Abstract

This study aims to examine the Preferences of Users and Service Providers Towards the Road Transportation Network System(Transportation Network System that Supports Ports in Tanjungbalai City (Case Study: Teluk Nibung Port). By using qualitative methods, this study is expected to provide an in-depth understanding of the preferences of users and service providers towards the Transportation Network System system that supports the Port of Teluk Nibung in Tanjungbalai, as well as explore the factors that affect their perception and needs. This chapter provides a methodological foundation for analyzing the data in the next chapter. The results of this study concluded that to increase the effectiveness of the road transportation network system (Transportation Network System) that supports the Port of Teluk Nibung, improvements in road infrastructure and better traffic management are needed. Through synergy between the government, logistics service providers, and port operators, it is hoped that this transportation system can function optimally, support the smooth operation of port activities, and increase the competitiveness of Teluk Nibung Port as the main port in the region.

Abstract

This study aims to examine Efforts to Increase the Benefits of Spatial Planning in the Development Program Planning Mechanism in Batu Bara Regency This research is a qualitative research with a descriptive approach that seeks to present the concept of implementation in development planning in connection with the quality of regional development planning. Data collection techniques are the means used to obtain the data and information needed to achieve research objectives. Data analysis is a process or effort to process data obtained from the results of interviews, field notes and documentation, into new information so that the characteristics of the data are good. The results of the research on efforts to increase the benefits of the Spatial Plan (RTR) in the planning mechanism of development programs in Batu Bara Regency must prioritize synchronization between spatial planning and integrated and sustainable development policies. The main steps that need to be taken include aligning the RTR with the RPJMD, developing infrastructure according to zoning, and strengthening regulations and spatial supervision. In addition, the use of GIS technology for monitoring and involvement of the community and the private sector in planning is also very important. Through the implementation of a targeted RTR, Batu Bara Regency can optimally maximize the potential of its area, including industrial, tourism, and agricultural areas. Thus, the benefits of RTR can be realized in the form of more inclusive, environmentally friendly development, and support the economic welfare of the community and regional sustainability.

Abstract

This study aims to examine the Influence of Public Facilities on the Quality of Life in the Simarito Slum in Simarito Village, West Siantar District, Pematang Siantar City. Qualitative research methods aim to understand social phenomena from the perspective of the individuals involved and focus on the context and meaning behind their experiences. In this study, interviews can be conducted with local residents to understand their experiences regarding public facilities and their impact on quality of life. The qualitative research method described above aims to understand the influence of public facilities on the quality of life of people in the Simarito slum. Research results Overall, public facilities have a crucial role in improving the quality of life of the community in the Simarito Slum Area. While the challenges in their provision and maintenance are quite complex, collaborative efforts between governments, communities, and other stakeholders can lead to significant improvements. This research shows that to achieve a sustainable improvement in the quality of life of the community, it is important to integrate the community's perspective in every stage of planning and maintenance of public facilities.

Abstract

This study aims to research the Optimization of Agricultural Area Planning in Supporting Food Security in Asahan Regency: A Case Study of Rawang Panca Arga District. The qualitative research method described above provides a strong foundation to explore and understand the complexity of agricultural area planning and food security in Rawang Panca Arga District. With the right approach, this research is expected to provide in-depth insights and effective solutions to overcome the challenges faced in the agricultural sector in Asahan Regency. Research results The capacity of human resources, especially farmers, needs to be increased through training and extension programs. With better knowledge of modern agricultural techniques, farmers will be better able to optimize crop yields and maintain food security independently. Government and institutional support is very important in supporting the sustainability of agricultural area planning. Policies that support incentives for farmers, subsidies, and access to markets can encourage the sustainability and competitiveness of the agricultural sector in Rawang Panca Arga District. With the optimization of agricultural areas that are planned effectively, Rawang Panca Arga District has the potential to become one of the main pillars of food security in Asahan Regency. Increasing production and sustainability of food supply will make a real contribution to the welfare of people in this region. In conclusion, the optimization of agricultural area planning in Rawang Panca Arga District has significant potential to support food security in Asahan Regency, as long as it is carried out with comprehensive planning and continuous support from various parties.

Abstract

Flooding is one of the problems that often occurs in the Panca Budi School in Medan, especially during the rainy season. This problem is caused by poor drainage systems, low soil absorption due to reduced green open space, and suboptimal waste management. This study aims to analyze the factors that cause flooding in the school environment and design solutions based on a sustainable approach to overcome these problems. The research method used is qualitative descriptive with data collection techniques through observation, interviews, and literature studies. The results showed that high rainfall intensity, inadequate drainage system, and low environmental awareness were the main causes of flooding at Panca Budi School in Medan. The solutions offered include improving the drainage system through the construction of larger and closed channels, the implementation of green infrastructure such as infiltration wells and bio-retention parks, rainwater management with rainwater harvesting systems, and education and involvement of the school community to maintain environmental cleanliness. The implementation of this solution also emphasizes sustainability by ensuring regular evaluation of the effectiveness of the measures that have been implemented. This research is expected to be a guide in overcoming flood problems in the school environment, creating safe and comfortable learning spaces, and contributing to better environmental management.

Abstract

Housing is a collection of houses in a housing area that are built in an organized manner complete with infrastructure, facilities and public utilities. As part of the organizational area, housing is one of the basic needs of society which is closely related to economic, socio-cultural, development and industrialization activities. Various housing problems that arise are characterized by the existence of slum organization areas in urban or rural areas, apart from population density which results in cramped and unhealthy environments, the large number of housing damaged due to natural disasters, the poor condition of building materials and limited infrastructure, public facilities and utilities. other. increase the number of uninhabitable houses. Fulfilling housing infrastructure, facilities and public utilities is one of the obligations of the Regional Government and housing developers as legal entities administering housing to prevent the increase in slum areas. Apart from creating livable houses, the aim of this research is to reveal the availability of housing infrastructure, facilities and public utilities referring to Serdang Bedagai Regency Regional Regulation Number 9 of 2021 concerning the Handover of Housing and Settlement Infrastructure, Facilities and Utilities. The research methodology used is qualitative and quantitative methods. Qualitatively, data was collected through interviewing related parties, such as local government, housing developers, local communities and direct observation. Quantitatively, data will be collected from the list of housing registered with the Licensing Service, the results of field surveys using questionnaires. The results obtained are the availability and obligation to deliver infrastructure, facilities and utilities in residential areas. Regarding standards for the provision of housing infrastructure, facilities and public utilities, the majority of housing does not yet meet the balanced housing category but is in accordance with the Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia Number 20/PRT/M/2019 concerning Ease and Assistance of Home Ownership for Low-Income People, apart from that, the quality of infrastructure, facilities and utilities are partly not maintained so they cannot be used optimally.

Abstract

The suitability of spatial pattern plans between Provincial RTRWs and City/Regency RTRWs is very important to ensure coordinated, sustainable, and efficient spatial management. This alignment supports harmonious development policies, prevents land use conflicts, and optimizes the use of natural resources and infrastructure. In addition, this conformity helps control development to fit the long-term vision, improve disaster risk mitigation, and create certainty for investment, resulting in safer and more targeted spatial planning at various levels of government. Fundamental problems and conflicts in space utilization arise due to significant challenges caused by overlapping policies, regulations, and geospatial information. The location of the study is in Tanjungbalai City which analyzes the comparison of the City Spatial Pattern Plan with the Provincial Spatial Pattern Plan. The provincial spatial pattern plan used is the 2023 Revision of the North Sumatra Provincial RTRW, while the urban spatial pattern plan uses the 2023 Tanjungbalai City RTRW Revision. This study aims to provide an overview of the evaluation of the non-conformity of the Tanjungbalai City Revised spatial pattern plan to the Revision of the RTRW of North Sumatra Province and provide steps to resolve the non-conformities that occur that are useful as material for discussion and evaluation of the Revised RTRW of Tanjungbalai City at the Provincial level..

Abstract

This study aims to analyze the impact of traffic in the Medan Industrial Estate on the quality of life of the community in Amplas Village, Percut Sei Tuan, Deli Serdang Regency, North Sumatra. The research method uses a descriptive qualitative approach to understand the traffic impact of the Medan Industrial Estate (KIM), which includes in-depth interviews and questionnaires involving respondents from the local community. The results showed that the presence of industry had a positive impact on the community's economy, with 70.78% of respondents expressing improvements in economic structure and 100% of respondents agreeing that industry has reduced the unemployment rate through job creation. However, negative impacts such as air pollution and noise due to increased traffic are also felt significantly, which has the potential to reduce the quality of life of the community.The results showed that 75.60% of respondents reported an increase in income, but they also faced challenges such as congestion that led to an increase in business operating costs and a decrease in property values. Public perceptions of environmental safety and comfort indicate concern about the risk of accidents and health impacts due to pollution. This study recommends the need for more comprehensive traffic planning and attention to the environmental impact of industrial activities. It is hoped that with the right mitigation measures, the quality of life of the people in Amplas Village can be improved without sacrificing sustainable economic growth.

Abstract

The arrangement of the Panca Budi Development University (UNPAB) Campus area in preventing flooding in the rainy season is an important issue that must be considered to maintain the smooth running of lecture activities and the comfort of the campus environment. This study aims to analyze and design flood mitigation solutions by applying the concept of Integrated Water System Management (IWSM) which can effectively manage rainwater flow. IWSM is a holistic approach that integrates green infrastructure and technology to manage stormwater, reduce runoff, and improve water quality. The method used in this study is a qualitative approach with a descriptive analysis of the existing conditions of the campus and the potential for the application of IWSM. The results of the study show that the implementation of IWSM on the UNPAB campus can reduce flood risk by improving the drainage system, increasing green open space, and utilizing rainwater harvesting technology. In addition, these solutions also contribute to groundwater management and create a greener and more sustainable environment. This study recommends regular maintenance of water infrastructure and increased awareness and participation of the academic community in maintaining the sustainability of the IWSM system on campus.

Abstract

The tornado disaster is one of the natural disasters that often occur in Indonesia, including in Serdang Bedagai Regency. Therefore, research is needed that aims to analyze areas prone to tornado disasters and the level of house damage caused as a basis for reference for rehabilitation and reconstruction of disaster victims' houses in Serdang Bedagai Regency. The methodology used is qualitative methods and quantitative methods through field survey approaches, geographical mapping, and data sources belonging to the Regional Disaster Management Agency of Serdang Bedagai Regency and even interviews with local residents. The results of the identification in this study show that the occurrence of tornado natural disasters from 2021 to 2024 has occurred 43 times at 124 different points and affected 1,020 housing units, which are predominantly occurring in Sei Bamban and Tanjung Beringin Districts because they are lowland and open, namely rice fields and near-coastal areas. The results of this study are expected to be a reference for local governments in disaster mitigation planning.
