Abstract

High employee turnover is a strategic issue in the hospitality sector, particularly at MaxOne Hotel & Resort Makassar. This study aims to analyze the effect of guidance from the government, the Indonesian Hotel and Restaurant Association (PHRI), and other stakeholders on employee retention, with training as an intervening variable. A quantitative approach was used by distributing questionnaires to 118 respondents, then processed using SPSS software. The results show that the guidance from the government and PHRI has a direct, positive, and significant effect on employee retention. Stakeholder guidance does not have a direct significant effect, but it has a significant indirect effect through training. Simultaneously, all three forms of guidance positively contribute to retention. Training was found not to mediate the effect of government and PHRI guidance, but it fully mediates the effect of stakeholder guidance. This concludes that training is a crucial path in the effectiveness of external guidance. Thus, an integrated guidance strategy involving the active role of stakeholders needs to be developed to enhance employee loyalty and continuity of employment in the hotel sector. Abstract

The principal holds a strategic position in determining the direction, quality, and effectiveness of educational processes, particularly in fostering and enhancing teacher performance. This study aims to provide an in-depth analysis of how the principal of SMA Bina Mandiri Teluk Pakedai, located in Kubu Raya Regency, implements their role as a manager and motivator in improving teacher performance. It also explores the strategies employed to overcome various challenges, as well as assesses the effectiveness of such roles within the real context of a private school situated in a remote area. This research adopts a descriptive qualitative approach, utilizing in-depth interviews, participatory observation, and documentation as data collection techniques. Informants include the principal, teachers, vice principal, school supervisor, and foundation chairperson. The findings reveal that the principal adopts a collaborative approach in human resource management and motivational strategies based on role modeling and personal communication. However, institutional limitations remain, including the absence of a data-driven evaluation system and a structured reward mechanism. The effectiveness of the principal's leadership is reflected in improved teacher discipline, loyalty, and participation, although professional development efforts continue to face significant barriers. The study recommends strengthening the leadership capacity of school principals, developing a performance management system for teachers, and promoting synergy among government bodies, school foundations, and educational communities as a sustainable effort to enhance educational quality in underdeveloped regions Keywords: Principal’s Role, Teacher Performance, Strategy, Managerial and Motivational Leadership

Abstract

This research, titled "The Influence of School Culture, Welfare, and Job Satisfaction on the Performance of Public Elementary School Teachers in Kajoran District, Magelang Regency," aims to examine the extent to which school culture, welfare, and job satisfaction influence teacher performance both partially and simultaneously. Teacher performance is a crucial factor in achieving educational goals and is affected by workplace conditions, welfare, and psychological aspects. The study was conducted in Kajoran District, Magelang Regency, involving 75 teachers from public elementary schools selected using purposive sampling from a population of 299 teachers. This quantitative study employs an ex post facto method. Data were collected using a structured questionnaire that had been tested for validity and reliability. The data were analyzed using multiple linear regression with SPSS version 30. The findings reveal that school culture, welfare, and job satisfaction simultaneously have a positive and significant effect on teacher performance. Partially, each of these variables also significantly influences performance, with school culture having the highest contribution. Based on these findings, it is recommended that schools and local governments pay greater attention to developing a positive school culture, improving teacher welfare through supportive policies, and creating a work environment that enhances job satisfaction as strategic efforts to improve teacher performance. Abstract

Abstrak This research aims to analyze the Village Head’s Competence in Village Development Planning in Mereng Village, Warungpring Sub-district, Pemalang Regency, covering the Village Head's knowledge, skills, and attitude, as well as the influencing factors and challenges in the village development planning process.The research method used is a qualitative approach with data collection techniques through observation, documentation, and in-depth interviews with informants from the village government and community elements. Data credibility and validity were tested using triangulation, specifically both technical and source triangulation. The research findings indicate that the Village Head possesses inadequate competence in village development planning. Inconsistencies were found among planning documents, along with minimal official documentation, and a lack of utilization of the village information system. In terms of technical and managerial skills, the Village Head demonstrated initiative but still faced administrative constraints, weak team coordination, and limitations in technology use. Regarding attitude, the Village Head showed commitment and responsibility toward development, but challenges persisted, including local political pressure, low community participation, and minimal involvement of vulnerable groups in planning. The conclusion of this study is that the Village Head's competence is at a basic functional level and is not yet professionally and systematically structured. Therefore, the research recommends continuous capacity building, regulatory assistance, and strengthening of the documentation system to achieve participatory, transparent, and sustainable village development. Abstract

This study examines Collaborative Governance in the Implementation of Utility Network Infrastructure in Tangerang City, focusing on the interaction between local government and the private sector in managing utility networks. This study uses a qualitative approach with data collection techniques through in-depth interviews with various stakeholders, including the Public Works and Spatial Planning Agency (PUPR), the Regional Development Planning Agency (Bappeda), the Investment and One-Stop Integrated Services Agency (DPMPTSP), the Transportation Agency, the Public Order Agency (Satpol PP), and representatives from private utility network providers. The results show that Collaborative Governance in the implementation of utility network infrastructure in Tangerang City faces various challenges, such as a lack of initial coordination, differences in regulatory interpretations, and obstacles in policy integration between agencies and the private sector. However, several strategies have been implemented to improve the effectiveness of collaboration, including improved cross-sector communication, regulatory alignment, and the use of digital technology in the planning and supervision of utility network infrastructure. The conclusion of this study emphasizes that the success of Collaborative Governance is highly dependent on the active involvement of all stakeholders, transparency in policies, and a shared commitment to maintaining the sustainability of utility network infrastructure. Therefore, a more structured and participatory approach is needed in the planning and implementation process to create a more efficient, inclusive, and sustainable utility network system in Tangerang City. Abstract

The decline in the number of students in private vocational high schools is a serious challenge, particularly in rural areas. This study aims to analyze the factors influencing students' interest in choosing to attend SMK NU Kertasemaya in Indramayu Regency. The research focused on five main variables: school facilities, distance, teaching quality, parental support, and school image. The research method used was a quantitative approach with a survey technique. A sample of 73 students was selected using a purposive sampling technique. Data were collected through questionnaires and then analyzed using multiple linear regression to test the partial and simultaneous effects of each variable on student interest. The results showed that all independent variables significantly influenced student interest, both partially and simultaneously. Adequate school facilities, accessible distance, good teaching quality, high parental support, and a positive school image were proven to encourage increased student interest. Thus, a school's success in attracting prospective students depends on the synergy of these various factors. This research provides a practical contribution to school administrators in formulating data-driven promotion and quality development strategies. Furthermore, the results can also be used as considerations in education policymaking at the local level. Abstract

The smooth implementation of educational tasks depends heavily on the principal's ability to serve as principal. As an educational leader, the principal must assume full responsibility for the smooth implementation of teaching and learning activities at his/her school. Therefore, the principal plays a crucial role and carries significant responsibilities, requiring a high level of expertise in various fields, particularly in his/her role as a leader and manager in the implementation of the learning process at school. Leadership issues always leave a compelling impression, as the success or failure of an organization depends, among other things, on the quality of his/her role: the ability to influence, motivate, and direct the behavior of individuals or groups to achieve specific goals in specific situations. The principal, as the highest leader of the school, is considered successful if he/she is able to improve teacher performance through various learning activities that focus on teachers' abilities to practice teaching in the school. Therefore, the principal must be able to fulfill his/her roles and responsibilities as an education provider, educational leader, educational supervisor, and educational administrator, guiding other educational staff, and utilizing and maintaining facilities and infrastructure. In addition to the principal's participatory leadership style influencing teacher performance, teacher motivation is also a factor. This study aims to analyze the influence of principal leadership and teacher work motivation on learning effectiveness, with teacher competency as an intervening variable. This study used a quantitative approach with a survey method because the data obtained from the research instrument are numerical and the data processing uses statistics. The results showed that principal leadership and teacher work motivation significantly influence learning effectiveness, with teacher competency as an intervening variable. Abstract

This study aims to analyze the quality of public services at the Neglasari District Office in Tangerang City, focusing on the effectiveness, efficiency, responsiveness, and accountability of the bureaucracy. The background to this research is based on persistent public complaints regarding administrative services, which are perceived as slow, non-transparent, and suboptimal in the use of information technology. The research method used is a descriptive qualitative approach, with data collection techniques through in-depth interviews, observation, and documentation studies. The research informants consisted of district officials and the public as service users. The results indicate that the quality of public services in Neglasari District has improved in terms of information transparency and apparatus discipline, but challenges remain in terms of service speed, consistency of standard procedures, and limited infrastructure. The analysis uses the service quality theory according to Zeithaml, Parasuraman, and Berry (SERVQUAL), which encompasses the dimensions of tangible, reliability, responsiveness, assurance, and empathy, indicating that responsiveness and tangible are the weakest dimensions. Furthermore, Albert S. Humbyres's theory of public service emphasizes the importance of humanistic, adaptive, and community-satisfaction-oriented services. In the context of this research, this approach still requires strengthening, particularly in terms of communication and community assistance. The study concludes that improving the quality of public services at the Neglasari District Office requires strengthening the capacity of civil servants, optimizing the use of digital technology, and consistently improving minimum service standards. Research recommendations focus on developing a service system strategy based on transparency, public participation, and improving human resource competency. Abstract

This study aims to analyze application development strategies to support regional financial administration and accountability in order to improve accountability in the implementation of the Regional Revenue and Expenditure Budget (APBD) at the Tangerang City Regional Financial Management Agency (BPKD). The research problem focuses on how application implementation can address the challenges of transparency, effectiveness, and efficiency in regional financial management. The research method used a descriptive qualitative approach, with data collection techniques through interviews, observations, and document reviews. Data analysis was conducted using the SWOT (Strengths, Weaknesses, Opportunities, Threats) theoretical framework and reinforced by Albert S. Humbyres's perspective on strategic alignment, which emphasizes the importance of alignment between internal organizational factors and external dynamics for effective development strategies. The results indicate that regional financial management applications have made a positive contribution to strengthening transparency and accelerating administrative processes, although obstacles remain such as limited human resources, the need for technological infrastructure improvements, and resistance to adapting to new systems. Opportunities can be maximized through collaboration between regional agencies and the utilization of information technology developments, while external threats can be minimized by strengthening data security policies and risk management. The research conclusions confirm that the development of regional financial administration and accountability applications plays a crucial role in improving the accountability of regional budget management. Recommendations include the need for a strategy to improve staff competency, continuous technology upgrades, and strengthening cross-sectoral regulations and coordination. Abstract

This study examines the implementation of the Integrated Subdistrict Administrative Services (PATEN) policy in Cibodas Subdistrict, Tangerang City, which aims to improve the quality of public services through decentralization of administrative authority. The research method employed a qualitative approach, with data collection techniques including observation, in-depth interviews, and documentation studies. The results indicate that PATEN implementation in Cibodas Subdistrict is quite effective in facilitating administrative services to the public, particularly in the areas of licensing and population matters. Success factors are supported by clear regulations, the use of Tangerang Live application technology, and support from subdistrict officials. However, this study also identified several obstacles, including limited human resources, minimal public outreach, and limited supporting infrastructure. These obstacles impact the achievement of expected service standards. Academically, this study confirms the relevance of the Van Meter and Van Horn model, where resources, inter-organizational communication, and implementer attitudes are the most dominant factors in determining implementation effectiveness. Thus, strengthening the capacity of government officials, improving cross-agency coordination, and optimizing public outreach are strategic recommendations to ensure the PATEN policy is more effective in achieving fast, transparent, and accountable public services.
