Abstract

Knowledge management in government institutions is essential to improve operational efficiency, innovation, and quality of public services, as well as ensure adaptability, transparency, accountability, and responsiveness to the needs of society in the era of globalization and increasingly fierce competition. The purpose of this study is to find out and analyze the influence of Knowledge Management on the Culture of Knowledge Sharing mediated by the Leadership at the Office of the Ministry of Religion of Binjai City. This research was conducted with a causal associative quantitative approach. The sample used was all employees with a total of 105 people. The results of data analysis using Structural Equation Modeling (SEM) based on Partial Least Square (PLS) show that Knowledge Management has a positive and significant influence on Knowledge Sharing Culture, with T-statistical values of 2.973 > 1.96 and P-Values of 0.003 < 0.05, which means that an increase in Knowledge Management will significantly improve the Knowledge Sharing Culture. In addition, Knowledge Management also has a positive and significant effect on Leadership, shown by a T-statistical value of 78.253 > 1.96 and a P-Value of 0.000 < 0.05, indicating that improving Knowledge Management will significantly improve organizational leadership. Other findings showed that Leadership had a positive and significant effect on the Knowledge Sharing Culture, with a T-statistic value of 5.668 > 1.96 and a P-Value of 0.000 < 0.05, which indicates that an increase in Leadership will significantly improve the Knowledge Sharing Culture. Indirect influence analysis showed that Leadership was able to intervene in the influence between Knowledge Management and Knowledge Sharing Culture, with a T-statistical value of 5.796 > 1.96 and a P-Value of 0.000 < 0.05. These results provide important insights that Leadership plays a significant intermediary variable in the relationship between Knowledge Management and Knowledge Sharing Culture at the Office of the Ministry of Religion of Binjai City. These findings underscore the importance of integrating knowledge management strategies and leadership development to improve the culture of knowledge sharing in government institutions.

Abstract

A deep understanding of the relationship between empowering leadership styles, goal orientation, and proactive behavior of employees can be key to optimizing organizational performance in addressing sensitive issues related to women, children, and society more effectively. The purpose of this study is to find out and analyze the influence of Empowerment leadership on Proactive Behavior mediated by the Orientation of the purpose at the Office of Women's Empowerment, Child Protection and Community of Binjai City. This research was conducted with a causal associative quantitative approach. The sample used was all employees, with a total of 61 people. The results of data analysis using Structural Equation Modeling (SEM) based on Partial Least Square (PLS) show that 1) There is no influence of Empowerment Leadership on proactive behavior. where the T-statistic value is 0.960 < 1.96 and the P-Value value is 0.341 > 0.05. 2) Empowerment Leadership has a positive and significant effect on goal orientation with a T-Statistical value of 2.256 > 1.96 and a P-Value of 0.028 < 0.05 which means that if the leadership Empowerment is improved, then employee goal orientation will increase.3) Empowerment Leadership has a positive and significant effect on goal orientation with a T-Statistical value of 2.256 > 1.96 and a P-Value value of 0.028 < 0.05 which means that if Empowerment leadership is improved, employee goal orientation will increase and 4) Goal orientation is able to mediate the influence between Empowerment Leadership and Proactive Behavior with a T-Statistic value of 2.300 > 1.96 and a P-Value of 0.025 < 0.05. The implication of these findings is that management needs to consider implementing appropriate goal-oriented development strategies, along with empowerment leadership practices, to create a work environment that supports and encourages productive and innovative proactive behaviorsLeadership Empowerment

Abstract

A conducive organizational climate and its influence on employee performance, job satisfaction, motivation, and commitment are essential in improving organizational performance. The purpose of this study is to find out and analyze the influence of organizational climate on employee commitment mediated by job satisfaction and motivation at PT. Media Teknik Persada. This research was conducted with a causal associative quantitative approach. The sample used was all employees at PT. Media Teknik Persada with a total of 67 people. The results of data analysis of this study show that the organizational climate has no influence on employee commitment with a T-statistical value of 0.416 < 1.96 and a P-value of 0.678 > 0.05). However, a conducive organizational climate had a positive and significant effect on job satisfaction with a T-statistical value of 18.076 > 1.96 and a P-value of 0.000 < 0.05 and motivation with a T-statistical value of 11.773 > 1.96 and a P-value of 0.000 < 0.05. Job satisfaction had no effect on employee commitment with a T-statistical value of 0.901 < 1.96 and a P-value of 0.371 > 0.05. Job satisfaction was also unable to intervene in the influence of organizational climate on employee commitment with a T-statistical value of 0.912 < 1.96 and a P-value of 0.365 > 0.05). On the other hand, work motivation had a positive and significant influence on employee commitment with a T-statistical value of 5.802 > 1.96 and a P-value of 0.000 < 0.05) and was able to intervene in the influence of organizational climate on employee commitment with a T-statistical value of 4.401 > 1.96 and a P-value of 0.000 < 0.05). These findings imply that organizations need to improve, pay attention to, maintain, and improve the organizational climate to create a comfortable atmosphere for employees, which in turn increases employee motivation and commitment.

Abstract

Empowerment leadership, which provides authority and support to subordinates, will improve employee intrinsic motivation as well as organizational performance. The purpose of this study is to find out and analyze the influence of Empowerment Leadership on Intrinsic Motivation mediated by Psychological Empowerment at the Binjai City Environmental Office. This research was conducted with a causal associative quantitative approach. The sample used was all employees with a total of 75 people. The results of data analysis using Structural Equation Modeling (SEM) based on Partial Least Square (PLS) showed that empowerment leadership did not have a significant influence on intrinsic motivation (T-statistic 0.985 < 1.96; P-value 0.328 > 0.05), which indicates that improving empowerment leadership does not directly increase employee intrinsic motivation. However, empowerment leadership had a positive and significant effect on psychological empowerment (T-statistic 43,372 > 1.96; P-value 0.000 < 0.05), indicating that improved empowerment leadership significantly improved employee psychological empowerment. Furthermore, psychological empowerment had a positive and significant effect on intrinsic motivation (T-statistic 4.848 > 1.96; P-value 0.000 < 0.05), which means that increased psychological empowerment significantly increases intrinsic motivation. Indirect influence analysis showed that psychological empowerment was able to intervene in the influence between empowerment leadership and intrinsic motivation (T-statistic 4.747 > 1.96; P-value 0.000 < 0.05). These findings provide insight that psychological empowerment plays a significant mediator role in the relationship between empowerment leadership and intrinsic motivation, emphasizing the importance of psychological empowerment in increasing employee intrinsic motivation.

Abstract

The development of the population and its supporting facilities has an impact on improving the economy of the people of a city. The Jalan Letda Sujono corridor has experienced significant development of trade and service activities with the location of the area on the border of Medan City with Deli Serdang Regency and the access to the Bandar Selamat Toll Gate. The development of trade and service activities encourages the development of other activities such as housing, public services, commerce, warehousing and industry. This has a big impact on the demands of land provision, the potential for inconsistencies in the use of space, and the disruption of traffic circulation. Inconsistent land use is expected to affect the growth and development of the city which is irregular and directed (urban sprawl). The factor of incompatibility in space utilization in spatial planning is caused by the lack of effective control of space utilization. The Jalan Letda Sujono corridor is planned by the Medan City RDTR as a Trade Sub-Zone zoning which covers 3 (three) planned blocks and there are provisions for activities (zoning regulations) for several activities that are limited by a maximum proportion of 10% of the planned block area. For this reason, it is necessary to conduct a study of the suitability of existing activities with the zoning plan that has been stipulated in the Medan City RDTR as a content of space control in order to realize safe, comfortable and sustainable spatial arrangements. In this study, a qualitative descriptive method with a spatial analysis approach is used to be able to directly compare the existing activity map with the zoning map that has been determined in the Medan City RDTR. The analysis carried out was an analysis of the interpretation of existing activities using satellite images, an analysis of the conformity of the provisions of activities with spatial ovelaping, an analysis of the suitability of activities in excess of 10% proportion, and an analysis of the suitability of activities in the Trade Sub-Zone in the Letda Sujono Street Corridor. The results of this study show that there are 45 types of existing activities consisting of 6,403 persils of activities (polygons). The suitability of activities in the research area was 102.23 Ha (60.84%) and the non-conformity of activities was 65.80 Ha (39.16%). The Plan Block that has been exceeded by activities with a proportion of 10% is Block 17-07-01 (Tembung). In the Trade Sub-Zone in the corridor of Jalan Letda Sujono, it is known that the suitability of its activities covers an area of 19.45 Ha (89.05%) and the non-conformity of its activities covers an area of 2.39 Ha (10.95%). This indicates that the spatial zoning plan has not been fully realized with the existence of Unpermitted Activities (X) in the form of Integrated Schools and the existence of Conditional Activities (B) in the form of Vehicle Pools, Workshops, and Warehouses/Warehouses. The conditional activities are no longer allowed (not allowed) in the Plan Block 17-07-01 (Tembung) because it has exceeded the proportion of activities of 10% of the plan block.

Abstract

Industrial estates in the northern region of Medan City are currently developing close to community settlements, which have the potential to have a negative impact on the environment and public health. These impacts include air and noise pollution, water and soil pollution, declining property values, increased crime problems, and environmental damage. Therefore, it is necessary to conduct a study on the suitability of industrial estates to the carrying capacity of the environment. This study aims to assess the suitability of industrial estates with the Carrying Capacity and Carrying Capacity of Ecosystem Services-Based Environment. The method used in this study is quantitative descriptive, which describes environmental characteristics and the phenomenon of industrial estate development. The results of the study show variations in land suitability in the northern region of Medan City. In Medan Belawan District, most of the land (1,566.22 hectares) is not suitable for industrial estates, while in Medan Deli, most of the land (1,358.26 hectares) is very suitable. Medan Labuhan District is dominated by suitable land (2,157.42 hectares), while Medan Marelan has an even distribution between very suitable and suitable land. In coastal reclamation areas, most of the land (262.46 hectares) is not suitable.

Abstract

Effective regional planning is very important in maintaining food security, especially in areas with significant agricultural potential such as Serdang Bedagai Regency, North Sumatra. This study aims to conduct a spatial-based rice field correction analysis to validate and update rice field data that has been determined through the Decree of the Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN) No. 686 of 2019. Using Geographic Information System (GIS) technology, this study integrates rice field map data, the latest satellite imagery, and field data to evaluate the actual condition of rice fields in Serdang Bedagai Regency. The results of the analysis showed that there was a decrease in the area of rice fields by 704.90 ha compared to the data of the Decree of the Ministry of ATR/BPN, with around 4,645.40 ha of rice fields that have not been mapped. The data obtained also identified potential rice fields based on the availability of irrigation and land conditions, with a total potential land of 41,233.27 ha. Overlay analysis revealed significant differences between raw paddy field data and actual conditions in the field, indicating land conversion that requires special attention. This study provides strategic recommendations for better management of paddy fields and the need to adjust raw paddy land data to support food security. These findings are not only relevant for local policies but can also be used as a model for other regions in Indonesia in their efforts to maintain and manage agricultural land sustainably.

Abstract

The sport center is area with complete and adequate sports facilities that accommodate all, sports activities. The north Sumatra North Provincial government is hosting the XXI PON in 2024, even thiught this activity only focuses on sports activities, it has a big impact on social activities in society, the economy and culture. Analysis of construction of a sport center on regional development greatly influences the growth of region with the existence of new regions that become centers of growth, the emergence of regions that become centers of regional growth, among other things, the smoother movement of goods or economic commodities between regions, providing employment opportunities for the population, and can facilitate the increase in community income for micro, small and medium enterprises (MSMEs) to improve the quality of community welfare.

Abstract

Air bersih di Hamparak Perak masih belum dapat dinikmati oleh seluruh masyarakat terutama desa Klambir Lima Kebon. Penerapan prinsip konservasi air pada kehidupan sehari-hari dapat menjadi solusi dari keterbatasan akses air bersih. Salah satu cara konservasi air yaitu menerapkan sistem pemanenan air hujan di daerah krisis air bersih. Oleh karena pada kegiatan pengabdian masyarakat ini bertujuan untuk meningkatkan pengetahuan masyarakat terhadap penerapan sistem pemanenan air hujan berfilter dalam upaya konservasi air di daerah krisis air. Metode yang digunakan yaitu edukasi terkait pentingnya koservasi air, manfaat penerapan sistem pemanenan air hujan dan cara pembuatan sistem pemanen air hujan berfilter. Berdasarkan hasil sosialisasi sekaligus praktik terjadi peningkatan pemahaman masyarakat sebesar 93% terhadap upaya konservasi air melalui penerapan alat pemanen hujan dan filter air hujan.

Abstract

This study aims to examine the Integrated Mass Transportation Planning for the Development of Medan City Area. The type of research used in this study is a type of descriptive research with a qualitative approach. To analyze the Integrated Mass Transportation Planning for the Development of Medan City Area, various research methods were used. First, a literature study was carried out that involved a review of official documents related to transportation policies in Medan City, including local regulations, official government reports, and related publications. The data obtained from literature studies, observations, and interviews were then analyzed qualitatively. The results of this analysis are expected to provide a comprehensive picture of the success of the policy in improving Integrated Mass Transportation. The results of the Integrated Mass Transportation Policy research in Medan City can be considered a significant step in efforts to improve public transportation services in the city. By providing coordinated transportation system integration, improved accessibility, and a focus on energy efficiency and passenger safety, Integrated Mass Transportation provides concrete solutions to address various challenges in the provision of public transportation services. Overall, Integrated Mass Transportation is a progressive step that shows the commitment of the City of Medan to improving the quality of life of its residents through the provision of better and sustainable public transportation services. With collaboration between the government, transportation operators, and the community, Integrated Mass Transportation has the potential to be an example for other cities in an effort to improve the quality of public transportation services as a whole.
