Abstract

Perubahan kebijakan birokrasi tentang Aparatur Sipil Negara menuntut  perubahan manajemen SDM Aparatur berbasis merit system khususnya dalam pengisian Jabatan Pelaksana di birokrasi pemerintahan. Penelitian ini bertujuan untuk mendeskripsikan merit system dalam proses pengisian dan penempatan Jabatan Pelaksana di Badan Kepegawaian Daerah Provinsi Jawa Tengah dan faktor-faktor yang mempengaruhi proses tersebut. Metode penelitian yang digunakan kualitatif dengan pengumpulan data primer melalui teknik wawancara mendalam dan observasi, sedangkan data sekunder dikumpulkan melalui arsip dan dokumentasi. Hasil penelitian menunjukkan bahwa proses pengisian dan penempatan SDM Jabatan Pelaksana di Badan Kepegawaian Daerah Provinsi Jawa Tengah yang berasal dari seleksi CPNS tahun 2014 dan tahun 2018 sudah sesuai dengan prinsip merit system, meskipun belum sepenuhnya diterapkan secara keseluruhan. Masih terdapat penempatan PNS yang belum sesuai dengan kebutuhan jabatan yaitu kualifikasi dan pangkat yang dipersyaratkan dalam menduduki jabatan tersebut (job spesification). Perlu diketahui juga bahwa dalam  penilaian kinerja melalui Sasaran Kerja Pegawai (SKP) bulanan, kedisiplinan dan kehadiran fingerprint yang berpengaruh pada Tambahan Penghasilan Pegawai (TPP).  Teridentifikasi juga beberapa faktor yang mempengaruhi proses pengisian dan penempatan pejabat pelaksana, yaitu komitmen pimpinan, sumberdaya manusia dan regulasi.

Abstract

The purpose of this study is to analyze the Management of the Children in the Tourism Area of the Children in the Tribe and to find out the obstacles in the management of the Children in the Tourism Area in the Bukit Duabelas National Park, the Sorolangun Regency, the Jambi Regency. The theory uses the opinion of Cox (1985) in Pitana (2009) on tourism management must pay attention to principles such as Development, Preservation, Development, Service and Regulation / legal certainty. The research method uses a descriptive qualitative approach. This research was carried out in the settlement of the Children of the Tribe in the Sorolangun Regency, Jambi Province. Data collection uses observation, interviews (FGD), and Documentation / Similar Research. The results of research on the management of the Suku Anak Dalam tourism area (SAD) have provided comfort to visitors without disturbing or disturbing the ecosystem or the authenticity of the tourist attractions. With the existence of this educational tourism management will increase the original income of the region in the field of tourism. This must be maintained so that later other tourism objects will emerge. It's just that there is a need for a regional regulation for the development of special tourism areas for children in the tribe so that treatment can be felt directly to the community.

Abstract

The problem regarding the scarcity of subsidized fertilizers that occurred in many districts of Central Java Province prompted the Governor of Central Java Ganjar Pranowo to create a program to reduce cases of misuse and scarcity of subsidized fertilizers because common problems were still found in the form of scarcity of subsidized fertilizers, delay in distribution of fertilizers, inaccurate targets and prices above which the provisions against the background create the Subsidized Fertilizer Distribution Program. Through the Farmer's Card, which was initiated based on a Ministry Regulation. Rembang Regency is a regency that is experiencing the scarcity problem of subsidized fertilizers so that the Farmers Card is implemented in one of them in Rembang District as an area that uses the most active use and receives the Tani Card. The purpose of this research is to analyze the effectiveness of the Farmer Card Program in the Rembang District and to analyze the factors inhibiting the effectiveness of the Farmer Card Program in the Rembang District and to provide recommendations so that the Farmers Card can be used effectively. This type of research is descriptive using a qualitative approach through the level theory of a program effectiveness by Sutrisno. The results of this study indicate that the understanding of the Farming Card Program can be seen through the initial stages of application until the farmer cards can be run normally, the accuracy of targeting can be seen when the farmer cards are received by farmers who have met complete requirements, the timeliness of the program until the objectives are complete when subsidized fertilizers can be guaranteed The availability and transaction activities of the Subsidized Fertilizer redemption were carried out in an orderly manner while the inhibiting factors were found, among others, despite the system readiness constraints such as EDC machines, different environmental conditions in several other villages and the readiness of implementing agents for farmers who were predominantly elderly farmers to be frequently assisted.

Abstract

The Covid-19 pandemic has changed the fabric of people's lives, including women's lives. The concentration of various activities at home as a result of the policies taken by the government to prevent the spread of Covid 19 indirectly increases the work burden of women who are among the vulnerable groups. The role of women as individuals and social beings has decreased, resulting in disruption of the system in their social environment. This condition was also triggered by the inadequate women's empowerment program launched by the government by diverting the availability of funds for the Covid-19 response program. The purpose of this study was to analyze the impact of not implementing women's empowerment programs during the Covid-19 pandemic. A qualitative approach with data collection techniques through literature study, observation, and interviews with various relevant government agencies, activists and volunteers, and women's groups affected by Covid-19 in West Java is the method used in this research. The results showed that several program activities such as the role of women in development, budget absorption, family resilience, family economic life, and the socialization of the healthy and prosperous program during the Covid-19 pandemic had changed a lot. This shows that the Covid-19 Pandemic had a negative impact on the Implementation of Empowering the Role of Women in West Java. Therefore, it is necessary to have a special strategy that can accommodate the implementation of programs in the field of Women's Empowerment in the new era (post-Covid-19), one of which is through program redesign and policy advocacy that leads to technical implementation and advocacy of women's empowerment programs in West Java. Keywords: Women's Empowerment, Program Redesign, Family Resilience, Covid-19AbstrakPandemi Covid-19 telah merubah tatanan kehidupan masyarakat termasuk kehidupan perempuan. Terpusatnya berbagai kegiatan di rumah sebagai akibat kebijakan yang diambil pemerintah dalam mencegah penyebaran Covid 19 secara tidak langsung menambah beban pekerjaan perempuan yang termasuk kelompok rentan. Peran perempuan sebagai individu dan mahluk social mengalami penurunan yang berakibat terganggunya sistem di lingkungan sosialnya. Kondisi ini juga dipicu oleh kurang optimalnya Program pemberdayaan perempuan yang telah dicanangkan oleh pemerintah dengan pengalihan ketersediaan dana untuk program penanggulan Covid-19. Tujuan penelitian ini untuk menganalisis dampak tidak terlaksananya program pemberdayaan perempuan dimasa pandemi Covid-19. Pendekatan kualitatif dengan teknik pengumpulan data melalui studi pustaka, observasi dan wawancara dengan berbagai instansi pemerintah terkait, aktivis dan relawan, dan kelompok perempuan yang terdampak Covid-19 di Jawa Barat merupakan metode yang digunakan dalam penelitian ini. Hasil penelitian menunjukkan bahwa beberapa program kegiatan seperti peran perempuan dalam pembangunan, penyerapan anggaran, ketahanan keluarga, kehidupan ekonomi keluarga dan sosialisasi program sehat sejahtera dimasa pandemi Covid-19 ini banyak sekali mengalami perubahan. Hal ini menunjukkan bahwa adanya Pandemi Covid-19 berdampak negatif terhadap Pelaksanaan Pemberdayaan Peran Perempuan di Jawa Barat. Oleh karena itu, perlu adanya strategi khusus yang dapat mengakomodasi pelaksanaan program-program di bidang Pemberdayaan Perempuan di masa tatanan baru (pasca Covid-19), salah satunya dengan adanya redesain program dan advokasi kebijakan yang mengarah pada teknis pelaksanaan dan advokasi program pemberdayaan perempuan di Jawa Barat. Kata Kunci : Pemberdayaan Perempuan, Redesain Program, Ketahanan Keluarga, Covid-19

Abstract

Artikel ini bertujuan mengeksplorasi apakah pandemi corona virus disease 2019 berpengaruh terhadap penyelenggaraan Pilkada? Jawaban atas pertanyaan tersebut dieksplorasi melalui tiga fokus: dinamika kebijakan, tata kelola penyelenggaraan, dan partisipasi masyarakat dalam Pilkada. Lokus kajian yang di pilih dalam melakukan ekspolarsi ketiga fokus tersebut yaitu tata kelola Pilkada oleh KPU Kabupaten Lombok Tengah, karena fungsi Administrasi Pemilihan dimandatkan kepada KPU Kabupaten. Melalui alat analisis teori fungsionalisme-struktural dan metode penelitian kualitatif, ditemukan informasi bahwa kebijakan pemerintah yang menetapkan pemunugtan suara Pilkada serentak tanggal 9 Desember 2020 menimbulkan pesimisme publik karena masih pada masa pandemi COVID-19. Pesimisme publik terlihat dari dua kehawatiran, rendahnya partisipasi politik masyarakat dan munculnya kluster Pilkada. Nyatanya, setelah Pilkada dilaksanakan, partisipasi politik masyarakat mencapai 71,16 persen, lebih besar dibandingkan Pilkada 2015 yang hanya 61,41 persen. Demikian halnya kluster penyebaran COVID-19 dalam Pilkada tidak terjadi. Dalam penyelenggaraan Pilkada Kabupaten Lombok Tengah tidak ditemukan jajaran penyelenggara yang terpapar COVID-19 dalam menjalankan tugasnya. Faktor berpengaruh terhadap keberhasilan tata kelola Pilkada tersebut adalah  berfungsinya struktur stakeholders secara kolaboratif dalam penyelenggaraan tahapan.

Abstract

This study aims to examine strategies in improving the 12 year compulsory education. This research was conducted to obtain information related to government support in the implementation of 12 year compulsory education in Demak district. This includes understanding the factors that cause children to drop out of school from internal factors and external factors. Internal factors are due to the lack of family income and the low level of parental education. External factors are caused by environmental factors. Based on the descriptive qualitative approach this research was carried out in Demak Regency. Data collection was carried out through observation and literature study. The results showed that government support for the implementation of the 12 year compulsory education in Demak Regency with the provision of "let's go back to school" starting from primary education to senior secondary education is given to economically disadvantaged students in order to increase student participation in school.

Abstract

Pandemics not only have health effects, but also social and economic ones. Zakat plays a significant role in poverty alleviation and in disaster mitigation, including the impacts caused by the current pandemic. Unit Pengumpul Zakator The Zakat Management Unit at Mosque (UPZ Masjid) is the smallest and closest zakat management to the community. This article tries to discover the opportunities and challenges faced by zakat management in mosques in overcoming the impact of the COVID-19 pandemic. Management of zakat in mosques with a localization system is in line with fiqh zakat guidelines and the provisions of Law No. 23 of 2011. Using mixed method studies, the research shows that localization of zakat management has a great opportunity in maximizing the role of UPZ in helping people deal with the pandemic-affected communities. The results of this study show that the role of UPZ only occurs during fasting month and besides, the use of zakat mal has not yet been optimized.There are reasons why UPZ does not operate optimally, including the lack of skill training from BAZNAS and the absence of reporting and activity monitoring.

Abstract

Population growth in Indonesia is increasing and uncontrolled, need to overcome it through family planning programs. However, in the implementation of the family planning program in Batuwarno District, Wonogiri Regency, male participation is still low. Whereas the Male Operation Method which is part of the Long Acting Reversible Contraceptive Method can reduce the rate of population growth. This study used qualitative research methods. The purpose is to analyze the policy advocacy of increasing male participation and its inhibiting factors. The theory used is theory advocacy by Ramaditya Rahardian. The results of the research are policy advocacy that implement through the Priyo Utomo group in Batuwarno sub-district has not succeeded in increasing male participation. The results of policy advocacy not as expected. The strategy of Communication, Information and Education, and socialization of Male Operation Method and use print media. The inhibiting factors are the religious, less of human resources, less of human resource, less of budget, less of coordination, and technical negligence. The researcher recommend is formulating a regulation for male participation so that can encourage increased male participation

Abstract

In recent years, especially in big cities, the waste problem has begun to be addressed through a private-public cooperation scheme that is supported by technological upgrades. The purpose of this research is to analyze the public-private cooperation mechanism that involves processing waste into electrical energy at Jatibarang Landfill, Semarang, and to identify the inhibiting factors using the theory of implementation "5 right" by Riant Nugroho. This research used a qualitative approach with a descriptive type. The analysis technique for obtaining data was through observation, interviews, and documentation. The results of this study indicate that through the Public-Private Partnership scheme which is based on the principles of Public-Private Partnership, stakeholders can provide and get benefits at the same time if they can mutually align their visions and implement the scheme according to what has been determined. Also, accuracy in the implementation must be considered to be able to achieve the success of Public -Private Partnership.

Abstract

The Indonesian Province of Aceh holds a special autonomy to have a local political party that is expected to promote the people’s interests in Aceh. In this sense, the privileged autonomy should have to have a good governance performance.  Nevertheless, it has not yet impacted significantly the performance of legislation. After the 2017 local election, two major local political parties dominate Aceh’s provincial government, which discord with each other crucially that results in a divided government. This research aims to observe factors that take effect on the performance of legislation in the province of Aceh in the course of 2014 to 2018. This study employs qualitative methods. It reveals that in the legislation process, there is ineffective communication between the provincial government of Aceh and the local parliament (Dewan Perwakilan Rakyat Aceh/DPRA) to legislate a local regulation called qanun. This phenomenon is also triggered by the dispute over the parliament, which is split between two major local political parties. With ineffective communication between the government and the parliament, they did not work optimally to legislate many bills in every one-year term. Divided government leads to the vacuum or unproductivity of elements of the provincial government.
