Abstract

This study examines the implementation of Law No. 7 of 2017 concerning elections related to the representation of women in parliament, namely the number of Seluma District DPRDs totaling 30 people and only 4 women elected in parliament. The purpose of this study was to determine the implementation of the Law Number 07 Year 2017 regarding the representation of women in Seluma Regency. According to Law No. 7 of 2017 the requirements include at least 30% quota of women's representation in the nomination of elections for political parties, but in reality in Seluma District it is known that women's representation is still very low from the last few periods.Researchers in this case, see how Law No. 7 of 2017 concerning elections related to women's representation in parliament is implemented throughout, researchers analyze using the theory of Merilee S. Grindle (1890) qualitative descriptive method with data obtained through the technique of "observation observation and documentation The data analysis technique used is the next stage of data collection, the data reduction stage and the data presentation stage, which finally concludes with the data testing technique using triangulation through the presentation of the interviewees by interviewing techniques.From the conclusions of the study it was found that the policy was only a formality requirement so that the Seluma District saw that women's representation was very low and did not meet the 30% quota related to policies that resulted in the benefits of policy implementation

Abstract

Tujuan penelitian ini untuk mengetahu pengelolaan cagar budaya di Kota Bengkulu dan Kendala-kendala pelaksanaan pengelolaan cagar budaya. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik Observasi, wawancara dan dokumentasi. Model analisis data terdiri dari Pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian yang dilakukan oleh peneliti bahwasahnya menajemen pengelolaan cagar budaya Rumah Pengasingan Bung Karno sudah cukup baik. Hal ini dibuktikan dari beberapa wawancara peneliti kepada para informan selaku pengelola cagar budaya di Kota Bengkulu dibawah Balai Pelestarian Cagar Budaya Jambi pihak pengelola cagar budaya sudah membentuk juru pelihara cagar budaya, satuan pengamanan cagar budaya, tim ahli cagar budaya, dan pembentukan beberapa program yaitu pemberian papan keterangan cagar budaya, penambahan galeri sejarah rumah Pengasingan Bung Karno, dan pembuatan nama cagar budaya. Kendala-kendala yang dihadapi berupa kekurangan sarana dan prasarana untuk menunjang pegelolaan dan kendala pada kekurangan sumber daya manusia di satuan pengamanan karena keterbatasan anggaran, serta lokasi kantor yang berada diluar provinsi menyulitkan koordinasi

Abstract

Penelitian ini bertujuan untuk mengetahui tentang PeranBadan Pendapatan Daerah Dalam Meningkatkan Penerimaan Pajak Bumi Bangunan Di Kabupaten Bengkulu Utara. Dalam penelitian ini peran Badan Pendapatan Daerah dalammenigkatkan penerimaan pajak bumi bangunan yaitu sebagai motivator,fasilitator, dan mobilisator. Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data dengan observasi, wawancara dan dokumentasi. Data-data di dalam penelitian ini menggunakan triangulasi sumber. Teknik analisis data dalam penelitian ini menggunakan analisis data kualitatif. Hasil penelitian ini menunjukan bahwa dari Indikator Motivator, Fasilitator, dan Mobilisator yang digunakan dalam penelitian ini menunjukan bahwa Peran Bapenda Dalam Meningkatkan Penerimaan Pajak Bumi dan Bangunan di Kabupaten Bengkulu Utara sudah berjalan dengan baik, Namun masih rendahnya penerimaan Pajak Bumi dan Bangunan di Kabupaten Bengkulu Utara dikarenakan masih kurangnya kesadaran masyarakat untuk membayar pajak sehingga Bapenda perlu meningkatkan penyuluhan tentang pentingnya Pajak Bumi dan Bangunan di Desa maupun Kecamatan.

Abstract

Education is one thing that is very important and is a necessity for all people to achieve prosperity. The government continues to make improvements by changing policies in education sector, such as the policy of Merdeka Belajar, which means to be free to innovate, learn independently, and be creative. In line with the concept of Merdeka Belajar, the existence of libraries as one of the non-formal education units or public service institutions has a very important role in producing human resources with superior character, intelligence, and competitive. One of the such institutions is the Kerano Kuncoro library. This study aims to describe service quality of the Kerano Kuncoro library in Sri Kuncoro Village, Pondok Kelapa District, Bengkulu Tengah Regency and the efforts made by the Kerano Kuncoro library in improving service quality. This study uses a descriptive method with a qualitative approach. Data collection technique used were observation, interviews, and documentation. The results of this study indicate that the quality of service in Kerano Kuncoro village library is good based on three-dimensional service quality measurements, namely the quality of interaction, the quality of the physical environment, and the quality of results along with their indicators. Even so, there are still some indicators that have not gone as expected, like the limited number of experts in library sector. However, to produce excellent service, the Kerano Kuncoro library makes several efforts such as conducting library promotion activities, developing and enhancing librarian creativity and developing library material collections. This is evidenced by the various awards won by the library at both the district and provincial levels

Abstract

The problem that exists in the management of land assets owned by the Regional Government of Pagar Alam City is the large number of government-owned lands that have not been certified, then there is still land that overlaps with the community, this makes it important to manage good land assets belonging to the City Government of Pagar Alam. The formulation of the research problem is to find out how the managementf of land assets owned by the Regional Government of Pagar Alam City and what factors support and hinder thef implementation of this management. The purpose of this study was to determinef the managementf of land assets owned by the Regional Governmentf of Pagarf Alam City as well as the supporting factors and management constraints. Researchers used a qualitative descriptive research method. In this study, the data used are primary and secondary data obtained through interview, observation, and documentation techniques. Furthermore, this study uses data analysis techniques from miles and huberman. The management of land assets belonging to the Regional Government of Pagar Alam City which is carried out by the Regional Finance Agency of Pagar Alam City in the management inventory carried out has been optimal considering the land asset data is quite complete. Unlike the case with certification and also utilization where researchers can conclude that the management is still not optimal, it can be seen from the existence of uncertified land, maintenance that is not running and utilization of land assets is still very minimal where there is still land that has not been certified. there are still many abandoned and abandoned land assets. The supporting factor for the management of land assets owned by the Pagar Alam City Government is the existence of an SOP or standard operating procedure that helps in the implementation of management, as well as good communication. Meanwhile, the inhibiting factor can be seen from the attitude of the related officers as policy implementers who are still not good enough as the apparatus. In addition, there is still a lack of supporting facilities for land guardrails, which often creates problems between the government and people who like to recognize rights to land owned by the government.

Abstract

This study examines the Impact of the Covid-19 Pandemic on the Management of Micro, Small and Medium Enterprises (MSMEs) (a case study of the micro, small and medium enterprises of Rumah Ety in Bengkulu City). The formulation of this research problem is to determine the Impact of the Covid-19 Pandemic on the Management of Micro, Small and Medium Enterprises (MSMEs) (a case study of the micro, small and medium enterprises of Rumah Ety in Bengkulu City). The purpose of this research is what are the impacts and how are the efforts made in the management of Micro, Small and Medium Enterprises (MSMEs), the Impact of the Covid-19 Pandemic on the Management of Micro, Small and Medium Enterprises (MSMEs) (case study of micro, small and medium enterprises Rumah Ety in Bengkulu City). Researchers used qualitative descriptive research methods. By using a SWOT analysis approach. The data analysis technique used is data reduction, data presentation and conclusion drawing. The results of this study explain the impact of the Covid-19 Pandemic felt by Rumah Ety MSMEs, namely the difficulty of selling directly or face to face with consumers, thereby reducing sales turnover from Rumah Ety. The efforts made by Rumah Ety MSMEs are to take advantage of the opportunities that exist in the midst of the Covid-19 Pandemic, and maintain business with the strengths of Rumah Ety. It is hoped that in this study the Rumah Ety MSME can improve the quality of management performance in managing the Rumah Ety business, further optimize the implementation of SWOT analysis, further maintain the superiority of the products produced so that they are more attractive to consumer buying, follow market developments, so that they can continue to survive in business competition and Rumah Ety's Micro, Small and Medium Enterprises (MSMEs) are expected to make more use of technological advances and social media to further support product marketing.

Abstract

The distribution of Non-Cash Food Aid (BPNT) by the Bengkulu City Government aims to fulfill basic food needs for the underprivileged, but there are problems encountered in the field such as inaccuracy of targets in distribution and the distribution is not timely. Researchers are interested in investigating more deeply how the implementation of the Non-Cash Food Assistance (BPNT) policy and what are the obstacles in implementing the NonCash Food Assistance (BPNT) policy in Muara Bangkahulu District, Bengkulu City. The research method used in this research is descriptive qualitative research method. The results of the research regarding the implementation of the Non-Cash Food Assistance (BPNT) policy in Muara Bangkahulu District are (1) Interorganizational communication carried out by the implementers, namely starting before the launch of the Non-Cash Food Assistance (BPNT) program through e-Warong in Muara Bangkahulu District has been implemented well, (2) the characteristics of implementers in the process of implementing BPNT policies through e-Warong in Muara Bangkahulu District in providing services to KPMs are in accordance with existing procedures, (3) Social, Economic and Political conditions in the distribution of BPNT in Muara Bangkahulu District has been good in the process of distributing BPNT, and (4) The disposition or attitude of the implementers of the parties in the implementation of the NonCash Food Assistance Policy (BPNT) has been realized quite well to the community in Muara Bangkahulu District so that the Implementation of the NonCash Food Assistance Policy (BPNT) is running in accordance with applicable regulations and Alan effectively.

Abstract

 Human Resources (HR) is very important for an organization. Because the success of an organization in improving its performance is dependent on the quality of operating human resources. If employees have a good performance, then they can solve all organizational burdens effectively and efficiently so that problems that occur in the organization can be resolved properly. This research is a descriptive research with a qualitative approach. Informants were determined by purposive sampling technique as many as 5 informants. The data sources consist of primary data and secondary data. The data collection technique was carried out by means of observation, interviews, and documentation. The data analysis technique used by the researcher went through the stages of data reduction, data presentation, and drawing conclusions. Data validation technique is done by triangulation. The triangulation used by the researcher is source triangulation and method triangulation. The results of this study indicate that the performance of the State Civil Apparatus at the Department of Population and Civil Registration of Kepahiang Regency has been going well, in accordance with the applicable laws and regulations. The services they provide are because there are no residents who complain about the slow process of printing E-KTP, Birth Certificates, and Family Cards. The printing process is carried out since the required files are declared complete, and there are no additional requirements in the administration of population administration. There is also no problem with the service queue number, there has never been a service queue number running out.

Abstract

Implementasi   Peraturan Pemerintah No. 7 tahun 2021 tentang Kemudahan, Perlindungan dan Pemberdayaan Koperasi, Usaha Mikro, Kecil dan Menengah  memiliki beragam pola di berbagai daerah, dengan kondisi daerah yang beragam. Tujuan penelitian ini adalah mendeskripsikan implementasi perlindungan dan pemberdayaan usaha kecil dan menengah (UMKM), dengan berfokus pada  1) pembinaan dan 2) pemberian fasilitas. Penelitian ini menggunakan Regim Theory Stokker, bahwa orang-orang yang terlibat dalam implementasi adalah aktor-aktor yang memiliki nilai-nilai yang ingin diwujudkan dalam implementasi. Hasil penelitian menunjukkan bahwa ada pembinaan dengan pola sosialiasi dan failitas masih terbatas. Rekomendasi dari penelitian ini, adalah perlu update data secara kontinyu lebih lengkap terhadap UMKM sebagai database pembinaan dan pemberian fasilitas. Pelaksana kebijakan perlu meningkatkan  kapasitas dan komitmen, serta inovasi untuk penerapan kebijakan yang memberikan manfaat optimal terhadap publik di daerah

Abstract

Terlaksananya pembangunan desa yang majudan makmur tidak terlepas dari peran pemerintah desa serta peran masyarakat. Dengan demikian dalam suatu pelaksanan pembangunan desa peran kepala desa menjadi penting yang sangat diperlukan dalam proses pembangunan desa guna untuk memperlancar pembangunan serta meningkatkan kesadaran masyarakat untuk ikut berpartisipasi dalam pembangunan desa. Rumusan masalah dalam penelitian ini adalah bagaimana peran kepala desa dalam pelaksanaan pembangunan desa di desa tanggo raso kabupaten Bengkulu selatan. Tujuan Penelitian ini adalah ingin mengetahui bagaimana peran kepala desa dalam pelaksanaan pembangunan desa di desa tangggo raso kabupaten Bengkulu selatan. Penelitian ini menggunakan metode penelitian dengan pendekatan Kulitatif deskriptif, dengan jumlah informan 7 orang. Teknik pengumpulan data dilakukan dengan menggunakan teknik observasi, wawancara, dan dokumentasi. Teknik analisis data dengan menggunakan analisis model interaktif dengan tahapanpengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan/verifikasi. Berdasarkan hasil penelitian menunjukkan bahwa peran kepala desa dalam pelaksanaan pembangunan desa yaitu pertama,peran Kepala Desa sebagai motivator telah berjalan cukup baik, sebagaimana tercermin dari pandangan positif masyarakat terhadap kepemimpinan Kepala Desa dalam memotivasi masyarakat. kedua, peran Kepala Desa sebagai fasilitator dalam menyelesaikan masalah di dalam pelaksanaan kegiatan pembangunan di desa ini terbukti sangat efektif, dengan adanya berbagai pembangunan yang telah dilaksanakan. Namun demikian, peran sebagai mobilisator yaitu penggerak dan pemberi arahan masih kurang, yang mengakibatkan partisipasi masyarakat dalam pembangunan desa tidak meningkat sesuai harapan.
