Abstract

Tujuan penelitian ini untuk mengetahui pengaruh kualitas pelayanan yang meliputi variabel tangible, reliability, responsiveness, empathy, assurance terhadap kepuasan pengunjung Perpustakaan di Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Jenis Penelitian yang digunakan menggunakan kuantitatif dengan metode survei. Penelitian dilakukan pada layanan perpustakaan di Perpustakaan Umum Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Instrumen berupa kuesioner untuk mengumpulkan data dengan pernyataan tertutup sebanyak 25 pernyataan menggunakan skala Likert terdiri dari 5 alternatif jawaban. Sampel menggunakan teknik sampling Insidental banyaknya dihitung dengan rumus Slovin. Hasil Penelitian menunjukkan sebagian besar responden berjenis kelamin laki-laki berusia 17-25 tahun dan bekerja sebagai pelajar/mahasiswa yang sebagian besar merasa sangat puas dengan persentase 81% pada variabel tangible, 68% reliability, 71% responsiveness, 71% empathy, 78% assurance. Hasil uji t parsial menunjukkan nilai sig. variabel tangible, responsiveness, assurance, empati lebih besar daripada 0,10 menunjukkan bahwa secara parsial variabel tangible, responsiveness, assurance, empati berpengaruh tidak signifikan terhadap kepuasan pemustaka, sedangkan variabel reliability nilai sig kurang dari 0,10 artinya secara parsial variabel berpengaruh signifikan terhadap kepuasan pemustaka. Analisis regregasi linier berganda menunjukan variabel tangible, reliability, responsiveness, empathy, assurance bernilai positif yang memiliki makna bahwa secara keseluruhan kualitas pelayanan yang diberikan memberikan pengaruh positif dan sebanding terhadap kepuasan pemustaka. Besar pengaruh kualitas pelayanan terhadap kepuasan pemustaka sebesar 38,5% yang diperoleh dengan melakukan uji koefisien determinan. Kesimpulan pada penelitian ini bahwa secara parsial variabel tangible, responsiveness, assurance, empati berpengaruh positif dan sebanding terhadap kepuasan pemustaka, namun pengaruh yang diberikan tidak signifikan. Variabel reliability merupakan kualitas pelayanan yang memiliki pengaruh positif, sebanding, dan signifikan terhadap kepuasan pemustaka. Secara keseluruhan besar pengaruh kualitas pelayanan yang diberikan Dinas perpustakaan dan kearsipan Provinsi Jawa Timur Terhadap kepuasan pemustaka sebesar 38,5%. Meskipun layanan perpustakaan sudah sangat memuaskan, namun masih ada beberapa hal yang perlu diperbaiki untuk terus meningkatkan kepuasan pengguna layanan publik.

Abstract

Penelitian ini untuk menjelaskan proses Implementasi OSS RBA ( Online Single Submission Risk Based Approach) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Berau dan mengidentifikasi apa yang menjadi faktor penghambat dalam proses implementasinya dengan pengembangan analisa teori implementasi system berdasarkan teori dari G Shabbbir Cheema dan Dennis A Rondinelli. Metode yang digunakan adalah kualitatif deskriptif dengan memberikan gambaran atau penjelasan yang tepat secara objektif terkait keadaan yang sebenarnya dari objek yang diteliti Hasil dari penelitian ini menunjukan bahwa Implementasi Sistem OSS RBA ( Online Single Submission Risk Based Approach) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu kabupaten Berau sudah efektif dan berjalan dengan baik walaupun belum optimal. Faktor penghambat diantaranya jaringan internet di beberapa wilayah yang kurang baik, masih kurangnya tenaga teknis yang akan melakukan pendampingan OSS RBA di klinik OSS RBA, dan keterbatasan anggaran

Abstract

Bureaucratic reform and efforts to realize effective institutions with the alignment of regional apparatus nomenclature with regulations, several agencies made changes that were arranged more effectively in achieving the goals of bureaucratic reform. This study aims to describe and analyze the adjustment process for changes in the organizational structure of the Gresik District Fire Department (DPKP), as well as examine efforts to improve the quality of its services. .In order to achieve the research objectives, a qualitative method was used with a descriptive approach, by taking informants from the Fire and Rescue Service in Gresik Regency. The results of the interpretive analysis can be described that the East Java Provincial Government allowed and changed the Fire Department and Community Protection at the Satpol PP Service to OPD itself or the Gresik Regency Government Type C Fire Service. There was a change in the status of the IPK (Fire Department), the Gresik Fire and Rescue Service (DPKP) made various adjustments, which included adjusting the number of HR (Officers), supporting facilities and infrastructure, as well as various collaborative activities that could assist various tasks of handling fire incidents and repair. The efforts of the Gresik Regency DPKP in an effort to improve the quality of service were carried out in various aspects, starting from increasing the number of DPKP officers, building DPKP Posts in three locations, namely North Gresik, South and West Gresik, as well as rescue services from the threat of wild animals, as well as rescue pets and livestock. With regard to efforts to improve the quality of service, it is also suggested that the DPKP can increase cooperation with the private sector to support the operational tasks of fire fighting and rescue.

Abstract

Lontong Kupang (Online and Integrated Services Through One Gate System Between Disdukcapil Surabaya, Surabaya Religious Court and Ministry of Religion Surabaya). The purpose of this research is to analyze the successful implementation of the Lontong Kupang program based on the Theory of Program Implementation Success according to George Edward III which consists of Communication, Disposition, Resources and Bureaucracy Structure. The method used in this study is descriptive qualitative with observation and interview data collection. The research results show that the Lontong Kupang Program has been successful and the implementation is good. However, in its implementation there are still several obstacles that hinder the implementation of the program. The inhibiting factors found in this research are the lack of budget availability for program implementation, and the lack of outreach to the community regarding the Lontong Kupang service program which results in many people not understanding the requirements or documents that must be brought when registering.

Abstract

Human resource planners must be managed effectively by providing knowledge, skills, and expertise that are more in line with their needs, one of which is through functional training for first-level planning experts. To determine the results, impacts, and benefits obtained from the training provided, evaluation is necessary. The aim of this research is to analyze the effectiveness of functional training for first-level planning experts, determine the extent of the influence of functional training for first-level planning experts on competence, and describe the development of an evaluation model. This research is a mixed methods study with a sequential explanatory model. The sampling technique used purposive sampling with a sample size of 23 people. The results show that functional training for first-level planning experts can effectively improve knowledge, skills, and work attitudes through the learning process and provide benefits for both personal and career development. The influence of training on competence is 78.7%, with the development model of the four levels of training evaluation and perceived training benefit as the evaluation method forming an integrative evaluation model consisting of 5 levels of evaluation as a novelty product about training evaluation, including reactions, learning, behavior, results, and benefits.

Abstract

Corporate image is an important factor that can affect the performance of a company. PT Pelindo Terminal Petikemas (SPTP) is one of the subholdings of PT Pelindo that operates the container terminal business in Indonesia. This study aims to identify the factors of corporate image that are important to stakeholders and how PT SPTP performs in meeting those factors. The study used the importance-performance analysis (IPA) method with a questionnaire as the data collection instrument. The respondents were internal stakeholders (structural employees, non-structural employees, and shareholders) and external stakeholders (academics, members of the DPR RI, relevant associations, customers, government agencies, journalists, partner companies, CSR recipients, and vendors). The results of the study showed that the factors of corporate image that are important to PT SPTP stakeholders are: Company reputation, Business ethics, Social and environmental responsibility, Positive feelings, Usefulness, PT SPTP has met most of these factors. However, there are still some factors that need to be improved, namely: Communication of social and environmental responsibility, and Communication of company activities. This study is expected to provide information to PT SPTP to improve its corporate image.

Abstract

One of the important aspects in the implementation of good governance (Good Governance) is the opening of opportunities for the community to participate in making development decisions, including aspects of planning. The space prepared for community participation in the development planning process is the Development Planning Meeting (musrenbang) which is carried out in stages starting from the village, sub-district, district, province to the national level. Musrenbang activities are not only a forum for preparing activity plans to be implemented. The problems in this study are (1) How is the planning, implementation and evaluation of regional development in Sumenep Regency? (2) What is the people centered development model in regional development planning in Sumenep Regency? (3) How is the use of human capital in regional development planning in Sumenep Regency? In this study the approach taken was through a qualitative approach with a qualitative descriptive model (quasi-qualitative). Due to qualitative research, the philosophical foundation uses a phenomenological approach. This study used data collection techniques which included in-depth interviews, observation, and documentation. While the data analysis used qualitative analysis to build hypotheses. The research results obtained are (1) In the context of planning, implementing and evaluating regional development in Sumenep Regency, it's just that supervision is still not running optimally (2) In the context of the people centered development model in regional development planning in Sumenep Regency, development planning has been carried out quite well, (3) In the context of utilizing human capital in regional development planning in Sumenep Regency, the context of community capabilities has begun to be able to balance government officials in implementing development planning, community education has a significant influence on efforts to support development planning and implementation in Sumenep.

Abstract

Bureaucratic reform requires changes in all aspects of government, from standardization of human resources to governance structures. The aim of this study is to examine the organizational restructuring of regional apparatuses in their efforts to achieve good governance. This descriptive qualitative study uses a phenomenological approach, with primary data collected from FGD interviews with several researchers as well as Central Lombok District officials and observers. The results of the interpretive study analysis can explain that the Central Lombok District Government Bureaucratic Restructuring process that was built has not been able to create a modern bureaucratic structure, and still seems to apply the old bureaucratic structure model. This condition is parallel to the level of progress of society which expects streamlining the domination of the role of the bureaucracy and strengthening community participation in all aspects of life. The relevance of changes to the pillars of good governance can be said that the restructuring of the bureaucracy in the regional apparatus organizations of Central Lombok Regency has not yet led to the development of good governance at the local level. The results of the analysis using the reinventing government approach show that in recommending the desired organizational structure design, the regional apparatus still needs to determine the classification as a framework, namely the line structure, namely the implementing element of the regional government that has the authority to determine policy formulation or implementation of policies (policy application) for the field of duty and units that carry out operational tasks; and staff structure, is an organizational unit that functions to provide support or assistance for the achievement of regional government organizational goals.

Abstract

Increasing an employee's career will not happen by itself because the success of an employee's career requires planning and development in its implementation. The purpose of this study is to describe the pattern of career development and to analyze the effectiveness of career development as well as to develop an ideal model for the career development of state civil servants (ASN). This descriptive qualitative research uses a case study approach at the Institute of Domestic Education (IPDN) on the West Nusa Tenggara Campus, and data is taken from interviews with echelon 1 to echelon 4 officials as well as expert staff outside the government. The analysis was carried out interpretively on the data that had been categorized according to the themes compiled. Law No. 5 of 2014 concerning State Civil Apparatus stipulates that Government Agencies are required to provide integrated Education and Training for Prospective Civil Servants (CPNS) for one (one) year probationary period. In addition, career development for PNS West Nusa Tenggara Provincial Government is focused on aspects of PNS planning, recruitment, selection, placement, coaching and career systems, performance management systems, education and training systems, competency standards, empowerment, and civil servant codes of ethics.

Abstract

The emergence of having a good education system is one of the hot issues among scholars and stakeholders. Indonesia is now facing various challenges to create a good education system for the better future of its people. This paper examines the problems of Indonesia's education system. A qualitative descriptive research design was applied for the present study. The data in the present study were obtained through observation, library, and documentation study, as well as make use of state of the art sources in the related studies both education in Indonesia and Finland as a role model. Furthermore, the literature review was used to elucidate the findings from the previous studies. The data were analyzed qualitatively by mapping and describing the problems of Indonesia’s education system and take a look at the similar aspects of the Finland system. It discusses Indonesia’s education problems, including well-trained teacher’s deployment, student’s tuition fee, class size, and school facilities and access, then further explores Finland's success story in the educational sector as a role model. Mapping the problems of Education in Indonesia enables us to improve Indonesia's education system to achieve international competitiveness in 2025.
