Abstract

Terraced paddy fields play an important role not only in the food production function, but also in flooding control, water source recharge, and soil erosion and landslide prevention in mountainous area. Abandonment has been occurring in many countries due to natural condition climate, low-productive, less economic condition, depopulation, aging, and poor work efficiency. However, the terraced fields in Malasari village, Bogor Regency are relatively sustained and constantly maintained by traditional local farmers. Therefore, this study aims to seek keys to how to maintain of the terraced paddy fields by local farmers in Malasari village. The survey was conducted from October 2019 to January 2020 on Malasari village (6°40’S and 106°31’E) by using primary and secondary data with a sample of 28 households. Questionnaire survey was conducted to elicit primary data on farmer’s basic information. Verification of land cover in Malasari village was carried out by visual interpretation land cover in images obtained from drone image in 2019. The terraced paddy fields have been maintained by local farmers contentiously. Two factors are discovered maintained the terraced paddy fields, namely: (1) the local wisdom technique is an act that has direct influences on the physical structure of terraced paddy fields for maintaining, especially land management which is plowing and making levee are playing an important role, and (2) social capital is an act that has indirect influences on the terraced paddy fields. These factors interact with each other to maintain the terraced paddy fields.

Abstract

The high number of commuters in Bogor Regency has triggered the development of settlements at transit areas. In addition, Bogor Regency is also connected to rail-based mass public transportation in the Jabodetabek area which supports the mobility of its population. This study aims to identify the suitability of a transit area to be developed with Transit Oriented Development (TOD) concept. The research location is among the transit areas of two intercity train stations and seven existing urban commuter line train stations in Bogor Regency. Observations focused on the area in a radius of 800 meters from the station which is assessed as the maximum distance a person can walk for 15 minutes. Potential locations are determined by the AHP (Analytical Hierarchy Process) and TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method on several variables that form the ideal TOD. The variables observed include aspects of transportation and aspects of land use which are derived into several indicators. Based on the research, it was found that the most potential area to be developed with the TOD concept is the transit area of Cibinong station, followed by transit areas of Bojonggede station, Citayam station, and Cilebut station. Meanwhile, transit areas of Parung Panjang station and Tenjo station have medium potential, and transit areas Maseng Station and Cigombong Station are not potential.

Abstract

The characteristics of mountain villages are very different from valley villages and plain villages, but socio-economically and environmentally related to each other. This study aims to analyze the level of development of physical facilities in mountain villages, analyze the village development index based on the dimensions of village development, and analyze the components of socio-economic, environmental, and developmental characteristics of mountainous villages in Central Java. Analysis of the level of development of mountainous village physical facilities used skalogram based on PODES 2018 data, village development index based on the dimensions of village development used the Village Index (ID) calculation formula, and analysis of the characteristics of the socio-economic, environmental, and developmental components of mountain villages used Principal Component Analysis (PCA). Results of the analysis of the level of development of the physical facilities of the mountainous villages show that 413 villages (67.81%) of the mountains are in the third hierarchical class (less developed). The category of village development based on the dimensions of development shows that mountain villages are included in the category of developing villages with an average value of ID 54.17. The components that best characterize the characteristics of mountainous villages are the potential for the danger of 21.9%, the availability of secondary school education facilities, health facilities, and the village development level of 16%, the component of trade facilities 5.8. %, the component of the availability of the micro-industry is 13.25%, and the component of the availability of health facilities are 8.8%.

Abstract

Abstrak Pasar rakyat merupakan salah satu sumber Pendapatan Asli Daerah (PAD) di Kabupaten Bogor. Pembangunan pasar mengacu pada Perda Kota Bogor No.11 Tahun 2012 dengan memperhatikan kebutuhan masyarakat di sekitarnya supaya dapat dimanfaatkan secara optimal. Penelitian ini bertujuan untuk melihat kesesuaian kondisi pasar rakyat dengan SNI pasar dan kebutuhan penggunanya. Fasilitas yang dievalusi yaitu sarana prasarana, kebersihan, keamanan, dan aksesibilitas dengan analisis deskriptif terhadap persentase kesesuaian kondisi eksisting dengan SNI pasar. Metode Important Performance Analysis (IPA) digunakan untuk mengukur indeks kepentingan dan kinerja fasilitas pasar serta metode Customer Satisfaction Index (CSI) untuk mengukur indeks kepuasan pengguna terhadap pasar. Hasil penelitian menunjukkan bahwa belum ada pasar yang 100% sesuai dengan SNI Pasar Rakyat. Berdasarkan persepsi pengguna, terdapat 4 fasilitas penting yang harus diperhatikan pengelola yaitu jumlah hidran air, lokasi hidran air, jumlah CCTV, dan lokasi CCTV. Masih diperlukan kebijakan dalam pengelolaan dan perbaikan pada fasilitas yang tersedia di sebagian besar pasar rakyat yang ada di Kabupaten Bogor, dimana secara keseluruhan tingkat kepuasan pengguna terhadap pasar rakyat kelas I dan kelas II masuk pada kriteria cause for concern dan pada pasar kelas III masuk pada kriteria poor dengan rata-rata kepuasan secara keseluruhan pasar sebesar 70 %. Kata Kunci: Pasar Rakyat, Analisis Kepentingan, Tingkat Kepuasan, IPA dan CSI, SNI Abstract Traditional market is one of revenue source (PAD) in Kabupaten Bogor. The market development must refer to Bogor local government regulation No. 11 Tahun 2012 and incorporate the needs of society around them to be optimize maximally. This study aims to find the consistency of the traditional market condition against SNI on market and the needs of the users. The evaluated facilities are the condition of infrastructure, cleanliness, security, and accessibility. Analysis using have been carried out with a method of descriptive heading for measuring the percentage of the consistency of the exsisting traditional market condition with SNI Pasar. A method of Important Performance Analysis (IPA) used to measure performance index of interest and facilities as wel as a method of customer satisfaction index (CSI) for measuring user satisfaction index to the traditional market. The results showed that there was no market that was 100% in accordance with the SNI Pasar Rakyat. Based on the users perception, there are 4 important facilities that must be considered which are the number of water hydrants, the location of water hydrants, the number of CCTVs, and the location of CCTV. Therefore, market management policy is still needed to improve management and facilities at traditional market in Kabupaten Bogor, where overall user satisfaction to the market class I and class II in on the cause for concern and on class III markets enters at the poor overall satisfaction with an average of 70%. Abstract

The objectives of this research are to examine: (11) patterns of land use change in Jabodetabek and (2) the inter-sector and inter-spatial linkage models in changes in agricultural land use.. The research was conducted by using the analysis of Geographic Information System (GIS), Inter Regional Input-Output (IRIO) and dynamic systems. The result shows that land use change from agricultural land into built up area during 1972-2017 where the built-up area in Jakarta becomes wider with the periphery becomes larger by following of the area where the transportation infrastructure has been built well through rail road or toll road, artery road and Jakarta outer ring road. The change of land use is also influenced by economic linksages among Jakarta Province, Bogor-Depok-Tangerang-Bekasi (Bodetabek) region, and outer of Jabodetabek region. In general, scenario model 2 is the best choice, which provides an impact on the best land use change and the increase impact of economic growth.

Abstract

Rapid development and high population density are among the factors that cause slum settlements Tangerang Regency. Factors that cause slum settlements in Tangerang Regency have not been identified specifically and the handling of slum settlements are still seen to be uniform between regions. The purpose of this research is to identify the pattern of distribution of slum settlements in Tangerang Regency and the spatial diversity of factors that influence it. Methods used to identify the distribution pattern of slums are Moran's Index, Moran's Scatterplot, and Local Indicator Spatial Autocorrelation. Meanwhile, to understand the spatial diversity of the factors that affect slum settlements, multiple regression analysis was performed using forward stepwise regression, followed by Geographically Weighted Regression (GWR) analysis. Results shows that the pattern of spatial distribution of slum settlements in 2016 and 2018 was concentrated in the northern and southern areas of Tangerang Regency. The distribution pattern of slums shows a centered movement towards the district border with the surrounding areas, namely DKI Jakarta, Tangerang City, and South Tangerang City. The relationship between the Village Development Index and the Land Value Zone has a fairly weak positive correlation, the relationship between the Kelurahan Development Index and the percentage of slum area does not have a significant correlation, while the Land Value Zone with the percentage of slum area has a weak positive correlation. Slum settlements in Tangerang Regency are influenced by physical and non-physical factors including the number of slum location points, the percentage of residential buildings that do not have a building permit, and the percentage of areas affected by inundation. The results of the GWR analysis show that each factor that has a significant influence on slum settlements in Tangerang Regency has a different influence locally in each observed area.

Abstract

The West-East corridor is one of the main gateways to enter West Sumatra Province. The West-East corridor, which passes through 65 districts, has a variety of potentials and problems. This means, the growth rate of each district will be different. The growth rate and strength of the relationship among regions can be observed through the gravity model's spatial interactions. The gravity model can calculate the relative strength of the relationship between regions. To see the strength of the relationship among regions in the West-East corridor, strategic economic areas were taken into considerations based on their distance and several observational variables, which were the total population variable, infrastructure completeness, level of security, and investment value. Observation analysis units consisted of sixty-five sub-districts along the West-East corridor. Mass 1 (M1) was the central government, West Padang district, and mass 2 (M2) was the other 64 sub-districts. The analysis results show that the total population, infrastructure completeness, level of security, and investment value are not only influenced by their closeness to the government/city center. The infrastructure completeness factor can influence the total population in a region. Likewise, the investment value can be influenced by the infrastructure completeness and the level of security in a region.JEL Classification: O10; R12; R19

Abstract

Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable. Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

Abstract

The purpose of this study is to analyze the empowerment of electricity beneficiaries through community empowerment activities following the use of wind and solar renewable energy (PLTH) in Pantai Baru. To achieve these objectives, the data collection in this study was carried out using a structured research questionnaire to 68 PLTH electricity beneficiaries in Pantai Baru, where they are also managers of tourism business in Pantai Baru.This study uses a frequency distribution analysis method to identify: (1) the profile of renewable electricity beneficiaries and (2) determine the extent of empowerment renewable energy electricity beneficiaries in Pantai Baru. The results showed that the characteristics of the beneficiaries were generally of a mature age, had a clear direction of life and goals, and had and adequate level of education. Furthermore, in terms of the empowerment indicators used in this study, they are rated as high. Thus, this study indicates that the community empowerment activities through the development of renewable energy have an impact to the empowerment of PLTH electricity beneficiaries in Pantai Baru.

Abstract

Abstrak Penelitian ini bertujuan menganalisis kerawanan banjir dan kesiapsiagaan kelembangaan dalam penanganan bencana banjir di 24 Desa/Kelurahan Kota Batu. Lokasi dipilih karena merupakan Kota Pariwisata dengan basis sektor pertanian yang berpotensi rawan terhadap banjir.Kerawanan banjir dianalisis melalui parameter kemiringan lereng, geomorfologi, curah hujan, jenis tanah, penutup lahan danbuffersungai.Metode yang digunakan dalam analisis kerawanan banjir adalahSpatial Multi Criteria Evaluation(SMCE).Matrix of Alliances and Conflicts,Tactics, Objectives and Recommendation(MACTOR) untuk analisis keberlanjutan dengan prespektif aktor-faktor. Pengolahan SMCE menghasilkan perbedaan zonasi tingkat kerawanan desa setiap tahun dengan kerawanan tinggi dan sedang di sebagian Kecamatan Bumiaji, Batu dan Junrejo.Hasil analisis MACTOR menunjukkan upaya yang dilakukan oleh sebelas OPD mendukung pelaksanaan dan memberikan pengaruh tinggi dalam strategi dan penanganan kebencanaan Kota Batu, baik pra bencana, saat bencana, maupun pasca bencana banjir dengan Dinas Pariwisata dan Dinas Pertanian sebagaikey driverdalam pelaksanaan strategi kebencanaan banjir di Kota Batu.Abstract This study aims to analyse flood susceptibility and institutional preparedness in handling flood disasters in 24 villages/sub-districts of Batu City, East Java. Location was chosen in this research because it is a Tourism City with an agricultural as the base sector. It has the potential to flood vulnerability. Flood susceptibility was analyzed through slope parameters, geomorphology, rainfall, soil type, land cover and buffer zone. Spatial Multi Criteria Evaluation (SMCE). Matrix of Alliances and Conflicts, Tactics, Objectives and Recommendations (MACTOR) are used as a method to analyze the sustainability with actors-factors perspective. SMCE resulted zone differences of village vulnerability levels in each year which have high and moderate vulnerability in some areas of Bumiaji, Batu and Junrejo District. MACTOR analysis showed that the efforts carried out by eleven OPD support the implementation of flood disaster and has huge impact on the disaster management strategy, in pre, during, and afer the flood disaster with the Tourism Office and the Agriculture Office as key drivers in the implementation of the flood disaster strategy in Batu City.
