Abstract

This study examines the role of the Indonesian National Army Air Force (TNI AU) in the implementation of Non-War Military Operations (OMSP), especially in the handling of non-natural disasters of the COVID-19 pandemic at the Raden Sadjad Air Force Base, Natuna. The COVID-19 pandemic is a non-traditional security threat that requires a rapid and coordinated response from various sectors, including the military. This study uses a qualitative approach with a case study method, analyzing the role of the Indonesian Air Force based on Health Theory which includes the stages of pre-action, action, and post-action (maintenance). Data was collected through in-depth interviews with Indonesian Air Force officers, health workers, and local government officials, as well as direct observation and documentation studies. The results of the study show that the Indonesian Air Force, especially the Raden Sadjad Base, played a strategic role in the quarantine of 238 Indonesian citizens from Wuhan in February 2020, the distribution of health logistics, and coordination with various agencies. However, there are significant challenges in the form of limited regulations regarding the operational procedures of the Indonesian Air Force in dealing with non-military threats in the form of dangerous viruses, coordination between institutions that are not optimal, limited infrastructure including defense equipment that is not commensurate with the size of the area, and gaps in human resource capacity. Analysis using Health Theory revealed that the pre-action stage requires strengthening through the preparation of clear Standard Operating Procedures (SOPs) and strengthening preventive coordination,

Abstract

Indonesia's Social Forestry program provides conditional access to community-based management of state forests under state oversight and regulatory conditions. One of its key schemes, Hutan Desa designates village governments as formal managers through Village Forest Management Institutions (LPHD). This study examines implementation in Pesanggrahan Village, Batu City, where LPHD Mayangsari coexists with the long-established Forest Village Community Institution (LMDH). Prior Hutan Desa studies (Rakatama & Pandit, 2020; Sahide et al., 2020) have predominantly examined rural-district contexts. This research addresses this gap by examining implementation in an urban-administrative municipality structurally lacking a dedicated municipal forestry office‒an underexplored administrative context for social forestry policy. A descriptive qualitative approach with a single intrinsic case study design was employed. Data were gathered through in-depth interviews with purposively selected informants, field observations at the Tumpak Seruk Forest, and systematic document analysis. The analytical process operationalized content, discourse, and narrative analysis to decode actor strategies, rhetorical framing, and historical power configurations. Findings reveal that LPHD's formal legal recognition did not secure operational control in practice. LMDH retained stronger farmer loyalty due to decades-long patronage and clearer benefit-sharing. The Village Head responded by orchestrating joint activities—such as the November 2025 tree planting event that allowed both institutions to remain operationally visible rather than pursuing direct institutional confrontation. These findings suggest that implementation of village authority in social forestry is shaped not only by legal design, but also by institutional history, resource constraints, and the discretionary strategies of local actors.

Abstract

This study aims to analyze collaborative governance in the development of the creative economy sector in Kepulauan Anambas Regency. The research uses the collaborative governance model of Ansell and Gash (2008) which focuses on initial conditions, institutional design, facilitative leadership, collaborative processes, and interim outcomes. The research method used is a descriptive qualitative approach through in-depth interviews, observations, and documentation with informants from local governments, creative business actors, cooperatives, communities/non-governmental organizations, and private companies. The results of the study show that collaborative governance in the development of the creative economy begins to take shape through the involvement of various stakeholders across sectors. However, the collaboration process has not run optimally due to limited infrastructure, human resources, and budget. The institutional design aspect is still weak because there are no regulations and forums that support collaboration. Facilitative leadership and collaborative processes are still dominated by informal relationships and individual initiative of actors. Nevertheless, the collaboration has produced an initial positive impact in the form of increasing the number of business legalities, strengthening the capacity of business actors, expanding the promotion of local products, and growing the community's economy. This research implies the importance of institutional strengthening, the establishment of structured and formal collaboration mechanisms, and increasing stakeholder participation to realize the development of a sustainable and inclusive creative economy, especially in Kepulauan Anambas Regency.

Abstract

This article discusses the implementation of the Sustainable Agricultural Land Protection Policy (PLP2B) in Indramayu Regency, West Java Province, which aims to support national food security. The study analyzes the challenges, strategies, and successes in maintaining agricultural land sustainability amidst the rapid conversion of land to non-agricultural uses. The findings indicate that, although significant regulatory efforts are in place, ongoing land conversion remains a major challenge. The Indramayu Regency Government continues to address this issue through policies involving various stakeholders, including the central government, local government, private sector, and communities. This research provides important insights into the effectiveness of these policies in achieving long-term food security goals.

Abstract

Penelitian ini bertujuan menganalisis tata kelola penyelenggaraan Sertifikasi Dosen (Serdos) SMART. Simple (lebih ringkas), Modern-More Innovative (penyelenggaraan seluruhnya secara daring), Accountable (dapat dipertanggungjawabkan), Responsive (tanggap terhadap perubahan), Transparent (pemantauan realtime oleh pihak berwenang) menggunakan pendekatan kelembagaan baru (new institutionalism) dengan prinsip common-pool resource dari Elinor Ostrom. Penelitian ini menggunakan analisis kualitatif di Direktorat Sumber Daya, Ditjen Dikti, dengan 20 informan yang dipilih secara purposive. Pengumpulan data dilakukan melalui Dokumentasi, observasi dan wawancara semi-struktur yang meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa meskipun Serdos SMART bertujuan meningkatkan profesionalisme dosen, implementasinya masih menghadapi kendala dalam koordinasi, sistem manajerial, serta pemenuhan persyaratan sertifikasi. Prinsip Ostrom mengenai pengelolaan sumber daya bersama dapat memberikan perspektif baru dalam meningkatkan efektivitas tata kelola Serdos SMART, terutama dalam aspek regulasi, partisipasi pemangku kepentingan, serta mekanisme pemantauan dan evaluasi. Temuan ini memberikan kontribusi teoretis bagi pengembangan model tata kelola kebijakan pendidikan tinggi dan secara praktis dapat menjadi rekomendasi bagi pembuat kebijakan dalam menyempurnakan tata kelola dalam penyelenggaraan Serdos SMART.

Abstract

The Free Nutritious Meal (MBG) program is a strategic instrument of the Indonesian Government that functions as a multidimensional Social Safety Net (SSN) to enhance the quality of human resources. This study aims to analyze the implementation of the MBG program at the Nutrition Fulfillment Service Unit (SPPG) of Lanud Adisutjipto, its impact on household economic adaptation strategies through Household Expenditure Switching (HES), and its influence on food security dimensions. The research method employed is descriptive qualitative with data triangulation techniques, including participatory observation, in-depth interviews with key actors (policy makers, technical implementers, local workers, and parents), and visual documentation. The results indicate that the MBG implementation at SPPG Lanud Adisutjipto is effective, characterized by strict hygiene standards and high operational efficiency, where local supply chain innovations reduced preparation time by up to 75%. Economically, the program provides a significant impact by saving 10-15% of household food expenditures (approximately IDR 300,000 to IDR 500,000 per month), which is subsequently redirected toward children's education investment. Furthermore, the program creates a multiplier effect by employing 94% local labor. In terms of food security, standardized nutritional access contributed to reducing the stunting prevalence in the Berbah region to 3.2% by 2025. However, behavioral challenges such as food neophobia (vegetable rejection) among students remain an obstacle in optimizing food utilization. This study concludes that the MBG program is a strategic human capital investment that requires cross-sectoral synergy for its sustainability.

Abstract

In the correctional system, children require not only legal solutions but also rehabilitation through guidance, education, and character building based on the values of religious moderation. However, the implementation of rehabilitation programs at the Lembaga Pembinaan Khusus Anak (LPKA) still faces structural obstacles, such as limited human resources, facilities, and infrastructure, and institutional capacity. This emphasizes the importance of a collaborative governance approach involving non-governmental actors to achieve more comprehensive and inclusive rehabilitation. This study aims to analyze the implementation of collaborative governance in an Islamic boarding school-based character-building program oriented towards strengthening religious moderation at the Class I LPKA Tangerang. The method used was a qualitative approach through interviews, observation, and document analysis. The results show that the collaboration between LPKA and the Maskanul Huffadz Islamic Boarding School can integrate resources, clarify institutional roles, and strengthen moderate, tolerant, and inclusive character education. This program increases children's participation in religious activities and their ability to read the Quran, and fosters attitudes of discipline, cooperation, and tolerance. These findings indicate that cross-sector collaboration is effective in strengthening social rehabilitation and internalizing the values of religious moderation.
