Pekanbaru City experienced expansion from 12 sub-districts to 15 sub-districts. This has an impact on the people who live in the area resulting from the sub-district expansion. There is a special strategy using SWOT Analysis in the change of population administration after the expansion of sub-districts in Pekanbaru City where the strategy will be used by human resources who handle it in the Pekanbaru City Population and Civil Registration Office agency. This research uses qualitative research methods that are descriptive in nature. The purpose of this research is to find out the efforts that have been made by the Pekanbaru City government in the replacement of population administration after the expansion of sub-districts in Pekanbaru City, and to find out the strategy for accelerating the replacement of population administration after the expansion of sub-districts in Pekanbaru City using SWOT analysis. Based on the results of the SWOT analysis, the strategy recommendation given is an Aggressive Strategy. The results of the study indicate that the replacement of population administration after sub-district expansion through the Population and Civil Registration Office of Pekanbaru City has not run optimally so that the resulting strategy can increase public awareness about the replacement of population administration after sub-district expansion in Pekanbaru City. The existence of a program from the Population and Civil Registration Office of Pekanbaru City in the form of Sipenduduk online services should be further socialized to RT and RW by providing training in using these online services. Supervision Over Dimension Over Loading Trucks on Cross Roads is one step taken by the Riau Province Transportation Service to anticipate and prevent violations of goods transportation, especially on trucks Over dimension over loading. The purpose of this study is to find out how Truck Supervision works Over dimension over loading on the Kampar haighway, as well as to find out the inhibiting factors of the implementation of supervision. This study uses the theory of supervision by Mannulang (2015: 184) which is seen based on the steps of supervision in the form of setting measuring instruments, carrying out assessment actions and finally taking corrective actions. This study uses a type of qualitative research with a descriptive approach. Research results from the Supervision Over dimension Over loading trucks on cross roads Kubang Raya has not run optimally. The inhibiting factors in carrying out supervision of over dimension over loading trucks are the lack of budget given to carry out field supervison activities, lacks of understanding of drivers in driving and inadequate facilities and infrastructure which cause lless than optimal supervision of over dimension over loading trucks on Cross Road Kubang Raya. The need for supervision carried out regulary and periodically and the application of strict sanctions so that there is a deterrent effect from these sanctions to achieve optimum supervison. State assets are economic resources that are used optimally. In addition to being able to provide Non-Tax State Revenue (PNBP) to the state, the assets used will be maintained so that maintenance costs can be saved. Therefore, Kampar Regency issued Kampar Regency Regional Regulation Number 14 of 2017 concerning management of regional property so that it optimizes managing property. area, especially in terms of administration. However, many vehicle assets were found in damaged condition in each regional apparatus organization of Kampar Regency. These unproductive assets will eventually cause new problems, because assets will lose their productive value and have an impact on economic potential and will increasingly burden the Kampar area's finances. This study uses the theory of George C. Edwards which uses 4 indicators, namely communication, human resources, disposition and bureaucratic structure. The research method is qualitative using data collection techniques by observation, interviews and documentation to the informants involved through a purposive sampling technique. The results of this study found that the management of regional property was not optimal as evidenced by the weak administration and administrative inventory of documents both manually and by using the asset module SIPKD website application. Furthermore, superior and quality human resources have not been optimal.

This study aims to find out the implementation of the City Without Slums Program (KOTAKU) in Babussalam Village, Rambah District, Rokan Hulu Regency, as well as what factors hinder its implementation. These policy programs include the development of environmental road infrastructure and environmental drainage. The parties involved are the Rokan Hulu Regency Bappeda, the Rokan Hulu Regency Housing and Residential Areas Office, the Babussalam Village Government, the Babussalam Madani BKM, KSM and the Community. This study aims to analyze the Implementation of the City Without Slums Program (KOTAKU) in Babussalam Village and its Obstacles. The theory used is George C. Edward III (2011) In the book Arifin Tahir (2019), there are 4 indicators of Communication, Resources, Disposition, and Bureaucratic Structure. This study uses a type of qualitative research that is descriptive. With Interview, Observation, and Documentation Data Collection Techniques. The results of the study found that the factors that hinder the implementation of the City Without Slums Program (KOTAKU) in Babussalam Village, Rambah District, Rokan Hulu Regency are: 1.) Difficulties in land acquisition. 2.) The geographical condition of the undulating environment of Babussalam Village. The suggestions from theresearch are expected to be 1. The local government of Rokan Hulu Regency and the Babussalam Village government must further increase efforts in alleviating slum areas, especially in Babussalam Village. 2. It is important for the government to consider revisions or improvements to existing compensation policies, by ensuring that the system provides fair and transparent compensation to affected landowners. 3. Use the scope of in-depth technical studies to understand soil characteristics, select appropriate construction technologies, and involve the active participation of the community in infrastructure maintenance.

Anak Setatah village is a village whose land directly faces the malacca straits and Anak Setatah village is a village that often experiences abration due to verry large sea waves. Anak Setatah village is located in the West Tributary District, Meranti Archipelago Distric. This study aims to determine post-disaster managemen In Anak Setatah Village. The research uses descritive qualitative method becauseit is done by interviews, obsevation, and documentation. The results showed that post-abrasion management was quite good, but there werw still many shortcomings that needed to be corrected, such as goverment budgets,illegal logging and how to prevent the seed from being washed away by the waves during high waves. In addition, there is an inhibiting factor for post-abrasion management, namely the lack of public awareness of the importance of mangrove forest for future sustainability. Mangroves are plants that are usually planted by the community in Anak Setatah village to prevent very severe abrasion. Very severe abrasion occurred in the village of Anak Setatah. This research was conducted by going to the field, seeing directly and interviewing the village community of Anak Setatah. The inhibiting factor of this research in the lack of buged from the government and public awareness. However, whit post –abrasion disaster management in Anak Setatah village, this very severe abrasion is no longer there and new soil is growing due to the grip of the mangrove roots.

The aim of this research is to find out and explain how the policy for implementing digital population identity is implemented in the Pekanbaru city population and civil registration service. This research uses implementation theory (Edward III, 1980) which is divided into four indicators, namely Communication, Resources, Disposition and Bureaucratic Structure. This research was conducted using descriptive qualitative research methods, data collection was obtained through interviews. The results of this research show that the Pekanbaru City Population and Civil Registration Service has implemented the four indicators of successful implementation well. The factors that hinder the Pekanbaru City Population and Civil Registration Service are the lack of knowledge and awareness from the community regarding the importance of IKD, the community's infrastructure such as not having a smartphone, and data packages and networks that are sometimes problematic. Based on the results and discussion, researchers suggest that the Pekanbaru City Population and Civil Registration Service should be further intensified by maximizing social media platforms, making circulars as a form of strengthening the acceleration of IKD implementation.

Stunting is a form of nutritional problem in the life cycle that is very important to be considered and addressed immediately, because stunting is a form of growth and development failure caused by chronic malnutrition and repeated infections that require immediate intervention or management. As an effort to accelerate the reduction of stunting in the UPTD Puskesmas Kilan work area, the Supplementary Feeding Program (PMT) was implemented. The purpose of this study was to determine the effectiveness of the stunting reduction acceleration program through the Supplementary Feeding Program (PMT) at UPTD Puskesmas Kilan, Batang Cenaku District, Indragiri Hulu Regency. The theory used in this research is Budiani's (2007) program effectiveness theory with 4 (four) indicators, namely the accuracy of the Program Targets, Program Socialization, Program Objectives, and Program Monitoring. The method used in this research is descriptive qualitative research method, with data collection techniques in the form of observation, interviews, and documentation. The results of this study indicate that the acceleration program to reduce stunting through Supplementary Feeding (PMT) at UPTD Puskesmas Kilan, Batang Cenaku District, Indragiri Hulu Regency has not been effective. There are several inhibiting factors faced, namely the lack of ability of the implementing officers in implementing the program, then the communication factor because the program conveyed to the community has not been able to increase public understanding of the program.

People who live on peatlands are very dependent on the values and functions contained by the surrounding ecosystem. They certainly need empowerment to strengthen their social capital in meeting their needs. This study aims to analyze the importance of strengthening community social capital on peatlands. The research method used is qualitative research to describe and explain the observed conditions. The results showed that the pattern of ecosystem management on peatlands did not involve all parties, so that people living on peatlands did not really feel the benefits. Whereas the existence of the community can be relied on in maintaining the ecosystem even though they have reasons to use existing resources to fulfill their daily needs. It is just a matter of how all stakeholders involved can make efforts to empower them so that they have strong social capital to protect the environment. With this, the community will feel they have an interest in using all available resources on peatlands in a responsible and sustainable manner.

This research aims to develop a peatland management plan for Riau province that is based on the ideas of public-private collaboration. Data from this qualitative descriptive research were collected through a multimodal manner: interviews, in-depth literature reviews, and secondary data sources. The data analysis approach employed an interactive model that was inspired by Emerson and Nabatchi’s work on the dynamics of collaborative governance. Interviews were conducted with members of the public and commercial sectors, as well as local communities and experts. This study found that there are recurring barriers in peatland management in Riau, such as the need for more active and robust collaboration between the government and private sectors. Although the government functions within defined boundaries, the private sector often designs programs aligned with the interests of specific stakeholder groups. This situation frequently leads to incomplete projects, overlapping programs, and inadvertent strategies. The findings show there are concerns about the future adoption of sustainable methods in peatland management due to the divide between the public and private sectors. For this reason, resolving these issues is essential to protecting Riau’s peatlands and their ecological and economic significance for future generations.

The aim of this research is to find out and identify the existing conditions from 3 aspects, namely economic, social, environmental at the wave river tourist attraction and also to describe the sustainable management of the wave river tourist attraction. The method used in this research uses descriptive qualitative methods and uses primary and secondary data, while data collection techniques use observation, interviews and documentation techniques. The results of research on the sustainable management of the wave river tourist attraction in Sipungguk village kampar district, use four management functions seen from the planning of the sustainable management of the wave river tourist attraction in Sipungguk village kampar district. surrounding communities, preserving the environment, empowering culture and traditional values. The organization of sustainable management of the wave river tourist attraction in Sipungguk village kampar district, is fully managed by POKDARWIS from all development planning as well as economic, social and environmental aspects. The implementation of sustainable management of the wave river tourist attraction in Sipungguk Village, Kampar Regency has not been fully implemented optimally in various plans from economic, social, environmental aspects and improvements to facility infrastructure. Supervision of the management of the wave river tourist attraction in Sipungguk Village, kampar regency is continuously monitored regularly by POKDARWIS members in accordance with their respective functions and duties in the wave river tourist attraction area with the aim of being able to directly see the conditions of activities in the River Wave tourist attraction area. Waves primarily ensures the comfort provided to visiting tourists.
