Abstract

West Papua has a relatively high risk of corruption during the implementation of its public procurement. It is critical to recognize that public procurement business processes are analyzed as an ecosystem with interactions between actors. This research aims to determine the need for a conducive ecosystem for public procurement (PBJP) in the West Papua province and propose recommendations for improving or increasing the credibility of public procurement. This research is qualitative because primary data are obtained through interviews and forum group discussions with selected participants. The results of the study show that the public procurement ecosystem consists of Budget User Authorities (KPA) or Contract Officers (PPK), Working Units for Public Procurement (UKPBJ), Vendors, Internal Control, and  Regulators who are credible procurement actors as focal offers. Examining each actor's issues has led to the conclusion that to boost the credibility of public procurement goals. It is necessary to strengthen leadership commitment, improve the quality of human resources, and simplify laws. The research findings are expected to assist practitioners and policymakers in understanding why there is a lack of public procurement ecosystem in West Papua and propose the necessary corrective policies.

Abstract

Sustainable Public Procurement (SPP) is one of the stages in the implementation of the realization of the state budget. SPP pays attention to the balance between price, environment and benefits for the community. Many factors can encourage the realization of SPP. This research aims to study the literature on the determinants of SPP from research results that have been published openly. The results of the literature study found that the effectiveness of internal control consisting of elements of competence and independence of internal auditors has a significant influence on SPP. In addition, management support and synergy with external auditors are estimated to have a significant influence on the effectiveness of internal control. Probity audits carried out by internal supervisors are expected to maintain compliance with the procedures for implementing SPP. Management needs to build an independent and credible electronic public procurement system to provide equal opportunities to all prospective vendors so that SPP can be implemented in accordance with the procurement plan and obtain fair prices and quality goods.

Abstract

Sate Taichan merupakan salah satu UMKM kuliner yang semakin diminati oleh konsumen muda yang menyukai makanan pedas dan praktis. Penelitian ini bertujuan untuk menganalisis model bisnis warung Sate Taichan serta mengidentifikasi faktor-faktor yang mendukung keberlanjutan dan perkembangan usahanya. Metode penelitian yang digunakan adalah deskriptif kualitatif melalui observasi langsung, wawancara ringan dengan pemilik dan pelanggan, serta pemantauan kegiatan operasional harian. Hasil penelitian menunjukkan bahwa nilai utama usaha ini terletak pada cita rasa yang khas, harga yang terjangkau, dan pelayanan yang cepat. Pelanggan utamanya adalah pelajar, mahasiswa, dan pekerja muda yang membutuhkan makanan yang mudah diakses dan cepat disajikan. Media sosial berperan penting dalam memperluas jangkauan pemasaran, sementara sumber daya utama meliputi bahan baku segar, keterampilan memasak, dan lokasi strategis. Secara keseluruhan, penelitian menyimpulkan bahwa model bisnis Sate Taichan memiliki potensi besar untuk terus berkembang melalui inovasi, menjaga kualitas, dan strategi pemasaran digital yang efektif.

Abstract

This study aims to obtain empirical evidence regarding the influence of audit findings and audit follow-up on corruption levels in provincial governments in Indonesia. Audit findings are analyzed into two categories: internal control weaknesses and non-compliance with laws and regulations. The method applied in this study is a quantitative, purposive sampling approach across 34 provinces in Indonesia during the 2021–2023 period, yielding 102 observations. The secondary data sources were obtained from ICW reports, IHPS BPK, and BPS publications. The data analysis used in this study was multiple regression with a random effects model. The results show that internal control weaknesses has a significant positive effect on corruption levels, and audit follow-up has a significant negative effect on corruption levels. Meanwhile, non-compliance with laws and regulations does not have a significant effect on corruption levels. These findings indicate that weaknesses in internal control systems can create opportunities for corruption, and effective follow-up on audit results can suppress such practices. In contrast, non-compliance with laws and regulations makes it difficult to verify corruption due to information asymmetry.

Abstract

Abstrak                                                                                 Permasalahan pada siswa SDN 1 Keruak bahwa ada beberapa siswa yang masih kesulitan dalam membaca, menulis dan berhitung.  Tujuan Kegiatan pengabdian ini untuk meningkatkan kemampuan mengenal huruf dan angka. Metode pelaksanaan kegiatan dengan tahapan terdiri dari perencanaan, pelaksanaan dan evaluasi. Jumlah peserta kegiatan sebanyak 10 siswa. Hasil pengabdian bahwa kegiatan pelatihan calistung dengan menggunakan media Flash card diperoleh data sebesar 80% siswa ada peningkatan pemahaman dalam mengenal huruf dan angka. Kata Kunci: calistung; pelatihan; media flash card AbstractThe problem with SDN 1 Keruak students is that there are some students who still have difficulty in reading, writing and arithmetic.  The purpose of this service activity is to improve the ability to recognize letters and numbers. The method of implementing activities with stages consists of planning, implementation and evaluation. The number of participants in the activity was 10 students. The results of dedication that calistung training activities using Flash card media obtained data of 80% of students there was an increase in understanding in recognizing letters and numbers. Keywords: calistung; training; media flash card

Abstract

Real work lectures are a form of community service activities by students with cross-scientific and sectoral approaches at certain times and regions. One form of knowledge transfer from student lecturers that is considered lacking in equipping students to work directly into the community, the STKIP Arrahmaniyah campus carries out real work lectures as one of the obligations of the tri dharma of higher education. The results of the Field Work Lecture (KKN) in Cibitung Kulon Village, Pamijahan District, Bogor are: First, the STKIP Arrahmaniyah KKN for the 2023 Academic year was felt to be quite successful and smooth in achieving the goals that had been programmed. Second, the implementation of KKN for one and a half months is felt to be short when it is associated with the density of the programs implemented. Third, with the assistance of the Village Head and all stakeholders and residents of Cibitung Kulom Village, they can carry out all the programs that will be implemented. Fourth, the holding of KKN by STKIP Arrahmaniyah provides many benefits for all.

Abstract

Persaingan ketat dalam industri media global dan digital, terutama dalam upaya mempertahankan audiens dan mendapatkan iklan, memerlukan strategi yang tepat. Khususnya dalam industri penyiaran, seperti stasiun radio, adaptasi terhadap perubahan sosial, teknologi, dan sumber daya manusia sangat penting. Beberapa penelitian terdahulu telah mencoba menjelaskan berbagai aspek dalam upaya mempertahankan minat pendengar, eksistensi radio, inovasi penyiaran, dan manajemen di era digital. Namun, ada kekosongan dalam penelitian terkait manajemen program dan digitalisasi pada Radio Republik Indonesia (RRI) Programa 3 (RRI Pro3) serta pesan-pesan pembangunan yang disiarkannya. Penelitian ini dilakukan karena RRI Pro3 memiliki peran unik dalam memberikan informasi edukasi yang "serius" dan karena programnya berorientasi pada pesan-pesan pembangunan yang penting untuk perubahan sosial yang positif. Selain itu, jangkauan siaran yang luas dan persaingan dengan stasiun radio swasta menambah kompleksitas tantangan yang perlu diatasi. Penelitian ini menggunakan grounded theory untuk mengembangkan konsep-konsep baru dalam manajemen program, dengan berfokus pada penggunaan platform digital/internet. Komunikasi pembangunan tetap penting untuk disiarkan oleh rri pro3, mengingat peran pemerintah dalam pembangunan di berbagai sektor.

Abstract

The quality of human resources has an important contribution to the success of development in the context of increasing people's welfare. This research aims to identify the factors that make a major contribution to the increase in the HDI and examine the effect of poverty and unemployment on the achievement of quality human resource development. By using secondary data sources sourced from the Central Bureau of Statistics and the Directorate General of Fiscal Balance as well as the EViews analysis tool, the research results show that life expectancy, expected length of schooling, average length of schooling, spending per capita have a significant effect on the development of the quality of human resources on the island of Java. Meanwhile, poverty and unemployment have a negative impact on the development of the quality of human resources on the island of Java. The results of this research might be become a foundation for policy makers to explore education spending and health spending instruments to improve the quality of human resources. The results of the research also show that quality human resources are able to improve people's welfare through economic development, reducing poverty and unemployment. Abstract

This study analyzes government policy regarding the allocation of education budgets for the Free Nutritious Meal (MBG) Program and its implications for fulfilling the right to education in Indonesia. The MBG program is a cross-sectoral policy aimed at improving students’ health and learning readiness, but its inclusion in the education budget raises questions about the prioritization of public funds in line with constitutional mandates. This research uses a normative legal method with statutory and conceptual approaches, analyzing regulations, doctrines, and academic literature related to the right to education, public policy, and education budgeting. The findings indicate that the MBG program positively supports the learning process; however, education budget management must remain focused on the core needs of the national education system, including improving teacher quality, facilities, and learning outcomes. Therefore, integrating human development programs through MBG should be implemented proportionally to remain consistent with constitutional mandates and ensure the fulfillment of the right to education for all citizens.
