Abstract

Aims : To explore the experience of hypertension sufferers in carry out tera gymnastics therapy at RW 18 Kelurahan Padasuka in Cimahi West Java. Methods : This research includes the type of qualitative research with phenomenology approach method. Participants were hypertensive patients who were participating tera gymnastics therapy. Using purposive sampling technique involving only 6 participants who carry out the Tera gymnastics activities. Purposive Sampling Method is a type of convenience sampling technique so that a saturation point of information will be achieved. Collecting data using indepth interviews using the researcher's herself as a research instrument. The interview process used semi structured questions and open ended questions. This research was equipped with a voice recorder in the form of a cellular phone and field notes to record non verbal responses. Results : It can be concluded that five main themes were identified are : (1) the condition of hypertension who experienced by the participants (2) The efforts when experiencing hypertension (3) the response during carry out  tera exercise (4) the motivation in participating tera exercise (5) the expectations while hypertension suffering. Conclusions : The public can choose how to control hypertension with tera gymnastics therapy as a form of non pharmacological therapy

Abstract

In this study, there are still type C hospital classification and licensing standards that has not been met by Syarif Hidayatullah Hospital, so on this basis research was conducted. The purpose of this study was to analyze the implementation of the classification and licensing policies of type C hospitals on buildings, infrastructure, and equipment at Syarif Hidayatullah Hospital. To measure the success of policy implementation, the theory of George C. Edward III is used. The research method used in this study uses a qualitative approach with a descriptive type of research. Data collection techniques were carried out by means of interviews, observation, and documentation. The results of the research in communication indicators have been well socialized, but there are obstacles in the coordination carried out by policy implementers. Indicator Resources are still inadequate due to insufficient financial resources and infrastructure resources that do not meet the type C hospital classification standards. The disposition is good, several efforts have been carried out such as coordination meetings, making requests for suggestions, and collecting data on what must be completed. to meet classification standards on buildings, infrastructure, and equipment. The hospital bureaucratic structure and the owner still have unanswered obstacles regarding the work organization of the Syarif Hidayatullah Hospital which has not been incorporated into Syarif Hidayatullah State Islamic University.

Abstract

Managing public service complaints is a crucial part of realizing responsive and transparent governance. Tangerang Regency is one of the regions that has received national awards for its SP4N-LAPOR! management, making it interesting to examine its implementation strategy. This study aims to analyze the Tangerang Regency Government's strategy in managing SP4N-LAPOR! to achieve national recognition, using descriptive qualitative methods with Wheelen and Hunger's (1998) strategic implementation theory, which includes three indicators: program development, budgeting, and procedures. The results indicate that the program development strategy was implemented consistently, with 100% report completion and high public participation. From a budgetary perspective, significant funding allocations from the regional budget (APBD) and central government support through training demonstrate a commitment to strengthening institutional capacity. Meanwhile, from a procedural perspective, Tangerang Regency has a comprehensive standard operating procedure (SOP) and a robust coordination system, although challenges remain in terms of socialization and inclusiveness of application use. Overall, the SP4N-LAPOR! implementation strategy is considered effective in improving the quality of public services, although improvements are still needed to reach all levels of society equally.

Abstract

Permasalahan kebakaran hutan dan lahan masih menjadi isu lingkungan yang krusial di berbagai daerah, termasuk Kabupaten Siak. Upaya penanganan sering kali terhambat karena keterbatasan anggaran dan kapasitas sumber daya manusia di bidang lingkungan. Tujuan dari penelitian ini untuk menganalisis implementasi Kebijakan Siak Hijau melalui Program Transfer Anggaran Kabupaten Berbasis Ekologi (TAKE) di Kabupaten Siak, Provinsi Riau. Metode yang digunakan dalam penelitian ini Adalah kualitatif deskriptif menggunakan teknik pengumpulan data dengan wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi Kebijakan Siak Hijau melalui program TAKE dalam aspek standar dan tujuan kebijakan sudah sesuai dengan tujuan kebijakan, namun OPD yang bertugas masih ditemukan kurangnya kapasitas dalam bidang lingkungan hidup. Pada aspek Sumber Daya anggaran bahwa anggaran yang diberikan belum cukup berkomitmen dalam prinsip perlindungan lingkungan. Pada aspek komunikasi antar organisasi masyarakat masih memiliki keterbatasan informasi dalam penyusunan proposal self assessment. Terakhir, Pada aspek lingkungan ekonomi, sosial, dan politik, masyarakat Kabupaten Siak masih mengandalkan sawit sebagai mata pencaharian utama. Secara umum, implementasi kebijakan siak hijau melalui program TAKE belum berjalan optimal, perlunya pelatihan kapasitas OPD dalam bidang lingkungan dan pendampingan khusus terdahap Masyarakat dalam penyusunan proposal self assessment agar menciptakan Masyarakat yang mandiri dan berkelanjutan.

Abstract

The National Health Insurance Program (Jaminan Kesehatan Nasional or JKN) is a government initiative aimed at ensuring equitable, accessible, and affordable healthcare services for all Indonesian citizens. Since its implementation in 2014, the program has covered more than 90% of the population; however, several challenges remain, particularly concerning the quality of services at primary healthcare facilities such as community health centers (puskesmas). This study aims to analyze the quality of JKN services at the Cengkareng Public Health Center, West Jakarta, using the five dimensions of service quality proposed by Parasuraman: tangibles, reliability, responsiveness, assurance, and empathy. The research employed a descriptive qualitative method through in-depth interviews, direct observations, and document analysis involving healthcare workers and JKN patients. The findings indicate that the overall service quality at Puskesmas Cengkareng remains suboptimal. The tangibles and assurance dimensions are relatively good, while reliability, responsiveness, and empathy are still lacking. Major complaints include long waiting times, poor doctor–patient communication, and unfriendly staff attitudes. These findings highlight the need for improving human resource professionalism, strengthening service management systems, and conducting periodic evaluations to enhance the overall quality and patient satisfaction among JKN participants.

Abstract

This study departs from the importance of applying good governance principles in the provision of public services at the subdistrict level, particularly within the PATEN program in Curug Subdistrict. It aims to analyze the implementation of the principles of transparency, accountability, responsiveness, and participation in the administration of PATEN, using Dwiyanto’s theory as the analytical framework. The study employed a qualitative descriptive method, with data collected through interviews, observations, and documentation. The findings indicate that the implementation of PATEN in Curug Subdistrict has proceeded reasonably well through integrated coordination, a one-stop service system, and the application of standard operating procedures (SOPs) in accordance with existing regulations. Nevertheless, several challenges remain, including limitations in non-ASN human resources, performance reporting that is not yet fully transparent, inadequate facilities and infrastructure, and low levels of community participation in service evaluation. The study concludes that there is a need to enhance staff capacity, strengthen public information systems, improve service facilities, and develop mechanisms for community participation so that good governance principles in the administration of PATEN in Curug Subdistrict can be implemented more optimally.

Abstract

Pada umumnya penyandang disabilitas sering kali dipandang sebelah mata oleh masyarakat. Mereka dianggap sebagai sosok yang lemah atau kurang beruntung. Keterbatasan yang dimiliki oleh penyandang disabilitas berdampak pada kemampuan berpatisipasi ditengah masyarakat dan mengalami kesulitan saat mengakses pendidikan ataupun layanan publik lainnya. Kondisi tersebut menimbulkan kesenjangan atau permasalahan sosial di Kota Tangerang. Terkait dengan jumlah penyandang disabilitas di Kota Tangerang yang terbilang tidak sedikit. Hal ini dibuktikan dari data terpilah Badan Pusat Statistik Kota Tangerang yang menunjukkan adanya peningkatan jumlah penyandang disabilitas, yaitu tahun 2017 berjumlah 29. 750 orang dan pada tahun 2018 meningkat menjadi 3.580 orang. Meninjau permasalahan tersebut, pemberdayaan penyandang disabilitas pada bidang wirausaha sosial melalui warung miebowl ini hadir guna memberikan kesempatan kepada para penyandang disabilitas untuk berkembang sesuai dengan minat bakat yang dimiliki. Warung ini serupa dengan Warmindo, namun pelayanannya bersifat self-service sehingga hal ini dapat memudahkan penyandang disabilitas dalam melayani pelanggan. Konsep dari warung ini, pelanggan dapat memilih dan mengambil sendiri mie, topping dan minuman yang mereka inginkan. Kemudian, pelanggan menuju kasir untuk memberikan pesanan dan membayarnya. Pesanan yang diberikan kepada pelayan lalu akan dimasak, dibuat dan kemudian diberikan kepada pelanggan.

Abstract

Kota Sukabumi merupakan salah satu kota penyumbang peningkatan angka kemiskinan tertinggi di Jawa Barat yang disebabkan oleh rendahnya produktivitas kegiatan ekonomi masyarakat, rendahnya modal yang dimiliki, tingkat pendidikan yang tergolong rendah, dan kondisi sosial budaya yang kurang mendukung. Jumlah penduduk miskin atau penduduk dengan pengeluaran per kapita per bulan dibawah garis kemiskinan di Kota Sukabumi berjumlah 25.420 jiwa pada tahun 2020 lalu. Angka tersebut mengalami kenaikan sebesar 3.550 dari tahun sebelumnya yang berjumlah 21.870 jiwa. Kemiskinan ini masih ditemukan di Kelurahan Sudajaya Hilir, khususnya pada keluarga penerima manfaat. Pada proses verifikasi dan validasi data kami menemukan bahwa maraknya keluarga penerima manfaat bantuan sosial yang terlilit hutang serta hanya bertumpu pada bantuan sosial pemerintah, dikarenakan tidak adanya sumber penghasilan tetap untuk memenuhi kebutuhan sehari-hari, yang mana ditemukan pada keluarga penerima manfaat bansos Kelurahan Sudajaya Hilir. Wadah Keluarga (WARUGA) hadir untuk menjembatani peluang dan potensi yang tersedia di Kelurahan Sudajaya hilir. Pada program Wadah Keluarga (WARUGA) ini memiliki sebuah tujuan memaksimalkan potensi yang ada baik dari sisi Sumber Daya Alam maupun Sumber Daya Manusia, membentuk masyarakat yang produktif, membentuk masyarakat yang mandiri, menjadi roda penggerak perekonomian masyarakat, dan mendorong angka kesejahteraan masyarakat khususnya Keluarga Penerima Manfaat Bantuan Sosial. Dengan adanya program tersebut diharapkan keluarga penerima manfaat Sudajaya Hilir sebagai kelompok sasaran program menjadi berdaya dan meningkatkan kesejahteraan masyarakat.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan reformasi birokrasi di Kementerian Agama Republik Indonesia dengan menekankan pada pencapaian, tantangan, dan strategi yang diterapkan dalam rangka mewujudkan tata kelola pemerintahan yang baik. Menggunakan metode studi literatur deskriptif-kualitatif, penelitian ini mengkaji regulasi, dokumen evaluasi, dan sumber resmi lainnya yang berkaitan dengan pelaksanaan reformasi birokrasi pada periode 2020–2024. Hasil penelitian menunjukkan bahwa Kementerian Agama telah melakukan berbagai transformasi kelembagaan, termasuk digitalisasi layanan, penguatan sistem pengawasan, serta pembentukan Badan Moderasi Beragama. Meskipun demikian, implementasi reformasi birokrasi masih menghadapi tantangan seperti rendahnya kompetensi ASN di daerah, keterbatasan infrastruktur digital, dan masih adanya praktik korupsi. Strategi menuju good governance dijalankan melalui prinsip partisipasi publik, transparansi, akuntabilitas, serta penguatan pelayanan berbasis teknologi. Penelitian ini menyimpulkan bahwa keberhasilan reformasi birokrasi di Kementerian Agama sangat bergantung pada konsistensi kebijakan, perbaikan sumber daya manusia, serta dukungan sistem pengawasan yang kuat dan inklusif.

Abstract

The purpose of this study is to find out how the effectiveness of the E-Library of Angkasa Pura II (Elora) in increasing digital literacy at PT Angkasa Pura II (Persero). This type of research uses qualitative methods with descriptive research types. Data collection techniques using the method of observation, interviews, and documentation. The research results were carried out from the theory of program effectiveness according to Budiani (2007:53) with 4 (four) indicators. First, namely the accuracy of the program's targets is appropriate, seen from the exact program targets, which PT Angkasa Pura II is aimed at all employees who intend to increase their knowledge. Second, the socialization of the program cannot be said to be effective as seen from the fact that there are still many employees of PT Angkasa Pura II who have not used the Elora application because the socialization does not vary only through WhatsApp groups and corporate email. Third, the program objectives are appropriate, seen from the Elora application, it really helps employees in terms of increasing digital knowledge and literacy. Fourth, program monitoring has been carried out by the organizing team through monitoring and evaluation. In addition, program monitoring can also be seen at the Management Review Meeting every month, but there is still no follow-up to make improvements as a result of the evaluation carried out.
