Abstract

This study analyzes the implementation of public information disclosure in supporting competency development training for civil servants at PPSDM Regional Bukittinggi, Ministry of Home Affairs. Using a descriptive qualitative approach with a case study method, data were collected through in depth interviews, observations, and document analysis involving structural officials, information management staff, and targeted civil servant participants. The findings reveal that the current dissemination of training information remains suboptimal, relying primarily on manual correspondence through BKPSDM offices. This approach results in slow delivery, limited reach, and unequal access among civil servants, compounded by the underutilization of digital platforms, absence of structured communication policies, and lack of dedicated public relations resources. However, existing regulatory support, the growing need for competency development, and the availability of digital infrastructure present significant opportunities for improvement. The study recommends the development of an integrated web-based information system, active use of social media for interactive engagement, and the institutionalization of public relations functions. These strategies are expected to enhance accessibility, participation, and public trust while serving as a replicable model for other multi regional training centers. The findings underscore the importance of shifting toward proactive, technology driven, and resource supported public information management to strengthen transparency and efficiency in civil servant competency development.

Abstract

Decentralization and local governance are important topics in the context of governance in Indonesia. Regional autonomy is the basis for giving authority to local governments in making decisions and managing resources at the regional level. Community empowerment and regional development are also the primary focus in achieving equitable and sustainable growth throughout Indonesia. This paper aims to describe the importance of decentralization in empowering communities and strengthening regional development in Indonesia. The research method used is a case study to analyze the implementation of decentralization and its effects on community participation and regional development. The research results show that decentralization has had a positive impact in empowering communities through active participation in local decision-making. In addition, sustainable regional development is also achieved through more effective allocation of resources and development programs based on local needs. However, there are still challenges that need to be addressed, such as regional disparities and a lack of local government capacity. Therefore, increasing the capacity of local governments, increasing community participation, and planning for sustainable development need to be the focus in efforts to optimize decentralization and strengthen local governance in Indonesia.

Abstract

This study analyzes the participation of indigenous communities in the implementation of regional autonomy in West Sumatra, particularly through the institutional role of the Nagari Customary Council (KAN). Regional autonomy in Indonesia, since the enactment of Law No. 22 of 1999 to Law No. 23 of 2014, has opened up space for nagari as a customary law community to contribute to regional development. This study uses a qualitative approach through literature review to examine the dimensions of indigenous peoples' participation in the planning, implementation, and supervision of nagari administration. The results of the study show that KAN plays a significant role in drafting nagari regulations, supervising the government, and channeling community aspirations. However, this participation is not yet optimal due to limited access to information, minimal involvement of customary institutions in the public policy process, and the dominance of local governments in the implementation of autonomy. Considering the limitations of literature studies, this research emphasizes the importance of strengthening the capacity of indigenous institutions, increasing the transparency of nagari governance, and multiparty collaboration as strategies to strengthen indigenous peoples' participation in the implementation of democratic and sustainable regional autonomy.

Abstract

Fiscal decentralization is a major component of Indonesia’s governance reform, intended to improve public service efficiency, strengthen accountability, and promote equitable development. This paper describes the relationship between fiscal decentralization, local government capacity, and accountability, as well as their implications for public service quality, poverty alleviation, and fiscal disparities. Using a descriptive literature-based approach, this study synthesizes empirical findings from national and international peer-reviewed research relevant to the Indonesian context. The findings reveal that fiscal decentralization can enhance public service delivery and regional development when accompanied by strong institutional capacity, robust accountability systems, and performance-based fiscal transfer mechanisms. Conversely, in regions with weak administrative capacity, decentralization tends to increase recurrent spending and potential corruption. Policy reforms in fiscal design and local governance are essential to ensure the effectiveness and equity of fiscal decentralization.

Abstract

This research is motivated by the increasing cases of violence against children in Padang City despite the government having implemented a Child-Friendly City (KLA) policy based on Regional Regulation No. 12 of 2019. The purpose of this study is to evaluate the effectiveness of the implementation of the KLA policy in reducing the number of child violence cases and identify the obstacles faced. This study uses a qualitative approach with descriptive methods through interviews, observation, and documentation from related agencies such as DP3AP2KB, P2TP2A, and Puspaga. The results show that despite a strong commitment from the local government and the availability of various programs such as Puspaga and PATBM services, the implementation of the policy has not been effective in reducing the number of child violence cases. Based on William N. Dunn's six evaluation criteria, weaknesses were found in the aspects of effectiveness, efficiency, equity, and responsiveness due to weak cross-sectoral coordination, limited facilities, and low community participation. This study concludes that the Child-Friendly City policy in Padang City has a strong legal basis but has not been fully targeted. The implications of this research emphasize the need to strengthen inter-agency coordination, increase the budget and facilities for children's services, and expand public education to create a truly safe and child-friendly urban environment.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan efektivitas program Keltana oleh BPBD Kota Padang. Penelitian ini sangat penting dikarenakan tingginya potensi ancaman bencana di Kota Padang. Penelitian ini memakai pendekatan kuasi kualitatif serta menggunakan metodologi penelitian Simple Research Design (SRD). Teknik pengumpulan data antara lain metode wawancara, observasi, dan dokumentasi. Hasil survei menunjukkan efektivitas Program Keltana oleh BPBD Kota Padang semakin meningkat, didasarkan pada teori efektivitas program yang dikemukakan oleh Budiani (Tiara dan Endang, 2022).belum sepenuhnya efektif, karena tidak semua variabel berhasil dilaksanakan secara optimal. Meskipun aspek ketepatan sasaran dalam pemilihan kelurahan serta upaya sosialisasi program menunjukkan hasil yang positif, namun kendala pada pemantauan program dan rendahnya partisipasi masyarakat masih mempengaruhi efektivitas secara keseluruhan. Adapun faktor-faktor yang mempengaruhi efektivitas program ini mencakup: a). Faktor internal; seperti keterbatasan anggaran, keterbatasan sumber daya manusia, dan minimnya sarana pendukung. b). faktor eksternal, yaitu partisipasi masyarakat yang rendah, keterbatasan dukungan regulasi, dan lemahnya kemitraan dengan lembaga lain.

Abstract

Desentralisasi pendidikan merupakan strategi pemerintah Indonesia untuk memberikan kewenangan lebih besar kepada pemerintah daerah dalam mengelola sistem pendidikan. Kebijakan ini diimplementasikan sebagai upaya untuk meningkatkan akses, kualitas, dan relevansi pendidikan di berbagai wilayah. Tulisan ini bertujuan untuk menganalisis kebijakan desentralisasi pendidikan dan mengidentifikasi dampak serta tantangan implementasinya dalam konteks pendidikan di Indonesia. Kajian ini menggunakan analisis kebijakan untuk mengevaluasi langkah-langkah kebijakan desentralisasi pendidikan yang telah diterapkan oleh pemerintah. Selain itu, penelitian ini juga melibatkan studi literatur dan data empiris terkait implementasi desentralisasi pendidikan di berbagai daerah di Indonesia. Kajian ini menunjukkan bahwa kebijakan desentralisasi pendidikan telah membawa dampak positif, seperti peningkatan partisipasi siswa, pemberdayaan pemerintah daerah, dan adaptasi kurikulum yang lebih sesuai dengan kebutuhan lokal. Namun, implementasinya juga dihadapkan pada sejumlah tantangan, seperti disparitas kualitas pendidikan antar daerah, kurangnya sumber daya manusia yang terlatih, dan kendala birokrasi. Kajian ini memberikan kontribusi pemahaman lebih lanjut tentang dinamika kebijakan desentralisasi pendidikan di Indonesia. Implikasi dari temuan ini dapat membantu penyusunan kebijakan yang lebih efektif dan responsif terhadap kebutuhan lokal, serta memberikan arahan bagi upaya peningkatan mutu pendidikan secara menyeluruh. Kata Kunci: Desentralisasi Pemerintahan Daerah, Desentralisasi Pendidikan.

Abstract

Desentralisasi dan otonomi daerah telah menjadi isu sentral dalam reformasi pemerintahan Indonesia. Artikel ini mengulas konsep desentralisasi dan upaya peningkatan otonomi daerah sebagai langkah strategis menuju pembangunan berkelanjutan di Indonesia. Penelitian ini mengeksplorasi dampak positif desentralisasi terhadap pengambilan keputusan lokal, partisipasi masyarakat, dan pengembangan ekonomi daerah. Dalam analisis ini, membahas kebijakan-kebijakan desentralisasi yang telah diterapkan di Indonesia. Menyoroti peran otonomi daerah dalam meningkatkan pelayanan publik, memperkuat identitas lokal, dan mengurangi ketimpangan regional. Artikel ini juga membahas tantangan dalam implementasi desentralisasi, termasuk kesenjangan kapasitas antara pemerintah pusat dan daerah, serta masalah koordinasi antar-pemerintah daerah. Selain itu, kami menyoroti inisiatif dan praktik terbaik dari beberapa daerah di Indonesia yang telah berhasil meningkatkan otonomi daerah dan mencapai pembangunan berkelanjutan. Dengan mengevaluasi keberhasilan dan hambatan yang dihadapi dalam implementasi desentralisasi, artikel ini menyajikan rekomendasi kebijakan untuk memperkuat desentralisasi dan meningkatkan otonomi daerah. Rekomendasi ini melibatkan penguatan kapasitas pemerintah daerah, peningkatan transparansi, dan pemberdayaan masyarakat dalam pengambilan keputusan lokal. artikel ini menyimpulkan bahwa desentralisasi yang efektif dan peningkatan otonomi daerah adalah kunci untuk mencapai pembangunan berkelanjutan di Indonesia. Dengan memperkuat peran pemerintah daerah, meningkatkan partisipasi masyarakat, dan mengatasi tantangan-tantangan yang ada, Indonesia dapat melangkah maju menuju masa depan yang lebih inklusif, berkelanjutan, dan adil bagi semua lapisan masyarakat.Kata Kunci : Desentralisasi, Otonomi Daerah, Pembangunan Daerah.

Abstract

Fiscal, administrative and political devolution from the center to lower levels of government has been widely advocated in both developed and developing countries. Fiscal decentralization implies more informed and more specific public local policies. Because fiscal decentralization can lead to more efficient provision of services and public goods to citizens and promote a better match between local government policies and citizens' needs. This study aims to compare the development of fiscal decentralization in South Korea and Indonesia. In OECD countries, one of which is South Korea, local governments spend more on housing and community development, the environment, culture, recreation and education. Meanwhile in Indonesia, personnel expenditure has the largest portion compared to other types of expenditure. So that the use of regional funds is still not optimal for improving the quality of life of the community.

Abstract

Artikel ini mengulas perkembangan desentralisasi pada masa orde lama khususnya setelah diundangkannya Undang-Undang Nomor 5 Tahun 1974 tentang Pokok-pokok Pemerintahan di Daerah. Undang-Undang Nomor 5 Tahun 1974 telah mengatur bagaimana pola hubungan antara pemerintah pusat dan pemerintah di daerah. Namun, sebagaimana terwujud dalam praktiknya, Undang-Undang tersebut tampaknya lebih disusun dalam kerangka sentralisasi ketimbang merupakan sebuah landasan bagi terlaksananya desentralisasi. Artikel ini mengulas terkait perkembangan dan batasan dari desentralisasi pada masa berlakunya Undang-Undang Nomor 5 Tahun 1974 dengan pendekatan metode studi literasi dari berbagai sumber bacaan terkait.
