Abstract

Abstract

The increasingly dynamic and competitive environment faced by state-owned enterprises highlights the importance of effective leadership in ensuring the successful implementation of strategic human resource management practices. This study examines the effect of Leadership on the successful implementation of High-Performance Work Systems (HPWS), with Organizational Commitment and Innovation Culture serving as intervening variables, at PT PLN (Persero) UP3 Mojokerto. Using a quantitative research design, data were collected through a census survey of all 85 permanent employees and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results reveal that leadership has a positive and significant direct effect on HPWS, as well as on organizational commitment and innovation culture. Furthermore, organizational commitment and innovation culture were found to have significant positive effects on HPWS and to partially mediate the relationship between leadership and HPWS. These findings indicate that leadership enhances HPWS implementation not only through direct managerial influence but also indirectly by strengthening employees’ psychological attachment to the organization and fostering an innovation-oriented work environment. Overall, this study provides empirical evidence that integrating leadership practices with efforts to build organizational commitment and innovation culture is essential for achieving sustainable HPWS, particularly within the context of Indonesian state-owned enterprises

Abstract

This study aims to describe the implementation of accrual based reporting policy on LKPP-KPPN Malang with the Policy Implementation Theory of Edward III (1980) as an analytical tool on supporting and inhibiting factors of implementation in internal KPPN Malang. This research uses qualitative research method with case study research model. The results showed that in implementing the policy, KPPN Malang undertook the following steps: preparation (establishment of reconciliation team and LKPP compilers, policy socialization), implementation (report reconciliation, coordination with work unit), measurement (reconciliation of reconciliation balance and internal KPPN ), and reporting (report presentation, report analysis and CALK compilation). The supporting factor of implementation comes from communication and financial resources, while the inhibiting factors come from human resources, equipment resources, dispositions and bureaucratic structures.

Abstract

This research is motivated by the importance of improving the quality of primary healthcare services in building long-term relationships with patients, particularly through service innovation and the formation of a positive image of community health centers. Patient loyalty becomes a crucial aspect as it reflects trust and the continuity of healthcare service utilization. This study aims to examine the effects of service innovation and community health center image on patient loyalty, with patient satisfaction as a mediating variable. The study uses a quantitative, explanatory design. The research population consists of outpatients at the UPTD Community Health Center in Trowulan District, Mojokerto Regency, with a sample of 167 respondents selected using accidental sampling. Data collection was conducted using a Likert-scale questionnaire, and data analysis was performed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS 4. Research results show that service innovation and the health center's image positively affect patient satisfaction and loyalty. In addition, patient satisfaction acts as a mediating variable, strengthening the relationship between service innovation and the health center's image and patient loyalty.

Abstract

Substance use rehabilitation is commonly approached through biomedical and psychosocial frameworks, with comparatively limited attention to how moral and spiritual meanings are constructed within recovery processes. In contexts where religious belief systems are embedded in everyday life, recovery may involve not only behavioral change but also the reinterpretation of self, responsibility, and life purpose. This study explores how individuals undergoing rehabilitation interpret and make sense of their recovery experiences through a da’wah counseling approach. An interpretive qualitative study was conducted at the National Narcotics Agency (BNN) in Lampung, Indonesia. Data were generated through in-depth interviews involving counselors and clients undergoing rehabilitation. Analysis focused on interpreting how participants understood and negotiated their experiences, using an iterative process of coding, comparison, and thematic interpretation. Findings indicate that da’wah counseling was experienced by participants as a process of moral and spiritual meaning-making rather than solely as religious instruction. Through guided reflection and value-oriented dialogue, clients reinterpreted their past behaviors, reframed recovery as a form of moral responsibility, and reconstructed a sense of self aligned with religious and social values. Practices such as remembrance (dzikir), repentance (taubah), and trust in God (tawakkul) were not only performed but imbued with personal meaning, serving as resources for managing emotional distress and sustaining behavioral change. Participants described recovery as a process of becoming more self-aware, emotionally regulated, and oriented toward purposeful living. These findings do not claim effectiveness but offer interpretive insight into how recovery is shaped through moral and spiritual meaning-making within a specific cultural and institutional context. The study contributes to culturally responsive counseling by illustrating how religious concepts can function as interpretive resources through which individuals understand and sustain change.
