Abstract

Penelitian bertujuan untuk menganalisis faktor-faktor yang mempengaruhi efektivitas penerapan teknologi terhadap kualitas pelayanan publik. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode analitis, Pengumpulan data dilakukan melalui wawancara, observasi partisipatif, catatan lapangan, serta studi dokumen. Analisis data menggunakan model interaktif dengan tiga langkah: kondensasi data, menyajikan data, dan menarik simpulan atau verifikasi. Hasil penelitan menunjukkan bahwa untuk menunjang efektivitas penerapan teknologi terhadap pelayanan publik di Dinas Kependudukan dan Catatan Sipil Kabupaten Gorontalo dapat dipengaruhi oleh beberapa faktor-faktor diantaranya : 1) Faktor sosial, dimana dukungan sosial dari rekan kerja dan atasan dalam melaksanakan pekerjaan memiliki pengaruh dalam memanfaatkan teknologi informasi; 2) Faktor Affect, dimana para staff seharusnya memliki semangat kerja dan memiliki perasaan yang senang dalam melakukan pekerjaannya dengan menggunakan teknologi maupun aplikasi, meskipun affect ini pengaruhnya kurang signifikan tehadap pemberian layanan melalui teknologi informasi digital.; 3) Faktor kesesuaian tugas, dimana dalam pemanfaatan teknologi memiliki pengaruh positif dan signifikan terhadap kinerja pegawai itu sendiri.

Abstract

Sustainable fisheries management in coastal areas is a challenge as wellas a strategic opportunity in maintaining the sustainability of marine resourcesand the welfare of fishing communities. Bone Bolango Regency, which has quitelarge fisheries potential, especially in the Tomini Bay area, faces variouschallenges in its fisheries governance, ranging from low community participation,limited responsive policy support, to minimal cross-sector collaboration. Thisstudy aims to analyze sustainable fisheries management in Bone Bolango byemphasizing the role of fishing communities, government responsiveness, andmulti-party partnerships. The method used in this study is a descriptivequalitative approach with data collection techniques through in-depthinterviews, field observations, and documentation studies. Data were analyzedusing the Business Model Canvas framework adapted to the Design Thinkingapproach to understand the dynamics of user needs, actor roles, and innovationin governance. The results of the study show that active participation of fishingcommunities has a significant influence on the legitimacy of policies and thesuccess of marine conservation programs based on local wisdom. However, thisinvolvement is still hampered by low environmental literacy and technicalcapacity. In addition, the level of responsiveness of local governments is stillpartial, focusing more on technical assistance than building equal dialoguemechanisms. Meanwhile, collaborative practices between fishing communities,government, and the private sector have not been optimal due to the weaknessof existing partnership institutions. This finding strengthens the arguments of anumber of previous studies that emphasize the importance of environmentaleducation, integration of local knowledge, and inclusive partnerships in coastalresource management. The implications of this study indicate that the success ofsustainable fisheries management is largely determined by an adaptive,community-based governance model supported by strategic cross-sectorpartnerships. Therefore, it is necessary to design policies and programs that aremore responsive to the needs of coastal communities, strengthen communitycapacity, and build participatory and sustainable collaborative institutions.

Abstract

Law No. 18 of 2003 concerning Advocates emphasizes the status of Advocates as one of the law enforcers who have roles and functions that are equal to the Police, Prosecutor's Office and Judicial Power as law enforcement officers, but there is specialness given by the law to lawyers, namely the independence of advocates in carrying out their duties and profession. The independence of advocates aims to support the implementation of a justice system that is free from power and political intervention in law enforcement, and with that independence the Advocate Profession is said to be a very noble profession (offiicium nobile). As a noble profession, of course, advocates are bound by ethical values ​​that become the guidelines in the implementation of their duties and authorities, where those values ​​are posited as a Professional Code of Ethics. Talking about advocates, of course it cannot be separated from law enforcement, talking about law certainly cannot be separated from the state system or the political colors of certain countries and so on. This article wants to explain how the code of ethics of the advocate profession in upholding the law is how the role of advocates in providing justice to society based on applicable law. In conclusion, this article wants to explain that the code of ethics can compensate for the negative aspects of the profession and with the existence of a code of ethics, community trust in a profession can be strengthened, because every client has the assurance that his interests will be guaranteed, and the implementation of legal aid must be in line with the breath that becomes the goal is protection human rights and ideals of justice.

Abstract

Community Service Program (Kuliah Kerja Pengabdian/KKP) is an implementation of the Tri Dharma of Higher Education focusing on community engagement. This program aims to empower students as agents of change through the application of knowledge in the field. This research was conducted in Sukamakmur Village, Tolangohula District, Gorontalo Regency, an area with abundant watermelon agricultural potential. The urgency of this research lies in the need to optimize watermelon processing to increase its economic value, foster awareness of clean and healthy living, and strengthen community cohesion. The KKP activities were carried out for 45 days, encompassing observation, interviews, discussions, and direct training. The demonstration method was employed in the training for processing watermelons into stick and jam products. Additionally, socialization on Clean and Healthy Living Behavior (PHBS), free health check-ups, and arts and sports activities were conducted. The results show that the community successfully understood and practiced watermelon processing into valuable products. There was an increase in community awareness regarding PHBS, and cohesion was fostered through social activities. The implications of these activities include the realization of economic empowerment, improved health, and strengthened social bonds within the community. For the sustainability of the program, continuous mentorship from the local government and universities is recommended to develop the processed watermelon business and enhance community participation in maintaining health and environmental cleanliness.

Abstract

One way to improve community well-being is by fostering understanding and awareness so that citizens comply with applicable norms and regulations. In this community service program (PKM), participants receive knowledge in three main areas: legal aspects, community empowerment, and welfare. This approach uses a systematic delivery method and interactive question-and-answer sessions so that residents can directly participate. This approach is designed to ensure effective and equitable dissemination of knowledge. After the presentation session is complete, the activity moves to a more in-depth and collaborative stage, namely an interactive question-and-answer session. This session is deliberately designed to encourage active participation from the community as participants, creating a lively discussion atmosphere and allowing for the direct exchange of ideas and clarification of questions. The impact of the activity is evident in the increased understanding, both at the individual and group levels, of the Indonesian legal system and the mechanisms for accessing free legal aid. Furthermore, there is a growing awareness of optimizing village potential, both human and natural resources, with better quality, as well as enthusiasm for starting new businesses that are expected to stimulate local economic growth and improve the welfare of the village community as a whole. With a better understanding of the law and economic potential, it is hoped that the Permata Village community will be more proactive in utilizing local resources and building self-reliance. The success of the interaction and active participation indicates that this type of outreach has a positive long-term impact in encouraging improvements in their quality of life and future well-being.

Abstract

This article aims to analyze the function of Bapemperda in increasing the effectiveness of the formation of Regional Regulations in the Bone Bolango Regency. The Regional Regulations Formation Agency (Bapemperda) of the Bone Bolango DPRD is one of the council's equipments for forming regional regulations. The type of research used in this article is empirical normative, which combines a normative legal approach with the addition of various elements of empirical studies. The results show that the implications of political intervention sometimes affect the issues and local regulations issued and do not represent the community's interests but are dominated by political interests. Ideally, local regulations must be responsive and meet usual policy standards that at the implementation level can be used and can answer problems that develop in the community. Human resources have an essential role in an organization, such as the rapid development of information technology, globalization, and changes in the world of positions and work, and are tied to the existing system. Members of Bapemperda and local governments play a role in forming regional regulations and other policy designs. To increase the effectiveness of the formation of Regional Regulations, it is necessary to have a relationship between human resources and the objectives that apply to Bapemperda itself. The researcher then offers a prototype product called CIS-Approach, a development concept from the results of the research and data analysis of the previous authors, which is expected to be a consideration for the government in formulating regional regulatory policies. CIS-Approach indicators are: 1) human resources with the system; 2) human resources with the issue; 3) human resources with regulations.

Abstract

This activity is a form of Community Service (PKM) which aims to open the horizons and insights of the community regarding the Draft Village Regulation as an important part of better village governance. The methods used in this mentoring activity include activity planning, activity preparation, activity implementation and discussion in the form of village deliberation meetings accompanied by dialogues that allow participants to explore as much knowledge as possible and find solutions to the problems of drafting village regulations faced. The results achieved in the mentoring activity for drafting Village Regulations carried out in Bontula Village, Asparaga District, namely where the activity ran smoothly and without any significant obstacles, both from the planning stage to the village deliberation. The smooth running of the activity was due to the support of all stakeholders in helping the Community Service team to carry out mentoring activities optimally. In this activity, the resource person not only delivered material related to the urgency of drafting Village Regulations in the implementation of village government, but also the technicalities of drafting Village Regulations accompanied by simulations that were focused and easy to understand by participants, so that participants in this activity could understand the theory and practice of drafting Village Regulations in accordance with applicable laws and regulations. The knowledge gained by participants in this activity is expected to be a strong foundation for producing quality Village Regulations, especially in Bontula Village, Asparaga District, Gorontalo Regency.Keywords : Mentoring, Drafting, Draft Village Regulations

Abstract

Sampah plastik menjadi salah satu sumber masalah pencemaran lingkungan. tumpukan sampah di tempat pembuangan sampah akhir di Kabupaten Pohuwato, akan menjadi masalah serius apabila tidak dicari cara penyelesaiannya. Kegiatan pengabdian kepada masyarakat ini berbentuk penyuluhan dan pelatihan mengolah limbah plastik menjadi paving block yang diberikan kepada mitra kelompok masyarakat di lokasi tempat pembuangan akhir sampah di Desa Teratai. Pemberian penyuluhan dan pelatihan ini diharapkan menjadi proses pemanfaatan Ilmu Pengetahuan dan Teknologi dalam pemanfaatan limbah plastik sehingga bermanfaat secara ekonomis bagi masyarakat karena mempunyai nilai jual tinggi. Tahap pelaksanaan pada kegiatan ini berupa  penyuluahan dan pelatihan pembuatan paving block. Hasil dari kegiatan ini adalah mitra bisa membuat paving block dari limbah plastik dan memiliki inovasi kewirausahaan dan pemasaran produk.

Abstract

One of the efforts to improve community legal compliance amid social life is to provide understanding and awareness to implement compliance with aspects that apply in the community. In the implementation of this service activity, the community is provided with knowledge, understanding and awareness of legal aspects, namely by providing legal assistance, which is essentially all efforts to provide legal assistance and services to the community so that they obtain and enjoy all their rights granted by law in the judicial process. Abstract

Program pemberdayaan masyrakat nelayan melalui pelatihan pengolahan rempeyek kacang hijau Pada ibu-ibu istri nelayan di Desa Bakida kecamatan helumo, kabupaten Bolaan Mongondow Selatan Bertujuan untuk meningkatkan perekonomian keluarga melalui alternatif usaha. Kegiatan ini melalui tahapan-tahapan berupa survei lokaso, pelatihan pembuatan produk pengolahan rempeyek lacang hijau, pengemasan produk dan pemasaran produk. Produk yang dihasilkan diharapkan dapat meningkatkan Nilai dan penghasilan Melalui kualitas produk yang baik, kemasan yang higienis dan menarik serta pemasaran Yang baik dan efektif
