Abstract

Introduction: Stunting remains a major public health challenge in Indonesia, with long-term consequences for human resource quality. Empowering Posyandu (integrated health post) cadres through theory-based approaches is considered a strategic intervention to strengthen prevention efforts. Objective:This study aimed to evaluate the effectiveness of a community empowerment model grounded in the Health Belief Model (HBM) and the Theory of Planned Behavior (TPB) in improving preventive behaviors among Posyandu cadres. Methods: A quasi-experimental design with a non-equivalent control group and pretest–posttest approach was employed. The study was conducted in Magetan Regency, East Java Province, from January to September 2023. The intervention group was drawn from Panekan Sub-district and the control group from Plaosan Sub-district, with geographic separation used to minimize contamination. The study population comprised 400 cadres, from which 200 respondents were recruited proportionally and selected using random sampling within each sub-district (intervention = 100; control = 100). The intervention consisted of structured training modules integrating HBM and TPB constructs, including risk perception, benefits of prevention, self-efficacy, barrier reduction, and behavioral planning. Data were collected using a validated Likert-scale questionnaire measuring perceived susceptibility, perceived benefits, attitudes, intentions, subjective norms, and preventive behaviors. Analyses employed paired-samples t-tests for within-group comparisons and independent-samples t-tests for between-group differences, with significance set at p < 0.05. Results: The intervention group demonstrated statistically significant improvements across all measured variables (p < 0.001). Preventive behavior scores increased from 12.11 (SD = 1.06) at baseline to 21.10 (SD = 1.87) post-intervention. Between-group analyses confirmed higher posttest scores in the intervention group compared to controls (p < 0.001). Conclusion: Empowerment training based on HBM and TPB was effective in enhancing cadres’ cognitive and behavioral components related to stunting prevention. These findings provide preliminary evidence supporting the integration of theory-driven empowerment models into community health programs, while highlighting the need for sustained training and longer-term evaluation to ensure durability of behavioral change.

Abstract

This study explores the effectiveness of online learning for maritime subjects in Indonesian vocational high schools, focusing on how the rapid advancement of information technology has reshaped education in this unique field. Using a quantitative approach with 275 respondents, the research analyzes key factors that influence students' understanding of maritime subjects, such as digital literacy, motivation, and their perceptions of the effectiveness of online learning. The findings indicate moderate levels of both digital literacy and motivation for online learning, with flexibility being the most appreciated benefit. However, challenges related to social isolation were also noted. A predictive model developed during the research accounts for 43% of the variance in comprehension of the subject matter, identifying digital literacy and perceived online learning effectiveness as the strongest predictors. Additionally, the grade level of students significantly influenced their comprehension scores. This study emphasizes the need to integrate digital skills training and to employ engaging instructional strategies to enhance learning outcomes. Future research could investigate the use of immersive technologies, such as virtual reality or simulations, to better support practical skills development in maritime education, ensuring that students are well-prepared for real-world challenges in the maritime industry

Abstract

This study examines the increasing demands of globalization by asserting that higher education institutions must develop governance systems that operate effectively and ensure accountability. It argues that the implementation of Good University Governance functions as a strategic instrument to reinforce transparency, accountability, and participatory management within higher education institutions. The study investigates whether such implementation can significantly enhance educational quality in accordance with sustainable development objectives. Employing a normative legal research method, this research applies statutory, conceptual, and comparative approaches, including a comparison with governance practices in Malaysia and Singapore. The findings demonstrate that first, the implementation of Good University Governance substantially improves the quality of university governance by promoting institutional transparency, accountability, and responsiveness to societal needs. Second, higher education institutions encounter persistent challenges in implementing Good University Governance, particularly in relation to inadequate infrastructure, limited human resource capacity, regulatory inconsistency, and weak monitoring and transparency mechanisms. Third, the study formulates legal strategies that prioritize regulatory strengthening, effective supervision, protection of stakeholder rights, and the integration of technology to establish adaptive, transparent, and accountable governance systems that support the realization of quality education within the framework of sustainable development.

Abstract

Background: Cervical cancer remains one of the leading causes of mortality among women, particularly in developing countries, and can be detected early through Visual Inspection with Acetic Acid (VIA) screening. However, low knowledge and participation rates among women of reproductive age (WRA) remain major challenges. This study aimed to determine the effect of education using the wish and drive method on knowledge and participation in cervical cancer early detection. Methods: This study employed a quasi-experimental design with a pretest–posttest control group approach. A total of 60 respondents were selected using purposive sampling and divided into intervention and control groups. Data were collected using a structured questionnaire to assess knowledge and a checklist to measure participation in VIA screening. Data analysis was conducted using univariate and bivariate tests, including the Wilcoxon signed-rank test and Mann–Whitney U test. Results: The intervention group showed a significant increase in knowledge, with the proportion of “good” knowledge rising from 26.7% to 86.7%, while the control group experienced a decrease from 36.7% to 23.3%. Participation in VIA screening in the intervention group increased from 43.3% to 70%, compared to a slight increase in the control group from 40% to 43.3%. Statistical analysis indicated significant differences in both knowledge (p=0.000) and participation (p=0.002) after the intervention. Conclusions: Education using the wish and drive method effectively improves knowledge and participation in cervical cancer early detection among WRA. This method is recommended for implementation in community-based health promotion programs to enhance screening uptake and preventive health behavior.

Abstract

Background: Dengue fever remains a major public health concern in tropical regions, including Indonesia. Household-level knowledge, attitudes, and practices (KAP) play a critical role in sustainable vector control. This study aimed to compare KAP regarding dengue prevention among household heads in high- and low-incidence areas in Magetan Regency, Indonesia. Methods: A cross-sectional comparative study was conducted among 785 household heads selected using stratified random sampling. A total of 390 respondents were recruited from high-incidence areas (≥11 cases/year) and 395 from low-incidence areas (≤10 cases/year). Data were collected using a validated and reliable structured questionnaire measuring knowledge (45 items), attitudes (18 items), and practices (25 items). Spearman rank correlation was used to examine associations between sociodemographic factors and KAP scores, and the Mann–Whitney U test was applied to compare differences between groups. Results: Knowledge and attitude scores did not differ significantly between high- and low-incidence areas (p > 0.05). However, prevention practice scores were significantly higher in high-incidence areas (Mean = 15.51; SD = 4.37) compared to low-incidence areas (Mean = 12.94; SD = 5.91; p < 0.001). Age was positively associated with attitudes and practices in both areas, while education level was significantly correlated with knowledge. Employment status was associated with prevention practices, whereas gender showed no significant association with KAP. Conclusions: Dengue prevention practices were stronger in high-incidence areas, suggesting that direct exposure to disease risk influences behavioral responses more than knowledge alone. Strengthening community empowerment and behavior-focused interventions is essential, particularly in low-incidence areas, to enhance preparedness and prevent future outbreaks.

Abstract

The effectiveness of disaster preparedness cannot be measured solely from the existence of an early warning system (EWS). Warnings without prompt and coordinated action risk losing their significance in saving lives. In practice, many regions face challenges when warning signals are received, but response and resource mobilization are slow. This demonstrates that preparedness does not stop at detection systems, but rather relies on institutional, social, and technical capacity to act promptly. This opinion piece examines the limitations of EWS implementation in Indonesia from three dimensions: technical (limited reach and data interoperability), social (low risk literacy and community engagement), and institutional (unintegrated command, logistics, and anticipatory financing). This condition is exacerbated by weak coordination at the local level, including in the activation of volunteers and social networks, so that vulnerable groups are often not reached by warnings or early assistance. Based on lessons learned from case studies in Indonesia and international literature on anticipatory action, this paper emphasizes the need to review preparedness indicators by including aspects of resource mobilization as a main component. Policy recommendations include strengthening the capacity of Disaster Resilient Villages in the dissemination of warnings (last-mile warning), the application of the mechanism trigger and anticipatory financing, as well as the integration of preparedness with health services, education, logistics, search and rescue, and refugee readiness. This new approach positions preparedness not simply as the ability to receive warnings, but as an integrated system capable of translating warnings into concrete, life-saving actions.

Abstract

Background: Natural disasters continue to pose significant challenges globally, particularly in disaster-prone middle-income countries such as Indonesia, where communities are frequently exposed to hydrometeorological and geological hazards. While structural mitigation remains important, non-structural and community-based approaches are increasingly emphasized to enhance contextual relevance and community engagement in disaster risk reduction. This study aimed to develop and assess the feasibility of a community-based non-structural disaster mitigation module integrating local knowledge as an educational resource for disaster-prone communities. Methods: The study employed a Research and Development (R&D) approach using a simplified adaptation of the Borg and Gall model. The development process included a needs assessment through in-depth interviews and focus group discussions, module design and development, expert validation, and a limited field trial with target community users. Data were collected using qualitative methods and structured questionnaires, and analyzed descriptively to examine feasibility, acceptability, and relevance.. Results: The results indicate that the developed module achieved high feasibility scores across content, presentation, language, and integration of local knowledge. User assessments from the limited field trial demonstrated high levels of acceptability and relevance, particularly in relation to clarity, contextual suitability, and usefulness as a learning resource. Revisions based on expert and user feedback were incorporated into the final version of the module.. Conclusions: In conclusion, this study provides early empirical evidence supporting the feasibility and acceptability of a community-based non-structural disaster mitigation module that integrates local knowledge. The module shows potential for use as an educational tool to support community disaster preparedness activities within similar middle-income country contexts. Keywords: Community-based disaster risk reduction;  Non-structural disaster mitigation;   Module development; Local knowledge integration; Research and Development
