Abstract

Reclamation is a widely adopted strategy to address land scarcity by converting coastal waters into new land. This approach has been implemented in many major cities worldwide to support economic growth and infrastructure expansion, including in Surabaya. As the core of the Gerbangkertosusila National Strategic Area, Surabaya is actively pursuing coastal development, one of which is the planned integrated reclamation project, Surabaya Waterfront Land (SWL), in the Pamurbaya region. Previous studies have shown that reclamation can significantly alter hydrodynamic processes, including river discharge in estuarine channels. This study investigates changes in hydrodynamic patterns and primary channel discharges following reclamation, using numerical simulations with Delft3D. Model performance was validated with a Root Mean Square Error (RMSE) of 0.4. The results indicate that reclamation increases current velocities in the southern sector to ≥1.5 m/s, with flows between reclamation blocks ranging from 0.8–1.2 m/s. In contrast, currents in sheltered areas weaken to about 0.2 m/s. Reclamation also intensifies erosion in areas directly exposed to open flow, while promoting sediment deposition in sheltered zones. Channel discharge decreased by 20–70% after reclamation, with the greatest reductions in the Kepiting and Bokor rivers (60–70%) and the smallest in the Wonokromo River (15–20%). These findings underscore the importance of planning reclamation projects with due regard to community livelihoods and coastal ecosystem sustainability. Recommended mitigation measures include constructing connecting canals to maintain circulation, implementing staged reclamation to allow adaptive evaluation, and restoring mangrove belts along reclamation boundaries. The study highlights the value of numerical modeling as a decision-support tool for adaptive and sustainable coastal management.

Abstract

Penelitian ini bertujuan menganalisis mekanisme penunjukan pejabat (Pj) kepala daerah pasca Putusan MK Nomor 67/PUU-XIX/2021 serta menilai kesesuaiannya dengan prinsip konstitusional dan nilai demokrasi menjelang Pilkada serentak 2024. Metode penelitian bersifat deskriptif-analitis dengan pendekatan studi kepustakaan terhadap UUD 1945, UU Nomor 10 Tahun 2016, UU Nomor 23 Tahun 2014, Putusan MK Nomor 37/PUU-XX/2022, dan Permendagri Nomor 4 Tahun 2023. Hasil menunjukkan penunjukan Pj kepala daerah oleh Menteri Dalam Negeri atas nama Presiden menimbulkan persoalan administratif, keterbukaan informasi publik, serta keterlibatan TNI aktif sebagai pejabat sementara. Mekanisme tersebut tidak sepenuhnya sesuai amanat Pasal 205C UU 10/2016 yang mengharuskan pembentukan Peraturan Pemerintah, bukan sekadar Permendagri. Temuan Ombudsman Republik Indonesia (ORI) dan gugatan Indonesia Corruption Watch (ICW) memperkuat adanya pelanggaran prinsip tata kelola yang baik. Penelitian menegaskan pentingnya koordinasi pemerintah dan DPR dalam menyusun regulasi sesuai putusan MK agar penunjukan Pj kepala daerah berjalan sesuai demokrasi dan kepastian hukum.

Abstract

This article explores the implementation and impact of the "Awardee Merakyat" community empowerment program conducted by Kelurahan LPDP UGM in Dusun Kalipucung, Semarang Regency, from November 1-3, 2024. Employing a qualitative descriptive approach with the Participatory Rural Appraisal (PRA) method, the study emphasizes community participation in the development of educational tourism as a sustainable village empowerment strategy. The program focused on strengthening local capacity through educational outreach (scholarship socialization), entrepreneurial training (branding and digital marketing for local products), youth organizational development (Karang Taruna), health promotion, and provision of tourism-supporting infrastructure. The findings reveal significant improvements in community motivation, skills, and ownership over local resources, laying the groundwork for Kalipucung's transformation into an educational tourism village. The study concludes that participatory and context-based empowerment models can serve as effective frameworks for inclusive and sustainable rural development, highlighting the potential for replication in other localities with contextual adjustments.

Abstract

Penelitian ini bertujuan untuk menganalisis peluang dan tantangan wirausaha sosial berbasis teknologi (tech for good) dalam mendukung penerapan ekonomi sirkular di Indonesia. Fenomena ini muncul seiring dengan perubahan paradigma bisnis dari orientasi profit semata menuju penciptaan nilai sosial dan lingkungan yang berkelanjutan. Wirausaha sosial kini tidak hanya berperan sebagai pelaku ekonomi, tetapi juga sebagai agen perubahan yang menggabungkan inovasi teknologi dengan misi sosial untuk menjawab tantangan pembangunan berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik purposive sampling terhadap wirausaha sosial, akademisi, dan pengamat ekonomi berkelanjutan. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis dengan model interaktif Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa teknologi digital berperan penting dalam memperkuat model bisnis wirausaha sosial melalui peningkatan efisiensi, perluasan pasar, serta transparansi dampak sosial. Integrasi prinsip ekonomi sirkular mendorong munculnya inovasi berkelanjutan, seperti pengolahan limbah menjadi produk bernilai tambah, penerapan energi terbarukan, dan layanan digital ramah lingkungan. Namun, masih terdapat tantangan seperti keterbatasan modal, rendahnya literasi digital, dan belum optimalnya dukungan kebijakan publik. Kesimpulan dari penelitian ini menegaskan bahwa penguatan kapasitas sumber daya manusia, kolaborasi lintas sektor, dan akses terhadap pendanaan hijau merupakan faktor kunci bagi keberhasilan tech for good di Indonesia. Dengan dukungan ekosistem yang inklusif dan kebijakan yang berpihak pada inovasi sosial, wirausaha sosial berbasis teknologi berpotensi menjadi motor utama dalam mewujudkan ekonomi sirkular yang berdaya saing, berkeadilan, dan berkelanjutan.

Abstract

Tujuan penelitian menganalisis kewenangan Kepolisian dalam penegakan hukum pidana dengan pendekatan keadilan restoratif di Polresta Mamuju Kabupaten Mamuju. Metode yang digunakan adalah penelitian hukum empiris dan dilakukan di Wilayah Hukum Kabupaten Mamuju tepatnya di Instansi Polresta Mamuju. Hasil penelitian ini menunjukan bahwa: 1. kewenangan Kepolisian dalam penegakan hukum pidana dengan pendekatan keadilan restoratif di Polresta Mamuju Kabupaten Mamuju berjalan baik namun masih terdapat beberapa kendala dalam penerapannya2. penerapan keadilan restoratif dalam penegakan hukum pidana oleh Kepolisian di Polresta Mamuju Kabupaten Mamuju, yakni disbebakan oleh Faktor Hukum, Faktor Penegak Hukum, Faktor Sarana/Prasarana, Faktor Masyarakat dan faktor budaya. Rekomendasi penelitian: Diharapkan kepada Kepolisian Negara Republik Indonesia untuk melaksanakan sosialisasi secara umum kepada masyarakat terkait adanya Restorative Justice ini, sehingga kedepannya tidak terkendala dalam penerapannya, demi terwujudnya transparansi Polri dalam melaksanakan penegakan hukum. The research objective is to analyze the authority of the Police in enforcing criminal law using a restorative justice approach at the Mamuju Police, Mamuju Regency. The method used is empirical legal research and was carried out in the Mamuju Regency Legal Area, specifically at the Mamuju Police Agency. This research shows that: 1. Police authority in enforcing criminal law with a restorative justice approach at the Mamuju Police, Mamuju Regency is running well. However, there are still several obstacles in its implementation2. The implementation of restorative justice in enforcing criminal law by the Police at Mamuju Police, Mamuju Regency, is influenced by Legal Factors, Law Enforcement Factors, Facilities/Infrastructure Factors, Community Factors and cultural factors. Research recommendation: It is hoped that the National Police of the Republic of Indonesia will carry out general outreach to the public regarding the existence of Restorative Justice, so that in the future there will be no obstacles in its implementation, to realize Polri's transparency in carrying out law enforcement.

Abstract

Purpose: To discuss the current condition of food estate in Kalimantan Tengah, the environmental and social costs, and how to balance the competing interests. Results: Food security is a global concern. The food estates in Central Kalimantan represent a strategic initiative of the Indonesian government aimed at bolstering national food security through the establishment of extensive, integrated agricultural zones. However, they also come with significant environmental and social costs. Large-scale deforestation and habitat disruption associated with food estates can force wildlife closer to human populations and livestock. Excessive use of pesticides and fertilizers in food estates can contaminate water sources, impacting aquatic life and harming human health. The relationship is complex and often fraught with tension. Balancing these competing interests requires a multi-pronged approach. The policy should be applied in the open-participatory concept, where all parties involved are involved in formulating, implementing, and evaluating the policy. Thus, the policy becomes the fruit of collective thinking, and there is a sense of ownership of each party to the policy. Not only from the implementation side but also from the evaluation process. In food estates, the use of resources is tied to the emergence of clientelism practices, where social, economic, and political ties form a very hierarchical network in the implementation of food estates. The lack of alignment and sustainable planning in implementing the food estate has also led to failure in maintaining the desired power through the program. Conclusion: Sustainable public policies, community engagement, and a shift towards environmentally friendly agricultural practices are crucial for ensuring food security for the future without compromising public and environmental health.

Abstract

The problem in this study is the relatively low Quality of Private Senior High Schools/Vocational High Schools in Medan City. Many factors can affect the quality of a school, including budget participation and budget feedback. This study aims to test the effect of Budget Participation and Budget Feedback on the Quality of Private Senior High Schools/Vocational High Schools (SMA/SMK) in Medan City. The population of this study was all Private Senior High Schools/Vocational High Schools in Medan City totaling 405 schools, of which 157 were Private Vocational High Schools and 248 were Private High Schools. The research sample was 35 schools using the Simple Random Sampling Method, with a quantitative research type. The data used are primary and secondary data. Primary data were obtained through direct distribution of questionnaires to respondents (research subjects), while secondary data were obtained from https://bansm.kemdikbud.go.id/. The independent variables used are Budget Participation (PA) and Budget Feedback (UA). The dependent variable used is School Quality (KS). This study uses multiple linear regression analysis techniques using the SPSS statistical test tool. Based on the results of partial and simultaneous tests, this study shows that Budget Participation and Budget Feedback have a significant effect on School Quality. This is evidenced by partial testing (t-test) of Budget Participation of 0.026 or less than 0.05, and Budget Feedback of 0.035 or less than 0.05. Then, the simultaneous significance value (F test) of 0.045 or less than 0.05. The conclusion of this study shows that the effect of budget participation and budget feedback on school quality shows significant results.

Abstract

This community service activity aims to improve students' physical competence through a traditional game-based physical activity approach. The target of the activity is 60 students in grades IV and V of SD Negeri 4 Mangkura, Makassar City. The activity is carried out in three stages: pre-activity (coordination and needs assessment), implementation (teacher training, parent counseling, and game practice), and post-activity (evaluation and dissemination). The five aspects of physical competence measured include endurance, agility, balance, leg muscle strength, and motor coordination. The measurement results showed a significant increase in all aspects, with an average pre-activity score of 58–65 increasing to 72–80 after the program was implemented. Qualitatively, there was an increase in active student participation, changes in behavior towards being more disciplined and cooperative, and increased awareness of teachers and parents regarding the importance of local culture-based physical activity. This program also succeeded in reviving interest in traditional games in the school environment. This community service proves that the PJOK learning model that integrates local cultural values ​​through traditional games is able to improve physical competence while building student character. This activity is recommended to be expanded to other schools as part of strengthening character education and preserving culture.

Abstract

Sukmul Sisma Medika Hospital is a private hospital and is a Class C hospital located in the Jakarta City area. The results of nurses' performance achievements over the last two years show that performance achievements have not met management targets. Regarding the problem of nurse loyalty at the Sukmul Sisma Medika Hospital, nurses were found to be nurses who did not prioritize patient satisfaction. This study aims to analyze the influence of emotional intelligence and organizational commitment on nurse loyalty with motivation as an intervening variable in hospitals. Sukmul Sisma Medika, North Jakarta. This research uses a quantitative analysis method with a cross sectional research design, the analysis tool used is SEM PLS. The sample calculation using purposive sampling was 86. The variables in this research were emotional intelligence, organizational commitment, nurse loyalty and motivation. The research uses a questionnaire as a research instrument with a 5-level Likert scale measurement. Data analyzed using the SEM PLS data processing application shows that there is a direct and indirect influence of emotional intelligence and organizational commitment on nurse loyalty with motivation as an intervening variable in hospitals. Abstract

Climate change causes sea waves to become stronger and affect coastlines due to abrasion. Abrasion is when local sea levels rise and drive strong waves that erode or wash away rocks, soil, and other materials. Based on data collected from the National Disaster Management Agency, there were 496 reports of disasters caused by abrasion or tidal waves. Overall, there is a trend of increasing incidents every year until it reaches a peak in 2022 with 145 reports of disaster incidents. Identifying areas prone to marine abrasion disasters based on the number of incidents in several regions, provinces, and districts is essential to carry out in order to provide appropriate mitigation measures. This research uses a systemic literature review method. This research aims to identify the general profile of abrasion disasters in East Java province. Identify the location of the incident, impact, and mitigation regarding abrasion events in East Java province. According to data from the National Disaster Management Agency, the results show that East Java Province has a high frequency of abrasion incidents, ranking first as the province with the most reports of abrasion incidents. A systemic literature review conducted on thirteen pieces of literature found that the Tuban and Situbondo areas were the most affected by abrasion incidents, with abrasion incidents occurring more frequently in the North Coast area of East Java province.
