Abstract

The Government of Timor-Leste’s decision to suspend doctoral programs has elicited varied responses from academics concerning their perception, participation, and acceptance of the policy. This study aims to analyze the influence of academics’ perception and participation on their acceptance of the doctoral program closure policy. Employing a quantitative approach, the research involved 257 academics from UNPAZ, selected through purposive and convenience sampling. Data were analyzed using PLS-SEM to test direct and mediating effects among variables, complemented by non-parametric analyses (Kruskal-Wallis, Mann-Whitney, and logistic regression) to examine differences across demographic groups. The findings reveal that academics’ perception and participation simultaneously exert a significant effect on policy acceptability. Academics with higher education and greater academic engagement, such as lecturers and postgraduate students, demonstrated lower levels of acceptability compared to undergraduate students and administrative staff. Non-parametric results further confirmed significant differences based on age, educational level, and academic status. Overall, academics’ acceptability of the doctoral program closure policy is relatively low and influenced by both perception and active participation, with higher educational attainment associated with more critical attitudes toward the policy. Therefore, it is recommended that the Government of Timor-Leste improve transparent communication and participatory mechanisms to foster positive perceptions and stronger policy support, while encouraging academics to take a more active role in the policy-making process.

Abstract

Indonesia is highly prone to disasters due to its location at the convergence of three active tectonic plates: the Eurasian, Pacific, and Indo-Australian plates. Sukabumi Regency ranks as the second-highest risk area in the country. In the coastal region, Palabuhanratu Urban Village has the highest population density in Palabuhanratu District, reaching 6,042 people/km². The high population density in coastal areas increases the potential for casualties in the event of a tsunami. Therefore, mitigation efforts in the form of Temporary Evacuation Sites (TES) are essential across the coastal areas of Palabuhanratu District. A reassessment of the existing TES locations is necessary to evaluate their effectiveness. This study aims to identify the affected area and population under tsunami scenarios with run-up heights of 10 m, 15 m, and 20 m. Additionally, it analyzes the coverage of TES locations and the effectiveness of evacuation routes in Palabuhanratu District. The analysis is conducted using ArcGIS and QGIS software through several stages, including tsunami hazard zoning, tsunami inundation modeling, TES coverage analysis, and evacuation route optimization using network analyst tools. The results indicate that 90.6% of the coastal area in Palabuhanratu District falls into the safe category. The tsunami inundation modeling shows an affected area of 3.32 km² (run-up 10 m), 4.9 km² (run-up 15 m), and 6.1 km² (run-up 20 m). The estimated affected population for these run-up heights is 6,123, 9,348, and 12,849 people, respectively. On average, 68% of the affected population can reach a TES. A total of 68 evacuation routes were generated, with 30 routes classified as highly safe, safe, or moderate, requiring 0–20 minutes of travel time. The findings suggest that additional TES locations should be strategically placed along the coastal areas, particularly near residential zones, to improve evacuation efficiency.

Abstract

Soybean (Glycine max. L) is a strategic commodity that plays a major role in providing nutritious food. One effort to increase soybean production is through the use of superior varieties. Dega-1 is a soybean variety that is very sensitive to drought so that it is necessary to develop soybeans cultivated in dry land which can be attempted through mutation breeding. The purpose of this study was to determine the duration of ultraviolet C light irradiation that can produce mutants and to obtain putative drought-tolerant mutants through ultraviolet C light mutation induction and in vitro selection (PEG 25%). This study was conducted from April to July 2024 at the Tissue Culture Laboratory, Faculty of Agriculture, Andalas University. This study was arranged in a Randomized Block Design with treatment duration of UV C light irradiation λ 254 nm with 10 treatment levels including no radiation, 15 minutes, 30 minutes, 45 minutes, 60 minutes, 75 minutes, 90 minutes, 105 minutes, 120 minutes, and 135 minutes. Each treatment consisted of 5 groups. The observation data were analyzed using simple statistical analysis using the mean and standard deviation calculations. The results showed that the highest percentage of putative drought-tolerant soybean mutants (PEG 6000 25%) was produced by 45 minutes of UV C irradiation, namely 3.33%. These mutants emerged from blackish-brown callus and developed into yellow callus and also regenerated into somatic embryos.
