Abstract

This study aims to evaluate the education system related to the independent curriculum with the application of a deep learning approach at Al-Anshar Tanjung Selor High School, Bulungan Regency, by examining the suitability between the goals of national education and its implementation. Data collection is carried out through the literature research method. The research focuses on the evaluation of the education system by examining various literature such as books, notes, and previous research reports where the implications of the independent curriculum policy with a deep learning approach are the main source of information in this research is the policy of the deep learning approach in learning published by the Ministry of Primary and Secondary Education. and other relevant sources to dig up information related to the deep learning approach model. The results of the study show that deep learning has not been fully applied in the upper secondary education unit, but there are efforts and efforts because the deep learning approach in learning has a very important role in ensuring the success and smoothness of every learning. This is done by teachers as educators. To identify students who are able to receive the material taught through the deep learning approach, teachers must be able to design so that students are no longer saturated, bored, ignorant and not enthusiastic but more aware, meaningful and encouraging. This research shows a very close relationship in the current curriculum.

Abstract

This study compares e-government implementation between Indonesia and Australia to identify factors influencing the success of digital transformation in both countries. Using a qualitative approach with a comparative study method, this study analyzes the differences and similarities between the two countries' e-government systems through the Technology-Organization-Environment (TOE) Framework. Data were collected through documentary studies of e-government policies, regulations, and evaluation reports, in-depth interviews with key stakeholders, and direct observation of government digital platforms such as SPBE Indonesia and myGov Australia. The results indicate that Australia has a more mature and integrated e-government system, with service penetration reaching 90% of the population, supported by a robust digital infrastructure, highly competent human resources, and a solid governance structure through the Digital Transformation Agency. In contrast, Indonesia still faces various challenges such as a digital infrastructure gap between urban and rural areas, fragmented systems that are not yet optimally integrated, weak coordination between agencies, and diverse digital literacy levels. Nevertheless, Indonesia has shown significant progress through innovative approaches such as the development of mobile-first applications and partnerships with the local private sector that are adaptive to local contexts and limitations. This study recommends that Indonesia gradually accelerate digital infrastructure development, increase the capacity of civil servants through ongoing training programs, strengthen governance structures with clearer authority, and adopt a user-centric design approach in developing government digital services. The research findings contribute to the e-government literature by demonstrating that contextual factors such as socio-economic conditions, geographic characteristics, and institutional capacity play a crucial role in determining e-government implementation strategies and outcomes. Therefore, best practices cannot be directly transferred without substantive adaptation to local contexts.

Abstract

The development of information technology has driven the increasing need for personal data protection as part of human rights and legal certainty. Indonesia and Malaysia, as developing countries in Southeast Asia, have established personal data protection regulations, but with different legal system characteristics and policy approaches. This article aims to analyze the comparative nature of personal data protection laws in Indonesia and Malaysia, focusing on regulatory aspects, oversight institutions, and law enforcement mechanisms. This article uses a normative legal research method with comparative law. The analysis shows that Malaysia has a more mature personal data protection system in terms of institutions and law enforcement, while Indonesia is still in the stage of strengthening regulatory implementation. This article is expected to serve as an academic and practical reference in the development of personal data protection laws in Indonesia.

Abstract

Development administration plays a crucial role in determining the success of national development, particularly in addressing the challenges of inequality, the effectiveness of public services, and governance. India and Indonesia, as developing countries with large populations, have distinct government systems and therefore implement different development administration models. This study aims to systematically analyze and compare the development administration models implemented in India and Indonesia. This study uses a qualitative approach with a comparative descriptive method. Data were obtained through a literature review sourced from scientific journals, policy documents, and official government publications. The analysis was conducted by describing each country's development administration model and then comparing their institutional structures, division of authority, and development implementation mechanisms. The results show that India tends to implement a centrally coordinated development administration model within a federal framework, with flexibility in implementation at the state level. Meanwhile, Indonesia has developed a decentralized development administration model with broad authority for local governments. These differences affect the effectiveness of coordination, institutional capacity, and the equitable distribution of development outcomes. This study concludes that no single development administration model is entirely ideal, as its success is strongly influenced by the institutional context and government capacity. These findings are expected to provide conceptual contributions to the development of development administration studies and serve as a basis for consideration in formulating development policies in developing countries.

Abstract

Penelitian ini bertujuan menganalisis urgensi peran guru dalam pembinaan mental keagamaan pada santri Taman Pengajian Al-Qur’an Daarul Ulum Sausu Kecamatan Sausu. Metode yang digunakan adalah metode deskriptif kualitatif, pendekatan kualitatif dengan menggunakan teknik pengumpulan data melalui observasi, wawancara (interview), dan dokumentasi. Hasil penelitian menunjukkan adanya urgensi terhadap peran guru agama di Taman Pengajian Al-Qur’an Daarul Ulum Sausu dalam pembinaaan mental keagamaan kepada para santrinya. Peran guru dalam pembentukan dan pembinaan mental keagamaan santri sebagai pembimbing, sebagai figur dan sebagai penasehat sangatlah dibutuhkan karena santri memerlukan pendidikan, pembinaan dan harus dididik untuk memperoleh jati dirinya, sehingga mereka mampu menjadi manusia yang berakhlakuk karimah.

Abstract

Digital governance has become a central strategy for strengthening public service delivery and improving governance quality in contemporary public administration. This article examines how digital governance reforms shape public service delivery in Indonesia and South Korea through a systematic literature review and comparative analysis. The study aims to identify similarities, differences, and transferable lessons between the two countries by synthesizing existing research on bureaucratic reform, e-government initiatives, and governance outcomes. A systematic review was conducted on peer-reviewed journal articles, policy reports, and publications from international organizations indexed in major academic databases over the last two decades. The analysis applies a thematic synthesis approach to classify findings across governance reforms, bureaucratic capacity, anti-corruption efforts, and digital public service innovation. The review shows that while both countries demonstrate strong political commitment to digitalization, South Korea has achieved more coherent and integrated outcomes due to its merit-based bureaucracy, centralized coordination, and long-term digital strategy. Indonesia, in contrast, continues to face challenges related to institutional fragmentation, uneven administrative capacity, and implementation gaps. This article contributes to comparative public administration by linking digital governance with bureaucratic performance and governance quality in two Asian democracies. It also provides context-sensitive policy implications for strengthening digital public services in developing countries.

Abstract

This article aims to compare public administration systems in Indonesia and the United States through a literature-based study. Using a descriptive-comparative approach, the study analyzes bureaucratic structures, systems of government, administrative reform trajectories, and their implications for public service delivery. The United States represents a mature federal and liberal administrative tradition, while Indonesia reflects a developing democratic system with a strong legacy of centralized bureaucracy. Data were collected from classical public administration literature, international academic journals, and official government documents from both countries. The findings show that differences in constitutional structure, political systems, and administrative culture significantly influence bureaucratic organization and public service performance. While the United States emphasizes decentralization, managerial autonomy, and accountability, Indonesia continues to balance bureaucratic control with ongoing reforms toward transparency and service orientation. The study concludes that administrative reform must be contextual and institutionally grounded, and that cross-national learning should be adapted rather than directly adopted. This article contributes to comparative public administration literature by highlighting structural and governance-based explanations for variations in public service outcomes.

Abstract

This article examines the comparative characteristics of higher education administration in Indonesia and the United States from the perspective of public administration. Using a library research method with a descriptive-comparative approach, this study analyzes bureaucratic structures, systems of governance, administrative reforms, and their implications for public service delivery in higher education. Indonesia represents a centralized-decentralized hybrid model with strong ministerial control, while the United States reflects a decentralized and market-oriented governance system. The findings show that differences in bureaucratic traditions, political systems, and administrative reforms significantly influence institutional autonomy, accountability mechanisms, and service quality. The Indonesian system emphasizes national standardization and equity, whereas the U.S. system prioritizes institutional autonomy, competition, and innovation. This study contributes to comparative public administration literature by providing insights into how administrative structures shape higher education governance and public service outcomes.

Abstract

Environmental policy and sustainable development have become central issues in modern governance as ecological pressures from development activities continue to intensify. This article aims to analyze and compare environmental policy and sustainable development in Indonesia and Germany using a descriptive–comparative approach based on a literature review. Indonesia, as a developing country with abundant natural resources, faces serious challenges in environmental management, while Germany, as a developed country, is widely recognized as a pioneer in environmental policy and sustainable energy transition. Drawing on classical public administration literature, international academic journals, and official government documents from both countries, this article examines policy frameworks, institutional arrangements, policy instruments, and the implications of environmental policy for sustainable development. The findings indicate that differences in political context, economic structure, and institutional capacity significantly influence policy effectiveness. This study is expected to contribute conceptually and practically to the development of environmental policy in Indonesia through comparative policy learning.

Abstract

The adoption of Artificial Intelligence (AI) in the public sector has become the main engine of bureaucratic efficiency by 2026. This research aims to critically dissect the regulatory readiness and public administration capacity of Indonesia and the Philippines in welcoming ASEAN leadership 2026. Using a qualitative-comparative approach, this study compares policies such as Presidential Decree No. 82 of 2023 in Indonesia and the National AI Strategy Roadmap 2.0 in the Philippines. The results show that Indonesia excels in the availability of large public datasets through the SPBE system and the INA Digital portal, but still faces the challenges of rigid cross-sectoral coordination and AI regulations that are not yet legally binding. In contrast, the Philippines has demonstrated regulatory agility through a networked governance model and has mandated an Algorithmic Impact Assessment to mitigate the risk of algorithmic bias. The study concludes that synchronization between data sovereignty and international collaboration is crucial for modern bureaucracies in Southeast Asia to protect citizens' rights amid technological disruption.
