Abstract

The Indonesian government is committed to implementing a social forestry program to ensure forest sustainability and improve community welfare. Community groups living near forest are granted permission to utilize forest resources, including timber, non-timber products, and environmental services such as ecotourism. This study aims to identify potential supporting resources and formulate strategies for developing edu-ecotourism within social forestry group in Gunungkidul Regency, Special Region of Yogyakarta. The study employs a qualitative method with a case study approach. Data collection was conducted through in-depth interviews, field observations, and documentation studies. This research was carried out at Sedyo Lestari Community Forest Farmer Group (SL-CFFG). The data were analyzed using the SWOT analysis model. The findings indicate that SL-CFFG has eight potential packages of learning materials to support edu-ecotourism development. These learning packages are derived from the group’s extensive experience in implementing social forestry programs under the community forestry scheme for over 20 years. These materials include: 1) Story telling of community forest management; 2) Forest land planning techniques; 3) Terracing techniques on forest land; 4) Teak replanting using a coppice system; 5) Agroforestry techniques; 6) Silvopasture techniques; 7) Nursery techniques; 8) Organic fertilizer production. Based on the SWOT analysis, four strategies for developing edu-ectourism in SL-CFFG were formulated: 1) Developing edu-ecotourism based on extensive experience, resources, and local wisdom in community forest management; 2) Establishing collaborations with multiple stakeholders to enhance human resource capacity, improve supporting facilities, and secure business capital; 3) Innovating sustainable edu-ecotourism management to adapt to changes in government policies and tourist behavior; 4) Building collaborative partnerships with tourism business and leveraging social media to enhance marketing and promotion networks.

Abstract

Perkembangan teknologi informasi dan komunikasi berkembang pesat salah satunya dimanfaatkan untuk memudahkan pengelolaan adminitrasi desa yakni melalui  Sistem Informasi Desa (SID).  Sistem informasi Desa menjadi ruang penyampaian informasi dan komunikasi bagi perangkat desa ke warganya. SID  diberlakukan sejak adanya UU Desa No.6 Tahun 2014 namun implementasi SID sampai saat ini belum optimal. Ada beberapa kendala dalam implementasi SID, permasalahan utama sebagai inovasi baru sehingga perlu persiapan sumberdaya manusia dan infrastruktur serta tata kelola dalam pengaturannya. Faktor tatakelola bertumpu pada komunikasi, koordinasi dan pembagian kerja antar pihak yang bertanggungjawab.  Sejak 2017 Panggungharjo merupakan salah satu desa yang mampu menginisiasi SID dengan mengawalinya melalui pendirian lembaga desa khusus untuk SID. Penelitian ini menggunakan teori strukturasi dari Antony Giddens dalam  melihat sinergitas stakeholders untuk mengimplementasikan SID. Tujuan penelitian untuk mengetahui peran sinergitas stakeholders yang bertumpu pada komunikasi dan koordinasi antar stakeholders dalam implementasi SID. Jenis penelitian merupakan penelitian kualitatif  dengan pendekatan deskriptif kritis, yang menyajikan gambaran spesifik  tentang situasi dan fenomena di desa tersebut. Pengumpulan data dilakukan wawancara kepada informan yang terdiri dari:  kepala desa dan carik desa, perangkat desa pengelola SID Panggungharjo, unsur masyarakat yang terdiri dari anggota PKK, kepala dusun dan karang taruna. Teknik analisis data dengan teknik analisis interaktif. Hasil penelitian menunjukkan  sinergitas stakeholders berperan dalam implementasi SID di Kalurahan Panggungharjo.  Sinergitas ini terwujud karena adanya komunikasi antar pihak dan koordinasi di Kalurahan Panggungharjo. Sesuai teori strukturasi, kepimpinan kepala desa diikuti dengan berdirinya lembaga yang kompeten dan pembagian kerja serta  wewenang jelas merupakan dualitas struktur yang berjalan beriringan.

Abstract

Women farmers' participation is considered important for the development of shallot farming. Therefore, this study aims to analyze the factors that influence farm women's participation in shallot farming and processing activities in Selopamioro Village. Farm women's participation was calculated based on four stages of participation, namely participation in decision-making, implementation, benefit-taking, and evaluation. This study involved 50 farm women to be the sample in the study, which focused on Nawungan I and Nawungan II hamlets. This research was conducted using a quantitative approach, where there were 2 tests, namely the proportion test and multiple linear regression. The results of this study show that more than 50% of farm women have a high level of participation in shallot farming and processing activities. The highest level of participation is in the third stage, namely participation in benefit taking. Factors that significantly influence farm women's participation include motivation, cosmopolitan level, and intensity of attending extension services.

Abstract

Agricultural extension services that are currently following the decentralization era require a participatory extension approach in line the needs of farmers in each region. This mixed-method study looked at the condition of agricultural extension governance and services at local level which characterized by agricultural resource based on economic development, namely Purworejo Regency, Central Java Province, in responding to problems in the agricultural sector and extension institutions. The research results show that the governance of extension services in Purworejo Regency faces the issue of lack of capacity building o extension agents with excessive workload and minimal staff. In contrast, extension agents have a pile of tasks that must be done individually, without inadequate support on facilities and sufficient budget to support extension services to farmers. The impact of climate change, such as an increase in pests and plant diseases and water crisis, have become major problems in the agricultural sector. This study suggests a policy and program to build extension agents' capacity and a more organized governance of extension institutions.

Abstract

Technological development has encouraged the use of information and communication technology (ICT) in agriculture to support smarter, more efficient, and sustainable farming systems. This study is novel in examining ICT utilization across three contrasting topographies within a single regency, and in finding that farming experience reduces — rather than increases — ICT use, while land area outweighs access-based factors such as device ownership. Purworejo Regency is a relevant area for such analysis due to its varied land characteristics. This study aimed to identify the factors influencing ICT utilization among smallholder farmers who are members of farmer groups in Purworejo Regency. A quantitative descriptive approach was employed through a survey of 87 farmers in three subdistricts representing topographical variation, namely Bener, Ngombol, and Purwodadi. The data were analyzed using multiple linear regression. The results showed that farming experience had a negative and significant effect, while land area had a positive and significant effect on ICT utilization. Meanwhile, age, education, status in farmer groups, land status, and number of ICT devices owned had no significant effect. The novelty of this study lies in its focus on smallholder farmers in a geographically diverse agricultural area and in examining the local level determinants of ICT use. These findings provide useful insights for developing more targeted agricultural digitalization policies and extension programs.

Abstract

Environment and economic losses due to anthracnose disease attacks on chilli farming are inevitable, fostering farmers' risk perceptions. Unmanaged risks contribute to inappropriate disease control behaviors that ultimately harm farmers and environment. Risk reduction can be the focus of agricultural extension activities, to reduce losses at the farmer level. This study aims to discover how farmers' risk perceptions influence anthracnose disease control and to formulate relevant extension focuses. The research is conducted in three rural areas in Central Java and the Special Region of Yogyakarta: Purworejo Regency, Wonogiri Regency and Sleman Regency. The mixed-methods approach is carried out through observations on farmers' land and surveys using indicators of Good Horticultural Practices to explore disease control methods, perceptions of pesticide use and farmers' risk perceptions of disease control. The results show that unmanaged farmers' risk perceptions give rise to collective barriers among farmers. The context of locality and farmer institutions is a determinant of farmers’ learning success. Primarily, efforts to reduce risk perception are urgent to be the focus of agricultural extension in rural areas. An extension service that orients farmers to their practices is the key to increasing the confidence of farmers in sustainable disease control.

Abstract

A notable trend in Indonesia's agricultural sector is the aging of its farmer population. The reluctance of the younger generation to pursue careers in the agricultural sector is attributed to pervasive negative perceptions, including the lacks societal prestige. In an effort to increase farmer succession, the Ministry of Agriculture, in collaboration with IFAD, has initiated the YESS. This program offers internships, training, funding through competitive grants, and the development of young agricultural entrepreneurs for young generations. The objective of this study is to analyze the impact of the YESS on the agricultural ecosystem and to identify the agricultural ecosystem with the most influence in supporting farmer succession. The present study involved 120 beneficiaries of the YESS in West Java, East Java, South Kalimantan, and South Sulawesi selected through purposive sampling. The analysis was conducted using multidimensional scaling, agricultural human resources and agricultural regulations. The findings of the present study indicate that the regulatory framework governing agriculture the proliferation of farmer succession in Indonesia. The extent to which existing agricultural regulations are implementable and representative is directly correlated with the number of farmer successions. Achieving this objective necessitates a collaborative effort among the Ministry of Agriculture, in its capacity as the policy maker, academics, young farmers, young agricultural entrepreneurs, and relevant stakeholders to achieve sustainable farmer succession.
