Abstract

The purpose of implementing community service outreach, particularly for MSMEs, is to provide entrepreneurs with knowledge on developing their economic potential. Utilizing social media as a primary tool for marketing MSME products is a necessary action, as social media serves as a platform for product promotion at a relatively low cost, even without cost. Research findings indicate that Malala Village has economic opportunities in the business sector. Most residents transact in that sector. This community service activity makes it easier for MSMEs in Malala Village to create online stores and market their products through marketplace platforms and social media, thereby increasing their income. MSMEs in Malala Village can increase their market reach by establishing online stores. Furthermore, this initiative supports government programs to strengthen the capacity of MSMEs to compete in the market and improve the welfare of the local community.

Abstract

Referring to the Minister of Home Affairs Regulation No. 12 of 2007, village profiles are an important tool for accurately determining the potential and level of development of an area. Based on this understanding, the State Administration Study Program at Madako University Tolitoli, through its 2025 community service activities, took the initiative to assist Bambapula Village, North Dampal District, Tolitoli Regency in compiling a village profile. This profile is designed to describe the general conditions of the village as stipulated in the aforementioned Minister of Home Affairs Regulation. The methods used in implementing this community service activity include observation and planning, implementation, submission, and evaluation. The objective of creating an infographic poster of the Bambapula Village profile is to increase the target audience's knowledge of the Bambapula Village profile, thereby supporting transparency in the information system in Bambapula Village. The result of this community service activity is an informative visual medium that has been adapted to the latest data in an attractive style that is easy for the target audience to understand.

Abstract

Pertanian menjadi sektor unggulan di Kabupaten Tolitoli khususnya di Desa Ogomoli. Penelitian ini bertujuan untuk menganalisis bagaimana peran pemerintah desa dalam memberdayakan petani padi di Desa Ogomoli, Kecamatan Galang, Kabupaten Tolitoli. Penelitian ini dilaksanakan pada bulan April hingga September 2024. Metode yang digunakan adalah deskriptif kualitatif, dengan teknik pengumpulan data melalui observasi, wawancara, dokumentasi dan triangulasi. Analisis data menggunakan model Miles dan Huberman, yang meliputi tahapan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa peran pemerintah desa dalam meningkatkan pemberdayaan petani padi di Desa Ogomoli belum terlaksana secara optimal. Hal ini disebabkan oleh kurangnya perhatian pemerintah desa terhadap petani padi, minimnya keterlibatan pemerintah desa secara langsung dalam mengidentifikasi kendala yang di alami para petani, baik dalam bentuk bantuan modal usaha, sarana dan prasarana pertanian, ataupun dalam pemerataan pembagian bantuan kepada petani padi.

Abstract

Fenomena empiris di Dewan Perwakilan Rakyat (DPR) Papua menunjukkan adanya paradoks dalam proses legislasi, di mana tahapan formal telah dijalankan secara prosedural, namun partisipasi publik masih terbatas akibat kebijakan efisiensi anggaran. Selain itu, pengambilan keputusan cenderung dipengaruhi oleh dinamika politik antar fraksi melalui mekanisme lobi, yang berpotensi menggeser substansi kebijakan dari orientasi kepentingan masyarakat menuju kompromi politik. Oleh karena itu, penelitian ini bertujuan untuk menganalisis mekanisme legislasi dan pengambilan keputusan dalam pembentukan Peraturan Daerah (Perda) di Dewan Perwakilan Rakyat Papua dalam konteks Otonomi Khusus. Urgensi penelitian ini didasarkan pada kompleksitas proses legislasi daerah yang melibatkan berbagai aktor, serta tantangan dalam mengintegrasikan aspek prosedural dan partisipatif dalam pembentukan kebijakan publik. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa mekanisme pengambilan keputusan terdiri dari tahap perencanaan, pembahasan, sinkronisasi, dan penetapan melalui sidang paripurna yang dilakukan secara kolektif-kolegial. Namun demikian, terdapat kendala utama berupa minimnya partisipasi publik akibat kebijakan efisiensi anggaran, dominasi lobi politik antar fraksi, serta dualisme penafsiran kewenangan antara pemerintah daerah dan pusat. Penelitian ini menyimpulkan bahwa mekanisme legislasi yang berjalan masih cenderung bersifat prosedural dan belum sepenuhnya mencerminkan prinsip partisipasi bermakna. Oleh karena itu, diperlukan penguatan model legislasi yang lebih partisipatif, transparan, dan adaptif terhadap kondisi sosial masyarakat Papua.

Abstract

This study aims to evaluate the effectiveness of implementing a community-based economic model in the management of Village Funds in Tende Village, Galang District, Tolitoli Regency. The urgency of this research lies in the underutilization of Village Funds, which remain predominantly allocated to physical infrastructure rather than community economic empowerment. The research employed a Participatory Action Research (PAR) approach, involving village officials, the Village Consultative Body (BPD), the Activity Implementation Team (TPK), and community members as active stakeholders. Data were collected through focus group discussions (FGDs), in-depth interviews, participatory observation, and document reviews. The findings indicate a significant increase in community participation in village deliberations, rising from 42% to 71% following the model’s implementation. The pilot project on agricultural product processing also generated a 17% increase in members’ household income. Supporting factors include strong commitment from village authorities, the availability of local natural resources, and regulatory support. Conversely, major constraints consist of limited human resource capacity, restricted market access, and low managerial literacy. In conclusion, the community-based economic model has proven effective in enhancing Village Fund management and household economic independence, and it has the potential to be replicated in other villages with similar socio-economic characteristics.

Abstract

Many countries, as well as several regions in Indonesia, are adopting digital government with the urgency that this approach is helpful as a bridge to good governance. However, more examination is needed to see both the opportunities and obstacles of digital government by assessing cases at the local level. This research analyses the potential and challenges of developing digital government locally with a case study in Central Sulawesi Province. The region was selected for analysis because Central Sulawesi has developed the necessary telecommunications infrastructure and internet access. The study relies on online research methods to collect data and information via the internet and other digital technology. This study employs NVivo 12 Plus for analysis. The findings of this research reveal that Central Sulawesi has great potential in developing digital government, such as optimising data management, accelerating administrative processes and increasing citizen involvement. However, the study also identifies challenges, such as poor access to digital infrastructure in rural areas and limited digital skills among government employees. Therefore, strong efforts are needed to expand the reach of internet access, improve digital skills and increase citizen participation in the development of digital government. This research provides an in-depth understanding of the potential and challenges of developing digital government in Central Sulawesi as well as relevant policy recommendations to increase digital adaptation at the local level.

Abstract

Researchers believe that one round of ELECTION can increase the effectiveness of the APBN, time efficiency, and widen the gap between the elected Presidential and Vice Presidential Candidates. Therefore, this research aims to analyze the Urgency of the Satu Putranan Election in 3 E (Budget Effectiveness, Time Efficiency, and Work Program Execution) (Manzilati, 2017) . This research is qualitative research with a descriptive approach, namely the urgency of the One Putranan Election Urgency in 3 E (Budget Effectiveness, Time Efficiency, and Work Program Execution). The data in this research was obtained from credible websites, books, journals and a number of other reliable sources. This data can also be called secondary data. The data in this research was analyzed using the stages of data collection, data selection, data reduction, and drawing conclusions. The research results show that first, implementing one round of ELECTIONS can save 14.4 trillion which is more effective if it is allocated to the education, religion, sports, economy and other sectors in need. Second, Carrying out one round of ELECTIONS can save time for approximately two months. The elected Presidential Candidates and Vice Presidential Candidates can maximize the use of this time to finalize their work programs and resolve a number of outstanding issues. Third, One round of ELECTIONS can be carried out directly without the 50% requirement by changing the ELECTION law.

Abstract

This research began with the statement of Vice Presidential Candidate number one during the first Vice Presidential Candidate debate. This research aims to analyze the possibilities of development plans for 40 cities whether they are realistically implemented or not. If it is realistic then it can be categorized as a plan and if it is not realistic the tomb can be categorized as mere discourse. This research is qualitative research with an explanatory approach. The data used in this research is secondary data that researchers obtained from trusted websites, scientific journals, books and other reliable sources. The analysis technique in this research uses descriptive analysis techniques by describing whether the development policies of 40 cities equivalent to Jakarta are realistic or no. These data were analyzed using the stages of data collection, data reduction, data reflection, data analysis, and drawing conclusions (Abdurahman, 2016). This researcher analyzed the development intentions of 40 cities equivalent to Ajarta from two aspects, namely HDI and GRDP.

Abstract

Tujuan penelitian untuk mengetahui evaluasi dan kendala pembelajaran daring masa pandemi covid-19 di SMA Negeri 4 Kota Jayapura. Penelitian ini menggunakan metode kualitatif dengan pendekatan jenis diskriptif, waktu penelitian dilaksanankan 3 bulan Januari - maret 2021 di SMA Negeri 4 Kota Jayapura. Sumber data primer dan skunder, pengumpulan data menggunakan teknik observasi lansung, wawancara dengan Kepala Sekolah dan guru secara terstruktur dan dokumnetasi saat pembelajaran daring berlansung. Adapun teknik analisa data menggunakan anaslisis diskripitf terhadap data primer dan data skunder. Hasil penelitian menunjukkan bahwa evaluasi pembelajaran daring di SMA Negeri 4 Kota Jayapura, masih ditemukan banyaknya masalah yang sering dialami guru dalam  pembelajaran  daring,  baik  kendala  jaringan,  mahalnya  kuota internet, kurangnya respon siswa terhadap materi, hingga ketidakpahaman siswa  terhadap materi yang disampaikan. Hal tersebut masih menjadi masalah yang terus diperbaiki oleh guru, agar  kendala   pembelajaran   daring   dapat diminimalisir dan proses pembelajaran daring dapat berjalan efektif. Guru SMA Negeri 4 Kota Jayapura saat awal belajar daring mencari bantuan untuk meningkatkan kemampuan guru dalam menggunakan pembelajaran daring. Kendala  lainnya banyak gangguan di rumah saat belajar daring, tidak ada siswa di Grup WhatsApp antar guru, dan tidak ada hubungan erat antara guru dan siswa. Guru merasa beban mengajar lebih berat, dan siswa menjadi malas karena tidak ada kontrol lansung dari guru.
