Abstract

This study aims to determine the process of Human Resource Management (HRM) transformation in the digital era in Tugala Lauru Village, identify the challenges faced, and formulate strategies used. The background of the study is based on the demand for digitalization of village administration through the implementation of the Village Financial System (SISKEUDES) which changes work patterns and organizational culture. The research method uses a qualitative case study approach with six key informants, including the village head, village secretary, and village officials. Data were obtained through in-depth interviews, observation, and documentation, then analyzed using thematic analysis techniques. The results of the study indicate the digitalization of village administration and finance, increased competency of officials through basic training, and changes in work culture to be more rapid, structured, and transparent. Challenges faced include limited digital competence, suboptimal technological infrastructure, and resistance to change. The strategies implemented include support from village leadership, procurement of technological facilities through the Village Budget (APBDes), and participation of officials in training organized by the local government.

Abstract

This study aims to analyze the Implementation of Management Strategies in Improving Apparatus Performance at the North Mandrehe Sub-district Office, identify the obstacles faced, and assess the impact of the implementation of these strategies on apparatus performance and the quality of public services. The background of this study is based on the demand for improving the performance of local government apparatus in order to provide effective, efficient, and satisfying services to the public. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, observation, and documentation. Research informants consisted of the North Mandrehe Sub-district Head, Sub-district Secretary, Head of General Sub-division, employees, village heads, and community representatives. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of management strategies at the North Mandrehe Sub-district Office was carried out through participatory work planning, division of tasks according to job descriptions, application of SOPs, regular coordination and evaluation meetings, direct supervision, and periodic training. The obstacles faced include limited human resources and infrastructure, uneven motivation and discipline of apparatus, budget limitations, and suboptimal coordination between work units. The impact of implementing management strategies can be seen from the increased speed and efficiency of services, administrative productivity, discipline of the apparatus, positive employee responses, and public satisfaction, although its sustainability requires adequate resource support.

Abstract

This study aims to analyze the role of sub-district head leadership in improving the effectiveness of government program implementation at the North Mandrehe District Office, West Nias Regency. The study used a descriptive qualitative approach, with data collection methods including observation, in-depth interviews, and documentation. The research informants consisted of the sub-district head, sub-district secretary, section heads, sub-district staff, and village heads. The research results show that sub-district leadership plays a significant role in increasing the effectiveness of government programs through the application of a participatory and collaborative leadership style. The sub-district head functions as a coordinator, motivator, facilitator, and supervisor in program implementation, involving sub-district officials and the community at every stage of planning, implementation, and evaluation. The contribution of leadership is seen in improved cross-stakeholder coordination, accelerated program realization, more optimal resource management, and increased staff motivation. However, program implementation still faces several challenges, including limited infrastructure, regional accessibility, human resource capacity, and low community participation in several villages. This study concludes that adaptive, communicative, and participatory sub-district leadership can improve the effectiveness of government programs at the sub-district level. Therefore, strengthening leadership capacity and increasing synergy among stakeholders is necessary to achieve more optimal public services and regional development.

Abstract

This study analyzes the implementation of online attendance policies to improve employee discipline at the JNE Gunungsitoli Branch Office. Using descriptive qualitative methods through interviews, observations, and documentation, it was found that the online attendance policy was able to improve employee compliance with working hours, attendance transparency, and supervision effectiveness. However, its implementation still faces technical obstacles such as internet network disruptions and application errors, as well as behavioral obstacles such as late attendance and low awareness of discipline among some employees. The positive impact of this policy is seen in increasing discipline and work professionalism, although improvements are still needed. This study recommends improving technological infrastructure, optimizing socialization and training, and consistent supervision with strict sanctions so that the implementation of online attendance can run more optimally.

Abstract

This study aims to evaluate employee performance at the Gunungsitoli Utara Sub-district Office, Gunungsitoli City. The evaluation was conducted to determine the level of employee task implementation, factors influencing performance, and obstacles faced in carrying out public service responsibilities. The study used a qualitative approach with data collection techniques such as observation, in-depth interviews, and documentation. Research informants included the Sub-district Head, Sub-district Secretary, Head of General and Personnel Sub-division, employees, village heads, and the community as service users. The research results indicate that, in general, employees have performed their duties quite well, particularly in administrative services and coordination with villages. However, several problems remain, such as suboptimal discipline, lack of initiative, limited work facilities, and an imbalance between the workload and the number of employees. Factors influencing performance include motivation, leadership, the work environment, competence, and supporting infrastructure. The main obstacles faced are limited human resources, delays in coordination between departments, uneven understanding of tasks, and limited mastery of information technology. This study concludes that improving employee performance can be achieved through strengthening the performance evaluation system, providing ongoing training, improving work facilities, and consistently fostering discipline and motivation. The research recommendations are expected to assist the Gunungsitoli Utara Sub-district Office in improving the quality of public services to be more effective, responsive, and accountable.
