Abstract

This study aims to reexamine the dynamics of decentralization during President Soekarno’s administration, particularly in the Guided Democracy period (1959–1965), which was characterized by tension between democratic ideals and strong political control. Using a descriptive qualitative approach and the library research method, this study analyzes various academic literatures, legal documents, and historical sources relevant to the decentralization policy of that era. The findings reveal that although the government formally promoted regional autonomy through the enactment of Law Number 18 of 1965 on the Principles of Regional Government, its implementation instead reinforced the centralization of power in the hands of the central government. Regional leaders were directly accountable to the president rather than to the people, causing regional autonomy to lose its substantive meaning. Decentralization policies during Soekarno’s era functioned more as instruments of political stability and national integration than as mechanisms of local democratization. The hierarchical pattern of center–regional relations formed at that time continued throughout the New Order and was only corrected after the 1998 Reform era. This study concludes that decentralization without sufficient delegation of political and fiscal authority merely reproduces a new form of centralization. Therefore, the experience of the Guided Democracy period should serve as a reflection for modern decentralization policies to emphasize a balance between political trust, regional autonomy, and national integration.

Abstract

Decentralization is one of the fundamental pillars in public administration that aims to bring government services closer to the people, enhance public participation, and strengthen regional autonomy. The implementation of decentralization in Indonesia is manifested through regional autonomy policies that provide space for local governments to manage governmental affairs in accordance with their needs and potentials. This article aims to analyze the relevance of decentralization theory to the dynamics of local governance, with a particular focus on community empowerment and the nagari system in Agam Regency. The method employed is a literature review, examining theories of decentralization, regulations on regional governance, and relevant previous studies. The findings indicate that decentralization theory not only provides a normative foundation for local governance but also offers a conceptual framework for understanding development dynamics based on community participation. In the context of Agam Regency, the nagari, as a distinctive local governance unit of the Minangkabau tradition, plays a strategic role in driving development and empowering communities. The nagari governance model illustrates how decentralization theory finds its relevance by allowing communities to be directly involved in planning, decision-making, and the implementation of development programs. Nevertheless, several challenges remain, such as limited institutional capacity at the nagari level, coordination among different levels of government, and the sustainability of empowerment programs, which are often constrained by resource limitations. This article concludes that the relevance of decentralization theory in the practice of village governance in Agam Regency not only strengthens community participation, but also emphasizes the importance of strengthening institutional capacity. ABSTRAK Desentralisasi merupakan salah satu pilar penting dalam administrasi publik yang bertujuan untuk mendekatkan pelayanan pemerintah kepada masyarakat, meningkatkan partisipasi publik, serta memperkuat kemandirian daerah. Penerapan desentralisasi di Indonesia diwujudkan melalui kebijakan otonomi daerah yang memberi ruang bagi pemerintah lokal untuk mengelola urusan pemerintahan sesuai dengan kebutuhan dan potensi daerahnya. Artikel ini bertujuan untuk menganalisis relevansi teori desentralisasi terhadap dinamika pemerintahan lokal dengan fokus pada pemberdayaan masyarakat dan nagari di Kabupaten Agam. Metode yang digunakan adalah kajian literatur, yaitu dengan menelaah teori-teori desentralisasi, regulasi tentang pemerintahan daerah, serta penelitian terdahulu yang relevan. Hasil kajian menunjukkan bahwa teori desentralisasi tidak hanya memiliki landasan normatif dalam penyelenggaraan pemerintahan lokal, tetapi juga memberikan kerangka konseptual untuk memahami dinamika pembangunan yang berbasis partisipasi masyarakat. Dalam konteks Kabupaten Agam, nagari sebagai satuan pemerintahan lokal khas Minangkabau berperan strategis dalam menggerakkan pembangunan dan pemberdayaan masyarakat. Model pemerintahan nagari memperlihatkan bagaimana teori desentralisasi menemukan relevansinya, yaitu dengan memberikan ruang bagi masyarakat untuk terlibat langsung dalam perencanaan, pengambilan keputusan, serta pelaksanaan pembangunan. Meski demikian, terdapat sejumlah tantangan, antara lain keterbatasan kapasitas kelembagaan nagari, koordinasi antarlevel pemerintahan, dan keberlanjutan program pemberdayaan yang sering terkendala oleh faktor sumber daya. Artikel ini menyimpulkan bahwa relevansi teori desentralisasi dalam praktik pemerintahan nagari di Kabupaten Agam tidak hanya memperkuat partisipasi masyarakat, tetapi juga menegaskan pentingnya penguatan kapasitas institusional.

Abstract

This study aims to understand the extent to which decentralization can bring government services closer to the public through the authority granted to regions. This study uses a literature review method by reviewing various scientific articles discussing decentralization and local government practices. The analysis shows that authority at the regional level provides opportunities for services to be more accessible because decisions can be made more quickly, flexibly, and more appropriately to regional conditions. Its effectiveness is evident through various adjustments made by regional governments, ranging from improving governance, restructuring administrative procedures, to managing resources that support service delivery. However, this success is still influenced by the readiness of regions to manage their authority and their ability to directly understand community needs. Overall, decentralization provides a strong foundation for creating closer and more relevant services for citizens when regional governments are able to optimally utilize the spatial authority granted.
