Abstract

The Pasuruan Regency Government created a program for Direct Electronic Population Administration Services (e-Pak Ladi Kiosk). The e-Pak Ladi Kiosk was established based on Pasuruan Regent Regulation Number 11 of 2021 concerning Population Administration and Civil Registration Services. The e-Pak Ladi Kiosk is an innovation in population administration services designed to facilitate the community in accessing various services, such as the creation of Family Cards (KK), Identity Cards (KTP), Child Identity Cards (KIA), birth certificates, and death certificates that are technology-based. However, in practice, it is still not optimal. This research aims to analyze the quality of services of the e-Pak Ladi program. The research method used in this study is qualitative and descriptive. The results of this study indicate a low understanding among the community, particularly among the elderly, regarding the digital service system, which leads to a gap in information access and service utilization. Misunderstandings about the concept of 'digital' as an all-in-one fast service also trigger disappointment when technical disruptions occur, such as slow servers or routine app updates almost every month. Socialization strategies through community forums and approaches to students have been implemented, but have not yet reached all layers of society.

Abstract

Maladministration in public service delivery remains a critical issue in establishing a responsive and accountable bureaucracy. The Indonesian Ombudsman serves as an oversight institution tasked with addressing public complaints related to suspected administrative misconduct. This study adopts a descriptive qualitative approach, utilizing data collection techniques such as observation, interviews, and documentation. The research was conducted at the East Java Regional Office of the Indonesian Ombudsman. Field findings indicate that the effectiveness of maladministration complaint handling still encounters several challenges, including limited resources, low public participation, and suboptimal coordination among related institutions. The study applies the implementation framework proposed by Sanford and Moulton, which emphasizes three key indicators: the context of change, core program design, and technical-adaptive challenges. The analysis reveals that although the implementation of complaint handling has shown progress, its overall effectiveness has yet to reach its full potential. This research aims to analyze the effectiveness of maladministration complaint handling and to identify the barriers encountered during its implementation at the East Java Office of the Indonesian Ombudsman.

Abstract

This study analyzes the dynamics of the formulation of changes to the Village Revenue and Expenditure Budget (APBDes) Number 5 of 2024 in Cowek Village, Purwodadi, Pasuruan. The background is the importance of quality village governance, especially with the existence of village funds from Law Number 6 of 2014. APBDes must be managed in a transparent, accountable, and participatory manner, as well as in an orderly manner. Changes to the APBDes are influenced by responses to local needs, government policies, regulations, and economic conditions. The purpose of this study is to understand the process and identify supporting and inhibiting factors for changes to the APBDes. Using qualitative descriptive methods, this study analyzes the influencing factors, implementation challenges, development impacts, the process of preparation and ratification, and transparency and accountability. Data were obtained through interviews and direct observations with village officials and the BPD, supported by secondary data. The results of the study show that changes to the 2024 APBDes are driven by adjustments to fund allocations according to community needs and new policies, as well as responses to evaluations. The process is transparent and participatory through village deliberations. The 2024 allocation priorities focus on physical development (piping, roads, paving, bridges), waste management, and livestock food security.

Abstract

Mosque minarets are usually tall buildings equipped with loudspeakers for the call to prayer. The shapes of existing mosque towers vary. There are classic shapes, variations, rectangular, spiral towers and cylindrical towers. In classical towers, the ground floor is rectangular, rising to the top to become an octagon, then a cylindrical tower topped by a small dome. The Babussalam Tower is located near the Babus Salam door, door number 1 in the Nabawi Mosque in Medina. It was built in 1307 AD. This tower model was chosen by the owner of the tower construction work for the As Suada Mosque, Waringin Hulu Sungai Utara. This research focuses on ornaments that are quite large, massive and heavy. Its complex shape and high location result in the need to guarantee structural strength and long durability. Failure of this section carries a major risk of accident for anyone crushed below. This requires careful planning and implementation methods to ensure the work is of good quality, both in terms of design accuracy and strength. Writing down the methods that have been used and appear to be successful can hopefully be a trail that can be studied for other complex ornamental structures in the future.

Abstract

This research aims to analyze the dynamics of the relationship between village government (principal) and the Tourism Awareness Group (Pokdarwis) as agents in managing the Banyumili Tourism Village, Kolursari, Bangil, Pasuruan. Using a qualitative case study approach, data were collected through in-depth interviews, participatory observation, document analysis, and focus group discussions. The results of the study indicate the presence of information asymmetry and potential moral hazard in the principal-agent relationship, caused by the lack of formal contracts and effective incentive mechanisms. Additionally, community participation and collaboration among stakeholders remain limited, hindering sustainable tourism management. The implications of these findings emphasize the importance of drafting clear contracts, strengthening the capacity of Pokdarwis, and enhancing community participation and multi-stakeholder collaboration. The limitation of this study lies in its focus on a single case study, so the results may not be generalizable to other contexts.

Abstract

Penelitian kepustakaan ini secara komprehensif bertujuan untuk menganalisis dan mensintesis secara mendalam literatur relevan mengenai konsep fundamental berpikir (tafakur) dan kecerdasan yang terintegrasi dalam perspektif psikologi pendidikan Islam. Dengan pendekatan kualitatif dan analisis isi yang ketat, kajian ini menelusuri sumber ilmiah terpercaya melalui penelusuran terstruktur pada database elektronik seperti Google Scholar, ERIC, dan ProQuest, menggunakan kata kunci spesifik serta kriteria inklusi dan eksklusi yang ketat untuk memastikan relevansi dan kualitas data. Proses analisis data dilakukan bertahap dan sistematis, meliputi reduksi, penyajian, interpretasi mendalam, perbandingan komprehensif, sintesis temuan yang terintegrasi, hingga penarikan kesimpulan yang valid dan teruji secara akademis. Hasil analisis secara jelas menunjukkan bahwa berpikir (tafakur), sebagai aktivitas mental yang fundamental dan esensial dalam ajaran Islam, memainkan peran yang sangat krusial sebagai landasan utama bagi pengembangan kecerdasan secara holistik. Tafakur tidak hanya dipahami sebagai proses kognitif semata dalam mengolah informasi dan memecahkan masalah (IQ), tetapi juga melibatkan dimensi perenungan mendalam yang esensial bagi pengembangan kecerdasan emosional (EQ) melalui peningkatan kesadaran diri dan empati yang mendalam, serta memperkuat kecerdasan spiritual (SQ) melalui penguatan hubungan yang mendalam dengan Allah dan pemahaman yang lebih baik akan tujuan hidup yang sebenarnya. Kesimpulan utama kajian ini menegaskan bahwa tafakur dan kecerdasan memiliki keterkaitan yang inheren, sinergis, dan saling memperkuat dalam kerangka psikologi pendidikan Islam yang komprehensif. Pengembangan kecerdasan yang holistik dan seimbang, sebagaimana diamanatkan Al-Qur'an dan Hadis, tak terpisahkan dari pembiasaan berpikir mendalam dan reflektif yang berorientasi pada hikmah. Pendidikan Islam idealnya mendorong peserta didik untuk mengembangkan kemampuan berpikir kritis yang tajam, merenungkan makna yang mendalam dari setiap fenomena, dan mengaplikasikan pemahaman secara bijaksana dalam berbagai aspek kehidupan yang kompleks, sehingga potensi kecerdasan mereka berkembang secara optimal dan memberikan manfaat luas bagi diri sendiri, keluarga, masyarakat, dan lingkungan sekitar.

Abstract

Cuko pempek is a palm sugar sauce with sour taste and a distinctive pungent aroma. The objective were to obtain palm sugar characteristics, and to study the effect of palm sugar types and water addition on the preference, viscosity, and total dissolved solids (TDS) of cuko. The preliminary research was to obtain chemical composition of palm sugar and spiciness preference for cuko with several chili concentration. The primary research used completely randomized design with two factors of palm sugar types and sugar to water ratio. The preliminary showed 5% chili was the most preferred spiciness, as well as the chemicals of Palembang palm sugar met the standard, while ash content of local palm sugar of Leuwiliang and South Bogor exceeds the SNI standard. Leuwiliang palm sugar has the highest ash and sucrose content, while Palembang palm sugar has the highest reducing sugar. The primary results showed that different palm sugar significantly affected the taste preference and the viscosity of cuko. Water addition could reduce the thickness and overall preferences, as well as the TDS and the viscosity of cuko. Also, Bogor local palm sugar could be used as raw material in cuko pempek as well as Palembang palm sugar, where the chosen in this study was South Bogor palm sugar with sugar and water ratio of 1:2.

Abstract

Upaya penjualan produk UMKM pasca panedemi Covid-19 harus dilakukan untuk kembali menggerakkan roda ekonomi. Tujuan dari pengabdian ini adalah untuk membantu pihak UMKM Sabilulungan Kecamatan Dramaga dalam meningkatkan kembali omset dari penjualan produk yogurtnya. Metode yang dilakukan meliputi metode wawancara pada pihak UMKM dan pengisian kuisioner oleh konsumen yang membeli produk yogurt pada saat kegiatan bazar Jubaeda di Universitas Djuanda. Hasil kegiatan pengabdian ini menunjukkan bahwa UMKM Sabilulungan kembali bersemangat dalam memproduksi dan menjual produknya ke pasaran pasca panemi Covid-19. Selain itu, hasil pengisian kuisioner menunjukkan bahwa produk yogurt ini memiliki potensi penjualan yang lebih baik di masa yang akan datang. Hal ini tercermin dari hasil kuisioner yang menunjukkan produk disukai oleh konsumen dan konsumen menyatakaningin kembali membeli produk yogurt UMKM Sabilulungan di masa yang akan datang.

Abstract

This study addresses the gap in understanding how such policies influence local economies, specifically in Winong Village. The research introduces a novel application of the pentahelix model, focusing on private actors' role in fostering "Creating Shared Value" (CSV), an evolution of Corporate Social Responsibility (CSR). Unlike traditional CSR initiatives, CSV emphasizes collaborative value creation that benefits both businesses and communities. This qualitative descriptive research aims to explore and develop collaboration among pentahelix actors—government, private sector, academia, media, and society—who play pivotal roles in economic development. Through in-depth analysis of social realities, the study identifies the unique characteristics and potential of the pentahelix model in enhancing community economic empowerment. Field findings reveal that the pentahelix model, integrated with the CSV approach, effectively supports sustainable economic growth in Winong Village. These results highlight the importance of fostering public-private partnerships and innovative strategies for post-pandemic economic recovery, offering valuable insights for broader applications in similar contexts.

Abstract

This study explores governance dynamics within Banyumili Tourism Village in Pasuruan Regency, Indonesia, through the lens ofprincipal-agent theory. Using a qualitative case study design, data were collected from 31 stakeholders including 22 Pokdarwis managers, 3 local government officials, 3 private sector actors, and 3 academics through in-depth interviews, field observations, and a Focus Group Discussion (FGD). Thematic analysis using Atlas.ti revealed five central themes: unequal partnership structures, information asymmetry, moral hazard, adverse selection, and weak collaborative mechanisms. The findings highlight howPokdarwis’ dominant position in information control led to deviations from agreed tourism plans, exclusion of key stakeholders, and challenges in ensuring transparency and accountability. The study contributes to tourism governance literature by emphasizing the need for contract clarity, participatory oversight, and stronger checks to align community-based tourism with inclusive and sustainable development goals. Future research should examine comparative models of tourism partnership governance insimilar rural contexts.
