Abstract

Siosar is one of the tourist areas located in Karo Regency, North Sumatra. The tourism development of Siosar tourism area involves the roles of stakeholders, namely government, private sector and community. The role of stakeholders is needed to carry out development including tourism development so that it can be carried out optimally. Stakeholders are individuals or groups involved in tourism development. The purpose of this research is to analyze the roles of stakeholders in developing the tourism area of Siosar. The research method used is a literature review study. The results showed that the role of stakeholders in the development of the Siosar tourism area was not significant. Siosar is a tourist area that has natural potential, agro-tourism, and others that must be developed properly. Each stakeholder plays its role, but has not given optimal results, there are still imbalances in roles and the obstacles faced indicate that stakeholders have not fully played their roles, both the roles of the government, the private sector and the community. The role of stakeholders is not yet optimal because there is no cooperation and communication that is well established. The local government should have collaborated with the private sector and the community to make efforts in developing tourism, so that tourism development in the Siosar tourism area can be more optimal and significant.

Abstract

The Village Fund as one of the programs that began to be implemented in the era of President Joko Widodo certainly had a major impact on changing the face of the village. Village funds sourced from the State Revenue and Expenditure Budget are one of the sources of village income used for village infrastructure development and village community empowerment in an effort to realize village progress and community welfare. The management of the Village Fund, starting from the planning, implementation to accountability reporting stages, of course, must be guided by the provisions of the applicable laws and regulations, as an effort to realize a clean, transparent and accountable Village Fund management. In line with this, of course, it takes human resources from the village government (village heads and village officials) who are qualified, capable and capable in carrying out their respective duties and responsibilities. The problem raised in this research is the relationship between the capability of the village government and the successful management of a clean, transparent and accountable Village Fund. The conclusion of this research is that the capability of the village government is directly proportional to the success of the village concerned in realizing a clean, transparent and accountable management of the Village Fund.

Abstract

Tourism is a very strategic sector in implementing the sustainable development goals. In addition, tourism is also the main contributor to foreign exchange income in developing countries. Tourism in the international scope has experienced various development trends, one of which is halal tourism which is known as Muslim-friendly tourism. Muslim-friendly tourism is a stage of tourism by providing basic necessities needed by a Muslim tourist in accordance with applicable Islamic law. In Indonesia, Muslim-friendly tourism has begun to develop, one of which is in the city of Palembang which is a leading tourist destination in South Sumatra Province which can be used as an opportunity to develop Muslim-friendly tourism.  This research focuses on the development of Muslim-friendly tourism in Palembang City.  In order to approach this problem, a reference to the theory of supporting factors in tourism development is used. The data were collected through interviews, documentation, FGDs and analyzed qualitatively.  This study concluded that the factors that influence the development of Muslim tourism in Palembang City are the values underlying cooperation between actors, the patterns and communication media used to communicate between actors, the level of trust of actors in cooperation, the implementation of cooperation policies between actors, and other factors.

Abstract

This article aims to show the results of innovation program Anak Lahir Administrasi Kependudukan Tertib (ANAK LANTIP) which has implemented Tanda Tangan Elektronik (TTE) on Birth Certificates and Family Cards. The problem is devoted to the usefulness of the ANAK LANTIP program because in this program it will increase the accountability of implementing agents as an obligation to manage resources, report and publish all activities and activities related to the use of public resources. To approach this problem, the theory of reference from Edy Sutrisno (2007) is used, namely the theory of program effectiveness. This theory contains understanding of the program, right on target, on time, achieving goals, and real change. The data were collected through questionnaires, observation, interviews, and  document review and were analyzed qualitatively through interactive analysis, critical analysis, and comparative analysis. This study concludes that the effevtiveness of Program Inovasi Anak Lahir Administrasi Kependudukan Tertib (ANAK LANTIP) in  Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil), Wonogiri Regency has not been achieved. The implication of this research is that the community must be proven by indicators of socialization that have not been achieved, in implementing Program Inovasi Anak Lahir Administrasi Kependudukan Tertib (ANAK LANTIP) carried out by Disdukcapil still using manual methods, and not yey utilizing technological sophistication and social media so that innovation in this service have not been able to convey to the whole community.

Abstract

This article aims to analyze the helix model in tourism development in the Nongkosawit Tourism Village. The problem is focused on sustainable tourism development, identification of stakeholders involved, and the model. To approach this problem, theoretical references from Cooper, Swarbrooke, Maryono, and Sturesson, E., Lindmark, A., & Nilsson Roos, M. Data collection was carried out through document review, interviews, and observations. The technique for determining informants uses the snowball technique. The results of this research show that the development of sustainable tourism in the Nongkosawit Tourism Village, analyzed from an economic aspect, has not provided maximum benefits, so from a social and cultural aspect it can be said to be quite optimal, and from an environmental aspect quite optimal. The results of the field findings show that sustainable tourism development in the Nongkosawit Tourism Village has not implemented the principles of sustainable tourism. The stakeholders involved in tourism development in the Nongkosawit Tourism Village are grouped into three, namely primary, secondary, and key stakeholders which then form the Penta helix model. There are several supporting factors and factors that are considered to be obstacles to developing tourism in the Nongkosawit Tourism Village.

Abstract

Flooding is the most common disaster in Indonesia. Flooding has great potential to hit Semarang City, especially Genuk Sub-district which is located in a coastal area. The community is the party that is often harmed when a flood occurs. Social capital is important because it is needed to build a resilient community in the face of disasters. This study aims to analyze social capital in facing flood disaster in Genuk Sub-district through the aspects of trust, norms, and networks. The research method used is descriptive qualitative through interviews, observation, and documentation. The results showed that the social capital of Genuk community is still not optimal in the aspects of trust, norms, and networks. The community's trust in the government and religious leaders is still experiencing obstacles. Existing norms are not yet binding and supervision is limited. The network formed is still hampered by the role of the community and the private sector in contributing to protecting the environment. Recommendations in the research are to collaborate by involving the entire community as the subject of empowerment starting from the younger generation, providing disaster training in formal education, forming volunteers at the community level.

Abstract

The Digital Population Identity Application is an application that aims to help the public carry out population document services. However, the application in Semarang City is still not optimal. Poor response from the public regarding the application and user targets that have not been achieved. This study aims to analyze innovation and driving and inhibiting factors of the Digital Population Identity application at the Semarang City Population and Civil Registry Office. The type of qualitative descriptive research. This study uses Rogers' innovation attribute theory and Rogers' driving and inhibiting factors. The results of the innovation of the Digital Population Identity Application in Semarang City have been maximized even though some things are not optimal. In terms of complexity, it has not been maximized because the public experiences technical obstacles experienced by the community; the ease of use of the application is less than optimal because the public feels that the socialization carried out by the government is not massive enough. The driving factor is the effort to change from the agent, and the inhibiting factors are the characteristics of innovation, Communication channels, and social systems. The suggestions that can be given are that Dispendukcapil provides evaluation aspirations for residents if they experience difficulties, utilizes existing human resources effectively by inviting sub-districts, urban villages, and RT/RWs, and increases content regarding IKD, conducting routine evaluations on community aspirations forums, and taking firm action against perpetrators of hoax spreaders.

Abstract

The legality of business permits is important in developing Micro, Small and Medium Enterprises (MSMEs). NIB or Business Identification Number is an identity number used by business actors to obtain business permits and commercial or operational permits. Online Single Submission (OSS) is an Electronically Integrated Business Permit application issued by the OSS institution on behalf of the Minister, Agency Head, Governor, or Regent/Mayor to business actors via electronic means integrated by the system. IMAPRES, or the Association of Achievement Students in Wonogiri Regency, is a student organization that receives scholarships in Wonogiri Regency. The goal to be achieved in the Business Identification Number or NIB acceleration program is that the Wonogiri Regency is required to complete the NIB or Business Identification Number from 294 villages. The method used uses stages such as observation or survey, counseling regarding Business Identification Numbers or NIBs, and implementation of assistance and creation of NIBs or Business Identification Numbers. The Department of Investment and One Stop Integrated Services (DPMPTSP) is collaborating with IMAPRES or the Association of Achievement Students in Wonogiri Regency to complete the NIB (Business Identification Number).
