Kewarganegaraan pada materi Norma dan Keadilan.Kata kunci: Pengembangan Bahan Ajar Video Interaktif, Berbasis Problem Based Learning, Pendidikan Pancasila dan Kewarganegaraan  AbstractThis study aims to determine the steps for making interactive video teaching materials based on Problem Based Learning and to determine the feasibility of interactive video teaching materials based on Problem Based Learning in Civics subjects at SMPN 1 Sindang Jaya. The steps for developing interactive video teaching materials based on Problem Based Learning use research and development or R&D designs developed by Sugiyono. The research steps for developing interactive video teaching materials based on Problem Based Learning consist of 6 stages, namely potential and problems, data collection, product design, design validation, design revision, and product testing. Problem Based Learning-based interactive video teaching materials were validated by 3 experts, namely media experts, material experts, and education experts. After the validation test was carried out by a team of experts, a product trial was carried out with the research subject, namely class VII students of SMPN 1 Sindang Jaya which was carried out with a total of 20 students. The results of the media expert validation test showed that the interactive video teaching materials based on Problem Based Learning obtained an average score of 81.48% in the "Very Eligible" category. The results of the material test showed that the interactive video teaching materials based on Problem Based Learning obtained an average score of 93.91% with the "Very Eligible" category. The results of the education expert test showed that interactive video teaching materials based on Problem Based Learning obtained an average score of 98.57% and were in the "Very Eligible" category. The results of product trials on students obtained an average score of 89.05% and entered the "Very Good" category.
