Abstract

This study discusses the implementation of multimodal transportation policies in Papua, as an effort to address the high cost of goods in the region with the aim of reducing logistics costs and accelerating economic growth. Shipping rates in Indonesia remain an unresolved issue, especially in the Papua region, classified as a 3T area (lagging, frontier, and outer), leading to high commodity prices. The research employs bibliometric analysis using the Scopus database as its data source. Out of a total of 5,930 articles found, a filtering process considering location, keywords, and a time range from 2009 to 2023 was conducted. As a result, 200 relevant articles were identified for analysis, and from this pool, 15 articles most aligned with relevant keywords were selected as the primary references for this study. The research findings indicate that the implementation of multimodal transportation policies in Papua has successfully reduced price disparities and improved accessibility to mountainous regions. However, challenges persist in the development of multimodal transportation in 3T areas, prompting recommendations for policies such as collaboration and logistics integration across modes, seaplane transportation, and mountain flying training to optimize logistics delivery in mountainous areas. Additionally, the use of unmanned aerial vehicles (drones) for more efficient logistics delivery is suggested. Furthermore, future research should focus on various aspects of multimodal transportation, including ride-sharing, mobility as a service, railway transportation, traffic congestion, land use, climate change, greenhouse gas emissions, traffic control, transportation costs, safety, travel time, social welfare, and expenses. This study provides insights into the positive impact of multimodal transportation policies in Papua and offers guidance for future development to address the issue of high commodity prices in 3T regions.

Abstract

Aviation safety is a critical aspect of the air transportation industry, involving various complex components ranging from human factors and technology to organizational management. This study aims to identify the contributing factors to accidents and incidents in aviation and to formulate effective prevention strategies. The research methods include literature review, case studies, and analysis of causal factors from various sources. The findings indicate that the main causes of accidents and incidents fall into four major categories: (1) human factors, such as human error due to negligence, fatigue, or lack of skills; (2) technical factors, including engine failures and aircraft system malfunctions; (3) environmental factors, such as extreme weather and poor runway conditions; and (4) managerial and organizational factors, including weak coordination and ineffective risk monitoring systems. The interaction among these factors highlights the need for a holistic approach to aviation safety. Recommended preventive measures include regular personnel training, strict technical maintenance, environmental risk mitigation, and comprehensive implementation of a Safety Management System (SMS). With integrated prevention strategies, aviation safety can be significantly improved, thereby maintaining public trust in the aviation industry.

Abstract

This study examines the effect of workload on the performance and health of Air Traffic Controllers (ATCs) at the Jakarta Air Traffic Service Centre (JATSC). Using a descriptive quantitative approach with a cross-sectional design, data were collected from 41 controllers through validated instruments: NASA-TLX for workload, PSQI for sleep quality, and the Samn-Perelli Fatigue Scale for fatigue assessment. Results indicate a high workload (M=3.40) and compensatory effort patterns, where controllers exerted great effort (M=3.73) to maintain performance (M=3.80). All respondents experienced sleep disturbances, averaging 5.8 hours of sleep and poor sleep quality (mean PSQI=12.21). Night-shift fatigue increased by 68% compared to day shifts, with 51.2% reporting extreme fatigue. Health complaints were prevalent, including obesity (68.3%), headaches (85.4%), and musculoskeletal pain (75.6%). Fatigue strongly correlated with workload (rs=0.58, p<0.001) and sleep deprivation (rs=0.61, p<0.001). The study concludes that night shifts significantly affect physiological and psychological health, increasing operational safety risks due to extreme fatigue and microsleep. The findings highlight the need for fatigue risk management systems, optimized shift scheduling, and comprehensive wellness programs to enhance ATC health and performance.
