Abstract

Penelitian ini mengkaji secara mendalam Putusan Pengadilan Tindak Pidana Korupsi pada Pengadilan Negeri Palembang Nomor 44/Pid.Sus-TPK/2025/PN Plg yang memutus perkara tindak pidana korupsi pengelolaan dana hibah Panitia Pengawas Pemilihan Pemilihan Umum (Panwaslu) Kabupaten Ogan Komering Ilir (OKI). Penelitian dilakukan dengan pendekatan yuridis-normatif, menggunakan analisis isi putusan, telaah peraturan perundang-undangan, dan kajian doktrin. Hasil penelitian menunjukkan bahwa majlis hakim telah menerapkan ketentuan Pasal 3 UU Nomor 31 Tahun 1999 jo. UU Nomor 20 Tahun 2001 (UU Tipikor) secara komprehensif dengan membuktikan unsur penyalahgunaan kewenangan, pengayaan diri, dan kerugian keuangan negara. Namun, penelitian ini menemukan bahwa terdapat aspek administratif dan audit forensik yang belum dieksplorasi secara mendalam dalam putusan, sehingga menyarankan penguatan mekanisme audit internal dan keterbukaan data pengeluaran hibah guna mencegah praktik serupa.

Abstract

This article examines Decision Number 29/Pid.Sus-TPK/2021/PN.Jkt.Pst concerning the Covid-19 social assistance corruption case using a normative-juridical approach. The analysis focuses on the fulfillment of offense elements, the application of legal certainty, and the assessment of justice in sentencing. The findings show that the elements of corruption were proven through admissible evidence, thus fulfilling formal legal certainty. However, the court’s reasoning has not fully reflected substantive justice, particularly regarding sentence aggravation during the pandemic and the resulting social harm. The deterrent effect of the sentence also remains questionable given the extraordinary nature of corruption. Therefore, while the decision satisfies legal legality, a more proportional and justice-oriented sentencing approach is still required for corruption cases committed during national crises.

Abstract

Penelitian ini menganalisis dissenting opinion dalam Putusan Mahkamah Agung Nomor 942 K/Pid.Sus/2022 mengenai perkara korupsi Edhy Prabowo yang mendapat pengurangan hukuman dari 9 tahun menjadi 5 tahun penjara. Fokus kajian diarahkan pada ketidaklogisan pertimbangan hukum serta potensi pelanggaran asas equality before the law. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan kasus, pendekatan perundang-undangan, serta analisis asas dan argumentasi hukum. Hasil penelitian menunjukkan bahwa pertimbangan mayoritas hakim tidak selaras dengan prinsip objektivitas dan konsistensi penalaran hukum, karena mengedepankan prestasi jabatan sebagai faktor meringankan, padahal pejabat publik justru memikul tanggung jawab lebih tinggi dalam perkara korupsi. Pertimbangan tersebut tidak hanya menyimpang dari kerangka normatif, tetapi juga merusak integritas peradilan, mengingat korupsi merupakan extraordinary crime yang menuntut standar penegakan hukum lebih ketat. Dalam konteks ini, dissenting opinion memiliki peran penting sebagai koreksi internal terhadap argumentasi hukum mayoritas sekaligus penegasan asas equality before the law sebagaimana diatur dalam UUD 1945, UU Kekuasaan Kehakiman, dan instrumen HAM internasional. Penelitian ini diharapkan memperkaya literatur tentang judicial reasoning serta memberikan kontribusi bagi peningkatan kualitas putusan dalam penanganan tindak pidana korupsi di Indonesia.

Abstract

Penelitian ini mengkaji pertanggungjawaban pidana mantan Menteri Pertanian Syahrul Yasin Limpo (SYL) yang terbukti melakukan tindak pidana korupsi secara terstruktur melalui penyalahgunaan kewenangan jabatan. Studi ini menggunakan metode yuridis normatif dengan pendekatan kasus terhadap Putusan Pengadilan Tinggi DKI Jakarta Nomor 46/Pid.Sus-TPK/2024/PT.DKI. Hasil penelitian menunjukkan bahwa SYL memerintahkan pejabat eselon I mengumpulkan dana yang bersumber dari anggaran resmi kementerian untuk kepentingan pribadi dan keluarganya, sehingga menimbulkan kerugian negara yang signifikan. Putusan pengadilan yang memperberat hukuman menjadi 12 tahun penjara, disertai denda dan uang pengganti, mencerminkan upaya penegakan hukum yang tegas terhadap pejabat publik. Namun, dari perspektif keadilan substantif, hukuman yang dijatuhkan masih dinilai belum sepenuhnya memenuhi rasa keadilan masyarakat mengingat dampak sosial, moral, dan institusional yang ditimbulkan. Penelitian ini menegaskan pentingnya penguatan integritas pejabat publik, reformasi birokrasi, serta percepatan penerapan regulasi perampasan aset untuk meminimalkan potensi korupsi di tingkat tinggi pemerintahan.

Abstract

BackgroundPulmonary fibrosis is often found in infectious diseases and chemical exposure in the work environment. Antifibrotic effects can befibropreventive and fibrolysis. Bleomycin can cause inflammation and pulmonary fibrosis. Catechin is proven can repair liverdamages due to alcohol induction. The aim of this study is to examine the effect of antifibrotic green tea catechin on reducing thearea of rat lung fibrotic.MethodsThis research was carried out in vivo experimentally in the Laboratory Animal Management Unit at Faculty of Veterinary MedicineIPB in 4 groups of rat experiments, consisting of 3 rats in the negative control group, 3 rats in the positive control group, 3 rats in thegroup of rats given bleomycin on the 8th day and 28thwith green tea extract every day from day 0 to 49 days (fibropreventive), 3groups of rats given bleomycin days 0 and 21 with green tea extract every day from day 15 to 49 (fibrolysis). Histopathologicalexamination was performe for all groups of rats.ResultsThis study showed that administration of green tea extract in fibropreventive groups and fibrolysis groups could reduce the fibrosisarea in rat lungs based on Aschroft's modified scale.ConclusionBased on the results of this study it was found that the anti-fibrotic activity of green tea extract was proven to be able to suppressthe development of pulmonary fibrosis both by fibropreventive and fibrolysis

Abstract

The rapid development of science and technology in today's digital era has influenced human behavior patterns in accessing diverse information and various electronic service features. One technological development currently under study in Indonesia is Financial Technology (FinTech). The purpose of this study is to determine 1) the influence of fintech on Customer Relationship Management, 2) the influence of Customer Relationship Management on Customer Loyalty, and 3) the influence of Customer Relationship Management on Customer Loyalty. This research method is library research, which is conducted using literature in the form of research books, journals, and previous research findings. The results of the literature review concluded that fintech influences Customer Relationship Management, CRM influences Customer Loyalty, and fintech influences Customer Loyalty. Abstract

The livestock subsector in Lampung Province is the subsector with the largest economic growth compared to other subsectors. The average economic growth of the livestock subsector is 6.2%, and it is the largest compared to other subsectors. This indicates that this subsector plays a crucial role in Lampung's economy. The purpose of this research is to analyze the livestock subsector's role in the Economy of Lampung Province during the 2020–2023 period. This study employs a quantitative descriptive method using a secondary data analysis approach. The research location is focused on Lampung Province. The secondary data utilized are the value of the Gross Regional Domestic Product (GRDP) for all sectors and the GRDP of the livestock subsector in Lampung Province, presented at constant prices (ADHK/Constant Price Basis). The data were obtained from the Central Bureau of Statistics (BPS) and the Provincial Livestock and Animal Health Office of Lampung. Data analysis was performed using the Location Quotient (LQ) method. The research findings indicate that the livestock subsector constitutes a base and leading sector in the economic structure of Lampung Province. Abstract

Penelitian ini bertujuan untuk menganalisis Putusan Nomor 27/PID.SUS-TPK/2025/PT BDG terkait Mantan Kepala Puskesmas R. Erna Siti Nurjanah dalam penyalahgunaan Dana Kapitasi Jaminan Kesehatan Nasional (JKN), dengan fokus pada penerapan sanksi pidana, penetapan uang pengganti, dan penanganan disparitas antara tuntutan Jaksa dan vonis Majelis Hakim. Penelitian ini menggunakan pendekatan yuridis normatif dengan studi dokumen putusan pengadilan dan regulasi terkait, termasuk Permenkes Nomor 6 Tahun 2022 tentang Dana Kapitasi JKN. Hasil penelitian menunjukkan bahwa disparitas sanksi muncul akibat perbedaan interpretasi unsur niat jahat dan penyalahgunaan kewenangan, sementara upaya pemulihan kerugian negara menjadi faktor meringankan vonis. Putusan ini menekankan pentingnya proporsionalitas sanksi, perlindungan hak pegawai, dan akuntabilitas pengelolaan Dana Kapitasi, sehingga menciptakan preseden integratif antara aspek retributif, restoratif, dan regulatif dalam tindak pidana korupsi di sektor pelayanan kesehatan dasar.

Abstract

Water transport integration is a critical prerequisite for military mobility in Indonesia as an archipelagic state; however, geographic fragmentation, uneven readiness of ports and landing points, and limited capacity of implementing units continue to constrain system-wide interoperability. This study aims to assess the current condition of water-transport integration in supporting Indonesia’s military mobilization, to identify key success factors of integration drawn from the Normandy Operation as a conceptual benchmark, and to formulate priorities for strengthening integration to improve mobilization effectiveness in an island environment. The research adopts a qualitative approach through a case study design and comparative analysis. Data were collected from interviews, field observations, and a review of policy documents, doctrine, and strategic literature. The findings indicate that operational integration has been implemented in practice, yet it has not been institutionalized as a comprehensive system, particularly in the standardization of procedures, readiness of port nodes, and continuity of cross-element coordination. Lessons from the Normandy Operation underscore the importance of integrated planning, adaptation to infrastructure constraints, and consistent command-and-control coordination. In conclusion, strengthening governance for integration, improving the readiness of key infrastructure nodes, and establishing sustainable coordination mechanisms are essential to enhance water-transport-based military mobilization in Indonesia.

Abstract

The tourism sector in Yogyakarta is highly vulnerable to seasonal changes and extreme weather due to its heavy reliance on outdoor attractions, which negatively impacts destination image. This study aims to examine the effectiveness of indoor tourism destinations in mitigating the risks of extreme weather and maintaining Yogyakarta's tourism image. A quantitative explanatory approach was employed using Structural Equation Modelling (SEM) based on Partial Least Squares (PLS). Data was collected from a sample of 400 domestic tourists who visited at least two indoor destinations in Yogyakarta during the peak rainy season. The analysis reveals that the effectiveness of indoor facilities and weather anticipation capacity directly and significantly affect tourism image with path coefficients of β = 0.285 and β = 0.240, respectively. The combination of indoor facilities, weather mitigation, and tourist experience explains 71.5% of the variance in destination image (R² = 0.715). Furthermore, tourist experience acts as a significant partial mediator between indoor facilities and tourism image (β = 0.171), and between weather anticipation and tourism image (β = 0.157). In conclusion, developing climate-responsive indoor infrastructure, combined with high-value tourist experiences, is a fundamental strategy for building regional tourism resilience.
