Abstract

Abstract

Regional economic development in the concept of spatial planning is based on cultivation areas, including the allocation of production forests, agriculture, mining, settlements, industry, tourism and trade. Economic development in rural areas is not only to improve welfare but also to fulfill food (rice) needs. One of the benchmarks for the level of welfare is the Gross Regional Domestic Product (GDP). Conversion of agricultural land into built-up land is a mechanism for regional economic development activities, where to increase GDP, allocate the widest possible allocation of industrial, trade and residential space which has implications for increasing conversion of agricultural land (rice fields) and reducing rice production facilities so that food fulfillment is constrained, in other words, there is a trade off in the use of agricultural land (rice fields). The purpose of this study was to analyze the distribution and conversion of paddy fields pattern in terms of space designation, road access and land prices, analyze the spatial designation factors affecting paddy field conversion and determine the priority scale of revision of Spatial Planning in terms of the potential for rice field conversion in rural areas. The research location is distinguished in rural areas with high and low industrialization and urbanization. Input data using spatial software with overlay technique and to answer the objectives using quantitative spatial analysis, multiple linear regression analysis and spatial multicriteria analysis of 4 (four) criteria (space allocation, road access, population density and land prices). The results showed that the distribution pattern of paddy fields according to road access was dominant in an area > 3 km from the road, followed by an area of 1-3 km from the road and the lowest in an area of 0-1 km from the road. The distribution of paddy fields according to the spatial designation is dominant with the designation of agricultural space-wetland, while the rice fields with the designation of space-residential, trade, industry is dominant in rural areas with high industrialization and urbanization. Conversion of paddy fields into built-up land is dominant in industrialized and urbanized highly rural areas, in the designation of space-residential, trade, industry and in areas 0-3 km from the road. The allocation of space for paddy fields can have an impact on encouraging or controlling land conversion, where rice fields with the designation of space-residential, trade, industry can encourage land conversion, on the other hand, rice fields with non-residential designation for industrial trade are relatively controllable. Revision of Spatial Planning is recommended in rural areas with relatively high potential for conversion of paddy fields, namely in rural areas with high industrialization and urbanization.

Abstract

Spatial planning is a tool to achieve braden goals of development. To support economic development in Timor Leste, it needs an optimal spatial structure planning that supports connectivities between districts through infrastructures network. This research aimed to analyze and explain disparities, interaction and optimal regional spatial structure using variables of infrastructures and public facilities on national and regional/districts/subnational activities center. This research used Scalogram and gravitation modelling analysis. The results showed that there is a high disparity level between districts in Timor-Leste that caused by the lack of public facilities and lack of access to public services. Moreover, the spatial structure interaction between districts are very weak. To cope with those problems, this research suggested the formulation of one national activity center located in the north (Dili) and three Regional (subnational) Activity Center (RAC) located at Ermera in the west, Baucau in the east and Manufahi in the south of Timor-Leste

Abstract

Regencies in the northern coast of Central Java must transform their development priorities, based on their local potential resources and optimize their new sources of growth. Jepara, a costal regency located in northern coast of Central Java province, has a coastline of 82.73 km and 16 sub-districts consisting 9 coastal sub-districts and 7 inland sub-districts. The concentration of population in coastal areas causes the coastal sub-districts to be more developed than the inland sub-districts. The objectives of this study were (1) to analyze the level of sub-districts’ development based on their infrastructures and facilities and (2) to analyze stakeholder perception on coastal area development of Jepara. The methods used for analysis were scalogram analysis method and AHP (Analytical Hierarchy Process). The result of study showed that Kedung, Jepara, Keling and Karimunjawa sub-district are coastal sub-districts whith level I on hierarchy which means they are high development areas. The result of stakeholder perception analysis showed infrastructure availability as the main priority for coastal area development, nautical tourism as the main activity that shall be developed in coastal regions, and Karimunjawa sub-district as the main priority for development in Jepara regency.

Abstract

Anti-poverty programs and policies are designed similar for all regions in Indonesia, disregarding the local socio-culture and the poverty spatial pattern of the regions. The approach is based on central government’s program and not based on each region’s locality. This generic programming approach caused the achievement of development goals decline. The effect of space on poverty can be identified by the presence of spatial autocorrelation, which is the link between the examined variable to itself in a spatial manner or commonly referred to as spatial dependence. The aim of this paper is to investigate the global and local spatial autocorrelation for micro poverty data set in Bengkulu City in order to identify spatial approach for its anti-poverty program. Global Moran Index (MI) tests identifies the overall occurrence of autocorrelation, meanwhile the local spatial test shows which subdistricts has the presence of autocorrelation. Global and local MI are popular tools utilized to calculate the spatial effect, particularly to present spatial dependencies. The relation between urban village linkages obtained an MI value of 0.322. This MI value indicates the presence of spatial autocorrelation for subdistricts located in cluster. In local spatial effect observation using Local Indicator of Spatial Autocorrelation (LISA), its discovered that there are several subdistricts having autocorrelation, meanwhile the rest are not significant. Cluster mapping on global MI and LISA shows high-high poverty districts are located in the south of the city, low-high poverty districts in the east, and low-low high-low poverty districts near the city center.

Abstract

Bogor city is facing very serious congestion problems. Rearrangement of the spatial structure of the urban growth centers could improve the city's transportation system. This study aims to map the density of traffic, analyze the hierarchy of growth centers, analyze the spatial interactions and formulate alternative arrangement of the centers of the new activities. The study was conducted through descriptive analysis, Schallogram method, the Spatial Gravitation Model and TOPSIS. Schallogram analysis is used to analyze the hierarchy level of service. The Gravity Model is used to analyze the interaction between the regions. TOPSIS analysis is used to identify priority areas and new growth centers. This study analyzed data on the volume of vehicles, facilities area, population, road length, road network maps, and spatial plan (RTRW). The areas in the city center had the highest traffic density and the highest hierarchical. While suburban areas tend to have the lowest hierarchy. Based on the results of gravity model analysis, the areas with the highest attraction located in the city center and extends along the corridor to the north and the south. While the production area spread around the suburbs. Based on the analysis TOPSIS recommend new growth centers, namely Margajaya, Cimahpar, and Bojongkerta.

Abstract

Jabodetabek and Bandung Raya metropolitan region experienced an urban expansion phenomenon that caused the two metropolitan regions to become increasingly connected by a corridor and form a mega-urban region caused by the conurbation process. Purwakarta regency is one of the regions in Jakarta-Bandung corridor that experienced the impact of Jakarta-Bandung conurbation process. This study aims to analyze the level of regional development, to analyze land cover change that occurred, and to predict Purwakarta Regency land use/land cover in 2030. Regional development analysis is done by using the Scalogram method based on Potential Village data of year 2003 and 2014. Land cover change analysis is done through spatial analysis by overlaying land cover Landsat Satellite Image of year 2000 and 2015. Land use/land cover prediction in 2030 is conducted through spatial modelling of Cellular Automata Markov method. Purwakarta Regency experienced an increase in regional development within the period of 11 years (2003 to 2014), which is marked by a decrease in the percentage of the number of villages that are in hierarchy III and increase in the percentage of the number of villages that are in hierarchy II and I. In general, within 15 years (2000 to 2015) Purwakarta Regency has increasing number of built-up area and mixed gardens, meanwhile dry land, forest, paddy field, and water bodies tend to decrease. The results of CA Markov analysis show that the built-up area is predicted to continue to increase from 2000 to 2030, meanwhile paddy fields and water bodies will continue to decrease.

Abstract

Dynamics and Projections of Land Cover Changes and Spatial Plan Inconsistenciesin Kendeng Mountains Region Kendeng is limestone mountains that stretch across the northern part of Java Island. It is located in 7 regencies in 2 provinces (Pati, Grobogan, Blora, and Rembang Regenciy in Central Java Province; and Lamongan, Bojonegoro, and Tuban Regency in East Java Province). Kendeng Mountains is rich in natural resources and biodiversity. However, the development of mining activities and other cultivation activities has led to a dynamic land cover changes and threatens to damage the karst area of Kendeng Mountains. This research aims to: (1) identify the dynamics of land cover changes (LCC) in Kendeng Mountains (1996–2016); (2) conduct projections of the LCC in 2036; and (3) analyze spatial plan inconsistencies in the region. LCC analysis was conducted with ArcGIS 10.3 software using land cover maps of 1996, 2000, 2006, 2011, and 2016 from the Ministry of Environment and Forestry. Projections of LCC in 2036 was analyzed by CA-Markov using Idrisi Selva software. Spatial plan inconsistency analysis was carried out by overlaying land cover maps with Spatial Plan (RTRW) maps. Based on CA-Markov analysis, the mining area increased from 12 ha (1996) to 1,660 ha (2016), as well as built-up area from 83,543 ha (1996) to 96,761 ha (2016). The projection of land cover change predicts that mining area and built-up area in 2036 will increase to 3,646 ha and 110,843 ha. Existing area (in 2016) which is inconsistent with the Spatial Plan is 12.3%. Based on predicted LCC in 2036, it seems that the chances of spatial plan inconsistencies in this region will increase more in the future.

Abstract

Disparity, Spatial Pattern, and Performance of Regional Development in East Java Province Development is a multidimensional process that aims to generate significant changes in the betterment of people's lives. However, development does not always able to form regional balance. The phenomenon of disparity always shades the regional development process. As a province with the highest number of regencies and cities, the development of East Java Province is inseparable from the phenomenon of disparity. This study aimed to analyze the performance, regional disparities, and spatial autocorrelation of regional development in East Java Province in 2017. Performance of regional development was measured using TOPSIS analysis. Level of regional disparity was calculated by the Coefficient Variation (CV). Spatial pattern of development performance was explored through analysis of spatial autocorrelation by Moran Index and Local Indicator of Spatial Autocorrelation (LISA). Results of analysis on regional development performance show that Kediri City had the highest performance in East Java Province, meanwhile Tuban Regency had the lowest performance. At the regional level, Pantura (North Coast) and Central Region have higher regional development performance average compared to Pansela (South Coast), Tapal Kuda, and Madura regions. Regional disparity in East Java Province occur between regions and within regions (between regencies/cities). Pantura is the region with the highest regional development performance disparity, meanwhile Madura region is relatively homogenous with low development performance. Result of Moran and LISA analysis interpret that spatial and contiguity aspects effect regional development significantly which tends to form a cluster pattern. Therefore, spatial factors and regional linkage are essential elements in regional development.
