Abstract

This study aims to evaluate the influence of compensation, including wages, incentives, and benefits, on the performance of health workers in primary health centers and hospitals. A literature review was conducted using Google Scholar and PubMed, focusing on articles published in the last 5–10 years. From an initial search yielding 1,021 articles, nine were selected based on inclusion criteria. The results show that direct compensation (salary) and indirect compensation (benefits) have a positive impact on health worker performance. However, the effect of incentives varies depending on implementation. Motivation and job satisfaction were mediating factors that strengthened the relationship between compensation and performance. These findings highlight the need for fair, performance-based compensation systems to improve the productivity and retention of health workers in Indonesia.

Abstract

Introduction: Outbreaks remain one of the biggest public health challenges today. The prevention and control of diseases with outbreak potential depends on the effectiveness of a successful response system with the help of surveillance activities. The aim of this study was to determine the evaluation of surveillance in rapid response to health crises due to disasters and outbreaks. Methods: This study used the literature review method, which refers to the PRISMA method. Reference searches were conducted on three databases, namely Google Scholar, Science Direct, PubMed. A total of 6 articles were selected based on the inclusion criteria. Results: The results of the literature review show that in the input aspect, most surveillance systems face challenges in the form of limited number and competence of officers, lack of funds, and inadequate facilities and infrastructure. Although the methods and SOPs are standardized, their application is not consistent. In the process component, there are obstacles in collecting and analyzing data and disseminating information that is not yet optimal. As a result, the output of the surveillance system has not met national standards. Conclusion: Strengthening the capacity of human resources, providing financial support and infrastructure, and improving the quality of method implementation and analysis are needed to optimize the health surveillance system in Indonesia Keywords: Evaluation, Surveillance, Outbreaks

Abstract

Prior to the COVID-19 pandemic, Indonesia had made measured progress in addressing its tuberculosis (TB) burden through national strategies such as DOTS and integration into the universal health coverage (UHC) system. However, the pandemic caused substantial disruption to TB control efforts, including declines in case detection, treatment coverage, and continuity of care. This literature review analyzed eight peer-reviewed articles published between 2020 and 2025, selected from the Google Scholar database, to assess post-pandemic TB control strategies and challenges in Indonesia. The findings indicate that digital platforms were increasingly utilized for TB screening, monitoring, and reporting, while community-based education and expanded partnerships with private providers were promoted to maintain service continuity. Despite these adaptations, challenges such as limited infrastructure, inadequate digital literacy, constrained resources, and persistent stigma remain significant barriers. Strengthening the health system’s capacity, improving policy coherence between TB programs and insurance schemes, and sustaining innovation through multisectoral collaboration are essential to rebuilding TB services and advancing toward national and global TB elimination goals.

Abstract

This study aims to The study aims to identify and evaluate the gaps in the quantity and quality of healthcare human resources in Indonesia, as well as to provide strategic recommendations for improvement. The main issues are the uneven distribution and imbalance of healthcare personnel, particularly in remote, border, and island regions. The research method used is a literature review with an in-depth analysis of journals and articles from online databases such as Google Scholar, Garuda, and PubMed within the period of 2020-2024. The study results indicate significant disparities between the education and practical skills of healthcare workers, limited access to medical technology, and a lack of opportunities for advanced education. Additionally, the uneven distribution of healthcare workers and insufficient incentives for those working in remote areas were found. To address these gaps, comprehensive strategies are needed, including improving the welfare of healthcare workers, enhancing healthcare infrastructure, raising education standards, and providing continuous training programs. With the implementation of these strategies, it is expected that the quality and quantity of healthcare human resources in Indonesia will improve, leading to more equitable and optimal healthcare services across all regions.

Abstract

Background: Indonesia is currently experiencing a demographic bonus, with the productive age population accounting for 69.3% of the total population. While this presents an economic opportunity, it poses significant challenges to the health sector due to an epidemiological transition toward Non Communicable Diseases (NCDs), which contribute to 74% of global mortality. Objective: This study aims to analyze the impact of the demographic bonus on the shifting health risk profiles of the productive age group and its implications for claim trends and the sustainability of the health insurance system in Indonesia. Methods: A systematic literature review was conducted using the Google Scholar database. The search strategy employed keywords related to demographics, NCDs, and health financing, with a publication filter for the last ten years (2016–2026). Data were analyzed using a descriptive narrative approach to synthesize relevant findings. Results: The findings indicate that the dominance of the productive age population, coupled with unhealthy lifestyle behaviors, has triggered a rise in chronic disease prevalence requiring long term medical management. This shift directly correlates with a surge in healthcare service utilization and claim burdens within the National Health Insurance (JKN) scheme. However, current insurance benefit designs remain heavily focused on curative services (85.4%), while promotive preventive efforts at primary care facilities remain suboptimal. The imbalance between increased utilization and financing capacity potentially threatens risk pool stability and risks financial deficits. Conclusion: The demographic bonus may become an economic burden without an adaptive health system transformation. Strengthening promotive preventive policies and innovative chronic disease management are essential to control medical costs. Cross sector synergy is crucial to ensure a healthy productive age population and the long term sustainability of the JKN program.

Abstract

Public-Private Partnership (PPP) has emerged as a strategic instrument to address fiscal and infrastructure constraints in achieving Universal Health Coverage (UHC) in Indonesia. However, its implementation effectiveness is often hindered by governance complexities and low transparency. This study aims to evaluate PPP policies in the healthcare sector, focusing on implementation dynamics, performance determinants, and policy improvement implications for access, quality, and accountability. This research utilizes a descriptive-analytical literature review method through systematic searches of Google Scholar, PubMed, BMC, and IJHPM databases for the period 2018–2025. The findings indicate that PPP significantly expands service access at primary and referral levels and fosters medical technology innovation. In Indonesia, the flexibility of BLUD status in regional hospitals supports Operational Cooperation (KSO), while at the primary level, private primary care facility (FKTP) integration strengthens basic service coverage. Nonetheless, major identified barriers include low contract transparency, information asymmetry, fragmented health information systems, and a shortage of competent medical personnel. Strengthening PPP governance requires more standardized regulations, rigorous independent oversight, and active public-interest-oriented contract management to ensure the sustainability of healthcare service quality and accountability.
