Abstract

The mangrove ecosystem plays a strategic role in supporting the sustainability of coastal environments through the provision of ecosystem services, which offer both economic and ecological benefits to local communities. However, mangrove ecosystems are facing degradation and the threat of destruction, including in the coastal areas of Tangerang Regency. The value of these ecosystems is often not fully quantified in resource assessments, necessitating research on the economic valuation of mangrove ecosystems. This study employs a mixed-methods approach with a sequential exploratory design, utilizing a questionnaire as the research instrument. Respondent sampling was conducted using purposive sampling combined with surveys and snowball sampling techniques. The data analysis focused on valuing ecosystem services, such as economic valuation through a combination of travel cost methods, replacement cost, primary productivity of litter, and carbon stock estimation, to calculate the total value of mangrove ecosystem services in Tangerang Regency. The results of the analysis show that the economic value of the ecosystem in this area amounts to IDR 52,005,917,307 per year, which is a combination of provisioning, regulating, cultural, and supporting services. Overall, this value is considered undervalued when compared to similar studies in Rembang, which reported IDR 85,166,427,218 per year, but overvalued when compared to Karawang, which reported IDR 2,528,000,709. These differences are influenced by factors such as mangrove area, ecological condition, productivity levels, and the parameters used in the calculations. This finding underscores the need for sustainable mangrove management and conservation to optimize both its economic and ecological benefits, while simultaneously enhancing coastal resilience against the threats of climate change and environmental degradation.

Abstract

Marine spatial management in coastal areas faces increasing challenges related to conflicts over space utilization and zoning violations that are often not detected at an early stage. This study aims to analyze the effectiveness of participatory marine spatial audits as an instrument for the early detection of conflicts and zoning violations, as well as to derive policy lessons from their implementation in Bekasi Regency. The study employs a participatory qualitative approach involving pentahelix stakeholders, including academia, government, the private sector, media, and coastal communities. The audit process was conducted through a collective assessment based on three main criteria: (i) conflict and risk, (ii) legality and compliance, and (iii) the suitability of the social-ecological system.  The audit results show an aggregate score of 3.08, categorized as “moderately compliant/requiring capacity building,” indicating that marine space utilization is relatively controlled but still requires strengthened governance. The participatory marine spatial audit proved effective in revealing latent conflicts, gaps between regulations and actual practices, and the influence of socio-economic factors on zoning compliance. Respondent characteristics, such as institutional background, age, education level, household size, and income level, were found to influence perceptions and audit assessment outcomes.  This study concludes that participatory marine spatial audits function not only as a technical evaluation tool but also as a mechanism for social learning and policy capacity building. Integrating marine spatial audits into local policy cycles has the potential to enhance early conflict detection, improve zoning compliance, and support sustainable and equitable marine spatial management.

Abstract

The waters of Dumai City, located in Riau Province and directly connected to the Malacca Strait, are highly accessible both locally and internationally. The coastal area is characterized by intensive human settlements and diverse industrial activities, including oil and gas, crude palm oil (CPO), and cement industries, which discharge wastes that may affect marine biota. Most of these wastes are transported to the sea through river flows, posing a serious threat to the ecological balance and aquatic organisms, particularly fish, with potential risks to human consumers. This study aimed to examine the physicochemical parameters of the waters and to determine the concentration and status of cadmium (Cd) and lead (Pb) in water, sediment, and fish. The research was conducted from April to June 2025 using survey, observation, and experimental methods in both field and laboratory settings. Data were analyzed using Atomic Absorption Spectrophotometry (AAS) to measure the actual concentrations of heavy metals. The results were compared with the threshold values established by the Indonesian Ministry of Environment Decree No. 51/2004 concerning marine water quality standards for aquatic biota. The findings revealed that the physicochemical parameters, including water temperature, salinity, and dissolved oxygen (DO), remain supportive of aquatic life according to the standards. However, the concentrations of Pb and Cd in water, sediment, and fish samples exceeded the permissible limits, indicating pollution in Dumai waters.
