Abstract

This study aims to analyze the Implementation of Management Strategies in Improving Apparatus Performance at the North Mandrehe Sub-district Office, identify the obstacles faced, and assess the impact of the implementation of these strategies on apparatus performance and the quality of public services. The background of this study is based on the demand for improving the performance of local government apparatus in order to provide effective, efficient, and satisfying services to the public. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, observation, and documentation. Research informants consisted of the North Mandrehe Sub-district Head, Sub-district Secretary, Head of General Sub-division, employees, village heads, and community representatives. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of management strategies at the North Mandrehe Sub-district Office was carried out through participatory work planning, division of tasks according to job descriptions, application of SOPs, regular coordination and evaluation meetings, direct supervision, and periodic training. The obstacles faced include limited human resources and infrastructure, uneven motivation and discipline of apparatus, budget limitations, and suboptimal coordination between work units. The impact of implementing management strategies can be seen from the increased speed and efficiency of services, administrative productivity, discipline of the apparatus, positive employee responses, and public satisfaction, although its sustainability requires adequate resource support.

Abstract

This study aims to analyze the role of sub-district head leadership in improving the effectiveness of government program implementation at the North Mandrehe District Office, West Nias Regency. The study used a descriptive qualitative approach, with data collection methods including observation, in-depth interviews, and documentation. The research informants consisted of the sub-district head, sub-district secretary, section heads, sub-district staff, and village heads. The research results show that sub-district leadership plays a significant role in increasing the effectiveness of government programs through the application of a participatory and collaborative leadership style. The sub-district head functions as a coordinator, motivator, facilitator, and supervisor in program implementation, involving sub-district officials and the community at every stage of planning, implementation, and evaluation. The contribution of leadership is seen in improved cross-stakeholder coordination, accelerated program realization, more optimal resource management, and increased staff motivation. However, program implementation still faces several challenges, including limited infrastructure, regional accessibility, human resource capacity, and low community participation in several villages. This study concludes that adaptive, communicative, and participatory sub-district leadership can improve the effectiveness of government programs at the sub-district level. Therefore, strengthening leadership capacity and increasing synergy among stakeholders is necessary to achieve more optimal public services and regional development.

Abstract

This study analyzes the implementation of online attendance policies to improve employee discipline at the JNE Gunungsitoli Branch Office. Using descriptive qualitative methods through interviews, observations, and documentation, it was found that the online attendance policy was able to improve employee compliance with working hours, attendance transparency, and supervision effectiveness. However, its implementation still faces technical obstacles such as internet network disruptions and application errors, as well as behavioral obstacles such as late attendance and low awareness of discipline among some employees. The positive impact of this policy is seen in increasing discipline and work professionalism, although improvements are still needed. This study recommends improving technological infrastructure, optimizing socialization and training, and consistent supervision with strict sanctions so that the implementation of online attendance can run more optimally.

Abstract

This study aims to evaluate employee performance at the Gunungsitoli Utara Sub-district Office, Gunungsitoli City. The evaluation was conducted to determine the level of employee task implementation, factors influencing performance, and obstacles faced in carrying out public service responsibilities. The study used a qualitative approach with data collection techniques such as observation, in-depth interviews, and documentation. Research informants included the Sub-district Head, Sub-district Secretary, Head of General and Personnel Sub-division, employees, village heads, and the community as service users. The research results indicate that, in general, employees have performed their duties quite well, particularly in administrative services and coordination with villages. However, several problems remain, such as suboptimal discipline, lack of initiative, limited work facilities, and an imbalance between the workload and the number of employees. Factors influencing performance include motivation, leadership, the work environment, competence, and supporting infrastructure. The main obstacles faced are limited human resources, delays in coordination between departments, uneven understanding of tasks, and limited mastery of information technology. This study concludes that improving employee performance can be achieved through strengthening the performance evaluation system, providing ongoing training, improving work facilities, and consistently fostering discipline and motivation. The research recommendations are expected to assist the Gunungsitoli Utara Sub-district Office in improving the quality of public services to be more effective, responsive, and accountable.

Abstract

This Community Service Program was conducted at SMP Swasta Muhammadiyah 32 Gunungsitoli with the aim of enhancing students' understanding of digital literacy and introducing artificial intelligence (AI) in daily life. Through interactive material delivery, discussions, and hands-on practice using AI-based applications, students were guided to grasp basic AI concepts, its benefits and risks, and its application in learning processes. The results showed that students were able to understand AI’s role in supporting education, distinguish between AI-generated and human-created images, and express curiosity about issues related to digital ethics and data security. A reflective approach was also employed by allowing students to ask questions and share critical perspectives. This activity demonstrated that an appropriate educational approach can foster responsible digital awareness from an early age, while also preparing young generations to face the challenges of the digital era.

Abstract

This study aims to analyze the effectiveness of Employee Additional Income (TPP) on the performance of civil servants at the Education Office of Gunungsitoli City. The research employed a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. The research informants consisted of structural officials and staff who were considered to have adequate understanding and direct involvement in the implementation of TPP. The findings indicate that the implementation of TPP has been carried out based on existing regulations and procedures. Nevertheless, several challenges remain in practice. In general, TPP has contributed to improving employee attendance discipline and administrative compliance. However, its impact on enhancing work quality and productivity has not been optimal, as some employees tend to focus merely on fulfilling administrative requirements without demonstrating significant improvements in performance. The inhibiting factors of TPP effectiveness include limited technical understanding in completing the Employee Performance Targets (SKP), weak supervision from superiors, and a passive bureaucratic work culture. Meanwhile, the supporting factors consist of a clear legal framework, the adoption of digitalization systems, and the growing awareness among some employees of the importance of performance.

Abstract

This study aims to analyze the role of leadership in managing organizational culture at the Sirombu District Office, West Nias Regency. The research employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The informants consisted of the Head of Sirombu District, structural officials, employees, and community members who were selected based on their involvement and understanding of the research object. The findings indicate that leadership plays a crucial role in developing organizational culture through open communication, exemplary behavior, motivation, guidance, and employee supervision. Effective leadership contributes to improving discipline, responsibility, teamwork, professionalism, and the quality of public services. However, the management of organizational culture still faces several challenges, including differences in employees’ mindsets, resistance to change, low discipline among some employees, limited facilities and infrastructure, and uneven employee participation in supporting organizational programs. To address these challenges, leaders have implemented various strategies, such as regular communication, personal coaching, persuasive and family-oriented approaches, performance evaluation, training programs, and employee motivation. The study also reveals that a positive organizational culture has a significant impact on improving public service quality, employee responsiveness, and community satisfaction. Therefore, strengthening organizational culture should be carried out continuously through enhanced communication, employee competency development, periodic evaluation, and the active involvement of all organizational members in achieving organizational goals.

Abstract

This study aims to analyze Human Resource Management (HRM) strategies in improving employee performance at the Regional Disaster Management Agency (BPBD) of Gunungsitoli City. The focus of the study includes the HRM strategies implemented, the challenges encountered in their implementation, and the optimization efforts undertaken to enhance employee performance. This research employed a qualitative approach with a descriptive research design. The informants consisted of the Head of BPBD, the Head of the General Affairs and Personnel Subdivision, and several division heads directly involved in human resource management. Data were collected through interviews, observations, and documentation. Data analysis was conducted using the Miles, Huberman, and Saldaña model, which includes data reduction, data display, and conclusion drawing. The findings indicate that HRM strategies at BPBD Gunungsitoli City are implemented through organizational structure strengthening, employee competency development through training and disaster simulation programs, competency-based job assignments, performance evaluation using work performance indicators, and the utilization of technology in personnel administration. However, the implementation of these strategies still faces several challenges, including budget limitations, the lack of continuous training programs, inadequate reward systems, promotion practices that are not fully competency-based, the absence of an integrated personnel information system, and a work culture that has not fully embraced professionalism and collaboration. Optimization efforts required include the development of a competency development roadmap, enhancement of the quality and frequency of training programs, strengthening performance-based reward and promotion systems, digitalization of HR management processes, and fostering a professional and performance-oriented work culture. This study concludes that the HRM strategies implemented by BPBD Gunungsitoli City have contributed to improving employee performance. However, further improvements are needed through competency enhancement, the implementation of a merit-based system, and the utilization of information technology to support organizational effectiveness in carrying out disaster management responsibilities.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk memberdayakan UMKM di Desa Sisobahili Tabaloho Kecamatan Gunungsitoli Kota Gunungsitoli melalui inovasi produk, penguatan identitas merek, dan branding digital agar pelaku usaha mampu meningkatkan daya saing serta memperluas pasar. Dalam perkembangan ekonomi saat ini, UMKM tidak lagi cukup hanya mengandalkan kualitas produk, tetapi juga perlu memperhatikan cara produk tersebut ditampilkan, dikemas, dan dipromosikan kepada masyarakat. Karena itu, kegiatan ini dirancang untuk membantu pelaku UMKM memahami bahwa kemasan, logo, foto produk, deskripsi produk, dan media sosial merupakan bagian penting dari strategi usaha yang berkelanjutan. Program dilaksanakan melalui pembukaan kegiatan, pemaparan materi, diskusi, tanya jawab, praktik sederhana, foto bersama, serta pemberian cinderamata kepada Desa Sisobahili Tabaloho Kecamatan Gunungsitoli Kota Gunungsitoli sebagai bentuk apresiasi dan penguatan hubungan kemitraan. Materi yang diberikan meliputi pentingnya kemasan bermerek, penyusunan identitas visual produk, teknik foto produk sederhana, penulisan deskripsi produk yang informatif, dan pemanfaatan media sosial sebagai sarana promosi. Seluruh materi disampaikan dengan bahasa yang sederhana agar mudah dipahami oleh peserta dari berbagai latar belakang. Hasil kegiatan menunjukkan adanya peningkatan pemahaman peserta mengenai pentingnya branding digital, konsistensi unggahan, dan komunikasi cepat dengan konsumen. Pelaku UMKM juga mulai menyadari bahwa kualitas produk perlu didukung oleh tampilan visual yang menarik dan pesan promosi yang jelas. Secara umum, kegiatan ini menunjukkan bahwa pendampingan sederhana namun terarah dapat membantu UMKM desa bergerak dari pola pemasaran konvensional menuju pemasaran digital yang lebih adaptif, efektif, dan berkelanjutan.
