Perekrutan loyalis gubernur tersebut adalah bentuk politisiasi birokrasi yang sering terjadi pasca pemilihan kepala daerah. Politisasi birokrasi terjadi pada praktik pergantian pejabat struktural yang dilakukan, karena kewewenangan gubernur serta mekanisme pergantian pejabat struktural yang tidak sesuai aturan. Sejumlah pelanggaran terhadap regulasi dan kewenangan tersebut terjadi dalam mekanisme yang didesain sedemikian rupa sehingga aturan yang dilanggar justru menjadi legitimasi atas tindakan politisasi birokrasi yang menyebabkan sistem merrit tidak lagi menjadi pedoman dalam pengangkatan, penempatan dan promosi jabatan. Dalam praktik pergantian pejabat struktural di birokrasi pasca pemilihan kepala daerah berbagai tipe politisasi diterapkan seperti tipe politisasi fungsional, formal maupun administrasi untuk melanggengkan kekuasaan gubernur petahana. Mekansime pergantian pejabat struktural yang tidak sesuai dengan aturan yang berlaku berdampak pada kinerja dalam birokrasi diantaranya pelaksanaan tugas di dalam dinas tidak berjalan efektif karena pendistribusian kerja tidak merata dan tidak sesuai tupoksi, atmosfir kerja yang kurang kondusif, pejabat baru cenderung memberikan pekerjaan dan tugas hanya kepada pegawai-pegawai tertentu, sehingga menimbulakan gap di dalam lingkungan kerja, dan sebagian besar pegawai malas ke kantor karena merasa tidak ada yang harus dikerjakan.

The purpose of this study was to assess the effectiveness of the Millennial Adjutant Program of West Java Future Leaders in creating a superior younger generation. This study uses Q-DAS (Qualitative Data Analysis Software) and Nvivo 12 plus to provide an exploration and description of the Millennial Adjutant Program West Java Future Leaders. The results of this study are the effectiveness of the West Java Future Leaders program in this study as seen from several indicators, namely the program's success, the success of the target, and the level of output and input. The success of the West Java Future Leaders program can be seen based on the enthusiasm of the participants, which increases every year. The target of this program is young people throughout Indonesia, who are expected to create a superior young generation to meet the road map of bureaucratic reform.

This study identifies the political influence of Jokowi Mania volunteers on the policies of President Joko Widodo Period II. Joko Widodo's election victories in 2014 and 2019 did not occur without the role of volunteers. This political volunteer movement emerged based on shared unrest and the people's sense of distrust of the democratic space, which is dominated by political parties and politicians who are problematic. This research uses qualitative research. The data collection technique was obtained by using the Ncapture feature on the Nvivo 12 plus, where the Ncapture feature is a web browser extension developed to capture web content in the form of website content, online media, and other document content such as scientific articles and collections of observers' opinions regarding the policies of President Joko Widodo. Based on the study results, four important points have been analyzed by researchers using crosstab on the Nvivo 12 Plus. The first is advocacy, with a percentage of 35.71%, the second is monitoring, with 21.43%, the third is the program, and the last is reconciliation, with 19.05%. The political policies carried out by Jokowi Volunteers also affect most of those who used to be policy volunteers are now part of the government and occupy strategic positions.

The reform of public management will have an impact on the demands of qualifications and competency of human resources in government institutions. Grand Design bureaucracy reform is increasing the capacity and accountability of bureaucratic performance. Human resources development of government apparatus in the present must be placed and directed at a position that corresponds to the field of duty. This research aims to see the strategy used by the Department of Small and Industrial enterprises of Bantul District to improve the quality of government apparatus to achieve good governance to be achieved a better organizational system. Methods used are qualitative descriptive, the technique of collecting data sources obtained by documentation.

Merit System is the placement of someone with a high leadership position based on their competency. The government as the holder of power always makes new regulations or policies and also changes existing policies, to improve the quality of life of the people and the government institution itself. This article aims to analyze the merit system policy in the implementation of the government in Indonesia in implementing the principles of good governance and to see how the role of Baperjakat in making the mutation decision letter has caused problems between ASN and the Regent of Simeulue. The research method uses descriptive qualitative through literature review and research information. Sources of data obtained through journals, news, and documents. Data analysis techniques using Nvivo plus 12 analysis in the form of the crosstab. The results showed that the procedure for the policy of the position of the State Civil Apparatus (ASN) issued by the Regent of Simeulue was not based on established rules. In the process of mutation, the basic foundation of its implementation is still to use the seniority system and the spoil system where this system is not well used in the mutation process. In this mutation, the application is not by the principles of good governance.

Kebijakan moratorium yang diberlakukan pemerintah menyebabkan ketidakseimbangan antara jumlah formasi jabatan dengan jumlah personil yang ada. Manajemen terhadap struktur organisasi dan sumber daya manusia perlu untuk dilakukan agar administrasi pemerintahan dapat berjalan secara efektif. Sumber Daya Manusia merupakan unsur penting di dalam organisasi pemerintahan sehingga harus dipastikan bahwa telah dilakukan proses pengelolaan SDM secara tepat sehingga akan meningkatkan kinerja secara optimal. Penelitian ini bertujuan untuk mengetahui upaya upaya yang telah dilakukan oleh Pemerintah Kabupaten Kulon Progo dalam melakukan manajemen sumberdaya manusia khususnya dalam hal penataan dan pengembangan kompetensi Aparatur Sipil Negara (ASN) dalam kurun waktu pelaksanaan kebijakan moratorium ASN. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, dokumentasi dan observasi. Hasil penelitian menunjukkan bahwa Pemerintah Daerah Kabupaten Kulon Progo telah berusaha untuk melakukan manajemen sumber daya ASN melalui proses pengembangan database kepegawaian, penataan dan redistribusi pegawai, penyusunan standar kompetensi dan pengembangan diklat berbasis kompetensi. Upaya tersebut memberikan hasil yang cukup baik yang dilihat dari capaian kinerja Pemerintah Kabupaten Kulon Progo.

ABSTRACTThe purpose of this study was to analyze and describe the effect of the electronic application SIKEPO (Online Employee Attendance Information System) from the rule set 2 times a day attendance then changed to 4 times. This study uses explanatory research with a mix-method approach. The data collection process was carried out by distributing questionnaires and also direct interviews with respondents who were selected by random sampling—testing the data using SEM-PLS. The measurement model is studied through two subs, namely the first: through the outer model. The external model with measurements was assessed through Cronbach alpha and composite reliability. Second, the inner model is studied through the Coefficient of determination (R2 )and the path coefficient. After the 2 sub-tests were carried out, was continued hypothesis testing as well. The results of this hypothesis test indicate that the SIKEPO electronic presence variable has a positive and significant effect on improving the performance of civil servants during the Covid-19 pandemic, so the hypothesis is accepted. Furthermore, the application of electronic SIKEPO does not have a positive and significant effect on improving the work discipline of civil servants during the Covid-19 pandemic, so the hypothesis is rejected. Where the work discipline variable has a T statistic of 0.403 where the value is lower than the standard T statistic of 1.96, besides the P value of 0.687, the hypothesis is rejected.Keywords: SIKEPO; Performance; Work Discipline; Civil Servants; and Covid-19

Indonesia is estimated to be one of the largest plastic-producing countries in the world. The high use of plastic will cause people to become dependent on plastic. However, dependence on plastic has a destructive impact, which makes plastic potentially harmful to human health and the environment; Greenpeace shares this concern and makes it the basis for organizing a campaign. This study aims to analyze and see how the Greenpeaceid account interacts with Twitter social media accounts through mentions and hashtags used to drive for handling plastic waste in Indonesia. This study uses qualitative research, which uses Q-DAS (Qualitative Data Analysis Software) to analyze the data; the software used is Nvivo 12 Plus. The result of this research is that Greenpeaceid uses social media as a media campaign related to the issue of plastic waste pollution. The social media used by Greenpeace is twitter; on this social media, the form of a campaign is carried out by using #Pantangplastik and #Breakfreefrompalstic, which contains various documentation related to suitable actions in managing plastic waste so that the environment is not polluted again. The existence of the #Pantangplastik Campaign will gradually reduce the use of plastic waste.

This study aims to determine the Social Service and Community Social Workers efforts to empower the homeless and beggars in Yogyakarta. Data analysis techniques with NVivo 12 Plus software helps in efficient qualitative research. This research focuses on the Office of Social Affairs and Community Social Workers empowering the homeless and beggars in Yogyakarta. The data used are primary data through interviews with the Office of Social Affairs and Community Social Workers and secondary data from various documents on the empowerment of girdles and beggars. The results reduced social disparities with multiple activities: counselling, counselling, training, and policing—Office of Social Affairs and Community Social Workers. The Office of Social Affairs and Community Social Workers provide training such as screen printing, haircuts; if the beggar is still a teenager, then he is put in a youth development centre and fostered within three to four days; training activities are in the form of making various types of handicrafts. Counselling and counselling in reducing the number of beggars and homeless people in Yogyakarta have been going well. Homeless people and beggars are regulated in the Yogyakarta Special Region Regulation Number 1 of 2014, prohibiting money from homeless people and beggars.

This study aims to look at the narrative of public policies related to the relocation of the Indonesian capital in the era of the Covid Pandemic 19. The narrative is seen through the development of opinions of government policy actors, political parties, and society. This study uses a Q-DAS (Qualitative Data Analysis Software) approach; besides the data in this study are media and social media data. The media have an essential role to play in shaping public narratives related to policymaking. The role of public narratives can create collective awareness in providing information about actor choices in policy decision-making. This research will conduct a Narrative Policy Framework (NPF) study, which can describe, explain the structure of political narratives in policymaking. The results showed that the Government's attitude was inconsistent regarding relocating the State Capital (IKN) after the Covid 19 Pandemic. The policy choices made by the Government were evident from the Government's narrative that temporarily suspended the relocation of the State Capital (IKN). The policy steps taken by the Government are the impact of the developing public narrative related to the relocation of the State Capital (IKN) in the Covid 19 Pandemic era. The factors affecting budget availability are Covid 19, weak public support, regulations, and aspects of environmental damage. These factors have developed in the public narrative on mass media and social media so that the Government took steps to delay the process of moving the country's capital city (IKN).
