Abstract

Tujuan penelitian ini adalah untuk mengetahui efektivitas percetakan sawah baru dengan menekankan pada konektivitasnya dengan daerah irigasi di Kabupaten Parigi Moutong. Jenis penelitian ini adalah kualitatif. Adapun informan penelitian ini adalah berjumlah empat orang, masing 2 orang dari Dinas Pertanian dan Dinas Pekerjaan Umum. Selanjunya untuk mengecek keabsahan data dilakukan Fokus Group Discusion (FGD) dari instansi dan kelompok masyarakat yang terlibat. Adapun teori yang digunakan sebagai pisau analisis dalam penelitian ini adalah teori efektifitas dari Duncan dalam Steers, Richard M. (1977), yang terdiri dari empat asspek, yaitu Integrasi, Adaptasi dan Pencapaian Tujuan. Hasil penelitian ini menunjukkan bahwa dari aspek integrasi konektivitas percetakan sawah baru dan daerah irigasi belum efektif karena sosialisasi tentang Pedoman Percetakan Sawah Baru belum optimal dilakukan kepada stakeholders yang terlibat sehingga menimbulkan persepsi yang berbeda diantara mereka yang terlibat. Selanjutnya dari aspek-aspek adaptasi menunjukkan bahwa karena adanya persepsi yang berbeda dari beberapa stakeholders yang terlibat maka kemampuan adaptasi untuk mensinergikan aturan-aturan yang berkaitan dengan percetakan sawah baru dan konektivitas dengan daerah irigasi untuk intansi yang terkait belum efektif dilakukan. Kemudian dari aspek pencapaian tujuan menunjukkan bahwa dari empat tahun pelaksanaan percetakan sawah baru, sasaran utama percetakan sawah baru, yaitu konektivitas dengan daerah irigasi, baik irigasi teknis maupun tadah hujan belum efektif sesuai harapan.

Abstract

The objective of this research was to examine the implementation of e-Procurement in the procurement of goods/services with the principles of good university governance at Universitas Tadulako, guided by the Presidential Regulation Number 12 of 2021, which amends Presidential Regulation Number 16 of 2018 regarding Government Procurement of Goods/Services. E-Procurement in the procurement of goods/services with the principles of good university governance in this research refers to the process of e-Procurement in the procurement of goods and services. The analysis in this study utilized George C. Edward III's (1980) theory as cited in Widodo (2010) to assess four aspects influencing the effectiveness of policy implementation: Communication, Resources, Disposition/Attitude of Implementers, and Bureaucratic Structure.The research methodology employed in this study was qualitative research, a method used to investigate natural object conditions, where the researcher acts as the primary instrument. Data collection techniques involved triangulation (combined methods), data analysis was inductive, and the qualitative research findings emphasized meaning over generalizations. The results indicated that the implementation of e-Procurement in the procurement of goods/services with the principles of good university governance at Universitas Tadulako has not been effectively executed due to insufficient adherence to the principles in communication, resource allocation, disposition/attitude of implementers, and bureaucratic structure during implementation.

Abstract

The research investigates the quality of apparatus resources at the Secretariat of the Palu City Regional People's Representative Council, focusing on both theoretical and practical implications. The study employs a qualitative descriptive method, with data collected through interviews with four informants, field observations, and document analysis. The analysis used is Sedarmayanti's Human Resources theory which includes six aspects: planning and analysis, opportunity, appointment, resource development, allowances, and inter-official relations. Findings indicate that planning and analysis, as well as resource development, are relatively low, while opportunity and appointment are considered good but require careful consideration. Allowances and inter-official relations are found to be adequate, with good communication among officials. Recommendations include enhancing training, education, and compensation systems to improve apparatus resource quality

Abstract

The objective of this research is to answer questions of: 1) What is the division of affairs between government structures in terms of mining affairs in the City of Palu; 2) How mining affairs is being managed in the City of Palu; 3) What are the conflicts between government, business people, and community around the mining area in managing mining in the City of Palu; 4) What are the alternatives to manage effective and efficient mining affairs. This research is suing qualitative approach with the intention to analyze some phenomenon regarding the organization of mining affairs, conflicts of mining, and the alternative solutions. Data collection technique is conducted through interviews, observations, and documentations. The outcome of the research shows that: 1) there is an overlap in the organization of mining affairs between government structures, both in politics and administration. In the organization of mining affairs in Poboya, political aspect is being prioritized than the administrative aspect. It is proofed by the dominance of downstream approach (conflict resolution of Poboya minefield) done by city government, rather than upstream approach (policy making) that ensures the management of public mining in Poboya; 2) the lack of roles and stakeholders in the process of formulating mining policy, institutional issues, and the weakness of community participation in formulating mining programs; 3) Regarding uncertainties within the community and business people in managing minefield, each of them feels that they have the right to manage or exploit the mining areal based on their authority upon the mining area of Poboya. This research recommends the need to organize the mining affairs which refers to the importance of clear management on government structure. The political aspect is highlighting the need to do cooperative formulation, creating mining policy which is based on reality, filtering aspiration and creating rules. While the administrative aspect is highlighting the programs of control coordination, a good and environmental-friendly mining, clear regulation, as well as coordination between actors who are involved in the organization of mining affairs in the City of Palu.Keywords: decentralization, mining affairs and conflict

Abstract

. This research aims to describe and explain the implementation of the SPM policy in Diabetes Mellitus (DM) health services at the Birobuli Community Health Center. This research method is a qualitative descriptive research method and data collection techniques are by means of observation, interviews and documentation. This research was conducted at the Birobuli Community Health Center using a purposive selection and selection technique for informants as many as 6 (six) people. This research uses aspects used by Donald Van Meter and Carl Van Horn, namely: 1. Policy Standards and Targets 2. Resources 3. Characteristics of Implementing Organizations 4. Communication between Implementing Organizations 5. Attitudes of Implementers 6. Social, Economic and Environmental Environments Political. Based on the results of research and discussion, standard variables and SPM policy targets for DM sufferers at the Bureaubuli Community Health Center still reached 80.13%, this figure has not yet reached the target set in Minister of Health Regulation No. 4 of 2019 because it is still hampered by the stages of data collection activities and early detection of DM sufferers. . Resource variables that do not fully support the implementation of the Diabetes Mellitus Health SPM at the Bureaubuli Community Health Center are also a factor in achieving the Health SPM target that has not reached 100%, such as human, financial and infrastructure resources that are still insufficient. The variable characteristics of implementing agents are related to the bureaucratic structure, norms and relationship patterns that are formed between policy implementers and have run well and in accordance with SOPs. Communication variables between implementers in implementing SPM policies for diabetes mellitus sufferers do not experience obstacles. The communication variable between implementers at the community health center is carried out directly because they are still in the same work area, while communication with implementers in the community is also carried out well and is supported by the use of online communication. The attitude/tendency variable of policy implementers such as the Health Service and the Bureaubuli Community Health Center gave a good response with the existence of a clear policy governing how to implement Diabetes Mellitus services in accordance with SPM Health standards. Economic, social and political environmental variables still have obstacles regarding all funding for SPM which must be accommodated with SPM. This means that in planning the Palu City regional budget, the SPM must be taken into account first in the budget planning. Apart from that, the economic capacity of the people of Palu City is also a supporting factor in the success of the Diabetes Mellitus Health SPM. Apart from that, political support is still lacking in perceived benefits in supporting DM health services that are in accordance with the SPM. The general conclusion is that the implementation of the Minimum Service Standards (SPM) policy in the Diabetes Mellitus (DM) Health Service at the Birobuli Health Center has not gone well.

Abstract

Indonesian society has entered the era of globalization and modernization in which all aspects have progressed, especially in the fields of technology and information. All challenges must be faced by the people of Indonesia, especially demanding people to become qualified human beings with all the abilities and competencies they have. In connection with these advances, the Personnel and Human Resources Development Agency of Palu City must be able to utilize and manage human resources optimally to keep in line with existing progress and development. This research was analyzed descriptively qualitative. The informants in this study are the Head of the Agency, 1 Head of Division, 2 Heads of Sub Division and 3 staff. The number of informants in the study was 7 people who were drawn by purposive sampling technique. Data collection and retrieval techniques consist of observation, interviews, documentation and triangulation. The theory used in looking at human resource development is the theory put forward by Armstrong.The results showed that competency-based human resource development looks quite good, it can be seen from four aspects, namely Learning, Training, Development and Education. First, the Human Resources development strategy through the Learning aspect is not going well, due to the lack of facilities and infrastructure. Second, in the Training aspect, employees are able to improve employee abilities and performance, improve employee skills and knowledge even though they are unable to significantly change employee attitudes and behavior at work. in the Development aspect, it can be seen that the mentoring and coaching activities obtained by employees in order to develop human resources are effective in providing guidance, support and opportunities for growth for employees. Finally, in the Education aspect, it can be seen that human resource development is able to improve employee performance even though not all education taken by employees can lead to organizational goals.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan tentang pelayanan ibu hamil yang diberikan melalui pelayanan Antenatal Care (ANC) di Puskesmas Kamonji. Metode penelitian ini adalah metode penelitian deskriptif kualitatif dan Teknik pengumpulan datanya dengan cara observasi, wawancara dan dokumentasi. Penelitian ini dilakukan di Puskesmas Kamonji dengan Teknik pemilihan dan penentuan informan secara purposive sebanyak 11 (sebelas) orang. Penelitian ini menggunakan aspek-aspek yang digunakan oleh George Edward III yakni: 1. Komunikasi 2. Sumber Daya 3. Disposisi 4. Struktur Birokrasi. Berdasarkan hasil penelitian dan pembahasan, berdasarkan peraturan Menteri Kesehatan nomor 21 tahun 2021 tentang Pelayanan Ibu Hamil menunjukkan bahwa komunikasi antara pihak tenaga kesehatan, kader kesehatan dengan ibu hamil dalam pelaksanaan pelayanan pada ibu hamil terjalin cukup lancar, sumber daya manusia dari tenaga kesehatan pelaksanaan kegiatan pelayanan ibu hamil telah tersedia sesuai kebutuhan, disposisi pada implementasi pelayanan ibu hamil di Puskesmas Kamonji berjalan dengan baik, akan tetapi struktur birokrasi sudah berjalan tapi belum maksimal. Kesimpulan secara garis besar, implementasi pelayanan ibu hamil di Puskesmas Kamonji berjalan dengan baik.

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas Tambahan Penghasilan Pegawai (TPP) dalam meningkatkan kinerja Aparatur Sipil Negara di lingkup Dinas Kesehatan Provinsi Sulawesi Tengah. Menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi, penelitian ini menunjukkan bahwa tujuan Peraturan Gubernur Nomor 3 Tahun 2023 tentang TPP belum sepenuhnya tercapai, meskipun prosedur pelaksanaannya telah sesuai dengan SOP. Pengawasan dan pengendalian kebijakan masih kurang optimal, dan belum semua pegawai memahami peraturan dengan baik. Peningkatan kemampuan pegawai berjalan baik, namun masih ada pegawai yang tidak melaksanakan tugas dengan benar. Efektivitas adalah ukuran yang menunjukkan sejauh mana target (kuantitas, kualitas, dan waktu) telah tercapai, dan pelaksanaan kebijakan dipandang sebagai tingkat pencapaian tujuan operatif dan operasional. Menurut Duncan dalam Richard M. Steers, ukuran efektivitas mencakup pencapaian tujuan, integrasi, dan adaptasi. Kesimpulannya, penerapan TPP di Dinas Kesehatan Provinsi Sulawesi Tengah bertujuan untuk meningkatkan kinerja, disiplin, pelayanan publik, dan kesejahteraan ASN, namun masih terdapat ASN yang tidak disiplin dan pengawasan serta pengendalian kebijakan yang belum optimal. Sosialisasi informasi sudah dilakukan, namun belum semua pegawai memahami isi peraturan dengan baik. Peningkatan kemampuan pegawai berjalan baik, namun masih perlu ditingkatkan

Abstract

Penelitian ini mengevaluasi kebijakan sosialisasi pendidikan pemilih dan partisipasi masyarakat dalam Pemilihan Gubernur dan Wakil Gubernur Sulawesi Tengah 2020 di Kabupaten Parigi Moutong. Menggunakan pendekatan deskriptif kualitatif, data dikumpulkan melalui observasi, wawancara, dan dokumentasi dari lima informan yang dipilih secara purposif. Evaluasi berdasarkan enam kriteria dari teori William N. Dunn: efektivitas, efisiensi, kecukupan, pemerataan, responsivitas, dan ketepatan. Hasilnya menunjukkan efektivitas kebijakan belum optimal karena kebijakan dan lingkungannya belum sepenuhnya diterima masyarakat. Responsivitas rendah karena persyaratan sulit dipenuhi masyarakat. Ketepatan kebijakan terhambat oleh kultur dan stigma tradisional yang menyebabkan kebijakan belum diterima sepenuhnya. Namun, efisiensi dianggap optimal karena usaha sosialisasi KPU sudah sesuai pedoman. Indikator kecukupan dan pemerataan juga optimal berkat sosialisasi daring, luring, dan media sosial oleh KPU Kabupaten.

Abstract

The aim to be achieved in this research is to obtain an overview of the Implementation of Regional Development Planning Policies at the Regional Development Planning Agency of Central Sulawesi Province (Study of the Preparation of the Regional Government Work Plan for Central Sulawesi Province in 2024). This type of research is descriptive, with a total of 5 informants, whose determination uses purposive techniques. Apart from that, the data collection techniques in this research were through observation, interviews and documentation. With a data analysis method with three steps, namely data condensation, presenting data (data display), and drawing conclusions or verification (conclusion drawing and verification). Based on the results of research using Edward III's theory which has been discussed, the implementation of regional development planning policies at the Regional Development Planning Agency of Central Sulawesi Province (Study on the Preparation of Regional Government Work Plans for Central Sulawesi Province in 2024) has not been implemented well. This is due to the number of competent planning apparatus is still limited, community participation is still low, public consultations are not carried out and there are obstacles in the fragmentation aspect, namely adjustments to the sipd-ri application which results in the time at several stages not being in accordance with the schedule for preparing the 2024 RKPD.
