Abstract

This study aims to analyze the circular economy development policy in Magetan Regency, focusing on the leather industry and its impact on improving the community's economy, especially on Jalan Sawo, Selosari Village. The method used is a qualitative approach, which includes in-depth interviews with industry players, direct observation at the location, and analysis of documents related to the policy. The results of the study indicate that the implementation of the circular economy policy not only increases community income through the creation of new jobs but also contributes to waste reduction and increased environmental awareness among the community. In addition, this study identifies challenges faced in implementing the policy, such as lack of training and technical support. Recommendations are provided to improve the effectiveness of this policy, including the need for collaboration between the government, private sector, and the community in creating a sustainable circular economy ecosystem. This research is expected to contribute to the development of better policies in the future.

Abstract

To benefit community welfare, a set of policies to improve access to—and the quality of—basic health services by encouraging thorough efforts via technological adoption is necessary, such as by implementing telemedicine. This study aims to determine the readiness of telemedicine adoption and evaluate telemedicine implementation policies to enhance community welfare in the post-COVID-19 era. Using a case-study and qualitative descriptive method, the data were analyzed using Powersim Studio 10 through systems thinking approach. A post-COVID-19 Telemedicine Service Policy and Management Model was developed using system dynamics through simulation. Secondary data included COVID-19 case numbers and telemedicine platform usage during the pandemic. The findings reveal three key reinforcing loop (R) relationships in telemedicine service management: (1) the enhancement of service speed positively influences users’ convenience; (2) the improvement of telemedicine provision enhances the service simplicity and users’ convenience; and (3) a rise in telemedicine users stimulates improvements in service quality. These loops demonstrate mutual benefits, where advancements in one aspect positively affect others. These findings provide valuable insights for policymakers and providers to optimize telemedicine delivery in the post-pandemic era. Recommended actions include increasing public awareness of telemedicine's benefits and ensuring user-friendly platforms without compromising service effectiveness and efficiency.

Abstract

Abstract: The problem of hypertension is a health challenge not only in Indonesia but almost throughout the world. The productive age group experienced an increase in the incidence of hypertension by 4.5% in the 15-24 year age group and 14.7% in the 25-34 year age group. The tendency to increase the prevalence of hypertension in the productive age group is caused by unhealthy lifestyles such as lack of physical activity, poor diet, smoking habits and drinking alcohol. One effort that can be made to control hypertension rates is to provide education from an early age about implementing a healthy lifestyle using the CERDIK method, especially in the adolescent age group. This activity aims to increase teenagers' knowledge about efforts to prevent hypertension in productive age. This community service method is by providing health education and measuring the level of knowledge before and after the education using questionnaires. The results of this activity were that before the counseling was given, 14 people (44%) had a poor level of knowledge, 10 people (31%) had a sufficient level of knowledge and 8 people (25%) had a good level of knowledge. After being given counseling, it was found that 24 people (75%) had a good level of knowledge, 8 people (25%) had a sufficient level of knowledge and no one had poor knowledge. Through outreach, it is hoped that knowledge can be increased so that it can change attitudes and behavior for the better in an effort to prevent the incidence of hypertension in the productive age. Abstract

This study aims to determine how the implementation of the Smart Indonesia Program (Pip) (Case Study at Sekolah Menengah Pertama Negeri 1 Dedai ) Dedai Regency. Since the reformation era and the enactment of the regional autonomy law, namely Law Number 22 of 1999 concerning regional government, and Law Number 25 of 1999 concerning financial balance between the center and regions (now being refined into Law Number 23 of 2014). The objectives to be achieved in this study are: To determine the process of implementing the Smart Indonesia Program at Sekolah Menengah Pertama Negeri 1 Dedai (PIP-SMP) Dedai Regency. The organization in proposing PIP recipients, which often occurs when duplicate data is submitted to the sekolah and to be included in the system, is a problem because there are still many separate proposals that do not meet the criteria that should receive PIP assistance. Interpretation in distribution for PIP recipients always faces obstacles such as the transfer of financial institutions / banks that collaborate with the government for disbursement of PIP recipient funds so that it requires a fairly long process for each transfer.

Abstract

The purpose of this study is to elucidate the paradigm of the humanistic approach in 21st-century interactive Arabic language instruction at Madrasah Ibtidaiyah. This research employs a library research methodology, sourcing data from literature, various websites, journals, dictionaries, encyclopedias, documents, and magazines. The findings demonstrate that the humanistic approach is instrumental in helping students comprehend Arabic by integrating contemporary digital learning developments. This approach focuses on nurturing students' cognitive, affective, and psychomotor skills through a supportive and engaging educational environment. The study highlights the necessity of this approach in overcoming the challenges students face in learning Arabic, ensuring a more enjoyable and less daunting learning experience. The humanistic approach serves as a strategic framework to facilitate effective Arabic language acquisition, aligned with the demands of 21st-century education.

Abstract

Peran anggota perempuan dalam memenuhi kebutuhan khususnya perempuan kurang maksimal sehingga menimbulkan berbagai masalah seperti kekerasan seksual terhadap perempuan dan anak, pengarusutamaan gender yang kurang terlaksana dengan baik, Peraturan Daerah dalam mewujudkan kebutuhan kebijakan responsif gender sedikit. Tujuan dari penelitian ini adalah mendeskripsikan Peran Anggota Perempuan DPRD Kota Surabaya terkait peran dalam pembuatan peraturan daerah Kota Surabaya terkait perlindungan anak dan perempuan. Dalam penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan teknik analisa data yaitu teknik purposive sampling.Hasil dari 4 fungsi dalam menggunakan peran kepemimpinan perempuan yang baik adalah fungsi perintah sebagai komunikator sudah sesuai dengan tugas,wewenang dan fungsi sebagai seorang legislator. Fungsi konsultatif sebagai bentuk komunikasi dua arah yang memiliki feed back yang baik mengenai kebijakan tersebut. Fungsi partisipasi sebagai bentuk bukti peran nyata anggota DPRD Perempuan Kota Surabaya dalam menjalankan tugas,wewenang dan fungsinya sebagai seorang legislator dalam Revisi Peraturan Daerah. Fungsi delegasi sebagai pelimpahan wewenang kepada salah satu anggota bawahan/pengikutnya. Fungsi partisipasi memiliki kelemahan pada kesibukan setiap Anggota DPRD Perempuan Kota Surabaya dalam menjalankan tugasnya sehingga terkadang adanya kegiatan diluar kantor yang membuat mereka harus meninggalkan rapat, sehingga hal ini harus ditegaskan lagi dan dihimbau bahwa kehadirannya sangat penting dalam setiap proses. Fungsi delegasi memiliki kelemahan pelimpahan kewenangan dalam pengawasan yang diwakilkan oleh anggota bawahan/pengikutnya membuat kurang terlihat perannya saat melaksanakan Revisi Perda,sehingga dalam melakukan tersebut harus benar-benar mereka sendiri yang mengawasi kebijakan tersebut berjalan dengan baik atau tidak.

Abstract

Arsip dinamis adalah dokumen arsip yang dapat dimanfaatkan secara langsung dalam suatu pekerjaan di setiap instansi, baik pemerintah maupun swasta. Tujuan penelitian ini yaitu untuk menganalisis pengelolaan arsip dinamis pada Bagian Hukum dan Kerjasama Sekretariat Daerah Kota Surabaya. Metode penelitian yang digunakan pada penelitian ini yaitu menggunakan metode penelitian kualitatif yang bersifat deskriptif. Teknik pengumpulan data dalam penelitian ini yaitu melalui observasi, wawancara dan dokumentasi. Hasil dari penelitian ini dapat dilihat bahwa pada pengelolaan arsip dinamis dijumpai beberapa faktor yang mempengaruhi adanya kendala yang dialami seperti jumlah SDM dan tempat penyimpanan arsip yang kurang memadai sehingga dapat mempengaruhi pada proses pelaksanaan dari tahap penggunaan arsip dan pemeliharaan arsip.Tahap penyusutan arsip belum berjalan secara maksimal, dikarenakan kegiatan yang dilakukan dalam penyusutan arsip yang dilakukan saat ini belum sepenuhnya sesuai dengan prosedur, mengingat banyaknya dokumen yang harus tetap disimpan di dalam instansi tersebut. Saran yang dapat diberikan pada penelitian ini yaitu sebaiknya lebih memperhatikan kembali terkait jumlah SDM dalam pengelolaan arsip dinamis serta memperhatikan pelaksanaan pada tahap penyusutan arsip, karena dapat mempengaruhi ketersediaan tempat untuk menyimpan arsip itu sendiri. Penambahan fasilitas dengan membuat SOP terkait pengelolaan arsip dinamis.

Abstract

This research discusses the democratic leadership style in the Meeting and Legislation Section of the Surabaya Legislative Council Secretariat. The leader appointed in this research is Mr. Suharto as the head of the Meeting and Legislation Section. It was found that the leader is a leader who is respected and respected by his subordinates. Leaders who give instructions to their subordinates. Always invites them to participate In leading he often includes his subordinates in submitting suggestions and opinions. The purpose of this research is to describe the leadership style at the Surabaya City DPRD Secretariat. The method used is descriptive qualitative method, namely decisions made together, appreciating the potential of subordinates, listening to criticism and suggestions from subordinates, cooperating with subordinates. With data collection techniques through interviews, observation, and documentation. Leaders always give a positive response to proposed ideas. In addition, the provision of rewards such as bonuses, meals together. appreciate the potential of each team member by giving attention and recognizing the contributions made. The attitude of listening to ideas and input from subordinates shows that this leader is able to appreciate diverse perspectives and considers each voice as an added value to the group.Leaders are open to criticism and praise given to them. encourage subordinates to provide constructive suggestions in the form of criticism and suggestions that help in improving their performance. leaders strengthen cooperation by valuing contributions. Leaders recognize the importance of collaboration in achieving common goals. An open and fair attitude in giving feedback strengthens trust among team members.Leaders communicate well with subordinates. They actively discuss every problem. Abstract

The government has a breakthrough in providing innovation, namely E-Government. One form of implementing E-Government is E-Service. E-service is included in the Government to Citizen (G2C). One of the implementations of E-Service in the field of public services managed by the Sidoarjo District Communication and information agency is SP4N LAPOR. SP4N LAPOR is an electronic based public complaints channel in Sidoarjo. This research method is descriptive qualitative with data collection in the form of observations, interviews and documentation. This can be related to the theory of the Public Service Complaint Management System Mechanism according to Permenpan RB No. 62 tahun 2018. The aim of this research is to optimize SP4N LAPOR as a virtual complaint service in Sidoarjo Regency. The Conclusion from this study is that the SP4N LAPOR service in Sidoarjo has been running optimally, but there are still inhibiting factors such as OPD admin mutations without knowledge and confirmation, lack of understanding of the public regarding correct complaint reports, lack of understanding regarding customer satisfaction. Suggestions that can be given are holding routine meetings between SP4N LAPOR admin besides holding outreach to the community regarding the understanding of SP4N LAPOR.   Keywords: Service, SP4N LAPOR, E-government

Abstract

The electronic archive system is a form of advancement in information technology as evidence and a form of accountability. The purpose of this study was to describe the management of the electronic archive system "SIMANSU" at the Regional Disaster Management Agency of East Java Province. The type of research used is a descriptive approach with a qualitative approach. The focus of this research uses Read & Giin's theory (in Winata, 2016) there are 4 phases of the electronic archive journey including: Creation and Storage, Distribution and Use, Maintenance, Disposition The results of this study indicate that the management of the SIMANSU electronic archive system includes: (1) Creation and Storage through the SIMANSU system is quite good, however, it is constrained in the process of storing incoming letters with numbers that are too long so that when saving through the SIMANSU system will be cut off by the system, the process of creating task orders (SPT) in the SIMANSU system does not have a special signature template for the head of each field and the process of storing outgoing letters in the SIMANSU system is no longer used because the storage is input according to the system order or randomly. 2) Distribution and use can be seen that the distribution carried out by the Regional Disaster Management Agency of East Java Province is carried out directly and by courier delivery, but in using the SIMANSU system there are obstacles, namely processing the use of incoming letters which cannot enter letter numbers that are too long so that the use process in storing letters will be cut off by the system and the unavailability of signature templates according to the leaders of each field. (3) Maintenance, maintenance of the SIMANSU system has been carried out regularly, however, it is constrained by the absence of a budget. (4) Disposition, disposition through the SIMANSU system has been in accordance with the instructions of the Chief Executive but is constrained by the use and storage process in the SIMANSU system so that the delivery of the disposition results by including a letter number that is too long cannot be detected by the system.
