Abstract

This research is motivated by the inadequate use of ecotourism development in Bokor Village. Community empowerment in the development of mangrove ecotourism has not been maximized due to the lack of public awareness of the potential of ecotourism in Bokor Village which should be better utilized and different from before, the threat of neglected potential that should be able to be felt. the benefits of the Bokor Village community if the appropriate empowerment program is not carried out immediately. This is what makes researchers interested in knowing how the stages of community empowerment that have taken place in the village of Bokor are carried out by the Tourism, Youth and Sports Office of the Meranti Islands Regency as an empower who has conducted nature tour guide training, homestay development training, etc. Also synergizing with the Bokor Village government in accelerating the development of mangrove ecotourism in Bokor Village and from among the community is the Bathin Galang tourism awareness group which actively participates in community empowerment stages in the development of mangrove ecotourism in Bokor Village. In this study using qualitative methods using interview techniques, documentation,observation. Abstract

 The government must provide public services to the public, this is because the best service is the right of the community. one of the services at the Office of Population and Civil Registration of Pekanbaru City which often experience problems is in making birth certificates of children. Child birth certificate service is made by some people who complain because of the long settlement time and mistake in writing the name in issuing birth certificate.The concept of theory that researchers use is public service according to Surjadi (2009) where using standard indicator of public service, service procedure, completion time, service cost, service product, facilities and infrastructure, and competence of officer and factors influencing service of birth certificate, This research is a qualitative research with descriptive method. The selection of informants of this study using purposive sampling technique in which this informant is predetermined and the determination of informants based on the consideration that the selected informant is the people who know and get involved. Techniques of collecting data through interviews, documentation, and observation.The result of this research is that the service of making birth certificate of children at the Office of Population and Civil Registration of Pekanbaru City has not been accordingly seen from the indicators of public service standards covering the completion time, product service, facilities and infrastructure, and competence of officers and factors that influence service of making birth certificate of child to include lack of public awareness and poor staff response. Keywords: Public Service, Birth Certificate, Population Administration

Abstract

Under the laws of the Republic of Indonesia Number 40 of 2007 on limited liability company Chapter I Article 1 point 3 States that social and environmental responsibility is a commitment of the company to participate in sustainable economic development in order to improve the quality of life and the environment is beneficial, both for the company itself, the local community as well as society in General. The purpose of this study was to analyse responsibility PT. Eka Dura Indonesia Sei Manding Riau through programs of Corporate Social Responsibility (CSR) in Subdistrict Kunto Darussalam District Rokan Hulu with factors that affected it. CSR concept used is from the aspect of economic responsibility, legal responsibility, ethical responsibility and the responsibility of the diskresi. Abstract

 Division of tasks within an organization is important because it can affect the results of the performance of an organization are the same as the unit of Polis Pamong Praja Kora the weekend's new Division of labor, working hours, hours of operation already in the field Please specify in order to produce quality employees and quantity. The question of quality, quantity and availability of a number of agencies also issue, number of apparatus which are limited and not balanced with the workload of each employee fits the responsibilities in the gariskan organizational unit of the Pamong Praja police. It is each of the predefined target volume of work is reached. This research issue is how the police workload analysis of Pamong Praja (Satpol PP) town of Pekanbaru. the purpose of this research is to analyze the workload of police Pamong Praja (Satpol PP) town of Pekanbaru and to analyse what factors affect the workload of the police unit of Pamong Praja (Satpol PP) town of Pekanbaru. the concept of theory used in the study is the analysis of the workload by Moekijat (2008) which starts from the calculation of the effective working time, the time of completion of the tasks, and the needs of employees. This research uses descriptive qualitative research methods. In this study researchers using the technique of observation and interviews.  The results of this research resulted in the conclusion that the police have a number of Municipal Teachers ' workload is 1,516 hours per year. It is above the total productive time for CIVIL SERVANTS i.e. 1,440 hours per year. Thus it can be concluded that the number of workload and availability of Pamong Praja Police manpower is not balanced.  There are several factors that affect the workload of police Unit (Satpol PP) Pekanbaru city, namely: motivation, motivation owned by Satpol PP Personi must be able to move, direct and sustain the individual determination to provide the best results of a completed task. Budget workloads, attitudes displayed by personnel or groups of people will reflect the perception they have. Job satisfaction, research conducted, the average personnel of Satpol PP feel quite comfortable in carrying out the task charged. Attitude towards the task, in performing the task, the relationship between fellow personnel Satpol PP is very guarded. This is the type of task provided requires a different technique in its completion. Working organization, Satpol PP work system is not shift based, but the workload given often the time that the Satpol PP is deficient in downtime. Keywords: Workload Analysis, Satpol PP

Abstract

background backs of the study of marriage registration services in the city of Pekanbaru given by the Department of Population and Civil Registry and the Office of Religious Affairs has not gone well. Requirements given and the procedures to go through so much and obscurity costs make the community (especially with the economy of middle) becomes unwilling to registry their registration of marriages. The purpose of this study was to determine the Marriage Registration Service Standards in Pekanbaru and determine the factors that affect the Marriage Registration Service Standards.The concept of theory used by author is the concept of public services by Widodo. Author uses qualitative researches with descriptive study. In collecting data author uses the technique of interviewing and observation. Author uses the technique purposive sampling and accidental sampling to determine informants as the sources of information.From the analysis of qualitative descriptive data services carried out by the Department of Population and Civil Registration in Pekanbaru and Office of Religious Affairs of Pekanbaru City in the service of registration of marriages categorized not meet minimum service standards. This can be seen from the procedures, time of completion, and cost of service, product services, facilities and infrastructure, and the competence of personnel service providers who do not run with the maximum from the beginning until the time of completion of registration of marriages. Abstract

Disability community is a citizen of the Republic of Indonesia in the Act of 1945 is guaranteed to have the status, rights, obligations, and the same role with other citizens. Therefore, the government should give adequate attention to the disabled, including in terms of provision of services, especially the accessibility of land transport infrastructure. Reality has shown the opposite. Social services and the mobility of persons with disabilities are lacking a proper where most of the accessibility barriers still prevalent. This makes disabled people disenfranchised in getting similar services and even to say good. based on that researcher interest to study how the Implementation Regulation No. 18 Year 2013 on the Protection and Empowerment of Persons with Disabilities In the city of Pekanbaru (Case Study accessibility Provision of Infrastructure and Transport Infrastructure. The concept of the theory used is the theory of implementation according to Van Meter Van Horn (2008), which says that there are several variables that affect the performance of a public policy implementation. This research uses qualitative method with descriptive data assessment. techniques of data collection is done by observation, interviews, and documentation which the parties involved in this study as an informant. The results of this study indicate that the process of implementation of the regulation number 18 of 2013 on the protection and empowerment of persons with disabilities can not be executed properly. The standards that have been set have not been implemented properly. Abstract

Children are the gift from God Almighty as the next generations. However, in their daily lives, sometimes children will have difficult situations that make them commit unlawful actions that will ultimately make children dealing with the law and then known as ABH. P2TP2A as a government institution must be the first to provide assistance to the ABH to ensure that children's rights are fulfilled. This study aims to determine how the service of handling ABH by P2TP2A Kota Pekanbaru by looking at what factor affect the P2TP2A service. The concept of theory used by service theory according to Mulyadi that refers to Service procedure, time of completion, service costs, service products and competency of officers. In this study using a qualitative method with descriptive data analysis. In data collection researchers used interview techniques, observation and documentation and data analysis with qualitative descriptive methods. Lack of experts, lack of budget, and availability of facilities and infrastructure became the main factors in the service of handling ABH by P2TP2A Kota Pekanbaru.  Keywords: Service, Children, Law

Abstract

Performance Subdistric Head at empowerment community at Mandah Subdistric faced with problem, wherever Mandah Subdistric region with condition geographical be an area islands still faced various problem for support programme-programme empowerment will be implementation, it problem among others is empowerment community activity doesn’t good enough like PKK, UED-SP and young organization in building programme. That can identified from it hasn’t activity at the office.In this research used performance concept teory from Torang (2003), performance is quality and quantity outcome from individual or groups in organization on implementation principal duty guided by norm, standard operating procedures, criteria and standart a predetermined or apply at organization. Duties and functions Subdistric Head on coordinating empowerment activity that is supporting community participation for joining with planning and building at the area. Do founding and controling to all unit work from goverment programme or empowerment community activity at the area, and also doing evaluation to all empowerment community activity.This research point out that at operate performance subdistric head is limited at programme-programme empowerment has planned from subdistric head office Mandah. But at programme-programme empowerment at subdistric is not optimal yet. Wherever subdistric head skills and coordination on empowerment activity goverment agency and subdistric head is low.Key Words: Performance, Empowerment Community , Coodination

study the phenomenon is manifested in the lack of enthusiasm in thecommunity development program undertaken,  ranging from determination of the development programs to the construction implements selected.  This study aims to determine the level of Community Participation in Rural Development Programme Implementation New realm Kampar Kampar district,  and to determine the factorsthat influence the level of community participation in the village of New Realm.Concepts used in this study is according to Cohen and Uphof in Dwiningrumwho say that participation can be distinguished as follows: participation in decision making,  participation in the implementation,  participation in decision-benefits, participation in the evaluation,  and in this study the authors wanted to focus onparticipation in the implementation of development. Descriptive qualitative researchmethods.  To perform data collection,  this study using interviews,  observation,  anddocumentation.From the results it can be seen that the Community's Participation in Rural Development Programme Implementation New Domains Kampar Kampar district is still in the category of "not maximized". Because in this study we can see that the level of community participation in development undertaken is still lacking,  it is because people are not fully able to provide their participation in development, this was due to several factors, namely, age, gender, education, employment and incomeand length of stay. Expected from the results of this study Village Government NewDomains can be increased efforts to invite the community to participate in the NewRealm of the village development program that will come, and is expected also thatthe villagers of New domains can also increase the participation in villagedevelopment programs that will come,  in addition  to the results of this study also found that people often reasoned that the work can not be abandoned, resulting in less public participation, it may be necessary for different mechanisms at the level ofJom FISIP Volume 2 No.1 Februari 2015 2implementation of the subsequent development so that the enthusiasm of the community to participate more stable future.Keywords: Participation, Community, development

Abstract

The system to distribute rain called drainage. This system plays an important function to createa healthy environment and reduces the overbalance of water. The capacity of drainage is smaller than seedlings flood and it makes confusion of water from the canal because the drainage was stepped up and unequal structuring construction of drainage. Based on Ministry of Public Works of Indonesian Republic No.12/2014 about the implementation of drainage of urban system. The purpose of this study is to identify the drainage structuring management in Pekanbaru, Riau. The writer uses the theory from Prajudi Atmosudirdjo on M. Manulang which explains about drainage structuring management, it is includes planning, organizing, directing and controlling. This study used descriptive qualitative method. In collecting the data, the writer was used interview, observation, and documentation. The finding of this study shows that the urban management of drainage arrangement in Pekanbaru city has gone well, it can be seen from the planning, directing, and controlling system. Due to some factors which influence sustainability of governments’’ work in handling the drainage problem, it makes the result of the governments’effort was not going well and still going flood when it rain.Keyword : Urban Management, StructuringDrainage, in the public works department of housing, settlements and copyrights of pekanbaru city.
