Abstract

In response to the Covid -19 pandemic imposed by the Indonesian government has impacted supply chains of various important commodities, including fish products. Lockdowns and mobility restrictions forced market players to limit their activities, change strategies or even close their businesses. This research, conducted in June 2020 - February 2021 in West Java Province, aimed to analyze patterns of adaptation taken by business players of the fisheries industry in facing the pandemic. The research methodological approach was the Supply Chain Operations Reference (SCOR) framework, which relied on data collected from 80 respondents proportionally representing impacted groups of fisheries business players in the West Java Province. The results showed that fisheries business players and the government had exercised some supply chain innovative adaptations, some of which can be considered potential adaptation strategies that will improve resilience and ensure the industry’s sustainability when similar pandemic crises occur in the future. These are (i) ensuring access to domestic and international supply chains, (ii) connecting fishery production centers with processors to reduce damage to fresh fish, (iii) creating added value using optimizing existing temporary fish storages, and (iv) promoting and delivering products through digital platform or e-commerce. Keywords:

Abstract

Tourism sector in Pangandaran Regency is an important sector that contributes regional income. One of the famous types of tourism in Pangandaran Regency is marine tourism. Conditions and geographical location of Pangandaran Regency which has 91 km coast line makes Pangandaran as one of the favorite marine tourism destinations in West Java. This conditions allows marine tourism to become a leading sector that has potential in terms of tourism attraction and economic valuation. Based on that condition, this study was conducted to find out the economic potential and the factors that influence numbers of tourist visits to marine tourism in Pangandaran Regency. A total of 96 tourist respondent were asked to answer several questions related to the study that was held at five marine tourism locations in Pangandaran Regency (Karapyak Beach, Pangandaran Beach, Batuhiu Beach, Batukaras Beach and Madasari Beach). This study began in September 2019 until July 2020. Based on the results of the study, it is known that marine tourism in Pangandaran Regency 3A potential (attraction, accessibility and amenities/accomodation). The findings indicated that from six factors under study, the most influential factors in the marine tourism demand in Pangandaran Regency are income, travel expense and distance travelled. Consumen surplus based on the individual travel cost method (TCM) amounting to 13,354 IDR per individual per visit and then obtained the estimated economic value of tourism is 51,763,207,799 IDR

Abstract

The spread of the Covid 19 outbreak felt its impact in the fisheries sector. The spread of Corona Virus has brought new challenges and risks in social life, including fisheries businesses. Fishery business practitioners, namely fishermen, fish cultivators, fishery product processors and fishery product marketers, experience logistical and marketing problems. Some indications of the impact of the Covid-19 pandemic are evident in the fisheries business. These indications are a decrease in the price of fishery products, a logistic system that cannot run normally, and a decrease in demand for fishery products, all of which impact on the household income of the fishery business. The disruption of distribution channels between businesses and consumers due to restrictions on human mobility that is applied to overcome the Covid 19 outbreak is the root cause. Regional quarantine as well as large-scale social restrictions do not prohibit mobility in the transportation of goods, but in reality these restrictions significantly impede the traffic of fishery products. This is reminiscent of the implementation of the 4.0 revolution in the fisheries and marine sector, where fisheries and marine businesses including fish farmers to innovate in the use of automation tools that are controlled from smartphone applications. With digital applications, cultivation can use it to anticipate during current conditions, when the Covid 19 pandemic occurs, where market access is directly restricted which can be circumvented by online marketing where producers and consumers do not make transactions directly. This reserach  aims to analyze the optimization of the role of social media for the development of fisheries business case studies in the middle of the Covid 19 pandemic in West Java. Research time is from February to May 2020. The research method used was a survey method. The data used are primary and secondary data. Primary data were obtained by taking the technique of non-probability sampling respondents to 40 respondents of fisheries businesses. The analytical tool used in this reserach  is non-parametric statistics with Friedman and Kendalls using twigs to scale. Based on the results of research, the level of knowledge of fisheries business operators regarding handling of Covid 19 averages 70% of knowing, understanding and implementing health protocols in carrying out daily activities, the role of social media is high for fisheries business actors consisting of fishermen, fish cultivators, fishery product processors and marketer of fishery products. Social media used include Instagram, Short Message Service (SMS), Websites, Blogs, Facebook and Whatsapps. The most optimal use of social media activities is carried out by fishery product marketers via Whatsapps. and Instagram.

Abstract

Pemanfaatan sumber daya perairan umum perlu diatur dengan kelembagaan pengelolaan yang efektif yang dapat menjamin manfaat bagi pelaku usaha dan kelestarian sumber daya yang ada. Penelitian ini bertujuan untuk mengkaji strategi adaptif pengelolaan perairan umum berbasis kelembagaan lokal, yang diharapkan dapat secara efektif menjawab tantangan pengelolaan sumber daya perairan umum. Penelitian ini menggunakan metode participatory action research  kemudian dideskriptifkan secara kuantitatif yang didukung oleh data primer dan sekunder yang diperoleh melalui Focused Group Disscusion (FGD) dan survei. Hasil penelitian menunjukkan bahwa di waduk Cirata telah diterapkan kelembagaaan lokal yaitu Masyarakat Peduli Cirata (MPC) yang melibatkan segenap stakeholders yaitu masyarakat pengguna perairan umum di Waduk Cirata, Dinas Kelautan dan perikanan Provinsi Jawa Barat, Badan Pengelola Waduk Cirata (BPWC) dan pembudidaya ikan KJA. Dari kasus kelembagaan di Waduk Cirata ini, dapat dipetik sejumlah pelajaran yang dapat diterapkan untuk kasus serupa di tempat lain. Pelajaran terpenting adalah terkait dengan penerapan strategi adaptif. Komponen utama dari strategi adaptif yang menopang efektivitas kelembagaan pada kasus Waduk Cirata adalah pemanfaatan dan kontrol tepat guna yang dilandasi kesepahamaan di antara stakeholders tentang fungsi potensial dari waduk dan interaksinya dengan lingkungan. Implementasi operasional dari strategi ini adalah: (1) memperbolehkan berlangsungnya perikanan budidaya karamba jaring apung (KJA), namun di sisi lain menerapkan kontrol dan dievaluasi untuk menjaga keseimbangan ekosistemnya dengan melibatkan kelompok MPC, (2) mendorong pengembangan wisata pemancingan (recreational fishing), tetapi melakukan langkah-langkah untuk pengendalian tangkapan sehingga tidak merusak keberlanjutan sumber daya ikan endemik, (3) pemanfaatan gulma eceng gondok yang dipadukan sekaligus dengan upaya pembersihan jalur transportasi air. Title: Studi Kasus di Perairan Umum Waduk Cirata Kab Cianjur, Jawa Barat) Adaptive Management Strategy Based on Local Institution  of The Aquatic Resource (A Case Study at The Cirata Reservoir  of Cianjur Regency, West JavaUtilization of open water resources needs to be regulated with effective management institution that can guarantee the benefits for the users and its sustainability. This research aims to examine and formulate adaptive strategies for the management of open water based on local institutions, which are expected to effectively answer the challenges of open water resource management. This research used participatory action research method approach and quantitatively described with primary and secondary data collected from Focused Group Disscusion (FGD) and surveys. Results showed that there are local established institution named Cirata Community Care (MPC) which involves all relevant stakeholders, they are common users, West Java Province Marine and Fisheries Service Office, Cirata Reservoir Management Agency (BPWC), and fisheries community. The case study of Cirata Reservoir resulted in a number of lesson learned that applicable to similar cases elsewhere. The most important one is its adaptive strategies. Main component of adaptive strategies to support the effectiveness of its local institution is the appropriate use and control mechanisms, i.e., those that are based on a common understanding among stakeholders regarding prospective functions of the reservoir and their interactions with environment. The implementation of this strategy covers the following actions : (1) to allow the floating net cage aquaculture as well as to control and evaluate its operation in order to maintain the balance of its ecosystem by involving MPC group; (2) to encourage the development of recreational fishing as well as to control the catch in order to sustain the endemic fish resources, and; (3) to use combined water hyacinth weeds as well as to clean water transport pathway altogether.

Abstract

Penelitian ini bertujuan untuk mengkaji sejauh mana kebijakan pemerintah daerah dalam mendukung tingkat keberlanjutan pengelolaan sumber daya perikanan melalui pendekatan model sinergitas perilaku ekonomi nelayan (Suatu Kasus di Kawasan Pangandaran Kabupaten Ciamis Provinsi Jawa Barat). Analisis terhadap kebijakan pemerintah daerah dalam mendukung tingkat keberlanjutan pengelolaan sumber daya perikanan tangkap dilakukan dengan menggunakan Analytical Hierarkhi Process (AHP). Kebijakan pemerintah daerah dalam mendukung tingkat keberlanjutan pengelolaan sumber daya perikanan melalui alternatif kebijakan Co-Management berpengaruh sebesar 44,6% terhadap tingkat keberlanjutan pengelolaan sumber daya perikanan. Pengendalian upaya penangkapan memiliki nilai bobot 0,336 artinya kebijakan pemerintah melalui pengendalian upaya penangkapan memiliki pengaruh sebesar 33,6% terhadap tingkat keberlanjutan pengelolaan sumber daya perikanan. Sinergitas perilaku ekonomi nelayan memiliki nilai bobot 0,131 artinya kebijakan pemerintah dengan memperhatikan sinergitas perilaku ekonomi nelayan memiliki pengaruh sebesar 13,1% terhadap tingkat keberlanjutan pengelolaan sumber daya perikanan. Penegakan hukum dan kelembagaan memiliki nilai bobot 0,088 artinya setiap kebijakan pemerintah melalui penegakan hukum dan kelembagaan memiliki pengaruh sebesar 0,88% terhadap tingkat keberlanjutan pengelolaan sumber daya perikanan. Kebijakan Co-management memiliki pengaruh yang besar terhadap tingkat keberlanjutan sumber daya perikanan tangkap di Kawasan Pangandaran Provinsi Jawa Barat.Title: Analysis of the Local Government Policy Supporting to Sustainable Fisheries Resources (Case Study in the Pangandaran, Ciamis District). This research aims to examine extent of government policy in support of Ciamis district level management sustainability of fishery resources through the synergy model approach to economic behaviour of fishers. Analysis of government policy in supporting the sustainability of fisheries resource management wes using the Analytical Hierarchy Process (AHP). Local government policies in supporting the sustainability of fisheries resource management were given through alternatives policies Co-Management, control of fishing effort, synergy model of economic behaviour of fishers, law enforcement and institutional. Government policy in supporting sustainable fisheries resource management through policy alternatives Co-Management influence for 44.6% of the level of sustainability of fisheries resources management. Controlling fishing effort has a value of 0.336 means that partial weight alternative government policy by controlling fishing effort has the effect of 33.6% of the level of sustainability of fisheries resource management; synergy of economic behaviour fishers has a value of 0.131 means that partial weight alternative government policies with respect to economic behaviour of fishers have synergy effect of 13.1% of the level of sustainability of fisheries resource management of law enforcement and institutions have partial weight value of 0.088 means that every government policy through the enforcement of laws and institutions have an influence on the level of 0.88% sustainable management of fisheries resources. Co-management policy has a great influence on the level of sustainability of fisheries resources in the area of Pangandaran, West Java Province.

Abstract

Usaha perikanan tangkap memiliki peran penting dalam penyediaan ikan di Jawa Barat. Usaha perikanan tangkap di kabupaten/kota yang memiliki laut telah berkembang sesuai dengan potensi wilayah serta berbagai sumber daya yang mendukungnya. Tingkat daya saing akan mencerminkan perbedaan perkembangan usaha perikanan tangkap di masing-masing daerah. Daya saing perikanan tangkap dapat dijadikan tolak ukur perkembangan, pemetaan, dan perencaaan pembangunan daerah. Tujuan penelitian ini untuk memetakan dan menganalisis daya saing subsektor perikanan tangkap antar kabupaten di Provinsi Jawa Barat. Penelitian dilakukan selama bulan Mei—September 2019. Metode yang digunakan dalam penelitian ini adalah metode literature review untuk memetakan dan menganalisis daya saing perikanan tangkap sepuluh kabupaten dan satu kota di Provinsi Jawa Barat yang memiliki wilayah laut. Data primer berupa pendapat ahli (expert judgement) mengenai proporsi daya saing usaha perikanan tangkap. Data sekunder berupa data statistik perikanan tangkap dari Dinas Kelautan dan Perikanan Provinsi Jawa Barat. Analisis data yang dilakukan menggunakan statistik deskriptif. Hasil penelitian ini menunjukan bahwa kabupaten yang berdaya saing sangat tinggi adalah Kabupaten Indramayu dan Cirebon. Keunggulan dari kedua kabupaten ini adalah sumber daya manusia, sarana dan prasarana, produksi, serta penerapan ilmu pengetahuan dan teknologi (Iptek). Sementara itu, Kabupaten Cianjur, Kabupaten Garut, dan Kabupaten Tasikmalaya yang berada di wilayah selatan mempunyai tingkat daya saing rendah.Title: Mapping the Competitiveness of Capture Fisheries Subsector in West Java ProvinceThe capture fisheries have an essential role in providing fish in West Java. Fishing efforts in districts/cities that have the sea have developed following the region’s potential and various resources that support it. The level of competitiveness will reflect the difference in the development of fishing businesses in each area. Therefore, the competitiveness of fishing can be used as a benchmark for regional development, regional mapping, and regional development planning. This study aims to map and analyze the competitiveness of the inter-district fishing subsector in West Java Province. The survey was conducted during May—September 2019. The method used in this study is a literature review method to map and analyze the competitiveness of fisheries capture ten districts and one city in West Java Province that has a sea area. Primary data in the form of expert judgement on the proportion of competitiveness of fishing businesses. Secondary data in fishing statistics from the Marine and Fisheries Office of West Java Province. Data analysis was conducted using descriptive statistics. This study shows that the very competitive districts are Indramayu and Cirebon regencies. The advantages of these two districts are human resources, facilities and infrastructure, production, and application of science and technology. Meanwhile, the southern region’s Cianjur Regency, Garut Regency, and Tasikmalaya Regency have low competitiveness levels.

Abstract

The spread of the Coronavirus outbreak has had an impact on the fisheries sector. The spread of the Corona Virus has brought new challenges and risks in social life, including capture fisheries products. Disruption of supply chain between business actors and consumers due to restrictions on human mobility that were implemented to overcome the Covid-19 outbreak. This reserach aims to analyze the fisheries risk management case study in pandemic Covid-19. This research was conducted in April - September 2020. The data used are primary and secondary data. Primary data obtained by taking non-probability sampling techniques to 50 respondents of capture fisheries business actors, using health protocols. Secondary data were obtained using literature studies. The analytical tool used in this research is descriptive analysis. Based on the results of research, the risks received by capture fisheries business actors include the risk of the capture fisheries production process during the Covid-19 pandemic, the risk of collaborating with capture fisheries production during the Covid-19 pandemic, the risk of decision making during the Covid-19 pandemic, the risk of product market capture fisheries during a pandemic. Adaptation strategies should be done undertaken by fishery business actors by optimizing the function and role of fishery cooperatives, strengthening marine and fisheries financial institutions, strategies for adapting fisheries marketing through a warehouse receipt system.

Abstract

From the bioecoregional point of view, the Pangandaran Regency is a land-water-mass with a strong ecological connectivity, and which also is chareacterized by the dominance of marine and fisheries resource potentials. In this region, a number of development variables exists and are available for transforming these natural resources into an advanced industry, which can sustain the region’s economy. Recognizing such a premise, this research aims at analyzing those variables in more detail, as associated with efforts to accellerate the establishment of a strong economy which is supported by a marine and fisheries industry in Pangandaran. The technopark concept is taken as the main reference for the industry to be developed while the gap analysis is taken as the research’s primary methodological approach. Primary and secondary data collected through literature study, discussion, consultation, field visits, and Focus Group Discussion (FGD) are used to carry out the gap analysis, which is then followed up by the SWOT analysis. Based on the research, it can be concluded that the existing bioecoregional setting as well as the available development variables are conducive to facilitate development of a marine and fisheries technopark as long as a number of improvement are carried out. A proposal to operationalize such improvements as suggested by the result of this research is demonstrated in a roadmap as presented in the final section of this paper.

Abstract

This study aimed to obtain information integration rice fish viewed from the perspective of agroeconomics. This study is motivated by the growth rate of rice production which likely to decline, decline in soil fertility due to continuous intensification. The method used was a survey method by taking the case of rice - fish farming in Solokan Jeruk District Bandung Regency West Java Province. Purposive sampling is used in this research. The expected benefit is to increase rice production, fish seed supply, income and welfare of farmers and the development of efficient utilization of paddy fields. The results showed the integration of fish rice as seen as agro-economic was positively gave the benefit for both farmers and for agricultural land itself. Keywords: rice, agro-economy

Abstract

Eceng gondok (Eichornia crassipes)merupakan salah satu tanaman air yang pertumbuhannya sangat cepat di perairan umum waduk Cirata, sehingga menutupi permukaan perairan umum di waduk Cirata. Eceng gondok (Eichornia crassipes) ternyata memberikan manfaat karena mampu menyerap zat organik, anorganik serta logam berat lainnya yang merupakan bahan pencemar dan dapat digunakan untuk bio energi, pupuk organik, pakan ikan dan kerajinan tangan.  Fungsi turunan tanaman air dilakukan melalui penyuluhan pemanfaatan tanaman air Eceng gondok (Eichornia crassipes)yang dilakukan di kelompok pembudidaya ikan karamba jaring apung , karang taruna dan tim pengerak PKK di Waduk Cirata Kabupaten Cianjur Provinsi Jawa Barat.  Metode yang digunakan melalui metode langsung pendekatan kelompok dengan partisipasi kegiatan penyuluhan, melalui pre test dan post test. Berdasarkan hasil kegiatan penyuluhan minat pemanfaatan tanaman air eceng gondok (Eichornia crassipes) menjadi produk pakan ikan sebesar 50 %, pupuk organik untuk tanaman pertanian sebesar 50 %,  bio briket energi terbaharukan 100 %, kertas seni 66,66 %, kerajinan tangan 40 %. Kegiatan tanaman air di peraiaran umum waduk Cirata harus dilakukan pendampingan secara silmultan dan penguatan kelembagaan lokal untuk menjaga keseimbangan ekosistem dan memberikan peluang ekonomi kreatif bagi masyarakat lokal.
