Abstract

Penelitian ini membahas peran Dinas Sosial dalam menangani korban kekerasan seksual pada anak di Kabupaten Nias Barat. Kekerasan seksual pada anak merupakan masalah serius yang memerlukan penanganan yang tepat dan menyeluruh. Dinas Sosial berperan penting dalam memberikan perlindungan, rehabilitasi, dan dukungan kepada korban kekerasan seksual. Metode penelitian ini menggunakan pendekatan kualitatif dengan wawancara mendalam kepada petugas Dinas Sosial, korban kekerasan seksual, dan pihak terkait lainnya. Hasil penelitian menunjukkan bahwa Dinas Sosial memainkan peran kunci dalam mengidentifikasi, melapor, dan menangani kasus kekerasan seksual pada anak. Mereka juga berperan dalam memberikan konseling dan dukungan psikososial bagi korban serta melakukan koordinasi dengan lembaga lain untuk memberikan layanan yang komprehensif. Namun, penelitian ini juga mengungkapkan beberapa kendala dalam pelaksanaan peran Dinas Sosial, termasuk keterbatasan sumber daya manusia dan anggaran yang memadai. Oleh karena itu, diperlukan upaya kolaboratif dengan pihak terkait lainnya untuk meningkatkan efektivitas penanganan kasus kekerasan seksual pada anak di Kabupaten Nias Barat.

Abstract

Pengembangan sumber daya manusia adalah sebuah usaha yang dilakukan oleh suatu organisasi untuk meningkatkan keterampilan dan keahlian sumber daya manusia guna meningkatkan produktivitas organisasi secara menyeluruh. Namun pada kenyataannya Aparatur Desa Awela masih memiliki kendala dalam pengembangan sumberdaya manusia sehingga kompetensi kerja aparatur desa masih kurang seperti kurangnya disiplin kerja, pekerjaan tidak selesai tepat waktu, ketergantungan antar perangkat desa lainnya, pengoperasian komputer yang masih kurang oleh aparatur desa. Tujuan penelitian ini adalah untuk mengetahui bagaimana pengembangan sumber daya manusia pada Desa Awela, Kompetensi Aparatur Desa Awela serta untuk mengetahui apa saja kendala dalam Pengembangan Sumber Daya Manusia pada Desa Awela dalam meningkatkan Kompetensi Aparatur Desa Awela. Jenis Penelitian ini adalah penelitian kualitatif. Teknik pengumpulan data pada penelitian ini adalah Observasi, Wawancara dan Dokumentasi. Teknik pengambilan sampel menggunakan metode purposive sampling, Informan pada penelitian ini berjumlah 3 orang yaitu Aparatur Desa Awela.Hasil penelitian menunjukkan bahwa pengembangan sumber daya manusia pada desa awela saat ini masih kurang dimana dapat dilihat bahwa kondisi aparatur desa kemampuan dalam mengerjakan pekerjaan yang masih bergantung pada aparatur desa lainnya, hanya sebagian dari aparatur desa yang bisa mengerjakan administrasi desa dan juga pengoperasian komputer. Kompetensi Aparatur desa awelah juga masih kurang pengetahuan tentang administrasi desa dan penggunaan komputer tidak semua dimiliki aparatur desa. Kendala yang dihadapi dalam pengembangan sumber daya manusia pada desa awela adalah pelatihan terkait pengembangan sumber daya manusia jarang sekali diikuti dan dilakukan akibat kurangnya anggaran dalam melaksanakan kegiatan pelatihan dan juga faktor lain ialah fasilitas yang kurang memadai pada desa awela itu sendiri.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi tingkat resistensi yang dialami oleh pegawai di UPT Samsat Gunungsitoli terhadap penerapan aplikasi e-Samsat Sumut bermartabat. Fokus juga diberikan pada faktor-faktor yang mempengaruhi resistensi tersebut dan dampaknya terhadap kualitas pelayanan yang diberikan melalui aplikasi tersebut. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi.Hasil penelitian menunjukkan bahwa pegawai mengalami ketidakpastian dan ketidaknyamanan terhadap perubahan yang akan terjadi akibat penggunaan aplikasi baru. Kurangnya informasi atau pemahaman yang memadai tentang implikasi perubahan tersebut menjadi penyebab utama. Selain itu, kekhawatiran akan hilangnya pekerjaan atau perubahan signifikan dalam tanggung jawab pekerjaan juga menjadi perhatian utama. Kurangnya keterampilan atau pengetahuan dalam penggunaan teknologi baru menjadi hambatan yang signifikan. Dalam mengatasi resistensi ini, ketersediaan pelatihan yang memadai menjadi kunci penting. Dengan pelatihan yang tepat, pegawai dapat meningkatkan pemahaman dan keterampilan mereka dalam menggunakan aplikasi e-Samsat Sumut bermartabat, yang diharapkan akan mengurangi ketidakpastian dan meningkatkan penerimaan terhadap perubahan.

Abstract

Pengangkatan perangkat desa merupakan elemen strategis dalam mewujudkan tata kelola pemerintahan desa yang efektif, profesional, dan akuntabel. Namun, dalam praktiknya, proses pengangkatan perangkat desa masih sering diwarnai oleh kepentingan personal, kedekatan sosial, dan lemahnya penerapan prinsip good governance. Penelitian ini bertujuan untuk mengevaluasi proses pengangkatan perangkat desa di Desa Talafu, Kecamatan Botomuzoi, Kabupaten Nias, serta menganalisis kesesuaiannya dengan peraturan perundang-undangan yang berlaku dan dampaknya terhadap kualitas pelayanan publik. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi terhadap Kepala Desa, Badan Permusyawaratan Desa (BPD), perangkat desa, serta masyarakat. Analisis data dilakukan dengan model interaktif Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa proses pengangkatan perangkat desa di Desa Talafu belum sepenuhnya memenuhi prinsip kompetensi, transparansi, dan akuntabilitas. Pengangkatan masih didominasi oleh kewenangan Kepala Desa dengan minimnya seleksi terbuka dan lemahnya pengawasan BPD. Kondisi ini berdampak pada rendahnya kualitas pelayanan publik serta menurunnya tingkat kepercayaan masyarakat terhadap pemerintah desa. Oleh karena itu, diperlukan perbaikan sistem rekrutmen perangkat desa agar lebih profesional, terbuka, dan dapat dipertanggungjawabkan.

Abstract

Transparent and accountable village financial management is one of the important pillars in realizing good governance. This study aims to analyze the utilization of the Village Financial System (SISKEUDES) application in village financial management, the implementation of good governance principles, and SISKEUDES’s contribution in realizing good governance in Balohli Botomuzoi Village, Botomuzoi District, Nias Regency. This research uses a qualitative approach with descriptive methods. Data collection techniques were conducted through in-depth interviews with five key informants consisting of the Village Head, Village Secretary, Village Treasurer, Acting Head of Government Section, and Community Leader, supported by observation and documentation study. The research results show that the utilization of SISKEUDES in Balohli Botomuzoi Village has been implemented in accordance with the provisions of Ministry of Home Affairs Regulation Number 20 of 2018, covering all stages of village financial management from planning to accountability. However, the implementation of good governance principles has not been optimal, particularly in aspects of substantive transparency, horizontal accountability to the community, and community participation in oversight. SISKEUDES’s contribution to realizing good governance is still limited to fulfilling administrative obligations and has not been maximally integrated with good governance values. The main inhibiting factors include limited human resource capacity, minimal information technology infrastructure, and low community understanding of village financial oversight mechanisms. In conclusion, although SISKEUDES has improved village financial administration, strengthening apparatus capacity, providing technological infrastructure, and increasing community literacy are needed so that good governance can be optimally and sustainably realized.

Abstract

Occupational Safety and Health is a fundamental aspect in improving employee performance and company productivity. This research aims to analyze the implementation of Occupational Safety and Health, identify its influence on employee performance, and evaluate the constraining factors in implementing Occupational Safety and Health at CV. Serikat Maju Terus Gunungsitoli City. The research uses a qualitative approach with descriptive methods where data is obtained through in-depth interviews with informants and supported by direct observation and documentation studies. The research results show that the implementation of Occupational Safety and Health is carried out comprehensively through the provision of complete Personal Protective Equipment (PPE), periodic socialization and training, as well as compliance monitoring through routine inspections and CCTV monitoring technology. The implementation of Occupational Safety and Health has a significant positive influence on employee performance with a productivity increase of 15-20%, a decrease in workplace accident rates, reduction in lost workdays, increased job satisfaction and motivation, as well as improved work quality. The constraints faced include budget limitations, suboptimal PPE maintenance, employee awareness needs to be improved, and monitoring consistency is disrupted by operational busyness. Stronger commitment from management is needed in increasing budget allocation, strengthening PPE maintenance systems, building a safety culture, and implementing continuous education programs so that the implementation of Occupational Safety and Health is optimal and sustainable.

Abstract

This research examines the influence of organizational culture and organizational commitment on employee performance at the Office of Population and Civil Registration of North Nias Regency. Using a quantitative approach, data were collected from 30 civil servants through questionnaires employing a Likert scale. Statistical analysis included validity and reliability tests, classical assumption tests, and hypothesis testing using t-test (partial) and F-test (simultaneous). Results indicate significant positive influences: organizational culture on employee performance (t-value=16.134 > t-table=2.048) and organizational commitment on employee performance (t-value=11.786 > t-table=2.048). Simultaneous test reveals both variables jointly influence employee performance (F-value=125.729 > F-table=3.328) with a coefficient of determination of 89%, indicating that 89% of employee performance variance is explained by organizational culture and organizational commitment, while 11% is influenced by other factors. The research identifies critical issues including inadequate implementation of service culture principles (smile, greeting, courtesy), declining responsiveness in civil document processing, and insufficient inter-employee collaboration. These findings emphasize the necessity for strengthening organizational culture practices and enhancing organizational commitment to improve service quality and employee performance in public sector institutions.

Abstract

This research examines employee attitudes and behavior in waste management at the Environmental Agency of Gunungsitoli City. Using a qualitative approach, data were collected from four key informants through in-depth interviews, observation, and documentation. The informants included the Head of the Environmental Agency, Head of Waste Management Division, Head of General Affairs and Personnel Sub-division, and Environmental Impact Controller. Data analysis employed the Miles and Huberman model, encompassing data collection, data reduction, data presentation, and conclusion drawing. Results indicate that employee attitudes in waste management are generally positive, characterized by strong commitment to compliance with regulations, emphasis on integrity and transparency, and implementation of systematic educational programs and strict supervision. Employee behavior demonstrates high performance through proper task execution, enhanced social relationships among employees through work group activities, comprehensive training programs, transparent performance evaluations, and motivation initiatives to increase employee confidence. However, several challenges persist, including minimal public awareness of environmental cleanliness, limited facilities and infrastructure such as insufficient waste transport trucks and inadequate final disposal sites (TPA), lack of clear standard operating procedures for waste management, and insufficient coordination among relevant parties. These findings emphasize the necessity for strengthening waste management practices through enhanced public education, infrastructure improvements, establishment of clear operational procedures, and improved inter-agency coordination to achieve sustainable waste management in Gunungsitoli City.

Abstract

The leadership of the village head has an important role in the management and development of the village, including in improving the competence of the village apparatus. This research focuses on Fodo Village, South Gunungsitoli District, Gunungsitoli City, to explore how village heads implement leadership functions in improving the competence of village officials. Through a qualitative approach, data is collected through interviews and participatory observations. The results of the study show that village heads carry out various leadership functions, such as instructive, consultative, participatory, delegation, and control, which have a positive impact on improving the competence of village officials. Nonetheless, challenges such as lack of technical skills and low motivation are still obstacles that must be overcome. The study concludes that a combination of good leadership function and individual skill development is essential to achieving village development goals. Efforts to improve the competence of village officials must consider various factors, including more intensive training and the formation of a disciplined work culture. This research is expected to contribute to leadership development at the village level and increase the effectiveness of public services.

Abstract

This study aims to analyze the performance evaluation of the Family Planning extension team at the Population Control, Women's Empowerment, and Child Protection Office of Gunungsitoli City in efforts to reduce stunting rates. The approach used was a descriptive qualitative approach, with data collection techniques through in-depth interviews, participant observation, and documentation studies. Research informants were selected purposively, including family planning extension workers, structural officials of the P5A Office, and community beneficiaries of the program. The research results indicate that the performance of the family planning extension team was generally effective and adaptive. This is reflected in a periodic quantitative and qualitative evaluation system, solid cross-agency coordination, and ongoing training that enhances the extension workers' capacity as agents of change. The educational strategy employed was interpersonal and contextual, with a participatory, demonstrative, and collaborative approach with local leaders and female cadres. This strategy successfully increased nutrition awareness, healthy lifestyles, and community participation in integrated health service posts (Posyandu) and maternal and child health services. However, program implementation faces various challenges, including limited number of extension workers, geographical barriers, socio-cultural resistance to family planning programs, and a lack of technology-based educational media. Supporting factors such as institutional commitment, cross-sector synergy, and community trust are key strengths in strengthening community-based interventions. This study concludes that successful stunting reduction depends heavily on the quality of interactions between extension workers and the community, as well as ongoing institutional support. Therefore, innovative communication strategies and strengthening institutional capacity are needed to ensure the program's overall sustainability.
