Abstract

Coaching format appropriate to the street children's needs and expectationswith respect to the factors of domestic and external factors. Among the factors in thepotential and the limitations that exist, while external factors are the opportunitiesand constraints. Effort to find a format modeled on fostering the development ofstreet children through these houses will be done by exploring the potential,weaknesses, opportunities and constraints of the problems of street children who willbe integrated with the existing pattern of approach to suit the needs and demands ofthe street children themselves. The study aims were to describe the achievement ofprogram development through Shelter Home for street children in Semarang. Todetermine the factors supporting and inhibiting formation program through a HouseShelter for street children in SemarangThe approach used in this study is descriptive qualitative data collectionmethod is observation / observation, documentation, and interviews. The gathereddata will be presented by the reduction of unnecessary data in the study. Once thatwas done inferences / verification.Based on the discussions and conclusions, the authors propose the followingrecommendations: Input, consisting of support resources and human resources.Availability of resources necessary coaching support street children in shelter homesEquivalents quite good. Process, the House dropped the equivalent of setting thework program focuses on the empowerment of street children through learning.Outputs (results), the intensity of the achievements have not been optimal, but as faras conditions permit because of the limited financial resources, human resources andmobility facilities owned houses. Outcomes (impact), viewed from the aspect ofperformance shows non optimal level of capacity or capability of a halfway houseofficers in understanding service procedures and the understanding of the socialwork profession to have an impact on the achievement of service performance.

Abstract

Public service is the main task of the government as a servant of the state and public servant. The government is required to improve the quality of service to be more effective and efficient so as to create excellent service. Innovation is indispensable in the development of a public service. One of the innovations applied by the Central Java Provincial KPU is the Rumah Joglo Pemilu. However, in the implementation of Rumah Joglo Pemilu has not run optimally. This study aims to analyze the characteristics of Rumah Joglo Pemilu innovation and analyze the factors driving and inhibiting innovation Rumah Joglo Pemilu. This research uses qualitative descriptive method research. The results showed that there are 5 characteristics of innovation in Rumah Joglo Pemilu that is retative advantage, compability, complexity, triability and observability. But on the characteristics of relative advantage and complexity can not be fulfilled. The driving factors in the innovation characteristic of Rumah Joglo Pemilu include room fittings, effectiveness, efficiency, and accountability, those who assist the development process, initiation to socialize Rumah Joglo Pemilu, and voter education become centralized. While the inhibiting factors include limited room size, limited costs, the scope of provision of data of electoral event, the establishment of Rumah Joglo Pemilu on the assets of the Central Java Provincial Government, the society has not been so friendly with a museum, has not had 4 requirements in the reform effort, measure success. Suggestions to be given include extending space, budgeting independently, coordinating, coordinating with the Provincial Government of Central Java related to building permits, socialization to the general public, need to initiate the training and research of Rumah Joglo Pemilu, and must establish indicators of success.

Abstract

ABSTRACT Waste in Tegalsari's Randu Kuning TPA is increasing every year. The more problems there are, the more garbage problems that continue to grow. The purpose of this research is to study and analyze the implementation of Regional Regulation No. 3 of 2016 in waste management in the Randu Kuning TPA, Tegalsari Batang Regency and the supporting and inhibiting factors that apply waste management in the Rals Kuning Tegal Tegalsari Batang Regency. The method used in this study uses a qualitative descriptive type. The analysis technique used is qualitative analysis. The results of the study stating the approval of Perda policy No. 3 of 2016 related to waste management in Tegalsari Randu Kuning TPA Batang Regency viewed from S. Grindle implementation theory, namely the contents of the policy of group interests, types of benefits, gender, choices to be sought, according to needs, Policy implementation, and resources used) and the policy environment (authority, interests and strategies of the actors involved, priority institutions and authorities, and the level of difficulty and response of implementers) of the phenomenon concluded as the implementation of Perda policy No. 3 Year 2016 concerning Waste Management in Tegalari Randu Kuning TPA Batang District cannot be approved with the aim and benefits of the local regulation not yet being approved by the community and implementing the policy. Constraints in the implementation of Perda policy No. 3 of 2016 concerning Waste Management in Tegalsari Randu Kuning TPA Batang Regency include socialization by related institutions or offices, improving facilities and infrastructure, staff supporting offer solutions in improving waste in TPA, hoping the community cares, officers TPA has difficulty finding garbage buyers, and the lack of strict punishment for violators of local regulations

Abstract

Good serviceis a requirement of all the people, in the middle of the fact that the service given the current bureaucracy tends convoluted, expensive, unfriendly, etc. There for, the government should beable to answer the needs of the citizenfor the maximum service, various improvements need to be done. Department of Communicationand Informatics Semarang cityincluding one that runs the service unit for vehicle testing service, to thequality of vehicle testing services need to know in order to get an idea of how the service provided Department of Communicationand Information Semarang city. This study aims to determine the quality service of Department Transportation, Communication and Informatics Semarang city based on theory Zaithaml et al. which consists of five dimensions, namely Tangibles (direct evidence), Reliability (Reliability), Responsiveness (Responsiveness), Asurance (Guarantee), and Emphathy (Empathy). The study was conducted with qualitative descriptiv. Based on the research results, the quality of vehicle testing services performed Department of Transportation Communication and Informatics Semarang city is good, how ever there are two limiting factor, that is the destruction of sometesters vehicle, causing a lack of collateraland lack of decent test HR and HR age testers vehicle causing productivity less than the maximum. Thus the advice that can be given that immediate repair of the damaged equipment so that there is guarantee that the vehicle tested definitely worthand coordinate with the Ministry of Transportation and other relevantin stitutions regarding the short age of human resources vehicle testers. Expected future, Department of Communication and Information Semarang can provide better service.

Abstract

Accountability for village fund management is a form of accountability for the entire set of village fund management activities and policies from the planning stage to the accountability of village fund managers to those who have authority in managing village funds to measure whether the management of village funds is in accordance with applicable regulations. The purpose of village funds is to improve welfare and equitable distribution of rural development through improving public services, advancing the economy, overcoming development gaps between villages and strengthening rural communities as subjects of development. This study uses a descriptive qualitative research method by using the validity of the source triangulation technique. This study aims to analyze the accountability of village fund management in Tumapel Village and identify the factors that influence the accountability of village fund management. The results of this study indicate that the accountability of village fund management in Tumapel Village can be seen from the five dimensions of village fund management accountability, namely accountability for honesty and legal accountability, process accountability, program accountability, policy accountability, and financial accountability. Accountability for managing village funds is appropriate from four dimensions, but program accountability is still not in accordance with applicable regulations and must refer to the village medium term development plan. The realization of village fund management accountability is driven by success factors, namely leader leadership, coordination, openness and clarity, legitimacy and understanding, as well as feedback and evaluation, but there are still obstacles in the accountability of village management, namely lack of wisdom in giving assignments to staff, the unavailability of electronic information media in the form of official websites and social media belonging to the village government in managing village funds.

Abstract

Quality of service is one measure to assess the public service. Transportation services is one of the basic services organized a public organization. PT KAI DAOP (operational area) IV Semarang is a public organization which organizes transportation services in Indonesia. One of the products of services provided by PT KAI is the economy-class train. Economy-class train passengers assessed can help lower classes because the price is relatively cheaper. To be able to know the quality of services provided by PT KAI Daop IV Semarang to train users economy can be seen from the five aspects, namely tangible, reliability, responsiveness, assurance, empathy. Researchers conducted interviews, field observations and literature to identify the quality of services performed by PT KAI Daop IV Semarang to the economic train passengers. Indicators studied were the facilities, the appearance of officers, service personnel, readiness officer, the impression of the service provider, the response personnel, trust in travel, safety and passenger comfort, the attention of officers and justice officials. The overall study results is the quality of services performed by PT KAI Daop IV Semarang against economic train passengers has been good enough, but there are still some aspects that must be considered and corrected, such as facilities, response officers and justice officials.

Abstract

Innovation is an important aspect of public service. The existence of people's needs continuously increases with the development of the era is one of the factors needed innovation in the public service. Innovation must follow the times, especially in the field of information technology. An innovation is expected to help solve the problems that exist in society. Online registration innovation in hospitals K.R.M.T Wongsonegoro based on the existence of queue problems that can not be handled with previous programs. This research uses descriptive method with qualitative approach The result of this research is making online registration innovation in RSUD K.M.R.T Wongsonegoro Semarang City there is a process of innovation that can be seen from seeing opportunities, finding ideas, reviewing ideas, and implementation. While there are supporting and inhibiting factors seen from the process of online registration innovation. Supporting factors of online registration innovation are (1) There is a desire to change oneself, from being unable and from being ignorant to know; (2) The existence of freedom of expression; (3) Availability of facilities and infrastructure. While the inhibiting factors of online registration innovation are (1) No rewards or incentives; (2) Administrative pressure and obstacles and (3) Risk Aversion Culture.

Abstract

Public services with good quality is required by community. The government passed a regulation that Peraturan Menteri Dalam Negeri Nomor 4 Tahun 2010 Tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan (PATEN) to create public service with good quality. PATEN aims to improve the quality of service and bring the service closer to the community. The purpose of this study are to describe and try to analize organizational effectiveness of subdistrict integrated administrative services program in Subdistrict Gunungpati Semarang and to describe any proponent or resistor factors which influence effectiveness of District Gunungpati’s Office. The results of this study is shown that organizational effectiveness of PATEN in Subdistrict Gunungpati Semarang is as expected. In the source approach, it can be seen that PATEN support facilities are available enough to be utilized by the community. Then on the process approach, communication is created dynamically and always apply the discussion. But still have constraints on the environmental characteristics of the limited number of employees and the extent of Gunungpati District as well as differences in educational background of local communities. The researcher suggested optimizing the role of kelurahan to implement the “ball picking” system and the orientation of the employees in providing the service should always be oriented to the private sector so that the attitude of the employees can be more flexible to adjust the background of the people who come.

Abstract

This research is intended to: (1) Know Work Discipline in Disdukcapil Tegal Regency; (2) Knowing Work Ability at Disdukcapil Tegal Regency; (3) Knowing the effect of Work Discipline on Service Quality in Disdukcapil Tegal Regency; (4) Knowing the effect of Work Ability on Service Quality in Disdukcapil Tegal Regency; (5) Knowing the effect of Work Discipline and Work Ability on Service Quality at Disdukcapil Tegal Regency. This method is quantitative. The population totaled 48,664. The sample in this study amounted to 100 respondents. The sampling technique used accidental sampling technique. Data analysis and hypothesis testing included validity, reliability, and determination coefficient tests. The data analysis technique used the Pearson product moment correlation coefficient. The results of this study indicate that: (1) the work discipline of the Tegal Regency Disdukcapil has an average of 2.93 in the Good category; (2) The work ability of the Disdukcapil of Tegal Regency has an average of 2.97 in the Good category; (3) Work Discipline has an effect on Service Quality in Disdukcapil Tegal Regency as indicated by the correlation results of 0.400> 0.05, with a contribution of 16%; (4) Work Ability affects Service Quality in Disdukcapil Tegal Regency which is indicated by the correlation result of 0.325> 0.05, with a contribution of 10.5%; (5) There is a positive and significant influence between the variables of work discipline and work ability on service quality with the results of 0.948> 0.05 at the 5% significance level. Based on the calculation of the coefficient of determination, the proportion of work discipline and work ability has an effect on service quality by 28.7% and the remaining 71.3% is influenced by factors not examined in this study.

Abstract

Various kinds of problems faced by the DPRD Secretariat of Central Java Province, including the lack of quality/competence and quantity of DPRD Secretariat apparatus resources in balancing advances in information technology and early detection of changes to laws and regulations. This study was prepared with the aim of describing work ability, work motivation, and work performance of the employees of the DPRD Secretariat of Central Java Province; determine the magnitude of the influence of work ability on the work performance of the Secretariat of the DPRD of Central Java Province; determine the magnitude of the influence of work motivation on the work performance of the Secretariat of the DPRD of Central Java Province; find out together the magnitude of the influence of work ability and work motivation on the work performance of the employees of the DPRD Secretariat of Central Java Province. The theory used in this research is Gibson's theory for work ability, Wijono's theory for work motivation, Sutrisno's theory for work performance. The method used in this research is explanative quantitative. The data analysis method used is quantitative analysis, namely Reliability Test and Validity Test, Kendall Tau Correlation Coefficient, Kendall W Concordance Coefficient, Coefficient of Determination. The results showed that the overall work ability variable (X1) was good with an average of 2.76, the work motivation variable (X2) was overall good with an average of 2.76, the work performance variable (Y) was overall good with an average of 2. an average of 2.66, work ability affects work performance by 73.3%, work motivation affects work performance by 73%, work ability and work motivation simultaneously affect work performance by 76.8%. The independent variable that most dominantly affects the work performance of the DPRD Secretariat of Central Java Province is the work ability variable. Further research is recommended to use other independent variables, namely environmental variables.
