Abstract

The main subject of this research is the behavior patterns of civil servants in dealing with changes in e-government. This study aims to determine the behavior patterns of Civil Servants at the Regional Secretariat of Bantul Regency. The theory used is the bureaucratic theory by Miftha Thoha, formulated in five aspects, namely Capability, Needs, Trust, Experience, and Expectations, and implementation theory by Edward III, which is developed in four aspects: communication, resources, dispositions, and bureaucratic structure. This study uses a qualitative method. The informants were leaders at the Regional Secretariat of Bantul Regency who were taken using a purposive sampling technique. Data collection techniques consisted of observation, interviews, and documentation, while data analysis techniques involved data reduction, data presentation, and conclusion drawing (verification). The results showed that the civil servants' behavior patterns in implementing e-government at the Regional Secretariat of Bantul Regency have not been carried out optimally, as seen from the design of behavior and e-government. Aspects of trust have not gone well either. Trust has not been earned because it is hindered by employees' ability at 50 years and over. Regarding e-government, aspects of resources and bureaucratic structure still have obstacles. There are also several deficiencies. Parts of the bureaucratic system have obstacles to differences in employee benefits between heads of subdivisions and current functional positions. Therefore, leaders need to make a work plan to meet these needs. Ways that need to be taken to deal with this problem include encouraging employees aged 50 years and over and providing them with technology training, adding employees through broad selection, and understanding employees who have experienced reduced employee benefits.

Abstract

Desa Kalirejo, yang terletak di lereng selatan perbukitan Menoreh dengan ketinggian tanah 600 meter di atas permukaan laut, adalah sebuah wilayah dengan potensi alam yang indah dan masih natural. Dengan luas 12.951.500 hektar dan populasi 5.639 jiwa, desa ini memiliki 90% wilayah berupa pegunungan yang dapat menjadi daya tarik wisata jika dikelola dengan baik. Desa Kalirejo terbagi menjadi 9 padukuhan dan mayoritas tanahnya digunakan untuk pekarangan, perladangan, serta beberapa fasilitas umum. Salah satu padukuhan yang menarik perhatian adalah Padukuhan Papak, yang memiliki potensi sumber daya alam, terutama dalam produksi gula jawa. Meskipun pendidikan masyarakat Padukuhan Papak relatif baik, infrastruktur pendidikan masih perlu ditingkatkan. Masalah yang teridentifikasi meliputi kurangnya perhatian terhadap pengelolaan limbah kelapa dari kelapa nira. Dengan adanya kegiatan pengabdian ini diharakan mampu mengatasi masalah dan memberikan pendidikan kepada masyarakat tentang pengolahan batok kelapa menjadi briket arang. Briket arang adalah bahan bakar yang dapat diproduksi dari limbah biomass. Kegiatan serupa telah berhasil dilaksanakan di berbagai daerah di Indonesia dan telah membantu meningkatkan kesadaran akan sumber energi alternatif dan pemanfaatan limbah. Melalui sosialisasi ini, diharapkan masyarakat Padukuhan Papak dapat mengatasi permasalahan lingkungan, terutama dalam hal pengelolaan limbah batok kelapa, dan mendukung upaya pengembangan briket arang sebagai sumber energi alternatif. Sosialisasi ini diharapkan juga dapat menjadi contoh dan inspirasi bagi komunitas lain dalam memanfaatkan limbah sebagai sumber energi dan mengurangi dampak negatif terhadap lingkungan.

Abstract

Violations of the neutrality of the State Civil Apparatus (ASN) in public spaces in the simultaneous Regional Head Elections (Pilkada) in 2020 became an actual and factual phenomenon. In the Election Insecurity Index (IKP) for the simultaneous regional elections in 2020, violations of ASN neutrality are at the top of the rankings, which occur in 167 districts/cities out of 270 regions that implement them. Regulations to maintain the neutrality of the ASN in the political maelstrom are practically readily available, but explicitly, there are legal loopholes that allow for violations to occur. The study results show that the breach of ASN neutrality in the simultaneous regional elections in 2020 is substantially rooted in the ambiguity of regulations that place regional heads who are, in fact, political officials as executors of coaching and cracking down on violations of ASN neutrality. The implication of the ambiguities of the regulation is the establishment of a negative stigma against the professionalism of ASN as a public official, regional heads as Civil Service Supervisory Officers in the regions do not follow up on recommendations for sanctions from KASN, and the massive violations. Based on the result, regulatory reforms are urged to ensure that the development and enforcement of breaches of ASN neutrality are not controlled by political officials but by career officials.

Abstract

This study aims to analyze the implementation and impact of the State Civil Apparatus (ASN) management innovation carried out by the State Civil Apparatus Commission (KASN) through the SIPINTER application (Information System for Self-Assessment of the Implementation of the Merit System) and its relevance in achieving good governance in Indonesia. This study used a descriptive research method with a qualitative approach, and data were obtained from official sources such as the KASN website and online news. The theory used in this study is the Public Sector Innovation Typology theory from Halvorse et al. (2005), covering (1) Creation of new services, (2) Process innovation, (3) Administrative innovation that focuses on policy change, (4) System innovation, (5) Conceptual innovation, and (6) Radical change in rationality. The results of the study show that the application of information technology in ASN management through the SIPINTER application has increased transparency, accountability, and effectiveness of ASN management at various levels of local government. Future research can carry out the development of a sustainable strategy as an important step to realize the potential of this application in the implementation of a meritocratic system in all regional and central government in Indonesia.

Abstract

The threshold Limits for presidential and vice presidential candidates have been a prominent topic since the introduction of direct presidential elections. Initially, the presidential threshold aimed to determine the candidates competing in the presidential election. However, over time, it has become a subject of prolonged debate, as it was perceived to undermine the rights of individuals in government and impede the principle of equality in democracy. This study utilizes qualitative research methods to gauge public sentiment regarding implementing the presidential threshold in Indonesia's presidential election system after the 2019 election. The research collected data through the Nvivo 12 Plus, utilizing sources such as Twitter (with the hashtag #presidentialthreshold) and online news media outlets, including Kompas, Detik, Tempo, Republika, and TribunNews. The study findings indicate that the percentage requirement is the most frequently discussed topic regarding the presidential threshold. Tempo is the online news media outlet that prominently highlights the issue. The analysis reveals that negative sentiment prevails in public opinion, comprising 63% of responses, while positive sentiment constitutes 37%. Tempo primarily represents positive sentiment, while Republika reflects negative sentiment. Positive public sentiment focuses on parliamentary support, while negative sentiment centers around candidates' opportunities.

Abstract

The impact of this inadequate management of funds resulted in the absence of significant benefits in promoting the welfare of the community. In a report prepared by (Secretary General and BK DPR RI, 2020) it is explained that based on the mandate of Law No.21 of 2001 concerning Special Autonomy for Papua Province paragraph (3), the special autonomy fund is intended to finance education and health. Therefore, in remembrance of the law, the ideals of giving special autonomy are to reduce inequality, improve the standard of living, and the welfare of the people, especially in the Provinces of Papua and West Papua. However, these ideals do not seem to be running optimally, one of which is due to problems in the Otsus funding flow. Therefore, this paper is aimed at seeing how the Papua Special Autonomy policy program, especially in West Papua, is in the welfare of the community and what obstacles are encountered in terms of accountability. In this paper, the authors conducted research using qualitative methods with the stages: data collection, data analysis and report writing. For data collection, the authors use library research (library research). The existing data shows that even though there is a trend of increasing HDI in Papua and West Papua Provinces, the increase in HDI in these two provinces still occupies the lowest position among 34 Provinces throughout Indonesia. In the period of 20 years, the implementation of Special Autonomy still leaves problems, especially in the issue of special autonomy fund management, so that the impact of the ineffectiveness of the use of these funds has an impact on the slow growth of community welfare. Apart from that, the existence of political factors that often become obstacles to the management of these funds also presents a challenge in itself. This is based on the fact that the application of Otusus in previous years still experienced the same problems. Therefore, in the future we need a policy that can firmly regulate the performance audit of Otsus funds in Papua and West Papua. This is because one of the major problems that hinders the effective use of Otsus is about its accountability.

Abstract

This study aims to analyze the social media accounts of Ministers in Indonesia as a means of delivering information to the public. We analyzed two Twitter accounts of Indonesian ministers who were considered to have millennial style and were active on social media, namely Erick Tohir as Minister of SOEs and Sandiaga Salahuddin Uno as Minister of Tourism and Creative Economy. The data obtained is the second Twitter post of the Minister from September 2019 to June 2023. The method in this study uses qualitative content analysis with the Nvivo 12 Plus analysis tool. The results of this study show that Erick Tohir conveyed a number of information about global cooperation, increasing dividends, and the role of SOEs for society. Meanwhile, Sandiaga Salahuddin Uno provided information on a number of bilateral relations cooperation, creative economy, and visits to various leading destinations. By looking at the number of comments, retweets, likes, and views on the average post, we conclude that Erick Tohir's communication on Twitter has a greater public response than Sandiaga Salahuddin Uno.

Abstract

This article aims to explain the causes of internal tension within the Indonesian Democratic Party—Struggle (PDIP) Party. The internal tension occurred vertically and horizontally due to the party’s central office intervention in the recruitment process for the 2020 Surakarta mayoral candidate. The intervention caused disappointment among Surakarta Branch Leadership Council (DPC) Surakarta cadres towards the PDIP's Central Leadership Council (DPP) policies and deconsolidation within the DPC level prior to the election. The research approach used is descriptive-qualitative, with data collection techniques used are documentary and literature studies. In contrast to the explanation of previous works that emphasize the oligarchy and centralism of decision-making, this article shows that the cause of the internal tension within the PDIP Party is the low degree of party institutionalization, especially in the systemness and decisional autonomy dimensions.

Abstract

This study aims to determine the framework related to the Government Policy of determining the Average weightage against each citizen of the country, which will decide the value or impact of the Individual Vote given to the Candidate by the Voter in the Election process and similarly that Average Weightage will be deciding the Election Candidate validity to run in the Election. Researchers are doing research work in this specific use case using ‘Qualitative Research.’ This research data was taken from social media, Online Media, Websites, Journals, and Articles and then represented in descriptive format. This study indicates that the creation of this Policy will surely improve the quality of the Election process in the country and build more trust in the Citizens in the Electoral Process. There are several milestones that need to be fulfilled for the development and successful implementation of this policy—first, the analysis and determining the critical indicators required for the Average Weightage calculation. Second, the selection of the medium for the solution. Finally, then start the development of the solution based on the analysis. This paper is limited to the extent to which the problem is clearly described, then proposing the solution and how it should work, and lastly, what benefits the solution will be given to resolve the challenge the current Election process is facing.

Abstract

The study establishes the individual of kiai as a determinant autonomous actor of shifting roles and political support ‘ assume ‘ that the problem of shifting roles and political support of kiai are problems related to the quality of the individual ( individual quality) kiai alone. While studies that put the structure as an autonomous actor explaining that problem of shift in the role and political support of kiai turns laced with systems or structures that surround the life of kiai. Kiai is no longer a mere accused or suspect. Compared with the two previous perspectives, the study which makes a link of kiai and structure as a determinant actor of crisis of political agency of kiai or shifting political roles of kiai from cultural broker to political broker either to political player in the reform era is look more able to explain the problem in a comprehensive manner. The explanation which is given is also open awareness that the problem of shifting political roles or crisis of political agency of kiai in the reform era was not only related to the quality of the kiai alone, but also by the growing structure and surrounding kiai life.
