Abstract

The aim of writing this article is to look at the Expansion of Palm Oil Plantations, Ecological Politics. As a consequence of the large-scale expansion of oil palm plantations, the community is also caught up in the euphoria of oil palm plantation expansion. This research found a form of silent expansion carried out by independent farmers/plantations. Silent expansion is a strategy to expand oil palm plantations which is carried out secretly, illegally (behind the state's backstage), small-fragmented areas, and carried out by farmers/plantations who have relationships with actors such as the middle man and the big man. The data collection technique for this research is a library research library study sourced from various reading literature and previous research articles regarding political ecology. The expansion of oil palm plantations in forest areas also has an impact on changes in the ecological landscape and changes in land use, changes in land cover as well as several serious environmental problems such as depletion of soil nutrients and increased carbon emissions due to deforestation and emissions inherent in the processing of oil palm fruit.

Abstract

The aim of writing this article is to look at Political Economy and the Environment. The environment is everything that exists around humans and is in a reciprocal relationship. The living environment is a system that is a spatial unity between living things and other abiotic components. The interaction between the natural environment and its surroundings forms an ecological system (ecosystem). The environment plays a role as a habitat for living creatures on earth. Environmental components consist of two types, namely: Biotic components, living creatures which include animals, plants and humans. Abiotic components are non-living objects, including water, soil, rocks, air and sunlight. The data collection technique for this research is a library research library study sourced from various reading literature and previous research articles on Political Economy and the Environment. . Abstract

Penelitian ini memiliki tujuan agar dapat mengetahui terkait Implikasi kebijakan desentralisasi dan otonomi daerah terhadap kualitas pelayanan pendidikan di Indonesia. Penulisan artikel ini dengan menggunakan metode literature review. Hasil penelitian ini menunjukkan bahwa pada umumnya dapat dikatakan implikasi dari kebijakan desentralisasi dan otonomi daerah di Indonesia terhadap kualitas pelayanan pendidikan yang diberikan masih dinilai kurang. Hal ini dikarenakan dari berbagai temuan yang memperlihatkan masih sulitnya akses terhadap pelayanan pendidikan dan kualitas pendidikan yang masih rendah terutama di daerah perbatasan seperti perbatasan Kalimatan, Provinsi Papua, Papua Barat, dls seperti masih banyaknya fasilitas pendidikan yang kurang, akses sekolah yang jauh dari pemukiman warga, kurangnya tenaga pengajar, dls. Kata kunci : Desentralisasi, Otonomi Daerah, Pelayanan Pendidikan, Pelayanan Publik

Abstract

The implementation of decentralization in Indonesia does not always run smoothly. Since the beginning of its implementation, various challenges have continued to emerge that hinder the effectiveness of this policy. One of the main challenges is the capacity gap between regions, where some regions are able to manage autonomy well, while others still depend on central assistance. Corruption and low accountability at the local level are also serious problems that often undermine decentralization. The aim of this research is to analyze the impact of the transformation of decentralization policies in Indonesia on the stability of regional government, as well as identify the challenges faced by regional governments in the context of globalization and their implications for political and economic stability. The research method used in this study is a literature study, which collects and analyzes various academic sources, government reports, and related documents to understand the transformation of decentralization policies and their impact on regional government in Indonesia. The research results show that the post-1998 Reformation decentralization policy transformation had a significant impact on regional governance, but also gave rise to complex challenges, such as central-regional conflict and budget inequality, which affected political and economic stability. In the context of globalization, this challenge emphasizes the importance of collaboration and strengthening human resource capacity, as well as the need for synergy between central, regional governments and community participation to achieve better stability.

Abstract

The aim of this research is to analyze the influence of decentralization and regional autonomy on the performance of village government in Indonesia, as well as identify the challenges faced in implementing regional autonomy. The research method used is literature study, which includes analysis of documents, journals and official reports to collect information and data related to decentralization, regional autonomy and village government performance. The results of this research show that although decentralization provides greater autonomy to village governments, capacity gaps, challenges in financial management, and adaptation to global change are still significant obstacles in improving the performance of village governments in Indonesia. Although decentralization has given village governments greater authority and independence, there are significant gaps in capacity, funding and adaptation to global change. Village governments still face limitations in terms of human resources, administrative capabilities, and adequate infrastructure support to manage autonomy effectively. This often hinders improving village performance in providing responsive and efficient public services to the community. These challenges are increasingly exacerbated by problems in managing village funds and the inability of villages to respond to demands for sustainable development caused by globalization.

Abstract

Decentralization in Indonesia has become one of the main strategies in increasing community empowerment, especially in independent villages. The background to this research focuses on how greater allocation of authority and responsibility to village governments can encourage active community participation in development. This research uses a literature study method to analyze various community empowerment initiatives that emerged as a result of decentralization, taking into account the factors that influence the effectiveness of their implementation. The research results show that decentralization has had a positive impact on empowering village communities. Training programs and collaboration with related institutions, as well as the management of Village-Owned Enterprises, are several examples of initiatives that have succeeded in increasing community access to economic and social opportunities. Although there are still challenges in the implementation process, the research results show that decentralization can be an effective instrument in creating independent and sustainable villages.

Abstract

Based on the Minister of Energy and Mineral Resources Regulation No. 29 of 2016, the mechanism for providing electricity tariff subsidies for households is regulated. In this case, the government has allocated a budget for electricity subsidies to customers, most of whom fall into the R1-450 VA and R1-900 VA categories, which account for about 85 percent of the total customers. The state has the obligation to subsidize electricity consumption for underprivileged communities. This study aims to examine the implementation of the electricity subsidy policy in Lubuk Begalung Subdistrict, focusing on whether it is effectively targeted, and the impact felt by low-income households regarding this subsidy policy. According to Dunn, policy implementation is a crucial stage in the public policy cycle. Dunn's implementation theory includes the complexity of implementation, actor interaction, local context, and implementation capacity. This study uses a qualitative approach. The results indicate that in the implementation of the targeted electricity subsidy policy for low-income households in Lubuk Begalung Subdistrict, Padang City, there are still low-income households that have not received electricity subsidies, while households suspected of being financially capable are receiving them. Additionally, the lengthy administrative registration process and the misuse of the intended purpose of the electricity subsidy policy were identified as issues.

Abstract

Keterwakilan perempuan pada lembaga legislatif sangat dibutuhkan dalam memberikan pendapat pada proses serta terbentuknya suatu peraturan maupun kebijakan yang berkaitan dengan kaum perempuan. Pendidikan politik bagi perempuan dapat digunakan sebagai cara mengoptimalkan keterlibatan politiknya secara internal partai dan pada pemerintahan. Penelitian ini bertujuan untuk menganalisis bentuk pendidikan politik PKS dan Demokrat, menganalisis hambatan dalam pelaksanaan pendidikan politik PKS dan Demokrat serta strategi PKS dan Demokrat dalam meningkatkan Keterwakilan Perempuan di DPRD Kota Bukittinggi pada Pemilu 2024. Jenis penelitian ini yaitu penelitian kualitatif dengan metode deskriptif dengan teknik pengumpulan data berupa wawancara dan studi dokumentasi. Pemilihan informan didasarkan pada metode purposive dan teknik analisis data dilakukan melalui pengumpulan, reduksi, penyajian dan penarikan konklusi. Hasil studi menjelaskan bahwasanya PKS memiliki kegiatan lebih variatif dan terstruktur dibandingkan dengan kegiatan Partai Demokrat yang berupa pemanfaatan momen- momen pada acara tertentu. Namun, dalam pelaksanaanya terdapat hambatan internal berupa, keterbatasan sumber daya, Ketidakjelasan target, Kurangnya komitmen dan koordinasi. Hambatan eksternal yang meliputi, sikap apatis masyarakat, ekonomi masyarakat yang rendah serta pendidikan dan budaya. Strategi PKS dan Demokrat dalam meningkatkan keterwakilan perempuan di DPRD mulai dari, nomor urut awal, strategi pemenangan, pelibatan kader pada kegiatan partai, sistem rekrutmen yang baik, serta pendidikan politik bagi perempuan.

Abstract

This study aims to analyze the influence of competence, individual behavior, and blended learning on the satisfaction of participants in leadership training at the Regional Human Resource Development Center in Bukittinggi, both partially and simultaneously. The population of this study consists of all participants of the Administrator Leadership Training (PKA) in 2023 at the PPSDM Regional Bukittinggi, totaling 241 participants. The sampling technique used in this study is proportional random sampling, with a sample size of 151 respondents. Data in this study were collected using a survey method with a questionnaire. The data analysis used in this study is descriptive and quantitative analysis, where hypothesis testing was conducted using multiple linear regression. Based on the results, the study found that: 1) Competence has a positive and significant partial effect on the satisfaction of Administrator Leadership Training participants, with the t-value (6.015) greater than the t-table value (1.655), and the significance of 0.000 is less than 0.05; 2) Individual behavior also has a positive and significant partial effect on participant satisfaction, with the t-value (2.781) greater than the t-table value (1.655), and the significance of 0.007 is less than 0.05; 3) Blended learning also has a positive and significant partial effect on the satisfaction of Administrator Leadership Training participants, with the t-value (2.759) greater than the t-table value (1.655), and the significance of 0.007 is less than 0.05. Furthermore, simultaneously, competence, individual behavior, and blended learning also have a positive and significant effect on the satisfaction of leadership training participants at the PPSDM Regional Bukittinggi.

Abstract

This study explores the integration of democratic principles into decentralization policies in Indonesia and their impact on local governance. Indonesia's decentralization journey began with Law No. 22 of 1999 and evolved through subsequent legal reforms, including Law No. 32 of 2004 and Law No. 23 of 2014. These reforms aimed to enhance local government autonomy, foster community engagement, and promote accountability in addressing local needs. Employing qualitative methods, the study analyzes public administration theories, leadership frameworks, and organizational dynamics to evaluate the effectiveness of decentralization efforts. Findings highlight decentralization’s role in empowering local governments and increasing public participation in policymaking. However, challenges such as inadequate administrative capacity, fiscal disparities, and corruption hinder optimal outcomes. The paper concludes by offering strategic recommendations to bolster decentralization, enhance democratic governance, and ensure equitable development. By bridging theoretical insights with practical implications, this research contributes to a nuanced understanding of the successes and limitations of decentralization in strengthening local democracy in Indonesia.
