Abstract

Program Pemberdayaan Masyarakat di lakukan dalam bentuk pelatihan pembuatan produk Grass Lemon kepada masyarakat dengan harapan meningkatkan kreatifitas dan kemandirian ekonomi masyarakat dalam pemanfaatan sumber daya alam maupun sumber daya manusia terhadap perkembangan dan peningkatan ekonomi masyarakat desa. Kegiatan di selengarakan di desa Kotaraja Kecamatan Dulupi Kabupaten Boalemo. Kegiatan Pemberdayaan Masyarakat ini dilakukan beberapa tahap yakni survey lokasi, sosialisasi produk serta pendampingan pelatihan pembuatan produk Grass Lemon. Pada kegiatan tersebut pelatihan dilakukan pengukuran dan diperoleh gambaran pengetahuan masyarakat terkait pembuatan produk-produk dari lemon untuk dijual dan dipasarkan di desa Kotaraja Kecamatan Dulupi, maupun skala Kabupaten, dan juga bisa menjadi produk oleh-oleh untuk masyarakat lainnya.

Abstract

Limbah plastik merupakan suatu limbah yang dapat membuat kondisi lingkungan tercemar. Konsumsi plastik terus mengalami pertumbuhan dari peningkatan konsumsi  sebesar 4,5 juta ton pada tahun 2015 meningkat sampai 4,8 juta ton pada tahun 2016 atau pertumbuhan sebesar 5,2 %.  Permasalah yang ditimbulkan oleh  limbah plastik menjadi permasalahan yang tidak selesai karena plastik memiliki waktu urai yang cukup lama sehingga limbah plastik menumpuk setiap tahunnya. Tujuan dari kegiatan pengabdian ini adalah memberikan pengetahuan kepada masyarakat Desa Motilango tentang pemanfaatan limbah gelas plastik yang dapat menjadi paving block yang bernilai ekonomis serta pemanfaatan tersebut juga menjadi salah satu cara untuk mengurangi limbah gelas plastik yang ada di Desa Motilango. Metode yang digunakan pada kegiatan ini yaitu pendampingan/workshop kepada pemuda Desa Motilango agar dapat mempraktekkan pembuatan paving block setelah kegiatan selesai. Tahapan pembuatan paving block diantaranya menyiapkan bahan-bahan yang akan digunakan. Selanjutnya memanaskan plastik sampai lebur kemudian dicampur dengan pasir. Ukuran yang digunakan adalah 1:1 untuk memaksimalkan fungsi dari paving block. Selanjutnya campuran tadi dimasukkan ke dalam cetakan yang sebelumnya telah direndam ke dalam air. Hasilnya didapatkan paving block plastik berbentuk hexagonal yang kuat.

Abstract

Tujuan pengabdian ini yakni untuk memberikan pelatihan dan pendampingan kepada kelompok masyarakat tentang mengolah tanaman singkong menjadi keripik daun singkong. Metode yang digunakan yakni pendekatan langsung kepada masyarakat dan mengundang masyarakat untuk mengikuti sosialisasi pembuatan keripik daun singkong. Hasil pelaksanaan pengabdian yakni kelompok masyarakat mendapatkan pengalaman dan informasi baru tentang bagaimana mengolah tanaman lokal menjadi olahan yang memiliki nilai ekonomis. Harapannya dengan kegiatan pengabdian ini maka tercipta kesadaran masyarakat untuk berinovasi memanfaatkan tanaman lokal sebagai alternatif usaha dan dengan usaha tersebut dapat meningkatkan penghasilan tambahan bagi masyarakat

Abstract

The appointment of civil servants in government structural positions is based on competence so that placement in government structural positions using the merit system considers aspects of qualifications, competence, and good performance. This research aims to analyze managerial, technical and socio-cultural competencies in the aspects of knowledge, skills, attitudes of officials who will be placed in the Gorontalo Regency government. The research approach uses qualitative methods, data collection is done through interviews, participatory observation, field notes, and document studies. Data analysis used an interactive model with three steps: condensing data, presenting data, and drawing conclusions or verification. Data condensation refers to the process of selecting, narrowing down, simplifying, summarizing, and transforming data. The findings in this research in the recruitment of Gorontalo Regency Government officials have referred to Law Number 5 of 2014, Regent Regulation Number 10 of 2017 which emphasizes aspects of technical competence, managerial competence and socio-cultural competence. In addition, the regulation also refers to the recruitment of officials who also pay attention to other aspects of competence such as integrity, cooperation, communication and skills. However, there are still interventions by groups of people who support candidates without regard to competence and educational background. Furthermore, in the mutation of structural officials in central and regional government agencies, although it has been carried out in accordance with statutory provisions, there is still political intervention. This research suggests that ASN must have adaptation competence or the ability to adjust to new or changing situations.

Abstract

In order to protect occupational safety and health in carrying out work, such protection must be in accordance with applicable laws and regulations. For workers/laborers, with the guarantee of occupational safety protection, it will create a peaceful working atmosphere so that workers/laborers will be able to focus their attention on the work as much as possible without worrying about being hit by a work accident at any time. This study was conducted to determine and analyze the implementation of labor protection policies in Bone Bolango Regency, Gorontalo Province. This study uses a qualitative method with a descriptive approach, namely research that produces descriptive data in the form of written or spoken words from people and observable behavior. The results of the study have shown that the labor protection policy program implemented by the Bone Bolango Regency Government has been running well in accordance with the provisions of applicable laws and regulations. This can be seen from several protection indicators used, namely: 1) Economic protection; 2) Social protection; and 3) Technical protection. Based on the results of the study, it has been shown that these three forms of protection provided can guarantee the welfare of workers and the community who participate in the protection program. Therefore, the Bone Bolango Regency Government continues to maximize the labor protection program by continuously monitoring and evaluating various labor business activities, so that income and welfare for workers and the community in Bone Bolango Regency continue to increase in the future.

Abstract

This study aims to formulate a blockchain-based digitalization model for customary land registration and customary rights in Bone Bolango Regency. The urgency of this research is driven by the need to transform the traditional registration system, which still relies on manual archives and oral legitimacy, into a secure, transparent digital system that aligns with local wisdom. The theoretical framework used encompasses customary rights, digital governance, and blockchain governance. The research method utilizes an ethnographic approach through participatory observation, in-depth interviews with customary leaders, village officials, and the community, as well as analysis of historical documents and regulations related to customary land. The research findings indicate that customary land records in Bone Bolango are still vulnerable to loss, damage, and lack formal legal force, weakening the position of indigenous communities in disputes. On the other hand, the community, especially the younger generation and village officials, demonstrates openness to digitalization, despite limited digital literacy and infrastructure. The potential for blockchain implementation is identified through its advantages in ensuring data immutability, transparency, and its ability to integrate customary values through smart contracts. Blockchain can be a strategic solution to address the weaknesses of traditional record-keeping while strengthening social legitimacy and legal protection of customary rights. Abstract

This study aims to analyze the preventive efforts carried out by the Department of Women’s Empowerment and Child Protection (DP3A) of Gorontalo Regency in addressing cases of child sexual violence, as well as to identify the challenges encountered during the implementation of these programs. This research employed a qualitative approach using observation, in-depth interviews, and documentation as data collection techniques. The findings reveal that DP3A has implemented several preventive strategies, including school- and community-based sexual education programs, public awareness campaigns, and basic parental training. DP3A also performs a coordinating role in providing rehabilitative and reintegrative interventions for child perpetrators through cross-sectoral collaboration. However, significant challenges remain, including limited human resources and facilities, suboptimal inter-agency coordination, low public awareness, and insufficient involvement of supporting institutions. The study concludes that although DP3A’s preventive efforts are moderately effective, they are not yet comprehensive due to institutional capacity constraints. Strengthening resources, developing an integrated coordination system, and enhancing community participation are essential to creating a safer environment for children in Gorontalo Regency.

Abstract

The misalignment between Village Regulations (Peraturan Desa—Perdes) and village development planning documents remains a critical challenge in village governance in Indonesia. Inconsistencies among Perdes, the Village Medium-Term Development Plan (RPJMDes), the Village Government Work Plan (RKPDes), and the Village Budget (APBDes) often result in unfocused programs and increased legal vulnerability. This community engagement initiative aimed to strengthen the capacity of village officials in implementing Perdes to ensure that development programs are legally grounded and institutionally legitimate. The program was conducted in Bondula and Bihe Villages, Gorontalo Regency, on September 9, 2025, involving 30 village officials. A Participatory Action Research (PAR) approach was employed through an intensive eight-hour training session. Data were collected using pre-test and post-test assessments, participatory observation, and Focus Group Discussions (FGDs). The findings indicate a significant improvement in participants’ knowledge, with average scores increasing from 4.2 to 7.8 (an 85.7% increase; p < 0.001). Performance indicators exceeded expectations: 100% of participants were able to identify regulatory mandates within Perdes, and 86.7% successfully drafted program proposals aligned with Perdes provisions. Key outputs included four Perdes-based village program drafts with a total budget allocation of IDR 750 million, a synchronization matrix integrating Perdes with RPJMDes–RKPDes–APBDes, and an implementation roadmap. The collaboration between academia and international development programs proved effective in enhancing village governance capacity and demonstrates strong potential for replication to support sustainable rural development in Indonesia. . Abstract

The Ombudsman has an important role in creating public justice through supervision of public services, but the effectiveness of this supervision is still hampered by various factors such as limited human resources, lack of public understanding, and resistance from some public service providers. Strategic steps are needed to improve the quality of human resources, expand socialization regarding the role of the Ombudsman, and strengthen cooperation with related agencies so that supervision of maladministration can run better and have a positive impact on the quality of public services in Gorontalo Province. This article aims to analyze the extent to which the Ombudsman's bias in supervising maladministration in Gorontalo Province influences the creation of public justice. This study uses a qualitative descriptive approach with an analytical method. The results of the study show that: 1) supervision of maladministration by the Ombudsman of Gorontalo Province is still hampered by several factors that affect its effectiveness in creating public justice. The main obstacle found is the limited human resources with only 12 staff which reduces efficiency in handling reports and cases of maladministration. Therefore, increasing the number of human resources and increasing capacity through routine training is important to improve the performance of the Ombudsman; 2) the lack of public insight regarding the role of the Ombudsman in supervising public services requires more intensive socialization to increase public understanding and participation; 3) although most public service providers respond positively to the existence of the Ombudsman, there is still a less than supportive attitude from several parties regarding maladministration. Therefore, there needs to be better coordination with local governments and strengthening understanding regarding the independence and neutrality of the Ombudsman to increase accountability and transparency in public services.

Abstract

PLUT-KUMKM plays a strategic role in strengthening the capacity and empowering MSMEs through business mentoring, business consulting, legal facilitation, and marketing network development. Community service through a student internship program at PLUT-KUMKM Gorontalo Regency is a collaboration between universities and the local government to increase the capacity of MSMEs while providing practical experience for students. This activity aims to support business strengthening through administrative assistance, legal facilitation, and product promotion and marketing. The method used is a participatory approach by directly involving students in services and mentoring. Data was collected through observation, direct involvement, business administration management, and documentation. The results of the activity show a real contribution, namely mentoring approximately 25 MSMEs, facilitating NIB and halal certification for approximately 15 MSMEs, as well as support for entrepreneurship training, marketing, and MSME talk shows. This collaboration has had a positive impact and needs to be strengthened continuously.
