Abstract

Thepurpose of this study is to analyze and explain the mechanism of the implementation of the PNPMMandiri in Sub Base Sub Base East Kerinci Kerinci Pelalawan. The research relies on interviewswith informants between researchers deliberately researchers determine in accordance with theneeds of the required information. Later observations for viewing and analyzing events in thefield. The results indicate the implementation of poverty reduction through PNPM Mandiri in SubBase East Kerinci less successful overall. This happens because of a lack of capability in managingand implementing activities posted coached the poor through its resources.

Abstract

Pekanbaru is one city in Indonesia that have evolved so rapidly, especially in the economic field.Developments led the city witnessed a social change and urban development that is high enough. The impactof social changes that took place between the other is the high level of poverty. To overcome the problem ofpoverty is one of them with the development of social entrepreneurship is developing social entrepreneurs byway of changing behavior and understanding or awareness of those around him. Where has the transformativepower of social entrepreneurs with new ideas to exploit and create opportunities in the face of big problems,who was tireless vision to successfully deploy an idea he had. This study aims to determine and analyze thepicture of the factors that affect the application of social entrepreneurship in empowering the poor throughprograms UEK - SP in the city of Pekanbaru.

Abstract

Kebakaran hutan dan lahan gambut di Kabupaten Bengkalis merupakan salah satu masalah lingkungan yang sering terjadi dan dianggap penting sehingga menjadi perhatian pemerintah. Untuk mengatasi masalah ini, pemerintah melibatkan berbagai pihak seperti sektor swasta dan masyarakat untuk dapat bekerja sama dalam mengatasi masalah kebakaran hutan dan lahan gambut yang disebut collaborative governance. Tujuan dari penelitian ini adalah untuk mengetahui collaborative governance dalam pencegahan kebakaran hutan dan lahan gambut di Kabupaten Bengkalis. Teori yang digunakan adalah teori proses kolaborasi antar organisasi oleh Huxham dan Siv Vangen, yaitu ada enam proses: tujuan; kompromi; komunikasi; demokrasi dan kesetaraan; kekuatan dan kepercayaan; tekad, komitmen dan stamina. Penelitian ini menggunakan jenis penelitian kualitatif yang diperoleh melalui teknik wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa collaborative governance dalam pencegahan kebakaran hutan dan lahan gambut di Kabupaten Bengkalis belum maksimal. Ada beberapa indikator yang belum maksimal, yaitu: tujuan, kompromi dan komunikasi, sementara demokrasi dan kesetaraan; kekuatan dan kepercayaan; dan tekad, komitmen dan stamina telah berjalan dengan baik.

Abstract

Penelitian ini bertujuan untuk mengetahuiimplementasi dan dampak pelaksanaan manajemen anggaran kas mengenai kas menganggur padaDinas Pengelolaan Keuangan dan Aset Daerah Kabupaten Rokan Hulu. Penelitian ini menggunakanpendekatan kuantitatif dan pendekatan kualitatif. Alasan penggunaan metode campuran (konklusi)adalah karena dalam penelitian ini penulis mempunyai data kuantitatif dan kualitatif. Kedua datatersebut saling melengkapi. Hasil penelitian menunjukkan dampak manjemen anggaran kas terhadappenerimaan daerah telah memberikan kontribusi bunga deposito terhadap peningkatan PendapatanAsli Daerah (PAD) sebesar 15,64%. Pendapatan tersebut diupayakan sebagai pembayaran belanjadaerah atau sebagai sumber pembiayaan pembangunan.Kata Kunci: kualitas pelayanan, kepuasan nasabah, pengaruh, simultan

Abstract

of this program starts by providing skills through training to the people who are targeted PMB-RW program. There are still many activities that have not been implemented in the PMB-RW program. In addition to the unfinished activities, activities that have been running was not optimal as planned. In addition, there are problems related to activities that should be prioritized. The activities that are carried out are still said to be activities that are not priority, due to the minimal budget. Not yet improve the social welfare of the economy and social that should be the objective of the PMB-RW Program in RumbaiPesisir District. Given the knowledge and skills in these various fields, it can be one of the capital for the community to create new jobs. The research was conducted using qualitative descriptive research method. This study uses the concept of program empowerment by Sujianto namely: Independence, Participatory, Networking, Justice, Sustainability. This research is data collecting technique which is observation, interview, documentation and literature study by using descriptive analysis technique. Community-based Community Empowerment (PMB-RW) Empowerment Program in RumbaiPesisir Sub-District has not been able to improve the economic, social, community, but the knowledge of the community who participated in the training has been obtained in the PMB-RW Program. Participation of escort personnel is already underway and has benefits for the running of the PMB-RW Program in planning and supervision. Public participation for the idea of activities has been running malaluimusyawarah network in the form of information, coordination, and communication. However, fund participation is still limited by the Municipal Government so that planned activities can not run all. The factors that affect the Community Empowerment Program Based on Citizens (PMB-RW) in RumbaiPesisir District is Participation in the form of funds and personnel / ideas in the form of ideas and justice. Abstract

The Climate Village Program is a national scope program managed by the Ministry of Environment and Forestry in order to increase the involvement of the community and other stakeholders to strengthen the capacity of adaptation to the effects of climate change and reduce greenhouse gas emissions and provide recognition of climate change adaptation and mitigation efforts. has been done that can improve welfare at the local level in accordance with regional conditions. The purpose of this study was to determine community empowerment through the climate village program in the village of Gunung Mulya, Gunung Sahilan Sub-District, Kampar Regency and to know the supporting factors in community empowerment through the climate village program in Gunung Mulya Village, Gunung Sahilan Sub-District, Kampar Regency. This study uses qualitative research using a case study approach and the data needed both primary and secondary data obtained through observation, interviews and documentation and then analyzed based on research problems. The results of this study indicate that: first, community empowerment through the climate village program in the village of Gunung Mulya, Gunung Sahilan Subdistrict, Kampar Regency has been running optimally in accordance with the stages of community empowerment, but there are just a few problems in developing SMEs in business development that have not yet been run. Second, supporting factors in community empowerment through the climate village program in Gunung Mulya Village, Gunung Sahilan Subdistrict, Kampar Regency are motivation and community participation. Keywords : Community Empowerment, Climate Village Program

Abstract

The Community Development Program is now considered as one of the innovations in improving community welfare, this is carried out by the community of sustainable development activities. In accordance with regional regulation number 6 of 2012 concerning corporate social responsibility in Riau Province, each company must carry out its social responsibilities to the community. This is a lot of companies that do not understand the importance of social responsibility as a role in improving community welfare. But PT. Riau Andalan Pulp and Paper was able to show success in implementing a social responsibility program to get an award in the income generating program that received the community. The purpose of this study was to find out the implementation of the PT.Riau Andalan Pulp and Paper community empowerment program at Kerinci Pangkalan Pelalawan Regency.The type of research used is descriptive qualitative. Data collection is done by interviews, observation and literature studies.The results of the study show that PT. Riau Andalan Pulp and Paper has implemented an optimal community empowerment program. In the implementation of the program, there are still factors that influence it, namely: the lack of community participation, the level of community knowledge on community empowerment programs that are still low.Keywords: Human Development, Business Development, Community Development, Instutional Development

Abstract

Pekanbaru city which is the capital of Riau province, continue doing development in various fields for the realization of Pekanbaru city as a metropolitan city that is civil, it must be prepared. The real problems faced by the city of Pekanbaru one of which is the bottleneck. Congestion is one of the negative impact from the more advanced development, especially in the field of production of motor vehicles that cause heavy traffic. This is because not match the number of vehicles with an area of road that will eventually allow traffic accidents and cause discomfort for the users of the highway. The institutions authorized and responsible for the traffic conditions are particularly Pekanbaru Police Satlantas unit public education and traffic engineering (Dikyasa). In order to realize traffic conditions in an orderly, safe, and comfortable work program implemented by Dikyasa. The work program is meant socialization, education seminars or for the public to be aware and orderly traffic. The concept of the theory used is effectiveness (Mahmudi:2015). This study uses descriptive qualitative research. In collecting the data, the authors use the technique of interview, observation and documentation. By using key informants as a source of information and analysis of data. The results of this study lead to the conclusion that the effectiveness of the Work Program Unit (Dikyasa) Police Satlantas Pekanbaru, has not been applied effectively because still there is a problem in the input, namely: human resources are still not adequate in terms of quality and quantity, sources of funding available is not sufficient to carry out the work program, the use of technology has not been utilized to the maximum. With the problems that occurred in the input section, it will affect the results of the work program Pekanbaru Police Satlantas Dikyasa unit. Input troubled course will affect the process, outputs and outcomes or results obtained. In addition, factors that influence the effectiveness of the implementation of the work program is community participation. Therefore, the need for additional personnel, improvement of the budget system, the use and mastery of technology, and give a good example to promote public participation. Abstract

The problems on the management of Rawa Mekar Jaya's mangrove ecotourism area is interesting to study because this mangrove ecotourism area has great potential to be developed however the management has not been optimal. The purpose of this study was to determine the management of mangrove ecotourism in Rawa Mekar Jaya Village, Sungai Apit District, Siak Regency. This research uses descriptive qualitative research methods through data collection techniques by observation,interviews, and documentation in the form of pictures or tables. The results of this study are based on management theory according to Geroge R. Terry, which includes planning, organizing, implementing, monitoring. As for the informants in this study were the Village Head, POKDARWIS, Community, and Tourism Office of Siak Regency. The implementation of Rawa Mekar Jaya mangrove ecotourism management has not been going well such as organizing is still not optimal seen from many people who are no longer active in management, government oversight has not been routinely obstacles are also found in the implementation of ecotourism management, namely budget constraints, lack of government participation, lack of human resource capabilities in the field of tourism and lack of facilities and infrastructure.Keywords: Management, Ecotourism, human Resources

Abstract

The low capacity of officials BPD is one of the obstacles to the process of understanding the functions held that what is expected by the villagers less goes well, in other words what is expected by the community with the existing situation does not go hand in hand. Village Consultative Body in the village of Lubuk Betung Rokan IV Koto District of Rokan Hulu has not shown that the maximum performance results. This study aims to investigate the implementation of the Village Consultative Body functions in the village of Lubuk Betung and to determine various factors inhibiting the implementation of these functions. The factors inhibiting the implementation of BPD functions are: (1) the factors of employee performance, (2) the factors of cooperation, and (3) training factors. Therefore, the presence of various factors inhibiting the function execution Village Consultative Body (BPD), resulting in the execution of the function can not go well as expected. The theory used is the theory widjaja who said that the Village Consultative Body is an entity that works as follows: (1) establish the rules the village with the village chief, (2) accommodate and channel the aspirations of the community, and (3) supervising the implementation of regulations and decision of the chief. This study uses descriptive qualitative data collection techniques of observation and interviews. The results of this study demonstrate the implementation of the functions of BPD in mind that (1) the function establishes the rules villages have not been fully implemented properly because of a lack of cooperation between BPD with the village chief, in addition to the BPD in the village of Lubuk Betung also still fakum so that no village regulations newly created, (2) the functions and share their aspirations of society has not done well is because often misunderstanding or difference between the community and the board Village Consultative Body in and share their aspirations, and (3) the monitoring function is no supervision by members of Village Consultative Body on the course of implementation of the regulations and a decision by the village itself and the course Budget village due to lack of understanding of the BPD members of this supervisory function.Keywords: execution, function, Village Consultative Body (BPD)
