Abstract

In the case of the development of public services, it is not merely an administrative problem or merely fulfilling the physical needs of service quality and customer satisfaction, especially considering that both of them have a major influence on the sustainability and development of an organization's mission. Such services must be accessible to the community without exception, regardless of socioeconomic status, race, ethnicity, religion and other subjective characteristics. As a service provider for citizens, the government is required to further optimize and be able and able to fulfill all its responsibilities to the community, both in terms of quality and quantity of service. Problems that occur in the Bondowoso District National Land Office are problems of poor service quality, good service quality will produce good output for the community and for the Land Office itself. The services available at the Land Office are a bit complicated and difficult for the public. The service of land certificates will make people's lives better with clear legal certainty.

Abstract

This study aims to analyzes the empowerment of coastal communities in Surabaya as planned by the Surabaya City Government (Pemkot) in the Regional Regulators (Perda) Number 10 of 2016 concerning on Medium-Term Development Region Plans (RJPMB) of Surabaya City year 2016-2021. Data were collected by descriptive analysis research methods and approaches qualitative. The data were validated by interviews, observations, and documentations that shows the implementation of coastal community empowerment policies who was done by the Surabaya City Government to support Indonesia’s maritime defense that has not been done. Based on Grindle’s policy implementation theory approach and the empowerment model community by Hyman, the study revealed that coastal communities can be empowered to become one of the elements of Indonesia’s maritime defense force and the deterrent againts the threats of the transnational crimes that use marine and coastal areas as an alternative media.

Abstract

The development of historical tourism areas such as Kampung Peneleh in Surabaya, which includes notable sites like the Peneleh Dutch Cemetery and the Birthplace of Bung Karno, has become a strategic priority to preserve cultural heritage and promote local economic growth. This area has been designated as a cultural heritage site through Surabaya City Regulation No. 1 of 2024. However, the implementation of development policies continues to face challenges, including limited funding, low community participation, and weak coordination among stakeholders. This study aims to analyze policy implementation using a literature review method based on Grindle's theory, with a PRISMA-based approach applied to 40 references. The findings identify four key factors for successful policy implementation: clarity of objectives, availability of resources, community involvement, and effective coordination. Nevertheless, the lack of adaptive local strategies and inadequate monitoring and evaluation mechanisms remain significant challenges. The study recommends formulating clear performance indicators, strengthening public-private partnerships, digitalizing promotional efforts, and enhancing community participation to support cultural preservation, economic growth, and sustainable development.

Abstract

Digital population identity being used massively in all regions, as stated in PERMENDAGRI Number 72 of 2022, but its implementation in Wonogiri Regency has no good management so that the IKD activation, only 14.87%, because this IKD activation is intended for people who already have an ID card.  This research examines the optimisation of digital identity activation in Wonogiri Regency to see an increase in its use. This research uses Optimisation theory which has three indicators: goals, alternative decisions, and dispositions. The method used in this research is a qualitative descriptive approach in collecting primary and secondary data. The results showed that the population and Civil Registration Agency of Wonogiri Regency had optimised digital population identity well, alternative decisions were made by training village operators, picking up the ball, and collaborating with other stakeholders to build public trust in the use of IKD. In addition, data security and data management are the main focus in IKD so that the community can be well digitalised in population services.

Abstract

This research is part of thesis that aims to evaluate the impact of the implementation program of development of small and medium industries in Ponorogo Regency, such as the impact of increasing the skills and improving the welfare of SMEs. The method used is descriptive qualitative evaluation. The evaluation results show that the program’s goals include increased skills not optimum. It is evident from the interviews that output of this program to increase the knowledge of SMES. But, because this knowledge is only basic level, where after joining the training, SMEs will find new information and knowledge, so the technical and management skills of SME entrepreneurs not increase properly. However, it should be noted that through the impact evaluation there is improvement of SME’s skills in the product quality. On the other hand, through impact evaluation the welfare improvement is not maximal yet in order to upgrade sales turnover. From the result of this evaluation, the lack of monitoring and evaluation causing the program has not been successful in achieving target. The monitoring and evaluation process are needed to analyze the problems and make some alternative solutions, so the regional development planning can be effective and efficient.Keywords: Impact evaluation, SME development, welfarePenelitian ini merupakan bagian dari tesis yang bertujuan untuk mengevaluasi dampak pelaksanaan program pembinaan dan pengembangan IKM di Kabupaten Ponorogo, berupa dampak peningkatan keterampilan danpeningkatan kesejahteraan IKM. Metode penelitian yang digunakan adalah evaluasi kualitatif deskriptif. Evaluasi hasil menunjukkan bahwa tujuan program berupa peningkatan keterampilan belum sepenuhnya optimal. Hal ini terlihat dari hasil wawancara bahwa output program ini berwujud terhadap peningkatan pengetahuan pengrajin IKM, yang merupakan tahap permulaan, dimana setelah mengikuti pelatihan menjadikan pengrajin IKM mendapatkan informasi dan pengetahuan baru, dan belum menunjukkan peningkatan keterampilan teknis maupun manajerial. Selanjutnya melalui evaluasi dampak terlihat adanya peningkatan keterampilan IKM berupa perbaikan kualitas dan mutu produk yang dihasilkan. Sedangkan melalui evaluasi dampak peningkatan kesejahteraan masih belum maksimal dalam upaya meningkatkan omzet penjualan. Berdasarkan hasil evaluasi tersebut, minimnya monitoring dan evaluasi menyebabkanprogram belum berhasil optimal dalam mencapai target. Perlunya proses monitoring dan evaluasi tersebut agar dapat dianalisis permasalahan dan menghasilkan alternatif solusi, sehingga perencanaan pembangunan daerah dapat berjalan secara efektif dan efisien.Kata Kunci: evaluasi dampak, pengembangan IKM, kesejahteraan

Abstract

Media sosial Instagram, terutama melalui fitur Instagram Story , berperan sebagai media yang efektif dan strategi dalam membangun personal branding figur publik. Penelitian ini bertujuan untuk mengkaji sejauh mana daya tarik pesan dan gaya komunikasi yang disampaikan melalui Instagram Story mempengaruhi terbentuknya personal branding Nadhifa Allya Tsana pada akun Instagram @rintiksedu. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei terhadap 100 pengikut @rintiksedu yang dipilih melalui teknik simple random sampling. Pengumpulan data dilakukan menggunakan kuesioner berskala Likert yang telah melalui pengujian validitas dan reliabilitas. Analisis data dilakukan dengan menggunakan regresi linier berganda. Hasil penelitian menunjukkan bahwa daya tarik pesan dan gaya komunikasi memiliki pengaruh yang signifikan, baik secara parsial maupun simultan, terhadap pembentukan personal branding Nadhifa Allya Tsana. Nilai R Square sebesar 0,799 mengindikasikan bahwa 79,9% variasi personal branding dijelaskan oleh variabel daya tarik pesan dan gaya komunikasi, sementara 20,1% sisanya dipengaruhi oleh faktor lain di luar penelitian ini. Temuan ini menegaskan bahwa pesan yang menarik serta gaya komunikasi yang sesuai mampu membentuk dan memperkuat persepsi positif audiens terhadap personal branding yang dikembangkan.Kata kunci : daya tarik pesan, gaya komunikasi, Instagram Story , personal branding

Abstract

The lack of literary and artistic resilience has contributed to heightened stress and social conflict in elementary school learning. This issue highlights the urgency of re-examining the role of literature and art in educational practices, particularly in supporting social movements within elementary schools to address increasingly complex social dynamics. The main objective of this study is to analyze the contribution of literature and art in strengthening students’ social and emotional resilience within the elementary school curriculum. The research employed a quantitative approach with a sample of 450 participants, consisting of 400 students and 50 teachers from elementary schools in Surabaya, selected using stratified random sampling. Data were collected using a validated questionnaire with a five-point Likert scale and analyzed through descriptive statistics and linear regression with the assistance of SPSS Version 29.0. The results revealed that literature and art significantly improved students’ perceptions and participation in developing social and emotional resilience, with mean scores of 62.5% and 59.5% respectively. These findings confirm the effectiveness of arts-based and literature-oriented education in fostering social-emotional competencies. In conclusion, literature and art play complementary roles in shaping students’ resilience in contemporary educational contexts. The practical implications suggest that integrating literature and art more systematically into the curriculum can enhance social awareness, promote solidarity in learning, and foster tolerance among students. Furthermore, such integration provides a sustainable framework for cultivating both individual resilience and collective harmony in school environments.

Abstract

The purpose of this study is to evaluate the WOW Crossword application as a part of Game-Based Learning in teaching vocabulary through students’ feedback. This study is a descriptive quantitative approach. The subject of the research is the students at SMK N 1 Warureja. There were 36 students majoring in X AKL.3. The data was gained from students’ feedback consisted of 15 statements, which were categorized into 4 rating scales in the level of Very Poor (1), Poor (2), Good (3), and Very Good (4). The feedback form will then be analysed and tabulated to determine the students’ Feedback performance, vocabulary achievement of the students, and students’ Feedback interpretation criteria in each meeting. The average feedback scores started at 51.5 to 60, which indicates that a significant majority of the students expressed high levels of satisfaction, motivation, and enjoyment during the learning process. Furthermore, feedback scores showed relatively low standard deviations, such as 3.2 in Meeting 5 and 4.3 in Meeting 4. The study also examined the development of students’ vocabulary acquisition at each of the meetings. The average vocabulary scores ranged from 13.78 to 22.67, reflecting the increasing familiarity of students with both the content and the game mechanism, as well as more targeted or appropriately challenging vocabulary tasks in those sessions. The minimum total score obtained by a student was 1854, while the maximum was 2044, out of a possible maximum value of 2160, which was then categorized into Good to Very Good. The Students consistently provided high feedback scores across all meetings, indicating strong motivation, enjoyment, and satisfaction with the learning method. These results confirm the potential of game-based tools to create an interactive and stimulating classroom atmosphere.

Abstract

AbstrakTransformasi digital di sektor pendidikan menuntut lembaga pendidikan memiliki media komunikasi yang informatif, adaptif, dan mudah diakses oleh masyarakat. Salah satu media strategis yang dapat mendukung kebutuhan tersebut adalah website sekolah. Namun, pemanfaatan website di banyak sekolah dasar masih belum optimal akibat keterbatasan sumber daya manusia, rendahnya literasi teknis, serta belum adanya pengelolaan konten yang berkelanjutan. Kegiatan pengabdian kepada masyarakat ini bertujuan meningkatkan kapasitas guru, operator sekolah, dan tenaga kependidikan dalam pengelolaan website di MI Nurusy Syifa, Kota Bekasi. Metode pelaksanaan menggunakan pendekatan partisipatif, aplikatif, dan pendampingan langsung yang dilaksanakan melalui tiga tahap, yaitu persiapan, pelaksanaan pelatihan, dan praktik pendampingan. Materi pelatihan mencakup pengenalan fungsi strategis website, pengelolaan dashboard, pembuatan halaman, publikasi berita, pengunggahan dokumentasi, serta prinsip penyusunan konten yang informatif. Hasil kegiatan menunjukkan bahwa peserta mengalami peningkatan pemahaman mengenai fungsi website sebagai media komunikasi resmi, sarana transparansi informasi, serta instrumen penguatan citra kelembagaan madrasah. Selain itu, peserta mulai memahami bahwa pengelolaan website tidak harus bergantung pada satu operator, melainkan dapat dilaksanakan secara kolaboratif oleh unsur sekolah melalui pembagian peran yang jelas. Dengan demikian, pelatihan ini berkontribusi terhadap penguatan kapasitas digital madrasah dan mendukung keberlanjutan pengelolaan website sebagai media komunikasi publik berbasis teknologi. Kata kunci: Pengelolaan website, komunikasi digital
