Abstract

State assets are economic resources that are used optimally. In addition to being able to provide Non-Tax State Revenue (PNBP) to the state, the assets used will be maintained so that maintenance costs can be saved. Therefore, Kampar Regency issued Kampar Regency Regional Regulation Number 14 of 2017 concerning management of regional property so that it optimizes managing property. area, especially in terms of administration. However, many vehicle assets were found in damaged condition in each regional apparatus organization of Kampar Regency. These unproductive assets will eventually cause new problems, because assets will lose their productive value and have an impact on economic potential and will increasingly burden the Kampar area's finances. This study uses the theory of George C. Edwards which uses 4 indicators, namely communication, human resources, disposition and bureaucratic structure. The research method is qualitative using data collection techniques by observation, interviews and documentation to the informants involved through a purposive sampling technique. The results of this study found that the management of regional property was not optimal as evidenced by the weak administration and administrative inventory of documents both manually and by using the asset module SIPKD website application. Furthermore, superior and quality human resources have not been optimal.

Abstract

This study aims to find out the implementation of the City Without Slums Program (KOTAKU) in Babussalam Village, Rambah District, Rokan Hulu Regency, as well as what factors hinder its implementation. These policy programs include the development of environmental road infrastructure and environmental drainage. The parties involved are the Rokan Hulu Regency Bappeda, the Rokan Hulu Regency Housing and Residential Areas Office, the Babussalam Village Government, the Babussalam Madani BKM, KSM and the Community. This study aims to analyze the Implementation of the City Without Slums Program (KOTAKU) in Babussalam Village and its Obstacles. The theory used is George C. Edward III (2011) In the book Arifin Tahir (2019), there are 4 indicators of Communication, Resources, Disposition, and Bureaucratic Structure. This study uses a type of qualitative research that is descriptive. With Interview, Observation, and Documentation Data Collection Techniques. The results of the study found that the factors that hinder the implementation of the City Without Slums Program (KOTAKU) in Babussalam Village, Rambah District, Rokan Hulu Regency are: 1.) Difficulties in land acquisition. 2.) The geographical condition of the undulating environment of Babussalam Village. The suggestions from theresearch are expected to be 1. The local government of Rokan Hulu Regency and the Babussalam Village government must further increase efforts in alleviating slum areas, especially in Babussalam Village. 2. It is important for the government to consider revisions or improvements to existing compensation policies, by ensuring that the system provides fair and transparent compensation to affected landowners. 3. Use the scope of in-depth technical studies to understand soil characteristics, select appropriate construction technologies, and involve the active participation of the community in infrastructure maintenance.

Abstract

Anak Setatah village is a village whose land directly faces the malacca straits and Anak Setatah village is a village that often experiences abration due to verry large sea waves. Anak Setatah village is located in the West Tributary District, Meranti Archipelago Distric. This study aims to determine post-disaster managemen In Anak Setatah Village. The research uses descritive qualitative method becauseit is done by interviews, obsevation, and documentation. The results showed that post-abrasion management was quite good, but there werw still many shortcomings that needed to be corrected, such as goverment budgets,illegal logging and how to prevent the seed from being washed away by the waves during high waves. In addition, there is an inhibiting factor for post-abrasion management, namely the lack of public awareness of the importance of mangrove forest for future sustainability. Mangroves are plants that are usually planted by the community in Anak Setatah village to prevent very severe abrasion. Very severe abrasion occurred in the village of Anak Setatah. This research was conducted by going to the field, seeing directly and interviewing the village community of Anak Setatah. The inhibiting factor of this research in the lack of buged from the government and public awareness. However, whit post –abrasion disaster management in Anak Setatah village, this very severe abrasion is no longer there and new soil is growing due to the grip of the mangrove roots.

Abstract

The aim of this research is to find out and explain how the policy for implementing digital population identity is implemented in the Pekanbaru city population and civil registration service. This research uses implementation theory (Edward III, 1980) which is divided into four indicators, namely Communication, Resources, Disposition and Bureaucratic Structure. This research was conducted using descriptive qualitative research methods, data collection was obtained through interviews. The results of this research show that the Pekanbaru City Population and Civil Registration Service has implemented the four indicators of successful implementation well. The factors that hinder the Pekanbaru City Population and Civil Registration Service are the lack of knowledge and awareness from the community regarding the importance of IKD, the community's infrastructure such as not having a smartphone, and data packages and networks that are sometimes problematic. Based on the results and discussion, researchers suggest that the Pekanbaru City Population and Civil Registration Service should be further intensified by maximizing social media platforms, making circulars as a form of strengthening the acceleration of IKD implementation.
