Abstract

Democratization is a crucial political process that has shaped the development of the Indonesian government system since the collapse of the authoritarian regime. Within the framework of political development, the success of democratization is largely determined by the capacity of state institutions, particularly the bureaucracy, to translate democratic values into governance practices and public services. This article aims to analyze the relationship between democratization and bureaucratic reform, assess the extent to which bureaucratic capacity supports substantive and sustainable democracy, identify structural, cultural, and political challenges in bureaucratic reform, and examine its implications for governance, public accountability, and the quality of state services according to Islamic oversight. This research uses a qualitative method with a library research approach through analysis of books, scientific journal articles, policy documents, and reports from relevant national and international institutions. The results of the study indicate that democratization and bureaucratic reform in Indonesia are still progressing partially. Bureaucratic reform tends to be administrative and technocratic in nature, thus not fully strengthening the state's institutional capacity and is often hampered by the politicization of the bureaucracy and a less-than-democratic work culture. These findings confirm that strengthening a professional, neutral, and service-oriented bureaucracy is a key prerequisite for the realization of substantive and sustainable democracy within the framework of political development. Implementing Hisbah values through strengthening bureaucratic morality and public transparency has proven to be an effective antithesis to bureaucratic pathologies, while accelerating the achievement of clean and democratic governance. This study provides a theoretical contribution by integrating the Hisbah concept into the discourse of modern bureaucratic reform, offering a hybrid oversight model that combines formal audit mechanisms with the strengthening of transcendental integrity, which has been neglected in secular public administration studies.

Abstract

This study examines the role of family support in caring for members with mental disorders and its impact on overall family life. The research addresses the challenges families face, including emotional fatigue, financial strain, and role conflicts, while highlighting the critical role of emotional, informational, and instrumental support in patient care and family cohesion. The study employs a literature-based methodology, analyzing primary and secondary data from books, journals, articles, and reports relevant to the phenomenon of family caregiving. Findings indicate that families provide multidimensional support that enhances patient recovery, treatment adherence, and family resilience, while coping strategies, social networks, and cultural context significantly influence caregiving effectiveness. The study concludes that family support is essential for both patient well-being and family stability, emphasizing the need for culturally sensitive, comprehensive, and collaborative approaches to strengthen caregiving practices and improve the quality of family life.

Abstract

Political development and bureaucratic reform are two interrelated strategic agendas in the effort to realize democratic, accountable, and public interest-oriented governance. This article aims to examine political development as a conceptual framework for bureaucratic reform through a review of the latest literature. This research uses a qualitative approach with library research methods and a narrative literature review design enriched with thematic analysis. Data were obtained from scientific books, reputable national and international journal articles, and relevant policy documents from the past five years. The results of the study indicate that political development is understood as a process of institutionalizing democratic values, the rule of law, public participation, and political accountability, which play a crucial role in shaping a professional and neutral bureaucracy. The literature also reveals the development of bureaucratic reform paradigms, ranging from New Public Management, New Public Governance, to Public Value Governance, which emphasizes that bureaucratic reform cannot be separated from the political context and the quality of democracy. Further analysis shows a reciprocal relationship between political development and bureaucratic reform, where both can either strengthen or weaken each other. However, this study also identified a research gap in the form of a lack of integrative conceptual models that operationally link political development to bureaucratic reform, particularly in developing countries. The findings suggest that Islamic political ethics—centered on the principle of Maslahah (public interest) and the accountability of leaders to both God and society—provide a robust framework for creating a professional, transparent, and service-oriented bureaucracy. This study concludes that integrating these transcendental values into modern administrative systems can strengthen the moral integrity of bureaucrats and ensure more sustainable institutional transformations.
