Abstract

The research method used qualitative data analysis, including data collection; data condensation/data simplification; presentation of data, and conclusions/verification. Data were obtained through interviews, observation, and documentation. The study results show that there is still a problem that becomes an obstacle for village government officials in Gorontalo Regency in maximizing their role in development planning, so efforts are needed to improve further the development planning capabilities of the village government apparatus. A level of quality planning and good development management is necessary for government officials. They know the strengthening of the implementation of capacity activities in the development of village government apparatus resources in Gorontalo district. Based on this, a series of activities are needed to encourage the improvement of village government apparatus in a Village Development Planning Workshop and assistance in carrying out village development planning.

Abstract

Changes in various things become society's criteria in assessing public service performance. There are many reasons why there are many changes in existing public services, including the demands of an increasingly modern society, the increasing development of technology and globalization, competition with the private sector, changes in people's mindsets and many other things that cause the need to improve the quality of public services. Population administration services are one of the areas that is the task of the Tilongkabila District Government, Bone Bolango Regency, to organize. Meanwhile, the bureaucratic reform that is about to be implemented is intended to run optimally, so that it can help the government in realizing excellent service. This research was conducted to determine bureaucratic reform in population administration services in Tilongkabila District, Bone Bolango Regency. This research uses a qualitative descriptive approach method. The results of this research show that bureaucratic reform in population administration services in Tilongkabila District, Bone Bolango Regency is based on Komarudin's theory, namely Institutions, Human Resources for Apparatus, Administration or Management, Supervision, Accountability of Apparatus, Quality Services and Changes in mindset and work culture. (culture-set) works quite well. Therefore, theoretically, it is hoped that this research will ensure that the Tilongkabila District Government, Bone Bolango Regency, will continue to improve and improve bureaucratic performance, so that good governance will be created, especially in providing excellent population administration services.

Abstract

This research was conducted to determine the performance of government administration in Suka Makmur Village, Bulango Ulu District. This research is qualitative research, namely a research procedure that produces descriptive data in the form of written or spoken words from people and observable behavior. The results of this research indicate that the performance of government administration in Suka Makmur Village, Bulango Ulu District is quite good, which can be seen from several administrative service performance indicators used, namely: 1) Tangibles, where in principle the government administration service facilities in Suka Makmur Village are sufficient adequate; 2) Reliability, where Suka Makmur Village government officials have quite good administrative service work capabilities; 3) Responsiveness, Suka Makmur Village government officials are always responsive in carrying out administrative service tasks in the village; 4) Assurance, Suka Makmur Village government officials always provide certainty and clarity regarding administrative service times in the village and 5) Empathy, Suka Makmur Village government officials always treat the community well, politely and courteously. The recommendation of this research is that the Suka Makmur Village Government, Bulango Ulu District, continues to pay attention to and improves the quality and capabilities of village government officials, by continuing to involve officials in various training activities, in order to increase the insight and work experience of the village government officials themselves, then continue to maintain work enthusiasm, by continuing to provide professional administrative services and continuing to pay attention to and maintain a good work ethic, as well as a strong attitude and mentality in serving the community.

Abstract

Implementation of the principles of Good Governance, where the state is the party that plays the most important role in realizing these principles. The implementation of Good Governance is the main prerequisite for realizing the aspirations of the community in achieving the goals and aspirations of the nation and the State, this cannot be separated from the application of the principles of good governance at the Isimu BPTD Type A Terminal in Region XXI of Gorontalo Province. This research was conducted to determine the implementation of good governance in the management of the Type A Isimu BPTD Terminal Region XXI Gorontalo Province. This research uses a qualitative descriptive method with an analytical method, namely research that produces descriptive data in the form of written or spoken words from people and observable behavior. The results of this research indicate that the implementation of good governance in the governance of the Type A Isimu BPTD Terminal Region XXI Gorontalo Province has not been fully implemented optimally. This can be seen from several indicators, namely: planning that has not been optimal, namely related to track routes and output as the final result, organization that has not been maximized, namely related to the arrangement of bus parking and track routes, implementation of activities that still need to be improved, and supervision that has not been carried out optimally. The recommendation of this research is that the Land Transportation Management Center Region XXI Gorontalo Province through the Isimu Type A Terminal service unit should: 1) further maximize the terminal work plan, 2) further maximize terminal management, by continuing to improve security, cleanliness and order in the terminal, 3) need to maximize the function of the Terminal, and 4) need to increase supervision over the use of the terminal and supporting facilities according to their intended purpose, especially vehicle parking areas that are not yet neatly arranged.

Abstract

F The fact remains that waste management is still not given proper attention and is inadequately handled by various parties, despite being a shared responsibility. Improper waste management can lead to numerous environmental issues such as flooding, global warming, and the outbreak of various diseases. This article aims to identify and describe the factors influencing waste management in North Buntulia Village, Pohuwato District. The research method employed is qualitative, utilizing an interactive model analysis for data analysis. This model consists of three components: 1) Data reduction, 2) Data presentation, and 3) Data verification and conclusion drawing. The findings indicate that the factors influencing waste management include: 1) the size of the organization, 2) management style, 3) the complexity of the business environment, 4) the production process, and 5) the characteristics of the problems faced and the objectives of planning. This study recommends that the Regional Government of Pohuwato Regency.

Abstract

This reserch aims to find out and describe the factors that determine tourism development, including in terms of infrastructure, accessibility, community participation and tourist attractions. The data analysis used is an interactive model analysis which consists of three components of analysis namely: 1) Data reduction; 2) Data Presentation; 3) Verify Data and Draw Conclusions. The research results show that: 1) the development of basic tourism infrastructure in the coastal area of Bone Bolango is not sufficient. Basic infrastructure facilities including infrastructure, public facilities and tourism facilities do not meet the standards of the tourism development master plan; 2) tourism accessibility in the Bone Bolango coastal area can improve the quality of life of local residents by creating new jobs. Tourism accessibility is also encouraged to pay attention to environmental impacts such as potential damage to coral reefs and underwater waste so that the role of tourism actors is expected to be sensitive and wise in paying attention to the negative impacts of tourism development; 3) community participation in developing tourism destinations in the Bone Bolango coastal area must be carried out using a variety of approaches including information technology to assist marketing, involving community groups who are vulnerable to having no income, and building partnerships with tourism organizations. This is important because the declining community participation is caused by access to information, the style of community consumerism. For this reason, the regional government of Bone Bolango Regency and the village government need to provide regular assistance to the community to encourage sustainable development through the tourism sector; 4) tourist attractions have a significant impact on economic growth and cultural preservation. Encouraging tourist attractions requires careful planning, collaboration between stakeholders, and long-term commitment. With the right efforts, destinations can increase their attractiveness and attract many tourists, thereby contributing to the development of the local creative economy and the sustainability of tourism. By increasing tourist attractions, especially in rural areas, it can increase the income and welfare of rural residents and help prevent excessive urbanization.

Abstract

This research uses a qualitative descriptive method with an analytical method, namely research that produces descriptive data in the form of written or spoken words from people and behavior that can be observed, and uses data collection techniques in three ways, namely observation, direct interviews with specified respondents and documentation. The results of this research show that the village government's efforts to advance the social welfare of the community in North Mongiilo Village, Bulango Ulu District are quite good, even though the level of social welfare of the community in the village itself is not evenly distributed throughout the community, which can be seen from several role indicators. used are: 1) Socialization, where the involvement of the village government together with community leaders in socializing various social welfare development activities for the community in North Mongiilo Village, Bulango Ulu District; 2) Inheritance of knowledge traditions, where the involvement of the village government together with community leaders in providing knowledge to the community regarding the importance of improving the social welfare of the community in North Mongiilo Village, Bulango District; 3) Uniting community groups, where the village government is involved with community leaders in uniting community groups; and 4) Activating the management and control system, where the involvement of the village government together with community leaders in activating the management and control system for development activities in North Mongiilo Village, Bulango Ulu District. The recommendation of this research is that the North Mongiilo Village Government, Bulango Ulu District and community leaders must pay more attention to the level of social welfare of the community and be able to overcome problems regarding the social welfare of the community in the village, such as increasing employment opportunities for the community, increasing scholarship quotas and improving educational facilities in villages, complete health support facilities and infrastructure for the community, continue to socialize various development activities in the village, so that development of the social welfare of the community in the village can be carried out optimally.

Abstract

Prinsip dari sebuah negara demokrasi adalah dengan menjunjung tinggi Konstitusi dan ideologi dalam sebuah negara. Kebebasan dalam hak sosial dan politik menjadi sebuah jaminan yang sangat diperlukan untuk dapat mencapai sebuah negara yang menjunjung tinggi demokrasi sehingga aspirasi yang ada dapat tersalurkan dengan baik. Permasalahan yang muncul yaitu Bagaimana Prinsip Dan Jaminan Hak Warga Negara Menurut UUD 1945 dan Bagaimana Dinamika Sosial Politik Dalam Sistem Demokrasi di Indonesia. Metode penelitian yang digunakan berupa penelitian hukum yuridis normatif yang merupakan penelitian kepustakaan, yaitu penelitian terhadap bahan hukum primer dan bahan hukum sekunder yang terdiri dari peraturan perundang-undangan dan literatur-literatur terkait untuk memecahkan persoalan hukum atau permasalahan yang akan dibahas. Kemerdekaan menyampaikan pendapat dimuka umum harus dilaksanakan dengan bertanggung jawab, sejalan dengan ketentuan peraturan perundang-undangan yang berlaku. Oleh karena itu negara wajib dapat mengelola dan mengendalikan dominasi iklim kapitalis agar tetap berjalan pada koridor yang tidak merugikan warga. Negara juga harus membuka dan memberdayakan ruang publik secara optimal sebagai instrumen warga dalam menyalurkan aspirasinya, serta menutup keran tumbuh suburnya praktek politik uang baik di kalangan elit politik maupun di kalangan masyarakat, karena dengan membiarkan politik uang berlangsung, maka tidak hanya berimpilkasi melahirkan politisi yang korup dan mengekang hati nurani masyarakat dalam memberikan partisipasi politiknya, namun juga berakibat tercederainya suatu pemilu yang demokratis.

Abstract

Renewable energy is an energy source obtained from natural resources that can be naturally renewed in a relatively short time, so that its availability will not run out as long as its use is carried out sustainably. This article aims to increase the understanding of the Pinomontiga Village community regarding the importance of renewable energy in improving the quality of life and supporting the local economy. The results of the activity show that: 1) The activity of cleaning up garbage on the beach in Pinomontiga Village has succeeded in increasing public awareness of the importance of maintaining the cleanliness and sustainability of the coastal ecosystem. Collaboration between residents, students, and related parties not only cleans the beach, but also fosters a sense of collective responsibility in protecting the environment. Education about the negative impacts of garbage on marine biota and the local economy, especially the fisheries and tourism sectors, is an important aspect of this activity; 2) Socialization regarding renewable energy, such as solar, wind, and biomass energy, provides new insights for coastal communities about environmentally friendly energy solutions that can be optimized for local needs. The potential for renewable energy in coastal areas opens up new economic opportunities and reduces dependence on fossil fuels; 3) Tree planting in coastal areas not only functions as a greening effort, but also helps control erosion, protect against coastal flooding, and create a healthier ecosystem. Selecting the right tree species can support the development of local wind energy, providing ecological benefits while opening up opportunities in the renewable energy sector. The results of this study indicate that a community-based approach to the application of renewable energy has great potential to increase public awareness and participation in environmental conservation. Further studies can examine the effectiveness of various strategies for implementing renewable energy in coastal communities, including technical, economic, and social aspects. In addition, a more in-depth analysis is needed regarding policies that support the sustainable use of renewable energy at the local level.

Abstract

The study evaluates the performance of the Gorontalo Regency Election Supervisory Agency (BAWASLU) in overseeing campaign activities during the 2020 simultaneous Regional Head Elections (PILKADA). It scrutinizes the responsibilities placed on BAWASLU and its personnel, aiming for proficient enforcement of election laws to ensure equitable and transparent elections. Employing an empirical juridical approach, the research examines the community's legal frameworks and practical realities. Results indicate that BAWASLU's supervision of campaign activities, spanning traditional and social media platforms, fell short of expectations. Factors contributing to this shortfall include regulatory challenges and deficiencies in infrastructure and resources. Recommendations entail strengthening BAWASLU's oversight in alignment with existing regulations, emphasizing clarity in governmental directives, and ensuring sufficient resources. Moreover, community engagement and awareness initiatives are suggested to bolster electoral integrity and public trust..
