Abstract

Background: HIV/AIDS has garnered public attention due to the challenges in its effective control, with its prevalence continuing to rise until 2019. Despite its global impact, public awareness of this disease remains limited. The perspective of the community on People Living with HIV/AIDS (PLWHA) in the Aceh region offers unique insights, indicating existing issues in the community environment. However, a comprehensive understanding of these issues is still lacking. This study aims to explore the challenges related to the Acehnese people's perspective towards PLWHA.Method: A qualitative ethnographic design was employed, focusing on the subjective approach to understanding the perspectives of the Acehnese Community. In-depth interviews were conducted with 8 participants. The researcher served as a human instrument, directly involved in collecting and interpreting the data. Data were analyzed descriptively using iterative coding and thematic categorization.Result: The study identified three themes related to the perspective of the community on People Living with HIV/AIDS (PLWHA): (1) Community Knowledge regarding HIV/AIDS and PLWHA, (2) Experiences of the Acehnese Community with HIV/AIDS and PLWHA and (3) Community Values towards HIV/AIDS and PLWHA. Individuals with knowledge about HIV/AIDS can provide proper care for PLWHA patients, fostering an understanding of transmission dynamics. Society exhibits positive attitudes towards PLWHA when exposed to sufficient information. Conversely, negative perceptions arise when society attributes the disease to certain behaviors or considers it as a curse, leading to non-acceptance and ostracism. The perspectives imposed on PLWHA significantly influence their perception of the surrounding community. Community knowledge is crucial in shaping these perspectives, particularly from individuals with experience caring for PLWHA. Society holds both positive and negative values concerning HIV/AIDS and PLWHA.

Abstract

Forest and land rehabilitation is one effort that can be made to overcome this problem. Mining activities always have positive and negative impacts. The positive impact is to spur the country's economic prosperity, while the negative impact is the emergence of environmental damage. The objectives of this research are: 1) to describe the implementation of Forest and Land rehabilitation policies in Seteluk District, West Sumbawa Regency. This research uses descriptive research with a qualitative approach, data collection techniques through interviews, observation and documentation, with key informants such as the Head of the West Sumbawa Regency LHK service, the Secretary of the Seteluk Sub District office, the Head of Kelanir Village, the head of Meraran Village. The research results show that the implementation of the Barapan Kebo cultural tourism promotion policy by the Regency government is in accordance with the policy implementation indicators according to Edward III, namely: 1) Communication, 2) Resources, 3) Disposition, 4) Bureaucratic Structure. Meanwhile, inhibiting factors are regulations, network development and funding. Community participation includes 1) planning role, 2) implementation role, 3) monitoring role, 4) evaluation role.

Abstract

This research discusses the implementation of the Audit Quality Control System Policy in the Internal Supervision of the Regional Inspectorate of West Sumbawa Regency. The aim of this research is to describe the obstacles and implementation of audit quality control system policies in the internal supervision of the Regional Inspectorate of West Sumbawa Regency. The type of research used in this research design uses a qualitative descriptive method with a comparative approach. The research results found that the Implementation of the Audit Quality Control System Policy in the Internal Supervision of the West Sumbawa Regency Regional Inspectorate was based on George C. Edward III's Theory, namely a). Communication: External communication has been carried out in accordance with Audit Standards. Meanwhile, internal communication is still not established intensively. The obstacles found were the lack of persuasive 2 (two) way communication; b). Resources: supporting resources include human resources, budget and facilities and infrastructure. The obstacles found were the lack of fulfillment of these resources in accordance with applicable needs and regulations; c). Disposition or attitude: The auditor is still negligent and not fully objective in carrying out his duties. The obstacles found were the lack of motivation and commitment of the Auditor and insufficient support from APIP Leadership; d). Bureaucratic structure: there is no SOP for implementing audit quality control. The obstacle found is that there has been no development of a quality assurance and improvement program within the scope of APIP. So, it is concluded that the implementation of the Audit Quality Control System Policy in the Internal Supervision of the Regional Inspectorate of West Sumbawa Regency has not been fully implemented properly in accordance with applicable regulations and standards and there are still obstacles found in communication factors, resources, disposition or attitude and organizational structure.

Abstract

Pariwisata Hiu Paus di Desa Labuan Jambu, Sumbawa, telah menjadi daya tarik utama yang berkontribusi pada pembangunan ekonomi lokal. Penelitian ini bertujuan untuk menganalisis strategi pengelolaan pariwisata dan dampaknya terhadap keberlanjutan lingkungan, sosial, dan ekonomi. Metode dalam penelitian ini menggunakan pendekatan campuran eksplanatoris sekuensial, dimulai dengan analisis data kuantitatif melalui survei dan analisis data sekunder, diikuti oleh wawancara mendalam dan observasi partisipatif untuk memperkaya temuan. Hasil penelitian menunjukkan bahwa eksistensi pariwisata Hiu Paus berdampak signifikan terhadap pertumbuhan ekonomi lokal, dengan peningkatan kunjungan wisatawan hingga 5000 paket pada tahun 2024. Namun, keterlibatan masyarakat lokal dalam sektor pariwisata masih terbatas, dan pengelolaan lingkungan belum optimal, ditandai dengan tingginya tingkat pencemaran pesisir. Strategi pengelolaan yang terintegrasi, termasuk pengembangan infrastruktur ramah lingkungan, pemberdayaan masyarakat lokal, diversifikasi ekonomi, dan kebijakan pemasaran yang berkelanjutan, menjadi prioritas untuk mengatasi tantangan tersebut. Hasil uji statistik menunjukkan korelasi signifikan antara peningkatan infrastruktur dan keberlanjutan pariwisata. Pariwisata Hiu Paus memiliki dampak positif terhadap keberlanjutan, tetapi diperlukan kebijakan yang lebih holistik, termasuk perlindungan lingkungan, pemberdayaan masyarakat, dan tata kelola yang kolaboratif untuk memastikan keberlanjutan jangka panjang. Analysis of the Existence of Whale Shark Tourism on Sustainability Tourism in Labuan Jambu Village, SumbawaAbstractWhale Shark Tourism in Labuan Jambu Village, Sumbawa, has become a major attraction contributing to local economic development. This study aims to analyze tourism management strategies and their impacts on environmental, social, and economic sustainability. The research employs a sequential explanatory mixed-methods approach, beginning with quantitative data analysis through surveys and secondary data, followed by in-depth interviews and participatory observations to enrich the findings. The results indicate that the existence of whale shark tourism significantly impacts local economic growth, with tourist visits reaching 5,000 packages in 2024. However, local community involvement in the tourism sector remains limited, and environmental management is suboptimal, as evidenced by high coastal pollution levels. Integrated management strategies, including the development of environmentally friendly infrastructure, community empowerment, economic diversification, and sustainable marketing policies, are prioritized to address these challenges. Statistical tests show a significant correlation between infrastructure improvement and tourism sustainability. Whale shark tourism positively impacts sustainability, but more holistic policies are required, including environmental protection, community empowerment, and collaborative governance, to ensure long-term sustainability.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis pengaruh kualitas layanan, inovasi produk dan daya tarik wiasata terhadap minat kunjung ulang wisatawan pada objek wisata Pantai Balat di Kabupaten Sumbawa Barat (KSB). Penelitian ini menggunakan pendekatan kuantitatif dengan analisis data yang menggunakan metode deskriptif. Sampel penelitian terdiri dari 100 responden yaitu masyarakat KSB yang pernah mengunjungi objek wisata Pantai Balat di Kabupaten Sumbawa Barat. Untuk menganalisis data, digunakan teknik Partial Least Square (PLS) yang termasuk dalam bidang Structural Equation Modeling (SEM). Hasil penelitian menunjukkan bahwa kualitas layanan berpengaruh positif dan signifikan terhadap minat kunjung ulang pada objek wisata Pantai Balat KSB, selanjutnya, inovasi peroduk juga berpengaruh positif dan signifikan terhadap minat kunjung ulang pada objek wisata Pantai Balat KSB. Kemudian, daya tarik wisata berpengaruh positif dan signifikan terhadap minat kunjung ulang pada objek wisata Pantai Balat KSB. Berdasarkan analisis yang telah dilakukan, dapat disimpulkan bahwa Pantai Balat di Kabupaten Sumbawa Barat memiliki potensi signifikan untuk memaksimalkan kualitas layanan, meningkatkan inovasi produk, dan memaksimalkan potensi kunjungan wisatawan. Selain itu, Pantai Balat juga dapat meningkatkan pendapatan pariwisata dan berkontribusi secara positif terhadap pertumbuhan ekonomi lokal. Dengan demikian, Pantai Balat berpeluang besar untuk memperkuat posisinya sebagai salah satu destinasi wisata unggulan di daerah tersebut, serta menarik lebih banyak wisatawan untuk kembali mengunjungi destinasi ini di masa depan.

Abstract

This research discusses the implementation of the policy of involving Bhabinkamtibmas as investigators and investigators in resolving cases through restorative justice at the Sekongkang Police. The aim of this research is to describe the implementation of the policy of involving investigators and investigators in resolving cases through restorative justice at the Sekongkang Police. The type of research used in this research design uses a qualitative descriptive method with a comparative approach. The results found that the implementation of the Policy of Involving Bhabinkamtibmas as Investigators and Investigators in Resolving Cases Through Restorative Justice at the Sekongkang Police Station was based on George C. Edward III's Theory, namely a). Communication: by conveying messages, programs and ideas from the Sekongkang Police Chief to members of the criminal investigation unit and all members of the Sekongkang Police Department, West Sumbawa Police, with the aim being that every personnel from the criminal investigation unit and Sekongkang Police Headquarters understands the policy in its entirety, and can be accepted by all criminal investigation unit personnel. and the entire Sekongkang Police Department, Security and Security and Community Service and obtained increased case resolution results. The obstacle found is that there has not been a persuasive 2 (two) way communication so that there has been no direct feedback from the communicant, namely the investigator and investigator; b). Resources: there are different understandings regarding restorative justice related to explanations but they contain the same meaning, namely resolving cases through family means. The obstacle found was that of the three Bhabinkamtibmas people who were the research sample, only one Bhabinkamtibmas person had a first-degree education, besides that, not all Bhabinkamtibmas people had attended education and development of the criminal investigation function; c). Disposition or attitude: the implementor's attitude, support from leadership greatly influences policy implementers to achieve goals effectively and efficiently. The manifestation of this leadership support is placing policy as a policy priority, paying attention to the balance of region, religion, ethnicity, gender and other demographic characteristics. The obstacles found were the lack of motivation and commitment of members as investigators and investigators; d). Bureaucratic structure: Sekongkang Police does not yet have norms/guidelines in the form of Standard Operating Procedures (SOP) involving Bhabinkamtibmas as investigators and investigators. The obstacles found were the placement of bureaucrats who did not match their abilities, the ability of Bhabinkamtibmas in the fingerprint investigation process was still limited. So, it can be concluded that the implementation of the Policy for Involving Bhabinkamtibmas as Investigators and Investigators in Resolving Cases through Restorative Justice at the Sekongkang Police has not been fully implemented in accordance with standard SOPs for investigations and investigations and there are still obstacles found in communication factors, resources, disposition or attitude and organizational structure.

Abstract

Penelitian ini membahas tentang Studi Dampak Penggunaan Dana Aspirasi Legistatif Terhadap Manejemen Pengelolaan UMKM Jajan Dipang dan Kerupuk Nasi Di Kecamatan Alas dan Alas Barat). Tujuan penelitian ini terdiri dari tiga yaitu 1) untuk mengetahui manajemen pengembangan UMKM jajan dipang dan krupuk nasi melalui penggunaan dana aspirasi di kecamatan alas dan alas barat, kabupaten Sumbawa, 2) untuk mengetahui dampak covid-19 terhadap pengembangan UMKM jajan dipang dan krupuk nasi di kecamatan Alas, dan Alas Barat, dan 3) untuk mengetahui strategi pembinaan UMKM jajan dipang dan krupuk nasi setelah terdampak covid-19 di kecamatan Alas dan Alas Barat. Jenis penelitian ini adalah fieldresearch atau penelitian lapangan. Penelitian ini di lakukan di desa Labuhan Alas dan desa Mapin Kebak, Kecamatan Alas dan Alas Barat. Penelitian di mulai dari bulan Juni sampai Desember 2021. Informan penelitian ini yaitu pelaku UMKM jajan dipang dan kerupuk nasi sebanyak 6 informan. Pengumpulan data menggunakan metode wawancara, observasi, dan dokumentasi. Selanjutnya, data di analisis dengan pola deskriptif kualtitatif. Hasil penelitian yaitu sejarah tentang berdirinya UMKM jajan dipang pada tahun 1965, dan UMKM kerupuk nasi pada tahun 2002, kemudian hasil penelitian lanjutan yaitu 1) Pelatihan kemasan produk, 2) Pelatihan aspek hukum (sertifikasi halal), 3) Pelatihan manajemen pemasaran, dan 4) Pelatihan manajemen produksi, dan Dampak dari dana aspirasi terhadap UMKM jajan dipang sebelum penggunaan dana hanya dapat memproduksi jajan dipang 60 kg beras perhari, setelah menggunakan dana aspirasi jumlah produksi meningkat 300 kg beras memproduksi 1 sak terigu, namun setelah menggunakan dana aspirasi jumlah produksinya meningkat menjadi 10 sak terigu. Abstract

This research is about the innovation of interdisciplinary studies in the fields of law, English, and tourism in building an ecotourism English village with village regulations regarding tourist villages in the Sumbawa district. This study uses a normative legal approach, using a statutory approach, which is carried out by reviewing the laws and regulations related to the legal issues being handled, in this case building an ecotourism English village with Village Regulations. The findings of this study are the village authority to form village regulations regulated in Law Number 6 of 2014 concerning Villages. Furthermore, with the basis of village regulations, it becomes the basis for building an English ecotourism village in Sumbawa Regency. The English ecotourism village concept provides opportunities for the younger generation to explore and build tourism potential that is independent, sustainable, and environmentally friendly. The potentials assembled based on ecotourism English villages include fishing or marine tourism villages, production centers for producing agricultural equipment, making machetes, knives, Sumbawa swords, and coastal tourism supported by mangrove trees and several other types of plants. Furthermore, it was also found that the obstacles to the development of tourist villages, namely the lack of village governments in allocating adequate budgets for the development of tourism village potential so that the presence of tourist villages in several villages in Sumbawa Regency accomplishes not have adequate facilities and infrastructure, and the average tourist village in Sumbawa Regency, there is no village regulation regarding tourist villages. Abstract

Penelitian ini merupakan tentang inovasi penerapan manajemen kepemimpinan kepala sekolah dalam membetuk lulusan yang entrepreneurship in tourism di SMKN 1 Seteluk kabupaten Sumbawa Barat. Tujuan penelitian ini adalah untuk mengetahui bagaimana penerapan manajemen kepimpinan kepala sekolah dalam membentuk karakter entrepreneurship lulusan di SMKN 1 Seteluk, dan untuk mengetahui faktor pendukung dan penghambat dalam membentuk karakter interpreneurship lulusan di SMKN 1 Seteluk. Penelitian ini di lakukan di SMKN 1 Seteluk, selama 5 bulan dari Agustus sampai dengan Desember 2021. Adapun informan atau responden penelitian ini sebanyak 5 orang terdiri dari kepala sekolah, guru dan staf tata usaha. Pengumpulan data menggunakan metode wawancara, observasi, dan dokumentasi. Selanjutnya, data di analisis dengan pola analisis Miles dan Huberman yang terdiri dari tiga prosudur kegiatan yaitu; reduksi data, penyajian data dan verifikasi data atau kesimpulan. Hasil penelitian penyusunan kurikulum dan pengembangan Sumber Daya Manusia di SMKN 1 Seteluk penerapan prinsip-prinsip manajemen yaitu; planning, organizing, actuating dan controlling sesuai dengan Standar Nasional Pendidikan (SNP). Proses pembelajaran praktik mata pelajaran PKK guna terwujudnya pembentukan karakter entrepreneurship tamatan sudah sesuai dengan prinsip-prinsip manajemen sesuai dengan standar Badan Standar Nasional Pendidikan (BSNP). Abstract

Four pillars of efforts to accelerate TB treatment in Indonesia have not been implemented optimally in Kota Wetan Village, resulting in a high incidence of TB and non-compliance among people with TB. This can hamper the TB elimination program in Kota Wetan Village. Based on the results of the assessment, a nursing diagnosis of TB-related community health deficits was obtained related to the program not addressing all community health problems. This study aims to describe the efforts made to realize a TB-free pioneering area in Kota Wetan Village. The method used was a case report with a nursing process approach. The research sample was the community of RW 15 Kota Wetan Village totalling 695 people. There was an increase in the pretest and posttest scores of health education from an average of 76.25 to 91.25 with a p-value of 0.001 (p<0.050). RW cadres can carry out their duties as PMOs well, sputum examination (BTA) has been carried out for 58 people with suspected TB and household contacts with TB sufferers, and the declaration of TB-free RW has been carried out. The final evaluation found that the nursing problem of community health deficit was partially resolved. These interventions can raise community awareness to actively contribute to the success of activities that are being carried out for the common good so as to reduce the negative stigma of TB disease, increase the discovery of new cases of BTA positive TB, and reduce drug withdrawal rates in TB patients.
