Adviser : Dadang Mashur, S.Sos, M.SiExhibition of job expo represent one of the way of government for facility and bring into contact searcher work with consumer of labour, assisting searcher work to get work as according to talent; enthusiasm; education and its skill. Assisting company of consumer of labour to get labour with quality; professional and skillful as according to requirement of company, and lessen unemployment number in town of pekanbaru. But practically output of is amount of location of labour of this exhibition do not reach according to goals so that can’t lessen the amount of unemployment exist in town of pekanbaru, besides down it of amount of company following exhibition of job expo in the year 2015 show that seeking of vacancy not be executed better, other problem which faced from exhibition of job this expo is the amount of searcher of ill assortedjob with available vacancy and to the number of searcher of job which is minim of skill and also elector. Target of this research is to know exhibition effectiveness of job expo by on duty town labour of pekanbaru and to know factors influencing. Theory concept the used is effectiveness which is opinion by duncan explaining there is 3 effectiveness criterion that is attainment of target, adaptation and integration. this research use research method qualitative with data study descriptively. In data collecting of writer use interview technique, documentation and observation. by using informan key as source of technique and information triangulat as data validity.Result of research which is writer conduct that exhibition effectiveness of job expo by on duty town labour of pekanbaru less effective this matter is seen from attainment of is intention of quantitative target; amount of company which only followed 65 location goals and company which do not reach, while for conducted by integration isdisnaker in conducting communications with company exist in town of pekanbaru not maksimal, and adaptation expected from charging workers through company quite effective but not been able to reduce unemployment in pekanbaru. besides factors influencing exhibition of job this expo is human resource, fund and coordination.Keywords: effectiveness, job expoKeyword: effectiveness, job expo

Abstract

This research is motivated by Infrastructure Development of Tanah Merah Village, Tanah Merah Sub-district, Indragiri Hilir Regency that has not been realized well in accordance with the Tanah Merah Village Development Program Activity Plan as stated in RKPDes Desa Tanah Merah document. The purpose of this research is to find out how is the Implementation of Village Government Work Plan (RKPDes) in the Village Development Sector of Tanah Merah based on Indragiri Hilir Regent Regulation No. 27 of 2016 about Regional Development Plans Indragiri Hilir Regency in 2016 Year and what factors that affect the Implementation of Government Work Plan (RKP) in 2016 Year at the field of development of the village of Tanah Merah.Based on the formulation above of the research problems, to answer the purpose of research, the authors use the theory Tachjan (2006: 8). According to him, there are three things that must be fulfilled in the absolute implementation of: First, the Implementing Elements, Second, Programs conducted, Third, Target Group.While the method used in this research is descriptive qualitative, in the form of primary and secondary data. Data collection techniques such as observation and interview. Determination method of research informant used is triangulation technique. Research location in Tanah Merah Village and Tanah Merah Village Office Tanah Merah Sub-district Indragiri Hilir Regency.The result of the research shows that the Implementation of Village Government Work Plan (RKPDes) in the Village Development Sector of Tanah Merah Tanah Merah Sub-district of Indragiri Hilir Regency conducted by Tanah Merah Village with a description of who becomes the implementing element of the village development program and how it is implemented. Abstract

The village information system program is a village empowerment program as stated in the regulations regent of kuantan singingi regency. This program is a set of data and information utilization process tools to find out how the management of the village. The problems that occur in the village are still not in accordance with the contents of the kuantan singingi number 57 of 2017. where there are still village that have not implemented a village information system program there are only 10 village that have website, the use of wifi is not in accordance with the contents of the regent regulation, not all village information system content is contained in the onion river village website. information system program in Kuantan Singingi Regency and the factor that inhibit it. The theory used is G.R Terry in Badrudin, Terry in Badrudin, namely there are four indicators that influence management: planning, organizing, implementing, controling. This study uses secondary qualitative research types obtained though observation, interviews and documentation. The results of this study indicate that: first, the management of the village information system program in kuantan singingi regency is not yet optimal because stell lack of socialization. Second, the factors that hampered the management program of the village information system program in kuantan singingi regency namely: human resources, budget, and facilities/infrastructure.                                                                                                                          Keywords: Management, Program

Abstract

The study was based on the phenomenon still often the practice of corruption, collusion and nepotism (KKN) of goods and services by government. So with the e-procurement can be an instrument to prevent and reduce corruption, collusion and nepotism (KKN) because through e-procurement, procurement of goods and services can further enhance transparency and accountability, improve market access and fair competition, improve the level of efficiency of the procurement process, to support the process of monitoring and auditing, and meet the needs of real-time information access. So the purpose of this study was to examine the effectiveness of the implementation of e-procurement in support of good governance in the province of Riau and to determine the factors that influence the effectiveness of the implementation of e-procurement in support of good governance in the province of Riau.Theoretical concepts used are effectiveness, proposed by Mahmudi. This study uses qualitative research methods to study descriptive data. In collecting the data the researcher used interview, observation, and documentation. By using key informants as a source of information and as a source triangulation techniques in testing the validity of the data.Results of this study by using e-procuremen program in the procurement of goods and services within the Riau provincial government has implemented a very effective compared to conventional systems for the perpetrators of the auction services. This is evident from the information regarding the procurement of goods and services can be obtained via internet whenever such information is required, and no need to wait for a later date. The factors that are affecting the success of e-procurement program is a human resources (HR), facilities and infrastructure and sources of funding. Which all of these factors are influential for the achievement of effective implementation of e-procurement in support of good governance in the province of Riau.Keywords : Effectiveness, E-Procurement, Good Governance.

Abstract

Service Quality on community is used as a benchmark in view successful of an organization, then the service functions necessary to be improved to give satisfaction of the taxpayer. In increasing the tax revenue of motor vehicles, policies that is determined by Riau Province manage the local tax namely Revenue Office of Riau Province through regulation of Head of Revenue Office of Riau Province No.05 year 2013 about job description of Revenue Service Unit of Revenue Office of Riau province but it still complaints of taxpayers about the services that exist in the Service Unit Tapung of Kampar Regency, According to this problem, the researcher interested to examined how the service quality of motor vehicle tax collection at Revenue Services Unit Tapung of Kampar regency.Researcher used the theory of Agus Dwiyanto that service quality can be determined by the dimensions of Officer Attitude, Procedures, Time, Facility, Services. This research used descriptive qualitative, data was obtained through interviews that was be submitted to the informant then analyzed by the researcher. And then was collected secondary data relating to the issues that was studied.From this research results show that Revenue Service Unit of Tapung of Kampar Regency is not optimal in service quality, and still under of the expectations of taxpayers, it started from inadequate facilities, lack of certainty of time, it is not include to the good service indicator.Keywords : Service Quality , Revenue Service Unit of Tapung

Abstract

The Family Hope Program (PKH) is a social protection program in Indonesia in the form of Social Assistance. This assistance is given to poor and vulnerable families with certain requirements that have been registered in the Integrated Social Welfare Data (DTKS). The goals of PKH are expected to be able to improve the living standards of Beneficiary Families (KPM), reduce the burden of spending and increase family income, change the behavior and independence of KPM, reduce poverty and inequality, and introduce the benefits of formal financial products and services to KPM. The focus of this study is to analyze how the effectiveness of the implementation of PKH in Teluk Merbau Village, Dayun District, Siak Regency, which is analyzed using four effectiveness variables, namely targeting accuracy, program socialization, program objectives, and program monitoring. With a qualitative approach, the selection of informants using a purposive sampling technique. Data collection techniques are used in the form of interviews, observation, and documentation. Data analysis was carried out by collecting data, reducing data, presenting data, and drawing conclusions. The results showed that the implementation of the PKH program in Teluk Merbau Village, Dayun District, Siak Regency had not been effective, this was due to invalid data, there were main obstacles for KPM PCH with Elderly criteria, and lack of coordination between PKH facilitators and the Village Government of Teluk Merbau. Keywords: Welfare, Effectiveness, Family Hope Program

Abstract

BUMDes is a village business formed / established by the village government whose capital ownership and management is carried out by the village government and the community with types of businesses in the form of village economic services such as, business services (microfinance transportation services, communication services, construction services, and energy services) , distribution of nine staples, sugar, salt, cooking oil, soybeans, and other foodstuffs managed through village stalls or village granaries), trade in agricultural products, and industry and folk handicrafts.This research focuses on the BUMDes development strategy with the aim of describing and analyzing how the development carried out by BUMDes and discovering the supporting and inhibiting factors in the BUMDes development process. The theory used in this study is the theory of Tyagi in Wibowo which states that organizational development is a planned, systematic, organized and collaborative effort in which the principles of knowledge about behavior and organizational theory are applied with the intention of improving the quality of life which is reflected in improving health and organizational vitality, increasing intensity of organization and group members in competence and self-esteem and the better society in general.The research method used is qualitative descriptive with data collection techniques through interviews, observation, and documentation. The selection of research informants using snowball sampling techniques. The results of this study indicate that in this study, problems were found that became the problem of the development of BUMDesPekanLebihLebih, both from internal factors related to human resources who were not yet competent in their fields, plus the program of the bumdes week program focused more on the savings and loan sector, so there was a buildup of money on the utilization of the bumdes so many loan surges were soaring. Key word: organization Development BUMDes Pekan Tebih

Abstract

This study aims to explain the strategy of Pekanbaru city government through the Department of Culture and Tourism in developing a tourist village in Pekanbaru City. Pekanbaru City Government has launched several villages as a tourist village in accordance with the Decree of the Head of Culture and Tourism Office No. 84 of 2010.In this study the authors use strategy theory. To bridge the theory to the strategy of the culture and tourism office of Pekanbaru city in developing the tourist village the author uses the frame of mind refers to the view of Higgins called Master Strategy. In his view the strategy theory in developing the tourist village will consider aspects of enterprise strategy, corporate strategy, business strategy and functional strategy.City of culture and tourism office Pekanbaru designing four urban villages that will become the tourist object. Abstract

Position and role of the Civil Service is important in the administration of government and development tasks as stipulated in Government Regulation No. 53 of 2010 about the Discipline of Civil Servants. Discipline of Civil Servant at the Distric Office of Tenayan Raya Pekanbaru is still said has not gone well. This is caused by the lack of socialization about the importance of employment discipline, lack of strict sanctions for employee indisciplinary, and lack of supervision of work discipline employees. Based on this, researchers conducting of the analysis work discipline of Civil Servants at the Distric Office of Tenayan Raya Pekanbaru. Problems in this research are how the analysis work discipline of the Civil Servants at the Distric Office of Tenayan Raya Pekanbaru and the factors that affect discipline of employees working of Civil Servants at the Distric Office of Tenayan Raya Pekanbaru. This research uses the concept of discipline theory Civil Servant of Hasibuan 2011. The research model in this research is a qualitative descriptive method with data collection through observation and interviews, which the relevant parties in the implementation work discipline at the Distric Office of Tenayan Raya Pekanbaru as the research informants. The result of this reaserch work discipline of the Civil Servants at the Distric Office of Tenayan Raya Pekanbaru has not gone well, this is because the purpose of which was given to the employee are still not in accordance with ability of employees, exemplary leadership the less competent, human relationships are not in harmony, the lack of fairness for the compensation, supervision, and law sanctions, as well as firmness in giving assistance work discipline is not in accordance with the prescribed rules. As for the factors that influence work discipline employees is the lack of good communication in cooperation, the workplace environment is less comfortable, and lack of awareness as the resource implementing discipline.Keywords: Management Human Resources, Work Discipline

Abstract

Services City Post Office Pekanbaru in the delivery of postal parcels has not done well so that users of postal services increasingly in decline, as well as delivery service parcel post still tend to wait for delivery of packages simultaneously, which is known delivery postal packets that will be sent must wait for the fulfillment of capacity car will bring the package so that it is experiencing delays in delivery, as well as the lack of precision of acceptance parcel post which is known in the service time that is later than the delivery until the receipt of postal package. The purpose of this study was to determine the factors that affect the implementation of the Parcel Post services at the Post Office Jalan Sudirman Pekanbaru and to know the Post Office services provided Jalan Sudirman Pekanbaru in the delivery of postal parcels.The type and method of research is descriptive research, which is defined as the process of solving problems investigated by presenting or describing the state of the subject and object of research at the present time based on the facts that appear or as it is. In the data collection authors conducted in-depth interviews and searches documents and archives post office.The results showed that there are several factors that influence the Parcel Post services at the Post Office street Sudirman Pekanbaru is the factor Speed, Accuracy, Ease of Justice which directly affect services provided by the post office. Services provided post offices by establishing standard operating procedures that have been established by the time service delivery, clear procedures as well as the cooperation of employees between superiors and subordinates, it is the service provided has been running well where people have received services provided by the post office even though sometimes the waiter given still slow due to the lack of the number of employees in providing services and lack of infrastructure available so that the service provided is not timely, but the post office will remain optimal in providing services to visitors post office.Keywords: Analysis, Public Service, Postal Package delivery
